Bexley’s town centre boundaries have been reviewed, taking into account the current definition of town centre uses in national guidance, recent reforms to the Use Classes Order and the introduction of new permitted development rights, as well as new development and changes in the use of land since the UDP proposals map was produced in 2004. Further detail can be found in Bexley’s Retail & Leisure Study (BRLS) and the Retail & Leisure Technical Paper. Boundaries have also been drafted for the newly proposed Local Centres of Village, Station and Station, and the proposed District Centre of Belvedere Station.

Initial proposals were consulted on at the Regulation 18 stage of the Council’s Local Plan preparation, and further changes were made taking into account the responses received. The BRLS predicts a low current and future demand for new retail space in Bexley’s town centres. Therefore, the Council is proposing to constrict many of its town centre boundaries, encouraging the take up of vacant units within the town centres whilst allowing those units on the periphery to change to alternative uses over time. BRLS recommends that these revised boundaries should also be defined as Primary Shopping Areas, so that they align with the requirements of the National Planning Policy Framework. It is important to note that many land uses that have been removed from town centre boundaries will still be protected by other planning policies. For example, car parks that perform a town centre function are protected under policy SP10, and social and community facilities are protected under policy DP15.

All boundary changes are summarised in Table 2 below and in the subsequent maps, and the draft designations can be viewed on the submission policies map. Changes have also been proposed to the hierarchy to better align with the terminology in the London Plan, and to reflect the continuing and evolving retail function of each centre. A neighbourhood centre review has also been undertaken, details of which can be found within the Retail & Leisure Technical Paper. The resulting boundary changes are also detailed and justified in Table 2 and the subsequent maps, and the draft boundaries can be viewed on the submission policies map.

This area includes Erith’s main shopping, retail and town centre assets (e.g., Riverside Shopping Centre, Morrisons, library, health centre, etc.), and excludes many areas made up primarily of residential or other non-town centre uses. The railway station has also been excluded from the town centre boundary given its significant physical separation. Lower Belvedere District Centre YES – see Boundary drawn to reflect its proposed page 76 classification as a new District Centre. To reflect the concentration of town centre uses, future development potential, and the possible scope of a future masterplan for the area, the town centre boundary has been drawn to include the station, the Asda/B&Q store to the east of Station Road, the properties bordered by Station Road, Picardy Street and Dylan Road and the

The London Plan provides a simplified boundary for the Thames Policy Area (TPA) and allows boroughs to designate a more detailed boundary within their development plans. Basic guidance is also set out in the supporting text of policy SI14 of the London Plan, to assist boroughs in producing the designation.

A review of the Thames Policy Area boundary has been undertaken, taking into account London Plan guidance and the above strategies and evidence relevant to the function of the TPA, and a new boundary has been produced. Changes are described in the following maps, and the draft boundaries can be viewed in detail on the submission policies map.

As such, it is directly linked to the water management and ecological systems of the wider area. Yarnton way provides a well-defined boundary to the south and east.

Crayford Marshes

Boundaries extended to reflect potential water management interventions, incorporate potential public uses and areas with ecological value. These changes also better reflect the boundaries of the south east inshore marine plan area as defined by the Marine Management Organisation.

Erith, North of Bronze Age Way

It is considered that there is a significant change in character and urban form to the South of West Street, Walnut Tree Road, Queen Street and Crescent Road, and that the relationship with the River Thames in these areas is much weaker. It is proposed, therefore, that these areas are removed from the Thames Policy Area designation. This revised boundary also better aligns with likely future development sites and the Erith town centre boundary.

A full review of Education Land has been undertaken in order to accurately reflect changes that have taken place since the publication of the UDP proposals map (2004), as well as policy changes in Bexley’s Draft Local Plan. The review has resulted in the following updates:

• All boundaries have been amended to reflect the most up to date OS base map.

• Designations have been removed where schools, or parts of a school’s grounds, have been redeveloped for other uses.

• Newly built schools have been designated.

• Names of schools have been updated.

• Private schools have been removed from the designation as they do not form part of the Council’s statutory responsibilities with regards to schools, and the Council has no input into admissions policy for these institutions.

• Standalone nursery schools/preschools have also been removed as these are protected under community infrastructure policies and have different land use requirements than primary and secondary schools.

Significant boundary changes are described in Table 3 and the subsequent maps. Designations being removed from the UDP proposals map, and new education land designations, are also summarised in Table 3. Minor boundary amendments reflecting the most up to date OS base map are not detailed here but the draft boundaries can be viewed on the submission policies map.

On the UDP proposals map, employment land was split into Primary Employment Areas and Secondary Employment Areas reflecting the types of uses present on the sites. In the Draft Local Plan, this terminology has been updated to reflect the terminology used in the London Plan. Primary Employment Areas are now referred to as Strategic Industrial Land (SIL), and Secondary Employment Areas are now referred to as Locally Significant Industrial Sites (LSIS).

All UDP employment land boundaries have been reviewed, and the following changes were made:

• Minor changes to reflect the most up-to-date OS base map. • Removal of areas not related to employment uses such as Green Belt, MOL and Urban Open Space, as well as two designated travellers’ sites and highways land that is not part of industrial estates. • Amendments to reflect implemented planning permissions, such as removal of areas redeveloped for housing, or extensions to existing industrial estates. • Release of employment sites for other uses as justified in the Industrial Land Intensification Study. • Some areas have moved between categories of employment land based on the analysis in the Employment Land Technical Paper.

Significant changes are described in the following maps, and unless indicated otherwise, all remaining Primary Employment Areas will be designated as SIL on the submission policies map, and all remaining Secondary Employment Areas will be designated as LSIS. The draft boundaries can be viewed in detail on the submission policies map.

Belvedere Industrial Area, Belvedere

Part of this site has been allocated for residential development in the Draft Local Plan, and the eastern part has been designated as Urban Open Space. Crossness Sewage Treatment Works

Crossness Sewage Treatment Works was previously designated as Thameside Special Policy Area B and partly as Crossness Special Industrial Zone (SIZ). Neither of these policies have been carried forward from the UDP. The area previously within the Crossness SIZ has been transferred to SIL because it is considered that the designations are functionally equivalent. The UDP Thames-side Special Policy Area site has been removed and has been replaced by a new designation reflecting the current extent of Thames Water’s operational land. The final SIL area excludes areas designated as MOL or Conservation Areas.

This site currently holds no land-use designation making redevelopment for another use challenging. Industrial uses are considered appropriate on this site given its adjacency to the existing Foots Cray Business Area SIL and its proximity to the strategic road network. Therefore, the land use designation of the site has been changed to SIL.

Five Arches Business Centre, Foots Cray

The western part of the Primary Employment Area is currently vacant. It is considered appropriate to redesignate this area as LSIS due to its separation from the adjacent SIL (the two areas are accessed from separate roads and are not connected) and to reflect the Council’s preferred use of the site given its proximity to a school and residential units.

Release of Primary Employment Area and addition of SIL to the north is based on granted outline planning permissions in 1979 and 1983 for various industrial warehouses, offices and factories in the Metropolitan

Green Belt. As part of this permission, it was agreed a land swap would be permitted, effectively swapping what was undeveloped Primary Employment Land, with an equivalent sized area of Green Belt. Part of this permission has now been implemented, and the changes are reflected here.

Additionally, areas of Urban Open Space have been removed, and several corrections have been made to the boundary based on the most up-to-date OS base map.
