2) INTRODUCTION OF THE PROJECT/BACKGROUND INFORMATION As per the Environmental Impact Assessment (EIA) Notification dated 14th September, 2006 and its subsequent amendments and supreme court order of February 27, 2012 the proposed quarry project fall under category B2 which required Environmental Clearance from the State Environmental Impact Assessment Authority (SEIAA), Chennai region. The lease area is a Consent Patta Land owned by the applicant and removal of Earth (Savudu) containing red soil with fine sand to a depth of 1.0m. No organic rich top soil is observed. This project is more beneficial to the public for filling low lying area and road forming purposes. Thiru S.Durai S/o Shanmugam residing at Alangarapattinam Village, Kamuthi Taluk, Ramanathapuram District is an individual having vast experience and skill on quarrying of Earth (Savudu). He has applied for fresh grant of Quarrying lease was granted was issued to him by the District Collector, Ramanathapuram and further seeking Environmental clearance from SEIAA, Chennai for grant of fresh Quarry Lease.

The name of the mineral intends to quarry is Earth (Savudu), containing red soil with fine sand. No toxic elements or hazardous materials are reported from this tank. The applicant has received necessary clearance from all concerned authorities for removal of such earth from Consent Patta Land. The proposed area for quarry lease is not a forest land of any category. Type of Mining: Opencast, loose earth shall be excavated to a depth of 1.0m and loaded directly into the lorry \tipper for road purposes etc. Period of Mining: Only One Year from the date of operation to quarry Block-I 16986M3 & Block-II 2420M3 to a depth of 1.0m. (iii) Need for the project and its importance to the country and or region: i) Earth (Savudu) is a non-sticky soil, an essential material for road formation and filling the civil buildings and structures to level the basements. ii) The existing land is not useful for cultivation of crops and Earth (Savudu) containing fine sand with clay become unsuitable for agriculture and the land after removal of Earth (Savudu) shall be reused by land reformation by adding a layer of clay mixed soil and make it suitable for agriculture and plantations. Therefore this project is beneficial to the society as well as to the applicant to get some income out of this work. iii) This project shall increase percentage of cultivable land in this state. Damage of land by quarrying shall be substantiated by reclamation. iv) Pollution out of this project is absolutely negligible. (iv) Demand-Supply Gap Demand of Earth (Savudu) required for road, filling of low lying areas, leveling of foundation work of civil structure is very high in nearby city. (v) Export Possibility It is a low cost product and therefore the Lessee would like to sale out the earth in domestic market only. (vi) Domestic Export / Markets Lease will like to sale out in domestic market as per requirement. No export is proposed.

3. PROJECT DESCRIPTION: (i) Type of project interlinked and interdependent projects, if any. This project is located in Periyanaikulam Village, Kamuthi Taluk and Ramanathapuram District. It is mandatory to obtain environmental clearance for all mining project irrespective of mining area as per the order of the Honorable Supreme Court of India in I.A.No. 12-/13/2011 in S.L.P.No. 19628-19629 of 2009 etc., dated: 27.02.2012, the Ministry of Environmental and Forest Office Memorandum dated: 15.03.2013 clearance has to be obtained for Minor Minerals from the State Level Environmental Impact Assessment Authority, Tamil Nadu. As per above order all projects less than 5 hectares falls in ‘B2’ Category of Schedule 1 (a). The extent of this lease area is 2.27.0Hec and falls in ‘B2’ Category of Schedule 1 (a). The project site boundary is surrounded by Consent Patta Land. Interstate boundary is located >100kms away on the western side. The quarry is located about 64Kms away from sea coast on the east.

(iii) Details of alternate sites considered and the basis of selecting the proposed site. This is a mining project, which is site specific due to availability of mineral. Hence the site cannot be shifted. The opencast mining is proposed in the area for excavation of minerals and overburden. (iv)Size or magnitude of operation Targeted production of Earth (Savudu) removal will be Block-I 16986M3 & Block-II 2420M3 up to a depth of 1.0m by open cast mining. (v) Project description with Process Details Mining Process Details 1) Fixing boundaries of lease area covering an extent of 2.27.0Hec 2) Scraping the area by dozing with dozer or with the same excavator to be used for loading to remove the surface bushes. 3) Loading of Earth Savudu into tippers with aid of JCB hydraulic excavator or manual 4) Transport of Earth (Savudu) to the brick unit (Sequence is mentioned in below Flow Chart). 5) Mined out land shall be reused for agriculture. Proposed method of mining: Being loose and soft soil, it is proposed to remove the materials with mechanical means by a system of JCB excavator\loader and tipper\tractor combination.The Earth (Savudu), a mixture of recent red soil with rounded fine sand with clay. It shall be loaded directly into the tipper\tractor and transported to the respective users, road etc. Mine working benches with 1.0m height and 45° slope shall be maintained as per MMR, 1961. The working area shall be connected by proper approach roads. The Layout of infrastructure such as workings and its sections are shown in the approve Mining Plan. Removal of over burden There is no proposal for overburden removal except earth savudu. In this process temporary labours from neighbouring villages are engaged for the purpose of maintaining the approaches, regulating the vehicle movements, assisting in quarry operations, billing etc., in a scientific and systematic manner. Extent of Mining a) Mining Removal of Earth (Savudu) involves machinery method for loading and transport by JCB hydraulic excavator and tipper\tractor combination. As the Earth (Savudu) is loose gritty material and it does not require any drilling. b) Loading equipment: Loading of Earth (Savudu) shall be done by JCB hydraulic excavators. c) Transportation: Haulage of minerals will be done by trucks \ tipper\Tractors directly carry from mining area to consumer area. Year wise approximate production as per demand during the lease period.

(vi) Raw material required along with estimated quantity, likely source, marketing area of final product/s, mode of transport of raw material and finished products

This is a mining project for removal of Earth (Savudu) and therefore no need of raw material except utility items like fuel and lubricants Diesel, oil and water for drinking and utilities. The Product will be natural Earth, a Earth (Savudu) soil. It will be transported to the consuming points directly. No stocking is proposed any where either inside the lease area or outside the area of lease.

(vii) Resource optimization/recycling and reuse envisaged in the project. Removal of Earth (Savudu) is made for the purpose of brick making and reformation of land for agricultural use. (viii)Availability of water, its source, energy/power requirement and source. Whole some drinking water shall be provided as per the Mines Rules, 1955. Quantity for Drinking and utilities shall be 2.0KLD. Requirement of water for dust suppression and Green belt shall be 4.0KLD.Minimum quantity of 6KLD has to be maintained as per the Rule. As per the order of the Honorable Supreme Court of India in I.A.No. 12-/13/2011 in S.L.P.No.19628-19629 of 2009 etc., dated: 27.02.2012, the Ministry of Environmental and Forest Office Memorandum dated: 18.05.2012 clearance has to be obtained for Minor Minerals from the State Level Environmental Impact Assessment Authority, Tamil Nadu. Form I and Pre-Feasibility report is required to get Environmental Clearance for the project from SEAC. EIA Report

The purpose of EIA is to ensure the protection and conservation of the environment and natural resources including human health aspects against uncontrolled development. The long- term objective is to ensure a sustainable economic development that meets present needs without compromising future generation ability to meet their own needs. EIA is an important tool in the integrated environmental management approach. The aim of Environmental Impact Assessment (EIA) is to enable the approving authority, the public, local and central government and the developer to properly consider the potential environmental consequences of a proposal, and to make recommendations to reduce the environmental consequences if necessary. It is important to provide sufficient information for the approving authority to make a decision on whether to approve a proposal and if so, under what conditions. The EIA provides the basis for sound ongoing environmental management.

(iii) Topography (along with map): The area applied for mining lease is a flat ground, with an elevation of 51meters above MSL. It is represented in the Survey of India Topo sheet 58 K/6 and lies between 9o31’56.48”N and longitude 78o27’49.18”E. The land is dry and no crops at even monsoon time also. The area receives only scanty rainfall mostly during the northeast monsoon period of October to December. The ground water level is found at a depth of 8-10 meters below the ground level. There is no reserve forest, wild life sanctuary, National monument etc nearer to the area around 15Kms. (iv)Existing land use pattern ( agriculture, non-agriculture, forest, water bodies ( including area under CRZ ), shortest distances from the periphery of the project to periphery of the forest, national park, wild life sanctuary, eco sensitive areas, water bodies( distance from the HFL of the river), CRZ. In case of notified industrial area, a copy of the gazette notification should be given. The land is classified as dry Patta-Rythwari land. (v) Existing infrastructure: There is no existing infrastructure is available in the site. The entire requisite infrastructure required for mine shall be constructed. An office room and rest room is going to be built in a portable structure in a container. A well equipped first aid facility as per the third schedule as

Qualified First Aid personnel should be appointed or nominated to attend emergency first aid treatment. Extent of Mechanization No drilling and blasting. The Earth (Savudu) soil shall be loaded directly into the tipper with aid of JCB hydraulic excavator. No other machineries shall be engaged for this quarry. (vi) Soil classification: It is a type of sandy clay with ferruginous content with fine sand and clayey matters. The plasticity of this material is less and non sticky and therefore it is used for filling and road purposes. (vii) Climatic Conditions . The area is dry and receives rainfall only during the Northeast monsoon. Temperature and rain fall data of Ramanathapuram is given as under, Temperature Throughout the month of August daytime temperatures will generally reach highs of around 36°C that's about 96°F. At night the average minimum temperature drops down to around 26°C, that's 78°F.

In recent times the highest recorded temperature in August has been 39°C that's 102°F, with the lowest recorded temperature 21°C, about 69°F.

Relative Humidity

The average daily relative humidity for August is around 60%.

Heat Index

The heat index is a measure of how hot it feels when relative humidity is added to actual air temperature. From this a comfort level is calculated providing categories on how heat conditions might adversely affect someone.

Comfort Levels:

Being a shallow mining with single bench no much planning required for slope stability issues. However the proponent shall maintain 45° slope as per safety practices. (iv) Assessment of infrastructure demand (physical & social): Physical Infrastructure The road facility is already available which shall be used and maintained. The labour requirement is taken from the nearest villages like Periyanaikulam. Other requisite infrastructure as transport of mine labours is arranged by way of jeep and two-wheeler. Medical facility is available for first aid at project site. Government Dispensary is available nearest to ML area in Periyanaikulam in

addition facilities in Ramanathapuram. Rest room to meet the demand of shelter and Office room for project management will be built in the project area. The tippers/lorries/trucks will convey the excavated Earth (Savudu) outside the quarry site to the end users. The following measures may be taken for temporary soil erosion: Initiate stabilization measures as soon as practicable by dumping humus rich top soil by back filling over the excavated area afforestation purposes. General safety precaution shall be taken as per mining practices. Access Roads The approach road is located nearby the site on the southern side for transport of materials. Access roads will be restored to pre-quarry conditions or better condition. Usage of public road for transport shall be done as per approved practices and any damage it will be intimated to the Panchayat or concerned authorities for immediate remedies. Social Infrastructure The area is located about 2Kms away from a Periyanaikulam Village on the Northern side. The NH-47 Road is situated about 1.65Km away on Parthipanur – Abiramam road on the western side. There is no railway line is found nearby the site. (v) Amenities/facilities: As the workers are from nearby villages, the shelter room with toilet facilities & the first aid room will be built in a portable container since the project area itself as water tank and therefore all sanitary provisions shall be made outside the Consent Patta Land or in a portable container with disposal system. An office-cum-store shall be constructed. The water is required for drinking purpose as well as Drinking water is available by the water tankers from nearby area. Power is available at proximity. First aid box with all necessary materials will be kept all time in the office building for use as and when required. 6.0 PROPOSED INFRASTRUCUTRE (i) Industrial area (processing area): No processing unit is required, the earth material can be directly consumed for the brick making and road filling purposes. An office-cum-store will be constructed at mine site. A shelter room with toilet facilities & the first aid facilities will be built in a portable container. (ii) Residential area (non processing area): Not applicable, local personnel will be employed and therefore no residential area is proposed.

Mine Drainage The natural flow of water will not be affected any way and drainage will improve by proper gradient and storage of rain water in excavated area. Noise Levels In this project, the machinery operations like excavators and tippers will generate sound pollution and less air pollution at loading area because of using low capacity excavator like JCB and tractor. However, to minimize this sound pollution within the permissible limits, the machinery shall be maintained with proper periodical\preventive maintenance schedule to monitor flue gas emission and noise level. Furthermore, person working in high noise area will be provided and also advised to mandatorily us ear muffs/plugs. The permissible limits of noise are given below. Disposal of waste\ Overburden waste management: No overburden or top soil shall be removed from this area. The top soil contains more of rounded grains of sand with little red soil. Top soil management: No top soil removal Other wastes: Only one JCB excavator shall be used to load the Earth (Savudu) into the tipper\tractor. The repair and service works of these machineries are done outside. There is no possibility of oil spillage. Even though there is any sudden leakage that waste will be disposed properly into the outside approved landfill. (x) Power requirement & supply/source. Diesel will be used for about 90 liters per day. No electricity shall be used. 7. REHABILITATION & RESETTLEMENT PLAN (R&R Plan) (i) Policy to be adopted (central/state) in respect of the project affected persons including home ousters, land ousters, and landless labours. a) PAP There is no hutment in the lease area. No human being will be displaced from the project area so no person will be affected contrary local people will get job opportunities and better facilities. There is no rehabilitation & resettlement of people is required. b) Mine Closure Once the process of economical extraction of a mine is complete there is need for scientific mine closure which will not only restore ecology and regenerate bio mass but also take into account the socio-economic aspects of such closure. When mining activities carries out, mining communities get established and closure of the mine means not only loss of jobs but also disruption of community life. At the mine closure, it will be orderly and systematic and so planned as to help the workers and the dependent community to rehabilitate them without undue hardship. But in this case the excavation is made for 1.0m depth only and land shall be reclaimed for reuse to develop agriculture. Therefore Mine closure plan should have proper leveling of the area before closing is advisable for this project and reform the land for reuse as well as to grow plantations around lease boundary and over the back filled area. 8. PROJECT SCHEDULE & COST ESTIMATES (i) Likely date of start of construction and likely date of completion The proposed mining operation will commence from July, 2015 and completed in June, 2016 as approved by the competent authority.

Social Benefits: Mining in the project area will provide employment to nearby villagers. This employment will help in raising the standard of living on the people in the area. The mining activity in this belt will benefit the locals both directly and indirectly. The direct beneficiaries will be those who get employed in the mines as skilled and un-skilled workers, of about 14 persons. The indirect beneficiaries will be those who open small business to sell goods required by the residents, of about 70 persons, whose “Per Capita income will be enhanced by the mining activity, and thereby their purchasing power. In the long run a lot of social goods are expected in the comparatively backward area when the inhabitants will be able to send their children to school, the change, though slow, is bound to be perceptible. Financial Benefits: It is clear from the objectives of the project that it will have significant positive impacts since it will:  Provide filling material to the society.  Give a boost to economic development in the region.  Make a significant contribution to the construction and infrastructure sector of India.  The Management will ensure good production and in turn there will be good revenue to the Government of Tamil Nadu and Government of India through taxes. The industry is an asset to the nation.

This project is planned keeping in view the above mentioned advantages. The quarrying operations will be carried out scientifically and systematically with an integrated mining plan and mine design may not disturb the environment and ecology of the area.

1. The Applicant, Thiru S.Durai S/o Shanmugam, residing at Alangarapattinam Village, Kamuthi Taluk, Ramanathapuram District has applied for grant of permission from Dept. of Geology and Mining, Ramanathapuram District for removal of Earth (Savudu) from S.F. No. 166/2F, 166/2J, 168/2R, 167/2I, 165/1A23 & 120/1J, Patta Land over an extent of 2.27.0 Hectares in in Periyanaikulam Village of Kamuthi Taluk, Ramanathapuram District, Tamil Nadu.

2. The District Collector, Ramanathapuram in his precise area communication letter No. Rc 1221/G & M-1/2014 Dated 24.09.2014 has directed the applicant Thiru S.Durai S/o Shanmugam to get Approved Mining plan and Environmental Clearance from the state Environmental Impact Assessment Authority (SEIAA) for grant of Earth (Savudu) removal from S.F. No. 166/2F, 166/2J, 168/2R, 167/2I, 165/1A23 & 120/1J,over an extent of 2.27.0 Hectares, Patta Land, Periyanaikulam Village of Kamuthi Taluk, Ramanathapuram District, Tamil Nadu for a period of One Year.

3. Accordingly, Mining Plan is prepared under the provisions of Tamil Nadu Minor Minerals Concession Rules, 1959 and amended provisions of Minor Mineral Conservation and Development Rules, 2010 for removal of Earth (Savudu) with due consideration of environmental parameters so as to obtain Environmental clearance (EC) form State EIA Authority (SEIAA), Chennai region as per the Memorandum dated. 18.5.2012 from MOEF.

4. Geological reserves is estimated as Block-I 18052M3 & Block-II 2594M3and recoverable reserve is estimated at Block-I 16986M3 & Block-II 2420M3 totally 19406M3 a depth of 1.0m. Production shall be 65M3 or 11 loads (Each of 6M3) per day for the 300 working in a year by open cast mining.

5. Safety measures under mechanized loading as per the provisions of Reg. 106 (2) (b) Metalliferous Mines Regulation,1961 and other labour welfare Amenities as per the Mines Rules, 1955 and amended DGMS circulars to be incorporated in the Mining plan.

6. General Conditions which attracts “A” category clearance:

i) Forest (Conservation) Act 1980 : No forest is found within 15 kms ii) Interstate boundary is located > 100Kms away on the Western side. iii) Wild Life (Protection) Act, 1972: There is no wild animal sanctuary within 15Kms radius from the project site. iv) Coastal Regulation Zone (CRZ): The quarry is located about 64Kms away from sea

coast on the east. Hence, the project doesn’t attract the C.R.Z. Notification, 1991.

Therefore the project seeks clearance only from SEIAA, under B2 Category.

Environmental Management Plan, i) Portable containers for office, stores, canteen and rest shed have to be arranged at site with septic tank provisions. ii) Steps should be taken to control dust at source while loading and transport roads. INTRODUCTION

The EIA (Environmental Impact Assessment) Notification, 2006, requires mining projects, including new projects, expansion, modernization, or renewal of mine leases of minor minerals less than 5 Ha also has to obtain Environmental Clearance from the state level EIA Authorities. To ensure compliance of Supreme Court order of February 27, 2012, it had now been decided that all mining projects of minor minerals \irrespective of the size of the lease would henceforth require prior environment clearance. Accordingly the mining plan is prepared for systematic and scientific mining and obtain Environmental Clearance under state level EIA Authority. The applicant, Thiru S.Durai S/o Shanmugam, residing at Alagarapattinam Village, Kamuthi Taluk, Ramanathapuram District is an individual having vast experience and skill on quarrying of Earth (Savudu). GEOLOGY AND MINERAL RESERVES 3.1 Brief Description of the Topography and general geology of the area Topography: The area applied for mining lease is a flat ground, with an elevation of 51meters above MSL. It is represented in the Survey of India Topo sheet 58 K/6 and lies between 9o31’56.48”N and longitude 78o27’49.18”E. The land is dry and no crops at even monsoon time also. The area receives only scanty rainfall mostly during the northeast monsoon period of October to December. The ground water level is found at a depth of 8-10 meters below the ground level. There is no reserve forest, wild life sanctuary, National monument etc nearer to the area around 15Kms. GEOLOGY i) Regional geology Most of the area is covered by the unconsolidated sediments of Quaternary age except in the north western part, where isolated patches of Achaean Crystalline and Tertiary sandstone are exposed. No hard rock is found in this area except sand and fine sandy clay formations.

The Tertiary sandstone (Cuddalore Formation) comprise pinkish, yellowish, reddish (variegated colours) medium to coarse grained sandstone and clay stone. It is overlain by thin alluvium and exposed towards north of Vaigai River. A major part of the district is covered with the fluvial, fuvio-marine, Aeolian and marine sediments of Quaternary age. The fluvial deposits which are made up of sand, silt and clay in varying degree of admixture occur along the active channels of Vaigai, Gundar, Kumaraiya Pillaimuthar and Pambar rivers. They have been categorized into levee, flood basin, channel bar/ point bar and Paleo-channel deposits. The paleo channel deposits comprise brown coloured, fine to medium sands with well preserved cross-beddings. The fluvio-marine deposits are exposed in the Vaigai delta as deltaic plain, paleo-tidal and dune flat deposits. The deltaic plain and dune flats comprise medium, Grey brown sands. The paleo tidal flat deposits include black silt clay, black clay and mud. In Island, the fluvio-marine deposits include indurated sand and dune sands. The Aeolian deposits comprise red sands which are in nature of ancient dunes and occur over a 3.2Kms wide and 8Kms long stretch and lie parallel to the sea coast. These are separated by marshy deposits of black clays. The sands are underlain by calcareous hardpan. In Rameswaram Island also brown sand deposits occur around Sambaimadam on either side of NH 49 west of the town. The country rock in this area is not seen. Most of the area is covered by quaternary and recent sedimentary formations like sand and sandy clay formations (Savudu). 3.2 Detail of Exploration already carried out if any Already carried out: Regional study and mapping of east coast belt was done by GSI. The area is composed of Earth (Savudu) found over a large area with little greeneries. Vegetation is represented by Acacia bushes spread over the entire area. No dip is found being a sedimentary deposit. From the field observation, the top layer soil is composed of clay soil with gritty sand. 3.3 Estimation of Reserves a) Geological Reserves with Geological Sections on a scale of 1:2000: The geological reserve is estimated as 20646M3 up to a depth of 1.0m from the surface within the permissible area for quarrying. Reserves are calculated by Area method. Please refer Plate -III for details of calculation. b) Recoverable Reserves : Recoverable reserve is estimated as 19406M3 leaving berm width of 1.0m from the along lease boundary. 4. MINING 4.1 Method of Mining: Mining shall be carried out by opencast method by semi mechanized means using Hydraulic excavators (JCB) and tippers combination. 4.2 Mode of Working: Being loose and soft soil, it is proposed to remove the materials by a system of hydraulic excavator and tipper\tractor combination. No top soil or any overburden shall be removed. The Earth (Savudu) shall be loaded directly into the tipper and transported to the respective users, road etc. 4.3 Proposed Bench Height & Width Mine working benches shall be formed as per Reg. 106 (2) of MMR, 1961 for soft soil \ float deposit with 45° slope from the horizontal and bench height shall be 1.0m and width shall be not less than 1.0m. 4.4. Area to be covered by the Open pit is estimated as 1.69.86Ha and Safety/Plantation is 0.28.64Ha for Block –I. The area covered by pit in Block-II is 0.24.20Ha & Safety/Plantation is 0.04.30Ha. 5. BLASTING As the Earth (Savudu) is highly disintegrated and loose soil, there won’t be any necessity of any blasting or drilling. 6. MINE DRAINAGE 6.1 Depth of water table Depth of water table is reported at 8-10m during rainy season and draw down up to 12m during summer. 6.2 Arrangements and places where the mine water is finally proposed to be discharged As the proposed mining is for maximum depth of 1.0m, there would not be any seepage of ground water in the pits. Discharge of water may not rise regularly.

7. OTHER PERMANENT STRUCTURES 7.1 Habitations / Village: Population of Periyanaikulam Village is reported as 1725 peoples as per 2011 census. Other Village hamlets like K.Bangalow(559), Aanaikulam (1681), Seyamangalm(1988), Kattuyemaneswaram (256) etc. 7.2 Power Lines (HT / LT): There is no HT or LT Line found nearby. 7.3 Water bodies: A Kanmoi is found about 50m away on southern side. Depth of water table is reported at 8- 10m during rainy season and draw down up to 12m during summer. 7.4 Archaeological / historical monuments: There is no archaeological or historical monuments is found around 500m radius. 7.5 Road (NH, SH etc): NH-47Road is situated about 1.65Km away on Parthipanur – Abiramam road on the western side. There is no railway line is found nearby the site. 7.6 Places of worship: There is no place of worships found around 500m radius. 7.7 Reserved forest / Forest / Social forest / wild life sanctuary etc., : No RF, Social Forest and wild life sanctuary found around 15 kms. 7.8 Any other structures : Nil. 8. EMPLOYMENT POTENTIAL & WELFARE MEASURES

8.1 Employment Potential

Management and supervisory personal For the purpose of Mines safety under the provisions of MMR, 1961 under the Mines Act, 1952 the workers are employed more than 10, it is preferred to have a qualified Mining Mate to keep all the production workers directly under his control and supervision. A mines clerk shall also be appointed to keep the registers and record of the mine and make necessary entries for the persons employed in the mines.

Considering 300 working days in a year, about 65M3 or 11 loads of materials would be handled per day.

8.2 Welfare Measures a) Drinking Water :

Whole some drinking water shall be provided as per the Mines Rules, 1955. Quantity for Drinking and utilities is 2.0KLD. Dust suppression and Green belt of water is 4.0KLD.Minimum quantity of 6.0KLD has to be maintained as per the Rule. Drinking water is obtained by Mineral water industries by water canes. Dust suppression and green belt is obtained from the open wells of proponent site. b) Sanitary facilities: Surface latrines and urinals shall be constructed at convenient places for use of labours as per the provisions of Rule (33) of the Mines Rules, 1955 separately for males and female. The scale of latrine shall be one for every 50 employees for the purpose of calculating the number of latrines. Washing facilities shall also be arranged as per the Rule (36) of the MR, 1955. c)First Aid facility : Being a small mine First Aid station as per provisions under Rule (44) of the Mines Rules 1955 will be provided with facilities as prescribed in third schedule. Qualified First Aid personnel should be appointed or nominated to attend emergency first aid treatment.

d) Labour Health: Periodic medical examination has to be arranged for occupational health once in a year in addition to attending medical treatment of occupational injuries under the Rule 45 (A) of MR,1955. e) Precautionary safety measures to the Labourers Safety provisions like helmet, goggles, safety belt, safety shoes etc have to be provided as per the circulars and amendments made for Mine labours under the guidance of DGMS. f) Child Labour Employment : As per the Mines Act, 1952, no child labour below 18 years of old ashall be engaged for any work in the quarry. PART – B 9.0 ENVIRONMENT MANAGEMENT PLAN 9.1 Existing Land Use Pattern The land is classified as dry Patta-Rythwari land. It receives rain only during the monsoon period of October to December. There are no indications of living animals; it may be found small animals like mouse, chameleon, scorpion and lizard.

Temperature and rain fall data of Ramanathapuram is given as under, Temperature Throughout the month of August daytime temperatures will generally reach highs of around 36°C that's about 96°F. At night the average minimum temperature drops down to around 26°C, that's 78°F.

In recent times the highest recorded temperature in August has been 39°C that's 102°F, with the lowest recorded temperature 21°C, about 69°F.

Relative Humidity

The average daily relative humidity for August is around 60%.

Heat Index

The heat index is a measure of how hot it feels when relative humidity is added to actual air temperature. From this a comfort level is calculated providing categories on how heat conditions might adversely affect someone.

Comfort Levels:

Given average maximum temperatures and humidity levels you can expect dangerous heat conditions. Sunstroke, muscle cramps and heat exhaustion are likely. Heatstroke is possible with prolonged exposure and/or physical activity (see heat index for more information).

9.6 Plan for air, dust suppression Dust expected to be generated from hauling roads, place of excavation etc will be suppressed by periodical wetting of land by spraying. 9.7 Plan for noise level control There is no blasting and noise of hydraulic exactor is less than 75 db. It is less than the standard as proposed for mining industry. 9.8 Environmental Impact Assessment Statement describing impact of mining on the next five years There would not be any adverse impact in the existing environment arising from the mining activities. To protect the environment, the Applicant Company would do adequate a forestation program, if not inside the lease area but he can do even along village roads outside the lease area. 9.9 Proposal of Waste Management Storage and preservation of top soil: No proposal for storage of top soil. It shall be used directly transported to the filling site/consumer area. 9.10 Proposal for Reclamation of Land affected during mining activities and at the end of mining The mining is proposed to an average depth of 1.0meter. Due consideration is also taken to provide a suitable angle of repose of materials to maintain slope stability. 9.11 Programme of Afforestation There would not be any adverse impact in the existing environment arising from the mining activities. To protect the environment, the Applicant Company would do adequate a forestation program with 10 trees per Month. As the area is dry and unfertile for the growth of hybrid varieties of plants it is proposed to plant tamarind and need for which the maximum survival rate would be 70%.
