2 Sec. 1. 12 MRS A §10853, sub-§8, as enacted by PL 2003, c. 414, Pt. A, §2 and 3 affected by c. 614, §9, is amended to read:

4 8. Native American. The commissioner shall issue a hunting, trapping and fishing 5 license, including a muzzle-loading permit under section 11109, subsection 4; an archery 6 license under section 11109, subsection 7; a bear hunting permit under section 11151; a 7 pheasant hunting permit under section 11156, and a migratory waterfowl permit under 8 section 11157, to any Native American, 10 years of age or older, of the Passamaquoddy 9 Tribe, the Penobscot Nation, the Houlton Band of Maliseet Indians or the Aroostook 10 Band of Micmacs without any charge or fee if the Native American presents a certificate 11 from the respective reservation governor, the Aroostook Micmac Councilor "Wesget- 12 Sipu" stating that the person described is a Native American and a member of that nation, 13 band or tribe. Holders of these licenses are subject to this Part.

14 Sec. 2. 12 MRSA §10853, sub-§14 is enacted to read:

15 14. Game warden killed in line of duty. A complimentary license to hunt and fish 16 may be issued, upon application, to the spouse or child of a game warden who has been 17 killed in the line of duty. These licenses must be issued in accordance with criteria 18 established by the Maine Chiefs of Police Association and the Maine Law Enforcement 19 Officer Memorial board, upon confirmation by the Game Warden Colonel that the 20 applicant is qualified for such a license.

21 Sec. 3. 12 MRS A §11211, sub-§2, ~A, as enacted by PL 2003, c. 655, Pt. B, 22 § 141 and as affected by §422, is amended to read: 23 A. A person who violates subsection 1 commits a civil violation for which a fine of 24 not met=e less than $100 nor less more than $500 may be adjudged.

25 Sec. 4. 12 MRSA §12708, sub-§I, ~, as affected by PL 2003, c. 614, §9 and 26 amended by c. 655, Pt. B, §295 and affected by §422, is further amended to read: 27 B. The following areas are classified as state-owned wildlife management areas, or 28 "WMAs": 29 (1) Blanchard/AuClair WMA ( Corridor) - Tl R14 WELS - 30 Piscataquis County; 31 (2) Brownfield WMA - Brownfield, Denmark, Fryeburg - Oxford County; 32 (3) George Bucknam WMA (Belgrade Stream) - Mt. Vernon - Kennebec 33 County; 34 (4) Caesar Pond WMA - Bowdoin - Sagadahoc County; 35 (5) Chesterville WMA - Chesterville - Franklin County; 36 (6) Coast of Maine WMA - all state-owned coastal islands that are owned or 37 managed by the Department of Inland Fisheries and Wildlife; 38 (7) Dickwood Lake WMA - Eagle Lake - Aroostook County;

26 SUMMARY

27 This bill adds more lifetime hunting permits for Native Americans provides for a 28 complimentary license to hunt and fish to a spouse or child of a game warden killed in the 29 line of duty and clarifies and corrects an incorrect penalty section. It also adds areas to 30 the list of state-owned wildlife management areas.
