This is a combined Q4 2019 and Q1 2020 summary due to competing demands overtaking the timely release of the Q4 memo. The following information outlines the milestones achieved in Q4 2019 and Q1 2020 and provides an overview of the planned work for Q2 2020.

The City of ’s Rail Construction Program is closely monitoring the COVID-19 situation in relation to delivery of maintenance services on the Confederation Line, impacts to Stage 2 works being undertaken by Rideau Transit Group (RTG) including vehicle manufacturing, and the Stage 2 design and construction works for extensions of the and Confederation Line. The various maintenance, design, and construction teams working on light rail in Ottawa are adhering to guidance provided by Ottawa Public Health and the Province of . Construction continues in all geographic areas of the project and the City is monitoring the potential impacts on the projects closely. The contractors have been implementing additional safety measures at their construction sites and have implemented additional measures such as remote working for their design and administrative staff. The City is working closely with the contractors to understand if there will be any long-term impacts to these projects as a result of the current environment.

Stage 1 Confederation Line

The critical focus on the Stage 1 Confederation Line is the timely implementation of RTG’s rectification plan to improve the performance of the system. As part of that plan, RTG and the City have agreed that this current period of low ridership provides an opportunity to undertake work relating to initiatives that are part of that plan to improve system performance. Planned shutdowns will provide RTG with unfettered access to complete work on the system and enable critical work to be undertaken in a timely and efficient manner. Staff will provide an update on the overall rectification plan and the planned works at the May 13, 2020 City Council meeting.

In addition to the work on rectification, there are ongoing activities related to project close-out, including minor deficiency work, final reporting to the funding partners and close-out of project documentation. Stage 1 Confederation Line project close-out activities will continue in 2020.

In Q4 2019, various roadway and traffic reinstatement works were completed. will remain closed to permit the final segment of the Rideau Streetscaping work to occur between Dalhousie Street and . Stage 2 LRT Project Update

Design Progress

In Q4 2019 and Q1 2020, design work progressed for the Stage 2 O-Train Trillium Line and Confederation Line project teams, TransitNEXT and East-West Connectors (EWC). As part of the design process, the Project Teams submit designs to the City for review and comment. Designs begin as ‘preliminary’ and progress to ‘final,’ before construction drawings are issued when the elements are ready to be constructed. Design work will continue in 2020.

As part of the design phase of the Stage 2 Project, Rail Construction Program staff have had the opportunity to meet with Councillors, community associations, and members of the public to discuss a wide range of items relating to the Stage 2 Project, including improvements to station connectivity, construction impacts and future operations mitigation options, including sound dampening opportunities and barrier/fence installation, and other opportunities available to implement lessons learned and improve upon the Stage 2 Project.

Trillium Line Extension

In Q4 2019 and Q1 2020, City staff reviewed TransitNEXT’s design of specific Trillium Line extension elements, including the design of the future Airport Station, Dow’s Lake Tunnel ventilation system, new vehicle branding (livery), and structural elements of rail bridges throughout the alignment. The City has also reviewed TransitNEXT’s designs of system trackwork, Uplands, Leitrim, Limebank and Bowesville stations, and specific vehicle communications systems elements. The City has held discussions related to the layout of the New Walkley Yard and TransitNEXT's operational planning for the yard.

In Q2 2020, City staff anticipate reviewing preliminary design drawings for the new Walkley Yard, stations along the existing part of the alignment, final design drawings for Limebank, Leitrim and Uplands stations, and a re-submission of construction drawings for Airport Station. Staff expect to continue to receive design drawings for rail bridges throughout the corridor. Staff also expect to receive final design details for vehicle elements such as the passenger information system, interior layout, car body design and vehicle control system.

Confederation Line East & West Extensions

In Q4 2019 and Q1 2020, City staff reviewed EWC’s designs of specific Confederation Line extensions elements, including trackwork, utility expansion works, Highway 417 interchanges, roadway works including the Sir John A. Macdonald , bridge structures and the Moodie Light Maintenance and Storage Facility. Staff also reviewed the final designs of the Green’s Creek culvert and the designs of Jeanne D’Arc, Place D’Orléans, Trim, Lincoln Fields, Queensview, Pinecrest, Baseline and Moodie stations.

In Q2 2020, staff anticipate reviewing preliminary designs for the remaining Confederation Line stations and structures. The ongoing design review of roads, bridges and utility work throughout the east and west alignments will continue in Q2 2020.

Construction Progress

TransitNEXT and EWC are mobilized along their respective alignments. The Rail Construction Program will continue to work with City Councillors to advise where work is underway and provide public notifications, as required.

Trillium Line Extension

In Q4 2019 and Q1 2020, TransitNEXT continued stripping topsoil and placing granular fill material along the new guideway alignment between Greenboro Station and Limebank Station. Earthworks and grading have commenced at the future Bowesville Park & Ride facility.

Caisson installation was completed at the Bowesville and Uplands rail bridge locations, and piers were installed at the Uplands and Airport Parkway rail bridge locations. Caisson work was undertaken at the Airport Parkway, Uplands, Bowesville and Earl Armstrong rail bridge locations in Q1 2020. Overhead power line relocation work at Lester and Leitrim roads was completed in Q1 2020. Further utility relocations are expected in Q2 2020, including power line relocation at Uplands Drive.

Geotechnical investigation work continued at station and guideway locations throughout the Trillium Line alignment, including Mooney’s Bay Station, the Ellwood Diamond (VIA Rail crossing), Carling Station and the future Trinity pedestrian bridge near Bayview Station. Baseline noise and vibration monitoring along the existing alignment was completed.

The Lester Road at-grade rail crossing was decommissioned, and signal hardware was removed in Q4 2019. Note that the existing Lester Road at grade rail crossing is being replaced with a rail bridge and the at-grade crossing will be removed on a permanent basis later in the project. All future passenger light rail and freight rail movements will use the new rail bridge.

Foundation excavation and helical pile installation was completed at the new Maintenance and Storage Facility (MSF) at Walkley Yard. The installation of underground utilities at the future MSF is underway, as well as installation of grade beam formwork and reinforcing steel for the building foundation.

Vegetation removal progressed in several areas between Bayview and Greenboro Station, including at , Carling Station, , and around the Ellwood Diamond (VIA rail crossing of the existing line).

Confederation Line East & West Extensions

EWC is nearing the completion of geotechnical investigation and surveying work along the Confederation Line East and West extensions. In some areas, temporary and intermittent night work may be required to minimize impacts to pedestrians, cyclists and motorists. Applications for noise exemptions will be submitted to Ward Councillors.

In Q4 2019, the west bound lanes of the Sir John A. Macdonald (SJAM) Parkway were shifted north as part of a temporary realignment to make space for the future cut-and-cover tunnel between Dominion Station and Cleary Avenue. Construction of the eastbound lane realignment commenced in Q1 2020. Pedestrian and cyclist access through this area, via the Ottawa River Pathway, will be maintained throughout the construction of new traffic lanes.

A multi-use pathway was constructed at the future Pinecrest Creek Pond in Q4 2019. The excavation for the future Pinecrest Creek Pond is expected to begin in Q2 2020, pending all required permits. EWC is nearing completion of required vegetation removals along the east and west alignment.

Construction of the realigned sanitary and water services and a relocated bus stop to Iris Street and Parkway Drive is underway. Utility and bus stop relocations are required to avoid conflict with the installation of excavation support walls and construction of the Iris Street culvert, expected to start in early Q2 2020.

EWC has mobilized to the field north of Lincoln Fields Station for the construction of the relocated 1350 mm storm sewer. Additional utility work is ongoing through the east and west alignment to relocate utilities to avoid conflicts with future works.

In the east, EWC commenced preparatory work for the reconfiguration of Ottawa Regional (OR) 174 with installation of barriers and extension of culverts on the south side of OR 174. Drainage works, including storm sewer and culvert extension, are ongoing on the south side of OR 174 between and in preparation for the realigned OR 174 lanes.

Traffic was shifted to the realigned Montreal Interchange ramp in Q4 2019, and excavation work began to allow for the construction of the new Montreal Road bridges. Support of excavation

4 works for all four quadrants of the Montreal Road interchange is ongoing, and construction of the caissons for the bridge is underway. Construction of an extended right turn lane at St. Joseph Boulevard and Bearbrook Road is complete in advance of narrowing Montreal Road for the new bridge construction.

Work expected in Q2 2020 includes excavation, grading, granular placement, drainage work, backfill, utility relocation, and continued caisson installation for the new Montreal Road bridges. This will allow future guideway work to begin in the centre median area of OR 174, away from active traffic lanes. All traffic will be maintained in both directions along OR 174 throughout the duration of the project, however, minor off-peak delays to eastbound traffic may occur at times.

Stage 2 Vehicles

As part of the Stage 2 Project, TransitNEXT will be supplying seven Stadler FLIRT vehicles. These vehicles are being designed and manufactured in Switzerland and progress will continue through the summer to complete the final design of onboard systems, seating layouts, design and specification for integration of various onboard systems, exterior paint design (livery) and other system designs ahead of start of manufacturing later in the year.

Rideau Transit Group is providing 38 additional Alstom Citadis Spirit light rail vehicles to ensure that the expanded Stage 2 Confederation Line operates as a single, uniform service. The Rail Construction Program is monitoring the production of this expanded fleet with special attention being placed on ensuring that all improvements resulting from the in-service experience of the Stage 1 fleet are applied to the new vehicles. In particular, these modifications will include updated software across a variety of subsystems, including the train control management system (TCMS), passenger door software, and train signaling software. Additionally, the team is monitoring the implementation of required hardware changes, including changes to the door isolation mechanisms, power inductors assemblies, and addition of strap hangers. As other software and hardware changes are identified, they will be retroactively applied to the Stage 1 and 2 vehicles. As Stage 2 vehicles are accepted, they will be added to the operational fleet.

Customers may notice some testing activities currently underway along the existing Confederation Line alignment during evening and weekend hours. Test vehicles are easily identifiable to ensure passengers are aware the vehicle is ‘not in service’.

O-Train Line 2 Trillium Line Shutdown

In order to permit construction along the existing alignment between Bayview and Greenboro stations, the Line 2 Trillium Line will be shut down beginning on May 3, 2020 until operations begin in fall 2022.

OC Transpo will operate a parallel bus service to serve all stations along Line 2, as well as bus stops close to the location of future stations. The Line 2 parallel bus service will run approximately 5 every 15 minutes or more frequently as required. Stage 1 and Stage 2 Capital Budgets

Budget The Stage 1 Confederation Line Contingency Fund is $100M. To date, $88.6M from the total fund has been spent. Remaining funds are earmarked for potential future changes primarily related to property requirements and transit priorities. When funds are reserved for contract variations, the upper cost limit for the variation is used and upon completion of the work, unspent monies are returned to the Contingency Fund. For this reason, the funds reserved figure is an estimate that may be higher than the actual amount spent. There were pending contingency draw adjustments for the period ending March 2020, which will be reflected in April to address the ($84,473) Unspent/Uncommitted balance.

The Stage 2 Trillium Line Extension project budget includes an amount of $138.5M net of HST rebates, which represents the private partner’s capital investment to be repaid during the maintenance period.

The Stage 2 program budget has been updated to reflect current forecasts, net of HST rebates. In keeping with Council’s approved 2017 Stage 2 Report (ACS2017- TSD-OTP-0001) and 2019 Stage 2 Report (ACS2019-TSD-OTP-0001), approximately $898.7M has been spent as of March

31, 2020 and relates to RTG MOU for Belfast Yard and vehicle assembly mobilization ($315.6M), Confederation Line extension mobilization and construction period payments ($345.6M) and Trillium Line extension construction period payments and financial close for the Revenue Vehicle Supply Contract ($49.2M). The remaining $188.3M was spent for planning, procurement, project delivery and City retained scope.

Stage 1 Maintenance Payments

RTG achieved Revenue Service Availability on August 30, 2019 and was eligible for a pro-rated monthly service payment for a single day of service on August 31, 2019. The performance deductions that accumulated for this single day of service were applied to the September 2019 payment per the Project Agreement. As discussed previously, a single payment was made for Maintenance Services to RTG for August and September 2019, less deductions, as required by the Project Agreement.

Maintenance service payments for October 2019 through January 2020 have not been made; however, the City is currently working through the contract dispute resolution process for this period to ensure that we meet all of our contractual obligations under the Project Agreement. Based on an initial review of the invoice period for October to January reflecting the system performance of September to December, we do expect to make adjusted maintenance payments to RTG. A full update will be made to Council prior to the release of any payments for this period.

The City is still waiting for invoices from RTG for February and March 2020, which would reflect the system performance in January and February 2020.

Communications and Stakeholder Relations

In Q4 2019 and Q1 2020, the Rail Construction Program hosted five public information sessions in early December to provide residents living near the Stage 2 Confederation Line East and West extensions with an overview of the project and upcoming construction activities. In total, the project team engaged with more than 700 residents across all five information sessions. Additional information sessions are planned to occur in early 2020.

Additionally, the Rail Construction Program hosted three public information sessions in February to provide residents living near the Stage 2 Trillium Line South project with an overview of upcoming construction activities.

All City of Ottawa public meetings are cancelled due to the COVID-19 pandemic. The Rail Construction Program has employed alternative methods of sharing information with the public 7 and is maintaining stakeholder relationships as construction progresses. Stakeholders are encouraged to subscribe to the Stage 2 project newsletter to receive quarterly extension updates and to be frequently notified of station specific information such as construction activities. Additionally, all major construction activities and related impacts will be available on the project website.
