2 Introduction Glasgow City - Introduction - This report outlines the key findings from the SFRS Quarter 4 local performance within Glasgow City for 2019-2020. In so doing, it outlines our progress in the delivery of our local priorities as set within the Local Fire and Rescue Plan for the area. Moreover, the report benchmarks performance against the previous year’s activity and identifies emerging themes and trends which, moving forward, the Service will focus on to enhance our preventative activities. Our primary focus will always be to reduce the risk to life and our attention is aimed towards safety in the home, where the vast majority of fire deaths and injuries occur. It is encouraging to note that there were no accidental dwelling fire fatalities in this quarter. Our most important engagement and protection activity is carrying out Home Fire Safety Visits, (HFSV's) in which the acceptance rate continues to increase across the area, with last year seeing over 10,000 HFSVs being carried out across the City for the first time and we are delighted to report that we have again exceeded this number even with the restrictions put in place at the start of March. This critical, free safety advice, includes the fitting of smoke and heat detection where required, to all householders within Glasgow City's local communities. We recognise and are grateful for all the tremendous work and support from our partners within the Community Planning Partnership (CPP) both at a strategic and operational level. Together we continue to proactively target the most vulnerable and at risk groups who are more likely to suffer from the consequences of fire in the home. Looking ahead, the intelligence and data that has been captured over the course of this year will be proactively used and where relevant, shared with partners to target risk across Glasgow; ensuring that we continue to strive to deliver better outcomes for the local communities that we serve.

Incident Overview Glasgow City - Scorecard - Incident Overview During the Year 2019/20 SFRS have responded to a total of 15,536 incidents in Glasgow City. Of these incidents, 3,255 occurred in Q4, this shows a decrease of 195 incidents from Q4 last year. The average number of incidents for Q4 over the previous five years stands at 3,250, showing a very slight increase on the 5 year average. The nature of calls attended by SFRS is now far more diverse than ever before, as a result SFRS are able to provide greater public protection across wider emergency response and preventative activities.

The Local Fire Plan sets out the priorities in order that the SFRS will meet the objectives of Glasgow City's Community Plan. This has seen the creation of Local Performance Indicators (LPI's), providing a focus on delivering these priorities. The indicators have been set at a challenging level, intended to deliver a meaningful difference to our communities and staff alike. It is encouraging to note a decrease in accidental dwelling fires over the past 5 years and it is important to bear in mind the majority of these incidents were minor in nature. We are pleased to note that we have seen 0 accidental dwelling fire fatalities during Quarter 4 and the overall number of casualties is continuing to decrease. Using data analysis our crews will engage with those members of the community that are most at risk through a targeted program of HFSVs.

Train our staff to deal with our local risks Glasgow City - RiskMngmnt - TrainStaff

Using Glasgow City’s statistical data as our guide, we are working closely with our partners in targeting communities and groups that our risk analysis has identified as areas for improvement. We will continue to use a targeted approach to promote fire safety, develop our education and awareness programmes and to work with our communities and partners to deliver safety initiatives. The Area has produced a Casualty Reduction Plan which will be used to target and prioritise vulnerable people across the city. The Station Commanders (SC) aligned to the city localities will contribute to the development of a risk based approach by monitoring activity and emerging risks at a tactical level. We will also enhance our engagement with the local business community to target those age and gender risk categories identified within our analysis.

Gather and analyse risk information Glasgow City - RiskMngmnt - GatherAnalyse

This report provides detail on the performance of the SFRS in the Glasgow City area. The outcomes and measures provided in this report detail a blend of quantitative and qualitative information to support Safe Group committee members in their scrutiny role. The service aims to deliver very high standards to our communities; however we recognise that wherever our performance falls short of expectations we will respond promptly to address the areas of concern. This report contains a series of LPI's that provide an assessment of the risk within Glasgow City by 1. Subdividing the various fire related incidents into meaningful categories. 2. Setting out our direction of travel in reducing that risk. 3. Contextualising the fire risk profile. 4. Confirming the continued proactive measures that the SFRS are implementing.

Work with partners to mitigate risks Glasgow City - RiskMngmnt - Partners

We are continuing to work with all our partners to strengthen our working relationships and referral pathways. This has been been particularly highlighted during the COVID-19 pandemic. We have engaged with Housing Associations; highlighting the value of referring clients for our free HFSV service. We are a key member of partnership groups within Glasgow City in targeting areas of concern and delivering safety messages to all residents. We also attend and contribute to Multi Agency meetings that may be called for specific incidents to identify and improve risks/training needs to reduce reoccurrence.

Deal with major events Glasgow City - RiskMngmnt - MajorEvents During Q4, SFRS in Glasgow dealt with a major fire within the now derelict St Stephens School in the north of the City. This incident was brought to a safe and successful conclusion with fantastic partnership work involving Police , NHS, Local Authority, Scottish Ambulance Service and other Civil Contingencies Responders, working closely together throughout. As a result of the excellent multi-agency approach there were no reported casualties or injuries at this incident. Q4 also saw the start of a worldwide pandemic, the Cities response to COVID-19 has required partnership working on an unprecedented scale.

Deliberate Fires include both Primary Fires (those that involve a building or property) and Secondary Fires (typically refuse fires or fires involving grass, trees or heathland). The majority of fires analysed in the Deliberate Fire category are Secondary Fires, which account for approximately 80% of all fires under consideration.

Results Glasgow City - Results - All deliberate fires

Deliberate Fires in Q4 2019/20 have decreased on the figure of 526 by 110 incidents for the same period in 2018/19. When we compare the 2019/20 figure of 416 with the average for Q4 in the previous five years of 460, we see that it also represents a decrease in this type of incident. Glasgow City LSO area reports an increase in this type of incident YTD due to the extremely high number of incidents in Q1, which followed the Scotland wide trend for deliberate fire setting in Q1 2019/20.

Reasons Glasgow City - Reasons - All deliberate fires We work closely with various partners at MATAC meetings, sharing valuable data and allowing resources to focus on identified problem areas. This is evident within the SFRS led multi-agency bonfire protocol, Championed by Cllr McSporran. Operational front line crews and Community Action Teams continue with their youth engagement activities, including the delivery of Junior Fire Reach courses, joint working with Early and Effective Intervention for identified areas or groups and the delivery of one to one Fire Setter talks and Fire Skills courses. We will continue to work alongside partners within the CPP to identify areas of demand including derelict or vacated properties with the aim of securing these properties or ensuring their demolition.

Dwelling fires can have a devastating effect on our community and reducing the number of accidental dwelling fires will always be a priority for SFRS. Moreover, by proactively targeting this category we will aim to reduce fire fatalities and injuries as a consequence. We will work alongside our partners to drive down the number of accidental dwelling fires through a program of targeted engagement, directed towards those members of our communities who are most at risk.

Results Glasgow City - Results - All accidental dwelling fires

The figure of 171 accidental dwelling fires for Q4 2019/20 has seen a decrease of 26 incidents from the previous year’s figure of 197. Data analysis shows the figure of 171 for this quarter is below the 5 year average of 193 for this period. Moreover during this monitoring period we have carried out 2197 HFSVs, a decrease of 485 HFSV's in Q4 2018/19, this is inline with expected shortfalls due to lockdown. This also resulted in 824 smoke detectors being fitted free of charge to homes across Glasgow in this quarter.

Reasons Glasgow City - Reasons - All accidental dwelling fires Using our Casualty Reduction Analysis we are able to carry out a detailed analysis of the root causes for this type of incident. There is a constant theme of very small fires within kitchens which are relatively minor in nature and are due to cooking. These mainly involve lone persons over the pensionable age that have become distracted or fallen asleep. However with the increase in telecare and general smoke detector ownership, these fires are detected early resulting in early alert and quicker notification to SFRS.

Actions Glasgow City - Actions - All accidental dwelling fires We will continue to deliver HFSV's targeted towards those individuals most at risk. We will work alongside partners to identify vulnerable individuals and attend case conferences to implement the appropriate care packages for the protection of these persons. The area continues to use media campaigns to provide safety information via different sources including social media. We are currently prioritising individuals who fall into the 'Very High Risk' category and offering them HFSV's during the COVID-19 pandemic, all other addesses will be offered fire safety advice over the phone with a view to carrying out a HFSV when we return to normal.

Fire casualty and fatality rates provide an indication of the number of serious, life threatening injuries that occur as a result of fire. We robustly scrutinise any injury to ensure any lessons are captured, measures implemented and the people of Glasgow are better protected.

The Q4 figure of 22 for 2019/20 has shown a significant decrease on the same period for the previous year by 19 casualties. This figure, when compared against the previous 5 year average of 42 for Q4 shows a decrease of 20. Our YTD figure of 116, however, shows a significant decrease in the 5 year average of 150.

Reasons Glasgow City - Reasons - All accidental dwelling fire casualties (fatal & non-fatal (incl. p/c's)) Due to the continued partnership working that the service is engaging in, we now have a wide range of inward referral pathways that provide early access to the homes of the most vulnerable members of our community, allowing valuable home safety information to be provided. We use our Safeguarding Policy to ensure that individuals within the community who require it will have the best care package possible in place with the excellent support provided by our Health and Social Care Partners.

Actions Glasgow City - Actions - All accidental dwelling fire casualties (fatal & non-fatal (incl. p/c's)) We will continue to deliver HFSVs targeted towards those individuals most at risk. We will work alongside partners to identify vulnerable individuals and convene case conferences to identify appropriate strategies for the protection of these persons and provide fire retardant bedding and mail guards when required. We will take an active part in Local Management Reviews along with the Health and Social Care Partnership to ensure we learn valuable lessons from case studies.

This category of incident looks at all accidental fires within buildings other than private dwellings. It includes all residential and non- residential buildings in both the private and public sector.

Results Glasgow City - Results - All accidental other building fires

The figure of 49 for Q4 2019/20 represents a decrease of 27 on the figure of 76 for the same period in the previous year. The figure of 49 also shows a decrease on the figure of 71 for the previous five year average in Q4.

Reasons Glasgow City - Reasons - All accidental other building fires

Data analysis of this quarter identified that 9 of these incidents started due to cooking, 5 started as a result of a fault in an appliance or equipment and 9 started as a result of a faulty fuel supply. Of the 49 incidents attended in Q4, 53% of the buildings attended suffered minor heat and smoke damage only.

Actions Glasgow City - Actions - All accidental other building fires

Fire Safety Enforcement Officers will continue to conduct thematic audits of buildings and will proactively engage with duty holders to raise awareness of fire safety. All premises that fall under the auspices of the Fire (Scotland) Act 2005 and have a fire, irrespective of the size of the fire, are subject to a post fire audit in order that lessons can be learned and shared with duty holders.

Whilst much of this risk is out with the control of SFRS, responding to Special Services & Road Traffic Collisions (RTC) is a key element of our intervention strategy. We are committed to working with partners and other stakeholders to reduce the number of RTC's that occur within Glasgow.

The figure of 35 incidents for Q4 2019/20 when compared to the last year’s figure of 44 has seen the number of reported incidents decrease. The figure of 35 has also seen a decrease in the 5 year average for Q4 of 43. The SFRS attended a total of 511 varied Special Service incidents including 159 effecting entry to various premises, 59 to assist other agencies, 56 Flooding incidents, 12 Medical Incidents-First Responder, 5 Water Rescues and 10 attempted suicides.

Reasons Glasgow City - Reasons - Special Service - RTCs In relation to RTC's, we will continue to work in conjunction with , with the aim of reducing the number and severity of this type of incident. There are a number of factors that present a challenge when trying to affect the number of RTC's within a local authority area. These include drivers involved in collisions not being resident within that local authority and thus denies us the opportunity to engage with them prior to any event occuring.

The area will continue to deliver Road Safety programmes to various groups in Glasgow. The LSO Area has embarked on a Biker Down Programme, specifically aimed to increase motorcycle safety. We will also have members of the Local Area Management Team attend and contribute at the Greater Glasgow Road Safety Governance Board.

Unwanted Fire Alarm Signals (UFAS) are defined as incidents where an automated fire detection (AFD) system activates, resulting in the mobilisation of SFRS resources when the reason for that alarm turns out to be something other than a fire emergency. SFRS is committed to working with partners and other stakeholders to reduce UFAS mobilisations.

The figure of 1255 for Q4 2019/20 shows an increase of 52 UFAS incidents on the figure of 1203 for the same period in the previous year. When we look at the average figure of 1274 for the previous five years we see that the figure for Q4 2019/20 has decreased slightly, by 19.

Reasons Glasgow City - Reasons - False Alarm - UFAs The increased prevalence of AFD systems throughout all classes of buildings has directly increased difficulties in terms of system faults and failures. SFRS has long been aware of the importance of developing a robust process for managing UFAS activity and has a policy detailing the engagement processes with persons responsible for managing automated alarm systems and the mechanisms available to support them in dealing with identified issues.

Actions Glasgow City - Actions - False Alarm - UFAs We have developed an electronic system for recording UFAS activity within Glasgow, providing an audit trail for all engagement. UFAS Champions have been nominated within every Station to manage this and provide periodic reports on progress achieved across Glasgow. The area is reviewing the current demand reduction plan to learn lessons and inform on future approach for tackling UFAS across Glasgow City. We have carried out thematic audits of every station and have put in place an action plan which we will work towards in a bid to tackle UFAS within the city.
