Rebel Baster leader Hans Diergaardt told The Namibian yesterday the referendum would start this Saturday. Indications late yesterday were that the government had not yet formu lated a programme of action to stop the Rehoboth poll. Their dilemma seems to stem from the fact that it appears as if there is limited action the government can take in terms of the constitution. Local observers believe that if the referendum goes ahead it will not only demonstrate the government's inability to act, but could also set a precedent for other •secessionists , who might be lying low. This in tum could undermine the government's authority and lead to chaos, they say. The government had to pull its weight and show its authority, failing which it could be taken to mean that there were other authorities, one observer ,said yesterday. The referendum issue not only posed a threat to good order in the country, but could also deal a blow to the policy of national reconciliation, he said. Another observer warned that the position of right-wingers in neighbour- EX-SWATF members queuing outside Windhoek insurance brokers Welwitsdlia to cash in their life insurance policies. ----- CONTINUED ON PAGE 3 -----

HARARE • Athough the incidence of Aids amongst small dilldren in Zimbabwe is already high as reflected in official figures, the real number may be considerably more, Ziana reported on Monday. HIV infection - the Aids virus· and Aids in infants often goes undetected, the coordinator of the Zimbabwe Aids Control Programme, Everisto Marowa, said in Harare. Opening a three-day regional conference on Aids in the Zimbabwe capital, Marowa said this was because of inadequate reporting of Aids cases and the difficulty in diagnosing the disease in infants. . "The clinical manifestations of paediatric Aids are difficult to distinguish from those of other severe diseases of childhood," he said. " Infant mortality was also rising sharply, Marowa said, because of the fast· growing HIV infection in young adult women. THE NAMIBIAN Tuesday May 15 1990 3
