AUSTRALIA DAY 2017

The 2017 Carrathool Shire Council Official Australia Day event was a huge success, with approximately 100 people filling the Carrathool Hall to celebrate the achievements of all individuals and community groups that were nominated.

As a first time Ambassador Karly Lane, was an inspiring and entertaining speaker providing a glimpse into her life as an author and proud Australian. Residents enjoyed the opportunity to chat to Karly before and after the ceremony on various topics including her award winning books and her home town of Macksville, another small country town. Karly also graciously signed programs and books for her many readers of the shire.

The hospitality provided by the Carrathool community was outstanding, the hall was wonderfully decorated and the catering was exceptional, all com- munity members that pitched in to organise, set up and serve on the day did a wonderful job.

Australia Day provides us with an opportunity to stop, reflect and recognise the contribution made to the community by many of our residents on a Image courtesy of Clinton Mewburn - Hillston Spectator voluntary basis and it is always heartening to see our young people give of themselves in this way.

Congratulations to all the nominees and Australia Day Award Winners.

CITIZEN OF THE YEAR - JIM CAUGHEY Jim has lived his whole life in taking great pride in the community and has been involved in many organisations over the years.

Jim’s extensive support includes:  Key member of the Local Fire Service recently being recognised for his 40 years of commitment to this vital service.  Committee member of the Monia Gap Bus Route for 40 years.  Active member on the Progress Association for over 30 years and was an instigator on starting up the Birds of the Bush Festival which recently celebrated 10 years, each year driving the bus for the bird tours.  Active member of the Hall Maintenance committee for over 25 years.  President of the Rankins Springs Action Group.  Member of the Jimberoo Landcare Action Group.  An initial member of the Lachlan Fold Wildlife Action Group.  Over the years Jim has supported the various sporting groups in Rankins Springs including the local football team the Rankins Springs Dragons, Golf Club, Tennis Club, Pony Club, Basketball and taking part in working bees for the building of the recreation ground shed.  Jim was always involved with his children as a helper at playgroup, preschool and the Rankins Springs Public School acting on committees or taking part in working bees.  He supported his wife Jenny on the ICPA State Council often representing the branch at State and Federal Conferences.  As a member of the NSW Farmers Association  Jim was also a dedicated Councillor for Carrathool Shire Council retiring in September 2016 after 21 years of service.

Jim dedicates his time to Rankins Springs making the town a great community, taking positions on various committees and being very active at getting jobs completed. He encourages and mentors others and is an active helper at any activity or function in Rankins Springs. YOUNG CITIZEN OF THE YEAR - LILY RYAN Lily is an active member of the Hillston Community, visiting the elderly at Lachlan Lodge, as a member of the Hillston Swans Netball team, a member of the Hillston Swim Club and as a Catholic Church Altar Server. Lily also baked and donated goods for sale at the Hillston Markets to raise money for the Fred Hollows Foundation.

During 2016 Lilly has represented her school at various levels from performing in a major role of the school musical, participating in Academic Competitions, Anzac day and Remembrance Day Ceremonies, she represented her school at state level for cross country and athletics as well as assisting in the Roadside cleanup for the past 5 years. JUNIOR CITIZEN OF THE YEAR - 2 RECIPIENTS BENJAMIN CAMERON Benjamin is the current school captain of Carrathool Public School where he models leadership to younger students.

Benjamin speaks at formal occasions and has represented his school at many events such as the 2015 Aspire me Art camp, 2015 Aspire me Sports camp, the Enviro champs leadership day, school assemblies, laying of the school wreath at the Carrathool Cenotaph on Anzac Day 2016 and recently singing with other students at the Hay Railway Station Christmas Carols evening.

Benjamin accepting his award from Ambassador Karly Lane Image courtesy of Clinton Mewburn - Hillston Spectator KATIE ANDERSON Katie is an active member of the Rankins Springs Public School, she is an excellent school leader and role model to her peers and is always willing to assist and contribute to the success of important school and community events such as giving outstanding speeches at the Rankins Springs Anzac Day and Remembrance Day Services.

As an integral leader of the SRC Katie has co-ordinated many fundraising activities throughout 2016 including raising funds to support the family of local child Tilly Smith after a serious pool accident injuring her back. Page 3 Council Corner January 2017

SPORTSPERSON OF THE YEAR - CAROLINE GREENWOOD Caroline has been an active member of the Karate Community in Hillston since 2002 as a parent then in 2008 as a participant, for the past 8 years she has made her way through the numerous belts, weekly training sessions, AKKA training camps & tournaments around Australia.

Caroline competed for the first time in 2008 at the Non-Contacts Championships. In 2009 Caroline competed at the NSW State Championships and from 2010 Caroline competed 4 times at the Victorian Championships wining Silver in 2010 and 3rd in 2015. Caroline also competes each year at the Riverina Interclub Tournaments placing 2nd in the ‘Kata’ in 2016.

Caroline’s ongoing commitment and contribution to her sport was shown in 2012 when she took over the running of the Hillston Dojo, in order to keep the sport local. During 2016 she led several seminars at Hillston Central School for local senior students and teachers in Karate and Self Defence.

After overcoming numerous sporting injuries and serious health concerns, Caroline’s commitment to her sport paid off when in September after 5 hours of grading she was awarded the coveted “Black Belt”. Caroline true sporting spirit in both life and karate is appreciated by all she knows. JUNIOR SPORTSPERSON OF THE YEAR - CHARLOTTE BARTHOLOMEW During 2016 Charlotte competed in Swimming, Athletics, Cross Country and Netball.

In swimming and athletics Charlotte competed at the Zone and Regional Carnivals, qualifying for the State CHS Athletics Carnival in the 1,500m at Homebush.

In cross country Charlotte placed 1st for Zone and 2nd for Regional, qualifying for the State Carnival in Sydney.

In netball Charlotte represented Griffith competing at the State Carnival placing 5th out of 24 and was awarded the most improved player in her team. Charlotte was also selected in the RAP schools U/15 representative team competing in the regional knockout GALA day, locally she played in the

Charlotte is a member of the Hillston Central Schools open and U/15 Soccer team.

In the 2016 Outback Triathlon Charlotte placed 2nd in the mini event with her sprint team also placing 2nd.

SUB-JUNIOR SPORTSPERSON OF THE YEAR - HARRISON RYAN Throughout 2016 Harrison played competitive Tennis, Rugby League and Rugby Union.

In tennis Harrison made it to the semi-finals of the JDS tournament in Hay.

In rugby league Harrison was selected to represent the Group 20 region in the Clusters Rugby League Carnival held in Orange.

In rugby union Harrison was selected for a second year to represent the Riverina to play in the NSW Rugby Union State Carnival. He was the vice captain of his team and scored 3 tries during the carnival, his team went on to win the Convenors Shield which was the first time a Riverina Team had ever achieved this. Harrison also represented Southern Inland NSW in the Southern Inland Rugby Union U/12’s travelling around the region winning on a number of occasions.

Locally Harrison was part of the runners-up team representing the Griffith Blacks with his team narrowly losing to West Wyalong in the grand final in August. Page 4 Council Corner January 2017

COMMUNITY GROUP OF THE YEAR - MONIA GAP SCHOOL BUS COMMITTEE The Monia Gap School Bus Committee has operated a community owned school bus run in the Monia Gap / Melbergen / Rankins Springs area since 1967. Over the years the student numbers have fluctuated between 3 and 26.

In 2004 the government contract was withdrawn, however the committee continued to run this service utilising funds saved and have since invested in a Commuter bus that operates privately complying with all rules as if they are under contract.

Jeff Walker accepted the Award from Mayor Peter Laird on behalf of the Monia Gap School Bus Committee COMMUNITY EVENT OF THE YEAR HILLSTON CENTRAL SCHOOL - ALICE IN WONDERLAND MUSICAL In 2016 the Hillston Central School staff, students and parents brought to life the magical children’s story book Alice in Wonderland with 3 fantastic musical performances filled with humour, mystery, colour and flair held over 2 days.

The production, direction and rehearsals were completed outside of school hours, with students from kindergarten to year 10 and volunteers praised for their community spirit and participation in making this production a success as several hundred community members attended the production over the 2 nights with all leaving very impressed with the professionalism of the performances.

ENVIRONMENTAL CARE AWARD - GOOLGOWI PUBLIC SCHOOL GARDENING GROUP The Gardening Club was starting in 2013 by Gillian Star and Michelle Langridge who volunteer every Thursday afternoon at lunch time to teach the Goolgowi children basic gardening techniques from planting seeds to harvesting produce where all aspects of growing and preparing food out of the garden is included.

In 2016 the Gardening Club consisted of 3 volunteer parents and 10 students. In August Gillian Star invited 2 students Eliza Wray and Charlotte Star to attend an Organic Workshop where they gained an understanding of all types of Recycling, both girls won attendance prizes which they donated to the school.

Gardening club assist the Gardener in making the School neat and tidy by weeding and mulching the gardens, they also help with the reduction of rubbish collected by recycling all food scraps and cuttings to either feed the school chickens or to create mulch for use around the school. Image courtesy of Cheryl Wray MAYORAL AWARD - LOUISE FISK In 2017 Mayor Peter Laird chose to present one special Mayoral Award to Louise Fisk in recognition of commitment and service to Carrathool Shire.

Louise was raised and educated in Hillston and from a young age she was an active member of the Hillston community, supporting numerous groups including Hillston Lions Club, Hillston Central School P&C, Red Dust & Paddy Melon Gallery, Hillston Show Society, Hillston Showground Trustees, Hillston Redbank Units, Hillston Can Assist and the Pistol Club.

Over the years Louise has been recognised for her service to the Hillston Community being awarded the Carrathool Shire’s 1991 Young Citizen of the Year, Carrathool Shire’s 2008 Citizen of the Year and in 2016 was named on the Hidden Treasures Honour Roll – recognising Rural Women Volunteers. Page 5 Council Corner January 2017 WATER & SEWER UPDATE Water Meter Readings Council would like to notify residents of the Shire that water meter readings are being conducted between 1 February 2017 and 19 February 2017. Please ensure all gates are unlocked and dogs are restrained during this period. If Council officers are unable to read your meter due to these issues your account will be issued with an estimated reading.

Rural/Raw Water Schemes Goolgowi Raw & Rural / Yoolaroi / Melbergen / Goorawin / Bunda / Budawong / Rankins Springs water supply schemes are classified as stock and domestic and ARE NOT SUITABLE FOR DRINKING.

Pump Station #4 – Hillston Council is investigating an incident in Hillston, where an unsuitable product was found going through sewer system, probably from catchment area around pump station #4. A petroleum or similar product was found which has led to Council spending significant time and resources to rectify the damage caused. Pump Station #4 catchment area consists of the area west of the railway line (between McGregor St and Stewart St) around the river to McGee Street, down High St to Haines St, Haines St to Molesworth St, along Molesworth St to McGee St, down McGee St to McGregor St and across to the Railway Line. If you are unsure of what is suitable to put into the sewer please contact Council.

Merriwagga Standpipe village has experienced significant pressure and flow issues during the past few months due to unauthorized water being taken from the standpipe. Council would like to advise that water is not to be taken from the standpipe at Merriwagga (except emergencies services). If you require water please contact Council to discuss other options available. Residents are urged to contact Council on 0429 690 010, 02 6965 1900 or 02 6961 7600 if you notice anyone taking water from this standpipe.

What’s your VISION for the future of Carrathool Shire? Carrathool Shire Council is currently reviewing the Community Strategic Plan 2012-22 and needs input from the community. The Community Strategic Plan is a 10 year big picture plan for the community.

In addition to reviewing the Community Strategic Plan (CSP), Council will also be developing a Disability Inclusion Action Plan (DIAP) and conducting a Community Survey over the coming month – more details will follow. Saturday Carrathool Races The legendary Carrathool Races attracts up to 2,000 race goers annually. This 6 4 March event race meet has prize money totalling $50,000. The gates open at 11am. Highlights of the day include Fashions on the Field, Jackeroo Dash & Jillaroo Sprint, continuous BBQ, licensed bar on course till late. Sunday Hillston Outback Triathlon The Hillston Outback Triathlon is a great family day out with something for 5 March everyone, made up of four great events: MICRO 100m swim, 2km bike ride and 800m run, MINI 200m swim, 10km cycle and 1.6km run. SPRINT 750m swim, 20km cycle and 5km run. Our final event of the day is the Lions Walk for life which is for everyone and it entails a casual stroll around the lake to raise funds for the heart foundation
