2. INTRODUCTION OF PROJECT /BACKGROUND INFORMATION: i. Identification of project and project proponent:

Bharat Petroleum Corporation limited (BPCL), the project proponent, is one of the highest ranked Indian Public sector undertaking company, under Govt. of (Ministry of Petroleum & Natural Gas). In the prestigious Fortune 'Global 500' listing, BPCL is having 314 th position in year 2018. BPCL is one of the Maharatna Company of India. Company is engaged in refining and marketing of petroleum products across pan India with two major Refineries i.e. Mumbai Refinery and Kochi Refinery and one joint venture i.e. Bina Refinery & one subsidiary i.e Numaligarh refinery. BPCL is India's one of the largest commercial enterprises in Oil and Gas sector.

M/s Bharat Petroleum Corporation Ltd envisages to set up a up a new POL Installation at Village- Turade and Posari in Panvel Tehsil of District: Raigad, Maharashtra. The proposed project will be developed on land of approx. 54.23 acres. Total storage capacity of the plant will be 1,84,870.8 KL. The proposed installation shall fully comply with CCOE and OISD guidelines namely 117, 118 and 244 and other statutory requirements. Spur line will be provided to existing Panvel- railway line. Rail loading facilities will be constructed proposed project area for dispatch/transportation of POL products. ii. Brief description of nature of the project: The main activities of the installation will be RECEIPT, STORAGE and DISPATCH of petroleum products. The installation will receive, store and distribute White Oil Petroleum Products like Motor Spirit (MS), High Speed Diesel (HSD) and Superior Kerosene Oil (SKO),Ethanol, Biodiesel etc. No by-products / additional products are generated / manufactured during the operations. Hence, the present proposal is classified under Schedule 6(b) & Category ‘B’ according to EIA Notification 2006 & subsequent amendments. However, since the project site is within 5 kilometer radius of Eco Sensitive Zone of , general conditions are applicable.

iii. Need for the project and its importance to the country and region: Currently Mumbai, Thane ,Navi Mumbai, Raigad districts market are fed from only one plant which is located in Mumbai city at Sewree.To decongest the operations in Mumbai city and to cater to the growing demand of petroleum product in & select markets, BPCL proposes to develop a new POL Installation at Rasayani,Dist. Raigad. The POL installation at Rasayani will be having a rail loading facility also which will pave a way for an evacuation mode of BPCL’s Mumbai Refinery from Rasayani for White Oil. iv. Demand Supply Gap New POL installation at Rasayani will meet the growing demand of district Raigad & other nearby select markets. v. Import Vs. Indigenous production :- Not applicable. vi. Export Possibility :- There is no export possibility envisaged. vii. Domestic/Export Markets :- Domestic markets will be fed from this POL installation. viii. Employment generation (Direct/Indirect) due to the project: The construction of proposed project involves civil, mechanical, electrical and instrumentation work, hence it would require significant workforce of non-technical and technical persons during construction phase. BPCL will use good faith efforts to employ local people from the nearby villages depending upon the availability of skilled & un-skilled man-power surrounding the project site. During operation phase also indirect employment opportunities will be generated for technical and non-technical persons depending on the requirement.

3. PROJECT DESCRIPTION: i. Type of the project including interlinked & independent project:

The proposed POL installation at Rasayani is covered under category B, project/activity 6(b) as per schedule of EIA notification 2006. However, Karnala Bird sanctuary is situated within 5 kilometer from the proposed project site and hence the project attracts general condition as per EIA notification 2006 as the general condition reads as " Any project or activity specified in Category 'B' will be treated as Category 'A' if located in full or part within 5 KM from the boundary of (i) Protected Areas notified under the Wild Life (Protection) Act,1972….”. And hence In view of above, General Condition is applicable to the proposed project and therefore treated as category ‘A’. The project site is outside eco sensitive zone (ESZ) of Karnala Bird sanctuary.

The tanks for both the products shall be Vertical Cone Roof with Internal Floating Roof for Class ‘A’. All petroleum products storage tanks are Designed, Fabricated, Erected and Tested as per API‐650 Standard, (American Petroleum Industries), 11th Edition.

The Design installation will be in accordance with Petroleum Rules, OISD 117, 118, 141, 244 etc.

Other facilities included in civil works are the following:  Compound wall around TT parking area.  Segregation fencing and internal fencing.  Internal Roads.  Pump house manifold.  TT parking area with parking slots ,Driver’s Rest room, drinking water facility, wash room etc.  Storm water drainage system.

 TT Unloading platform.  Septic tank soak pit etc.  Bore wells.  Rain water harvesting facilities.  Landscaping and horticulture works with drip / sprinkler irrigation.  Sealing Platforms.  Any other requirement as specified in OISD 117,118 and 244. vi. Raw material required along with estimated quantity, likely source, marketing area of final products, mode of transport of raw material and finished product :

The proposed POL Installation will store MS, HSD, ATF, LDO, DHPP, SKO, Ethanol and Biodiesel received through tank wagons/ Lorries. Hence, no Raw material will require. vii. Resource optimization /recycling & reuse envisaged in the project if any should be briefly outlines

Maximum care will be taken for resource optimization, wherever possible.

 Water used for washing is being recycling for development of green belt, and hence, no wastewater is discharged from the plant premises.  The raw water shall be stored in over-head water tanks within plant premises.  Primary treatment unit shall be proposed for drinking and other purpose.  Domestic wastewater (9 KLD) will be generated from Canteen & washing premises which will be passed to septic tank and soak pit.  Industrial Effluent–Wastewater (2 KLD) will be generated from tank farm washing will be primarily oily water with suspended solids. This will be passed through OWS and subsequently to ETP (Effluent Treatment Plant) and the water reused for green area development.  There is no process / trade effluent generated during operations.  No industrial solid waste generated during the Storage and Handling of petroleum  products. Sludge from Oil tank will be cleaned, in every 3-5 years. Sludge will be disposed through SPCB approved vendors as per approved procedure.  Hazardous waste (Used Oil) will be generated from D.G set operation and will be disposed to SPCB Authorized Recyclers.

 Storm water drains will be available along all sides of sheds and other buildings in the proposed POL Installation. All drains will be connected through vapour trap before releasing any waste water from the plant.  There will be no discharge outside the project premises after implementation. viii. Availability of water, its source, Energy /Power requirement and source should be given Water: Water requirement of proposed installation will be met through MIDC.The estimated requirement of water during operation would be 20 KLD. Approx. 9 KLD of domestic sewage will be generated from Canteen & washing premises which will be passed to septic tank and soak pit. Wastewater (2 KLD) will be generated from tank farm washing will be primarily oily water with suspended solids. After flow through OWS and subsequently through ETP (Effluent Treatment Plant), this water reused for green belt development. Good quality potable water is available at the proposed site. Drinking water will be made available for all the workers in the plant premises.

Power Connected load is estimated to be approx. 1500 KVA. For normal Operation Power would be drawn from Maharashtra State Electricity Distribution Co. limited. DG Sets will be provided of adequate capacity to take care of operation in power failure. ix. Quantity of waste to be generated(liquid and solid) and scheme for their management/disposal :  Water used for washing is being recycling for development of green belt, and hence, no wastewater will be discharged from the plant premises.

14 Seismicity The proposed project is located in Seismic Zone III as per IS: 1893 and all designs will be as per IS Codes ii. Land form, land use and land ownership: Cabinet Committee of Economic Affairs (CCEA) has approved in May 2017 for sale of land of 442 acres at Rasayani by M/s Hindustan Organic Chemicals Limited (HOCL) to M/s BPCL. Part of the land is already registered & for balance the work is in progress. Out of this land around 21.95 Hectare (54.23 acres) of land is earmarked for proposed POL installation at Rasayani. The land use pattern is industrial. iii. Topography: The existing topography of the project site has almost flat terrain.

iv. Existing Land use pattern (agriculture, non-agriculture, forest, water bodies, (including area under CRZ), shortest distances from the periphery of the project to periphery of the forest, national park , wild life sanctuary, eco sensitive areas, water bodies (distance from the HFL of the river ), CRZ. In case of notified industrial area, a copy of the Gazette notification should be given:

The proposed project site is being purchased from M/s HOCL at Rasayani. There is a Karnala bird sanctuary whose eco sensitive zone is approximately 0.24 Km from periphery of the proposed site, however is outside the eco sensitive zone. CRZ is not applicable for this project. Nearest Water body is Patalganga River which is adjacent to the proposed site.

i. Existing Infrastructure:

There is no prominent infrastructure at the project site. Proposed land is mostly vacant.

ii. Soil Classification: Detailed Soil Investigation will be conducted at site and its results will be incorporated in EIA Report.

iii. Climate Data: Proposed site is surrounded by hillrocks and Rasayani is situated in valley of Sahyadri Hills. The climate here is moderate at Rasayani. In Rasayani the average annual temperature is 27 °C. In a year, the rainfall is in range of 600- 1000 mm. The avg. annual rainfall is around 3000mm. May is the warmest month of the year. The temperature in May averages 34 °C. The lowest average temperatures in the year occur in February which is around 27 °C. The variation in temperatures throughout the year is 7 °C. iv. Social Infrastructure available: The proposed project location is at Rasayani and located in the Turade & Posari village and 10.5 Km away from Panvel city , where all the social infrastructural facilities are available. Necessary minimal Social Infrastructure facilities (both public and private) such as schools, hospitals, community halls, markets, colleges, railway station and religious buildings are located in Rasayani also.

5. PLANNING BRIEF i. Planning Concept (type of industries, facilities, transportation etc. Town and country planning/development authority classification: Bharat Petroleum Corporation Ltd proposes to construct a POL Installation at Rasayani, Village–Turade and Posari, Tehsil-Panvel, Dist- Raigad, Maharashtra in land area of approx..

54.23 acres. Site is well connected to roads for easy movements of tank lorries. There are two State highways connecting to the site SH-105 & SH-107. Development authority is CIDCO. ii. Population Projection:

The nearby villages to the project site are Turade and Posari. BPCL is taking over the land from HOCL Rasayani. This is a mostly vacant land and hence No Resettlement / Rehabilitation of people is envisaged due to the project. iii. Land Use Planning (breakup along with green belt): The total land use is for POL facility including storage tanks and related amenities building. Green area provision is kept while making plan layout. iv.Assessment of Infrastructure demand (physical and social)

BPCL will provide basic utilities and other infrastructural facilities for its employees in the proposed project. All other infrastructure facilities like housing, market, education, communication etc. are well developed in Panvel which is the nearest town. v. Amenities/Facilities A building will be provided for administrative purposes, which includes office space, canteen, amenities etc. with internal partitions / furniture. Rest Room for Tank Lorry drivers shall be provided nearer to lorry parking area. Toilet / Wash room will be provided as per requirement. Also proper site services such as First Aid, Drinking Water, etc. will be provided to the workers.

Fire Protection Facilities

Fire protection facilities conforming to latest applicable OISD standards, latest Petroleum Rules are to be provided as stated below:  Full fledge auto-pressurized Fire Hydrant System to cover all facilities in the depot as per OISD-117/118/244 norms including Tank Truck Parking Area, as per latest Safety Norms.  Fire Fighting Pumps with diesel engines including stand by units.  Fire Hydrant network system with monitors & hydrant valves.  Jockey Pumps.  Fixed Foam discharge and sprinkler systems for vertical tanks.  Medium Expansion Foam Generators for Dyke Area.

 Foam compound storage and delivery system.  Remote operated HVLR variable flow water cum foam monitors fixed type or portable type as per requirement,  Water sump and pumping facilities.  Portable firefighting equipment as per OISD standards.  Adeqaute Fire Water Storage tanks  Any other requirement as specified in OISD 117, OISD 118 and OISD 244. Total power requirement for operation of the POL Installation is approx. 1000 KVA. The same shall be obtained from Maharashtra State electricity grid and further distribution system shall be provided. Backup power arrangement by providing Stand by capacity of DG sets shall be provided. Electrical works include providing all facilities required as per codes, standards and IE rules, OISD guidelines and petroleum rules, which include the following, as applicable:

 HT yard.  Transformer  HT panels  Cabling  MCC and LT panels  DG sets for power and lighting  Building and yard lighting to provide minimum lux levels area wise as per OISD 244  Provision of Solar system for buildings and yard lighting  Earthing, Bonding and Lightning protection systems  UPS system of adequate capacity  Air-conditioning system  PA/Paging and communication systems  Emergency shut-off system as specified in OISD standard  All electrical facility as per requirement of the installation  Earthing at all the facilities and structures including tanks as per IS 3043 and complying to statutory norms

 All Power and control cables shall be laid either underground or over GI/MS cable trays with proper segregation between Power and control/instrumentation cables. Cable route markers and identification tags to be provided  Any other requirement as specified in OISD 117, 118 and 244

Safety Systems

 The company shall obtain all requisite clearances from Chief Controller of Explosives and other statutory authorities.  Oil Industry Safety Directorate guidelines regarding Safety against Fire, Spillage, and Pollution control etc. shall be maintained and followed.  Adequate inter-distance between facilities around the Petroleum Oil installation shall be provided, as may be required as per OISD or other statutory requirements.  During rainy season, the storm water drains shall be connected to oil water separator and passed through guard pond.  Offsite disaster management plan shall be prepared in accordance with the District Authority and be implemented. Emergency Response Plan shall be based on the guidelines prepared by OISD.  Occupational health surveillance of worker shall be done on a regular basis and records maintained as per the Factory Act.  Green belt shall be developed to mitigate the effect of fugitive emission all around the POL Depot.  Dedicated parking facility for loading and unloading of material should be provided in the POL Depot. Unit should develop and implement good traffic management system for their incoming and outgoing vehicles to avoid congestion on the public road.  Necessary approvals and licenses from Chief Controller of Explosives shall be obtained before commission of project.

Automation and Instrumentation

Automation / Instrumentation system will be as per BPCL’s latest Terminal Automation System (TAS) philosophy, which includes the following, as applicable:

 Depot Automation System, Tank farm management system including Radar Gauges, Multi-Point Temperature Sensors, Pressure Transmitters, Overspill detection and audio, visual alarm system etc.  Tank Truck loading system including, Mass Flow meters, Batch Controller, DCV etc.  Ethanol Blending and MFA dosing systems.  Other field equipment such as online density and temperature sensors, Field Automation and Integration of Sub system ROSOV’s, MOV’s, DBBV’s, Electrical sub systems, product delivery pumps, fire fighting systems.  Tank Truck Entry system, bay queue display etc.  Control Room equipment such as LRC, OIC’s, Servers, PLC’s, UPS etc. and necessary TAS software.  Position sensors for tank dyke valves etc.  Safety Shutdown System covering Automated Overfill Prevention System, ESD system.  Meters proving and Calibration facilities.  ROSOV’s, MOV’s, DBBV’s master station, Push Button Stations etc.  Necessary cabling, control panel, earthing etc.  Air Compressor/Air Dryer/Air receiver and piping for pneumatic systems if required.  Access control sysem  CCTV system to cover total depot facilities including perimeter wall.  Hydrocarbon detectors and flow sensors etc. near all potential leak sources of class ‘ A’ petroleum product,  Other automation systems and its interface of SAP system with TAS, and to ensure that engineering and design addresses the need for standardization.  Any other requirement as specified in OISD 117, OISD 118 and OISD 244.

Painting

All equipment, structures, pipelines, buildings, sheds, compound wall etc. shall be painted as per IS-Code and as per standards engineering practice. Standard Colour Branding scheme of BPCL will be followed, as per directions.

Pollution Control Facilities

 Pollution Control facilities as per latest MoEF norms and meeting State pollution  Control Board rules and stipulated as per consent letters/EC conditions. PFR- Rasayani POL Page 22

 Effluent to meet pollution control norms and oil contents not to exceed stipulated level as per guide lines/statutory norms.  Exhaust pipes of diesel engines as per air pollution control norms.  Noise level of diesel engines not to exceed laid down norms by the state pollution control board. Acoustic enclosures are to be provided.

Security

 Security features including CCTV, Access Control System and security zoning,  Green area as per MoEFCC and EC condition.  Compound Wall Covering entire land; 3 M masonry + 0.6 M concertina wire fencing as per latest security norms/practices at POL Depot locations.  1.8 high Chain Link fencing for operational area demarcation.  Main Gate for regular movement with electrically operated barrier gates  Emergency Gate in case of emergency evacuation.  Watch Towers –depending upon security requirement for effective coverage of installation  Common TT inspection platform at entry and exit point.  TT Lock/Unlock platform.

Communication System

P&T Telephone , VHF or Walkie – Talkie System shall be used

ii. Residential Area (Non Processing Area): As of now no colony/ residential area is proposed in the project.

iii. Green Belt:

Approx. 18 acre area will be included in greenbelt/green area development plan. iv. Social Infrastructure The proposed site is well connected with the SH-105, SH-107 for free movement of man & material . v. Connectivity (traffic & transportation road /rail /metro/Water ways etc.) The proposed site is well connected with the SH-105, SH-107 for free movement of man & material. These road are not traffic congested. Nearest railway station in Rasayani 2 Km & main Railway station is Panvel around 8 Km from site .

vi. Drinking water management ( Source and supply of water ) Total Water requirement is approx. 20 KLD. The source of water is from MIDC, alternatively water tankers will be made available. vii. Sewage system

The waste water generated will be send to the septic tank followed by soak pit. viii. Industrial waste Management

The following measures will be taken for management of waste in proposed POL Installation:

 Approximately 1.5 Ton Oily Sludge (bottom sludge) will be generated every five years. It will be disposed through State Pollution Control Board approved recyclers.  Other hazardous wastes like spent batteries, waste oil, empty drums of oil/chemicals, fluorescent tubing etc. will be disposed off in accordance with approved safe procedures.

ix. Solid waste management

There is no manufacturing process involve hence less solid waste will be generated. Solid waste generated like dry garbage will be handed over to authorized recycler. Wet garbage will be used for Composting and manure usage to gardening.

x. Power requirement & supply/ source

Total power requirement is around 1000 KVA and it will met through Maharashtra State Electricity Distribution Co. Ltd. (MSEDCL). For power back up DG sets of appropriate capacity will be provided

7. REHABILITATION & RESETTLEMENT (R & R Plan) i.Policy to be adopted

Since the proposed LPG bottling plant will be constructed in the vacant land secured from HOCL company , hence no R& R plan is required.

8. PROJECT SCHEDULE & COST ESTIMATE:

i. Likely date of start of construction & likely date of completion . The construction of project will be started after grant of EC and completion will be 36 months after grant of EC.

ii.Estimated project cost The estimated cost of the proposed project is 400 crores.

9. ANALYSIS OF PROPOSAL i. Financial and social proposal with special emphasis on the benefit to the local people including tribal population , if any , in the area

a. BPCL proposes to construct a POL Installation of storage capacity of approx. 1.8 lakh KL at Rasayani to cater to regional demand of POL products. b. This project will produce indirect job /business opportunity to the local people. c. Environmental initiatives like Rain Water Harvesting system, Effluent treatment plant, energy efficient lighting will be part of this project.
