We consider the Core Strategy is not legally compliant for the following reasons:-

Matter 1: The Duty to Co-operative and other Legal Requirements

1.3 The Association believes that there has not been proper consultation with the community, in spite of lobbying by Parish Council and our local MP, Anna Soubry. It is felt that this does not comply with the National Government Guidelines on consultation about planning strategies.

The majority of the community of Greasley have not received proper notification of the Core Strategy, again not complying with National Government Guidelines. Information was either never received or included in "junk mail deliveries" which meant people weren't aware of it and it got thrown away with the rest - never having been opened.

1.7 The Core Strategy does not comply with the guidelines under the National Planning Framework which states that there should be no building on Greenbelt Land unless there are exceptional circumstances. The Residents' Association believes that there are no exceptional circumstances to warrant building on greenbelt land in this area.

1.8 The Localism Bill that became law in 2012 sets out arrangements where Broxtowe Borough Council should consult with the community and prepare a Neighbourhood Plan prior to creating a Strategy Document for such large scale house building. It is considered that this hasn't been done, clearly such large scale house building is controversial and the Council has a duty to involve the local community. Greasley Parish (one of the largest in the Country) is made up of the communities of Moorgreen, Newthorpe, , Greasley and . This has not been correctly identified as a Key Settlement in its own right in the Core Strategy but has been hidden in with Eastwood and Kimberley.

We consider the Core Strategy is not sound for the following reasons:-

Matter 2: The Spatial Strategy and Housing Policy

2. 3 It is felt that the housing needs for Broxtowe Borough Council are based on old Government figures from 2006 and rather than reflecting the needs of Broxtowe Borough reflect the needs of the City of at that time. They do not represent the needs at present and have never reflected the needs of Broxtowe Borough which is the 5th most densely populated borough in the East already. To build an additional 6150 houses is going to further populate what is already an overcrowded area and with no provision for additional school places (schools in the area are already overcrowded), doctors surgeries, shopping facilities and employment provision. It is felt that such large scale house building would place too heavy a burden on the local communities.

5 As Greasley Parish has not been identified as a separate community in its own right many people in Greasley are unaware that they are affected by what is planned for their area.

Matter 3: The Green Belt

3.3 We consider that the Green Belt land surrounding Greasley should be protected as it is an important buffer (for wildlife etc) against becoming part of the City of Nottingham sprawl, and should also be safeguarded because of its association with D H Lawrence (Matter 5.10)

Matter 4: Economic Development

4.11 We believe that the impact of significant new employment development at Top Wighay Farm on the Rolls Royce site at has not been considered, as far as traffic implications for surrounding areas are concerned (particular the B600 and B6010 at Moorgreen). (See Matter 6 below).

Matter 6:

6.4 No provision has been made to improve the infrastructure of Broxtowe. Particularly the A610 and roundabout and the roads leading to Ikea Retail Park all require considerable improvement. Some of the sites identified would place considerable pressure on the roads through Moorgreen (B600 and B6010). The Residents' Association has been conducting a Community Speed Watch programme in this area for the past year as we are already concerned about the amount of traffic (both cars and heavy goods vehicles) passing through the village and the speed of the vehicles. It is felt that neither road could accommodate an increase in vehicles and we are sure that surveys carried out by Notts County Council over the past year would confirm this.

6.7 Reference is made in Appendix B to "high frequency bus services" in Eastwood and Kimberley etc.. This is certainly not the case through the Moorgreen, Greasley and Watnall part of Greasley Parish (only a limited hourly daytime service) and provision would have to be made if substantial housing was planned in these areas.
