202 PRESIDENT'S MESSAGE

This month, I present my Smorgasbord Message. No, I am not going to be discussing the finer points of Scandinavian Cuisine, so don't toss this page to the chef in your house. I just couldn't think of any other description for t#e * following mixture of odds and ends.

First, you will find enclosed with this issue a ballot for our biennial election which will cover the period from September 1, 1990 through August 31, 1992. The slate of candidates, who are basically unchanged except for some position- switching, are running unopposed. Nevertheless, I encourage all of you to mail in your ballots; your vote of confidence will be most appreciated by the candidates.

Secondly, the officers and Board of Directors have approved an incentive plan for recruiting members to SPI. For every 3 new members recruited in one fiscal year (September 1 through August 31) a member, whether U.S. or foreign, will receive a certificate equal to one year of U.S. membership. This certificate may be used to pay dues, offset auction debts, or purchase SPI publications. Lest you think this an impossible chore, I can assure you that potential members are everywhere! If you participate in a Sports Sales Circuit conducted by the American Philatelic Society, then you have addresses for up to nine new members. Maybe your trading partners, either here or abroad, aren't members but would like to be. How about others at your local stamp club? The possibilities are limited only by your imagination, so let's get out there and recruit? Both Clem Reiss and Margaret Jones can make membership applications available upon request.

As you may have noticed, our bimonthly auction has been growing by leaps and bounds, due in no little part to the efforts of our hardworking Auction Manager, Glenn Estus. Unfortunately, with only 24 hours in the day, Glenn has found precious little time to work on the New Issues Column in JSP, which he has been editing for a number of years. Therefore, beginning with the January 1991 issue of JSP, we will need a new editor for this regular, and popular, feature. I'm sure Glenn will be more than happy to pass along any "tricks of the trade", and SPI will reimburse the editor of the column for a subscription to a New Issues List, if necessary. I think, though, that Linn's Stamp News is the accepted source for the column. Can we count on one ot our members to step up and take over the New Issues listings? Please contact the editor of JSP, John La Porta, if you can help.

I told you you wouldn't find any recipes for pickled herring or Swedish Meatballs in this article. So, see you in two months with the debut issue of the NEW JSP!!! 203 EXPERIENCE: We ore 5ervin9 philatelists for over a half century. 204 EDITORIAL COMMENT

Due to a setting error on our drill press, all copies of the May-June issue were drilled for the wrong size binders. All we can suggest is that each member hand punch the pages to fit the correct size binder. So, far only one member has complained the holes' wr$rev punched wrong.

The membership renewal notices will be mailed with the next issue of JSP.

If you have been reading the President's Messages in the last few issues you probably have an idea of what we will be attempting. This is to be the last issue of JSP in this size and format. The September-October issue will be completely different. Hopefully we will have it out on time so watch your mail box for the new and vastly improved JSP.

Due to the change in the methods we are using, we will be in the need of additional members to help in preparing articles for us. Any member who has an IBM (or compatible) computer who would like to help in the preparation of JSP, please drop a line to Mark Maestrone, address on page 4. We prefer that you use WordPerfect 5.0 or WordPerfect 5.1. If you use a different word processor, we may be able to convert to our system.

Also due to the major expansion of JSP, we will be able to publish many more articles than before. Now is the time to submit your articles for publication. We will need most everything so drop a line to the editor or Mark Maestrone with your ideas for publication. WORLD STUDENT GAMES??

by George E. Killian FISU - Vice President

The World Student Games is the Sheffield Organizing Committee's way of saying "World University Games".

The Organizing Committee in Sheffield felt that the term "Student Games" is better understood within the British Isles than the term "University Games". Although "FISU", The International Federation of University Sport, has granted the Sheffield Organizing Committee the right to use this term within the British Isles, the standard designation, "World University Games", will be used throughout the rest of the world.

The Summer World University Games are scheduled to be held in Sheffield in 1991, Buffalo, NY, USA, in 1993, and in Fukuko, Japan , in 1995.

205 NEWS OF ALBERTVILLE '92

ALBERIVIUE92 by Dennis Dal Pra 999 This is the second in a series of occasional articles focusing on the 1992 Olympic Winter Games (OWG) to be held in Albertville and the Savoie region of France. This article will highlight the philatelic history of the 1992 OWG to date. Readers with additional information or corrections are encouraged to contact the Editor or this author.

1 Albertville's candidature was marked by the lollowing machine cancellation, which was in use from 3 August 1985 through 25 April 1987.

During this period, special events often associated themselves with the Olympics. The International Military Music Festival, held in Albertville from 7-10 July 1988 was honored with a commemorative machine cancel which also touted Albertville's Olympic credentials. This cancel was used from 11 April through 9 July 1988.

One of the more controversial cancels involved the inauguration of the new high speed rail (TGV) line between Paris and Albertville. In use only 12 days (3-15 December 1988), the machine cancel was discontinued at the insistence of the Albertville Organizing Committee because of the implications of a commercial realtionship which did not yet exist. The French National Railway (SNCF) is now an oflicial sponsor of the 1992 OWG through its membership in the "Club Coubertin".

The 1990 Commonweal th Games were held in ,* J/few v Zealand from 24 January to 3 February 1990. This was the* fourteenth occasion the Games have been staged. They began in 1930 in Hamilton, Ontario [] as the British Empire Games, becoming known as the Commonwealth Games in 1974. New Zealand has competed in each games and has been host on two previous occasions — 1950 in Auckland *nd 1974 in Christc- hurch. Illustrated below is the official New Zealand Post first day cover for the set of eight commemorative stamps which were released on 8 November 1989. The stamps were designed by Heather Arnold of Auckland and they were printed by Leigh- Mardon Pty Ltd of . The three 40-cent stamps show, respectively, the Games logo, the Games mascot ("Goldie" the kiwi), and men's gymnastics. Weightlifting is featured on the 50-cent stamp, swimming on the 65-cent, cycling on the 80- cent, and lawn bowls on the $1. The prestige sport of athletics is depicted on the $1.80 stamp. The Games logo in red and blue was designed by a New Zealand artist, Robert Freeman, and shows the four stars of the Southern Cross. Of interest on the FDC is the autograph of Judy Howat of the New Zealand bowls team. Judy was in attendance at the Wellington Philatelic Sales Centre on the day the stamps were issued and happily autographed the covers as collectors made their purchases. Lawn bowls will be hosted by the Pakuranga Combined Bowling Centre at Lloyd Elsmore Park. It has four greens accommodating 24 rinks and for the Commonwealth Games additional seating has been arranged to cater for approximately 2600 spectators. The stamps are available from the Philatelic Bureau, Private Bag, Wanganui, New Zealand, until 8 November 1990. [The unaddressed FDC is also available for $6.20 NZ.]

223 REVIEWS by Dorothy E. Weihrauch BASKETBALL PHILATELIC NEWS The April, 1990, issue of this quarterly newsletter of the basketball study group consists of 36 pages. Continuing a project started earlier, a number of examples of members' registered Philippine Islands FDCs for the Xth Far Eastern Championship Games are illustrated, in an effort to determine, from the registration numbers how many exist. There is also a continuation of the article which began in an earlier issue, illustrating philatelic material on which basketball is represented by tiny or obscure markings. A longer article relates to the World Basketball Championships for Men. The first was held in Buenos Aires in 1950, with subsequent competitions occuring about every 4 years. The llth championship will be held in Argentina in August, 1990. Postmarks and other philatelic items issued in connection with each of the championships are illustrated.

There is an informative article about Dr. James Naismith, who invented the game. A section is devoted to new basketball meters, which are illustrated, as are two previously unknown U.S. meters (one shown here).

BASKETBALL PHILATELIC NEWS The June, 1990, issue of the basketball study group's quarterly newsletter cont ains 52 pages. The feature article by Luciano Calen da of deals with the Lithuanian hand cancels for the Third European Basketball Championships for Men held at Kaunas in May, 1939. Mr. Calenda says that when he first began collecting the topic basketball he very much wanted the scarce Kaunas cancel. Shortly after he finally obtained it, at a high price, the cancels began to appear in considerable number, on all sorts of ph ilatelic documents - but still at very high prices, as is still the case today. His article is illustrated wi th 44 examples of the Kaunas cancel, in three versions, as well as with a number of the perforation varieties of the Lithuanian semi-postals issued for the games (Scott B52-54).

Another interesting article is about the 26th European Basketball Championship for Men held in June, 1989, in Zagreb, Yugoslavia. Also included in the June issue are reproductions of new basketball meters, of first day covers of the Taiwan stamps issued for the 1963 Second Asian Basketball Games, of some new U.S. basketball cancels, and of the schedule of basketball competitions in the 1936 Olympics (the first Olympiad in which the game appeared as a competition sport.

BICYCLE STAMPS The Spring, 1990, issue of "Bicycle Stamps" is raduced in size to 30 pages. In it is a listing of new bicycle-related stamp issues, recent discoveries of older issues and a list of other products recently issued by postal services on which bicycles are pictured. Much of this material is related to the sports and recreational use of the bicycle, and some of the new and older issues are illustrated.

225 The feature article concerns the World Championship Bicycle Races, which were first held in 1893 and annually thereafter, except during the period of the two World Wars. Beginning in 1951, and during each subsequent year, some philatelic material was issued to publicize or commemorate the championships. Many of these items are illustrated.

Several pages of this issue are devoted to Japanese cancellations picturing bicyclists, many sports or recreation related.

"Bicycle Stamps" is published semi-annually by the Bicycle Stamp Club. Annual membership in the group costs U.S. $24.00 or 14 pounds sterling. Write to the secretary, Benoit Carrier, C.P. 154, STN "M," Montreal, Quebec, Canada HIV 3L8.

LA PHILATELIE THEMATIQUE - GROUPE SPORTS The fourth issue for 1989 (#34) of the French Thematic Association's sports group's publication includes articles on the individual sports of cycling, basketball, table tennis and rugby, as well as two Olympics-related articles.

The cycling article is illustrated with the French cancellations related to cycling which were used during 1988. The article on basketball discusses the Military Aeronautical Pentathlon, which includes individual performance in basketball skills as one of the requirements of the competition. Cancellations of France and Belgium which are related to table tennis are reproduced in the article on that sport, while the long article on rugby traces the history of the European competitions in that sports and is illustrated with many cancellations and cacheted covers. Of the two Olympics-related articles, one brief one discusses the history and symbolism of the Olympic torch, while the other illustrates some relatively unknown meter cancellations of the 1968 Grenoble Winter Games, two of which are shown here.

The first issue for 1990 (#35) of this publication includes articles on cycling, motorcycling, basketball and rugby. The cycling article discusses the 1989 world championship race, which was held in France, and reproduces some of the stamps and cancellations issued in that connection. The motorcycling article deals with motocross (cross-country motorcycle racing) and reproduces a number of the stamps, cancellations and postal stationery which has been issued to salute that sport. The brief article on basketball consists mainly of reproductions of basketball-related meters, mostly those used by the many regional and departmental French basketball federations. Rugby is represented by seven pages of illustrations of philatelic material related to that sport, most of it postal stationery.

MATCHPOINT Quarterly Newsletter of Tennis Philately Issue number 19 (June, 1990) consists of 6 pages, and contains news of new tennis stamps, cancellations, meters, postal stationery and a private cachet (as well as a new telecard from France featuring tennis, sponsored by Perrier). Perhaps most important for tennis collectors was word of the existence of another "unissued" tennis stamp. Ethiopia's 1964 Olympics set of 4 (Scott C82-85)

228 was apparently intended to include a 5th stamp featuring tennis. The design, with tablet for the emperor's portrait left blank, is shown on the first day cover reproduced here. The hunt is now on for essays or proofs of this item.

This issue also includes two pages from the collactisnsi' o,f advanced collectors featuring some of their bettdr material.

Membership in the tennis study group, which includes 4 issues of MATCHPOINT, costs $4 for U.S. collectors and $6 for those abroad. Write Les Yerkes, P. 0. Box 424, Albuquerque NM 87103.

BOOK REVIEW by Sherwin D. Podolsky

"A HANDBOOK ON THEMATIC PHILATELY" by Prof. V. K. Gupta. 196°. Hardbound. Cloth cover. 192 pages. Illustrated. 5 5/8 x 8 3/4 inches overal1. Printed in . U.S.S25 or 12 Pounds Sterling or 250 Rupees. Obtainable from V.K. Gupta, 140, S.F.S. Flats Ashok Vihar Phase IV, -110052. India.

This is an important book that goes beyond describing thematic philately. The twelve chapters are structured to thematic exhibiting primarily according to the latest thematic rules promulgated by the FIP(International Federation of Philately). Each chapter has enumerated sections dealing with different philatelic elements.

Professor Gupta describes himself as a reader in the faculty of law at the University of Delhi. His scholarly thinking has served well. Nevertheless, the book suffers from misspellings and not a few typographical errors. In my view, none of these mishaps detracts from the value of the book.

A full page of acknowledgments, and quotations and comments from many sources show the range of resources. Included are the outline plans by James Bowman and Franceka Rapkin for their 1936 Olympic exhibits. Exhibit plans include tennis and winter sports. I count 35 different exhibit plans presented and their variety of format and logic is interesting.

Illustrations include philatelic items and a few charts. Exhibit pages are omitted. This is not a serious omission because Randy Weill's book on exhibiting amply fills this void, although Gupta's bibliography doesn't mention it.

Appendices include the FIP rules for postal history and thematic exhibits. The index is comprehensive except that philatelic experts such as Mary Ann Owens, Manfred Bergman, and others are omitted.

I believe that It Is very difficult to limit collecting according to a thematic exhibiting format. I doubt sport and Olympic collectors have given up collecting philatelically. Many items have

233 redundant design themes but are important philatelleally because of color, perforation or other differences. Professor Gupta's book should be used as a guide to thematic exhibiting and not necessarily to thematic collecting of philatelic material. Professor Gupta describes the place of "philatelic studies" in the thematic exhibit. His discussion is too brief and vague. "..%.The development of theme must not be affected, and the thematfc te£t ., should be carried on within the study." A review of several' exhibit outlines disclosed no sections apparently devoted to philatelic studies. Some exhibit pages show the thematic material at the top and a philatelic variety is presented below. This does not leave much room for an extensive presentation of a philatelic study.

In summary. Professor Gupta has fleshed out the often abstruse language of the FIP rules with many specific examples, warnings, and clear advice. He occasionally shows where the gray areas are for those who want to be adventurous with some of their material. Sport and Olympic collectors wishing to exhibit thematically will find this book pleasant and helpful. New Issue Column Glenn °r\. '•Estus

Trip to the Olympics BARCELONA 1992 If you've been thinking about going to the Olympics in Barcelona in 1992, you have probably already contacted Olson Travel, the "official" U.S. travel agent appointed by the USOC. I did, and was far from pleasantly surprised. Would you pay an average of $400 per night per person for a hotel room upto 1-hour out of town? Not me.

My local travel agent has come up with a land or land/air package with accomodations in downtown Barcelona within walking distance of the subway. She is still negotiating the prices, but expects to beat Olsen's so-called deal by a mile.
