Subject: 2005 Community Festivals and Special Events Grants Program – Recommendations All Wards

Purpose:

This report presents the recommended grant allocations for all community organizations and Business Improvement Areas that have applied for municipal support in the Community Festivals and Special Events Grants Program for 2005.

Financial Implications and Impact Statement:

Council approved an amount of $140,060 in the 2005 Operating Budget for the Community Festivals and Special Events Grants Program, within the Community Partnership and Investment Program Budget. This report recommends a total of $135,600 in allocations and setting aside $4,460 for the appeals process, for a total of $140,060.

The Deputy City Manager and Chief Financial Officer has reviewed this report and concurs with the financial impact statement.

Recommendations:

It is recommended that:

(1) Community Festivals and Special Events Grant allocations totalling $135,600 to 57 of the 71 organizations that applied for funding as listed in Attachment 1 (Community Groups) and Attachment 2 (Business Improvement Areas and Business Associations) and described in Attachments 3 and 4 be approved;

(2) $4,460 be set aside for the appeals process; - 2 -

(3) any applicants wishing to appeal their recommendations be permitted to make deputations at the May 30, 2005 meeting of the Economic Development and Parks Committee; and

(4) the appropriate City Officials be authorized and directed to take the necessary action to give effect thereto.

Background:

The Community Festivals and Special Events Grants Program is designed to provide developmental financial support to help festivals and events grow and increase their effectiveness while encouraging organizers to work towards self-sustainability for their community events.

A festival is a temporary gathering that brings people together for particular purposes. It may range in theme, scale and duration. Under this program, individual festivals are eligible to apply for a grant for a maximum of four years, with the amount of the grant awarded declining each year. Assistance may be granted to small and medium-scale local events that have the scope to attract people locally, city wide or regionally.

The goal of the Community Festivals and Special Events Grants Program is to facilitate community development and community economic development throughout the City by providing developmental financial support to organizers of small to medium-scale community festivals. In order to achieve this goal, it is the objective of the Program to maximize support to those community festivals that:

· build pride in communities by showcasing local achievements, heritage, culture, neighbourhoods and business communities; · strengthen local economies; · encourage the development of new partnerships through local public and private sector groups working together; · strengthen the volunteer sector by providing opportunities to learn new leadership skills; · provide community events for people of all ages and abilities; and · are accessible and open to the general public.*

*Notwithstanding, a fee to a component of the event may be charged, and the event may be targeted to appeal to a specific segment of the community (geographic neighbourhood, cultural group, special interest group, etc.).

Comments:

The 2005 Community Festivals and Special Events Grants Program is jointly coordinated by the Parks, Forestry and Recreation and Economic Development Divisions. The total approved budget for the 2005 Community Festivals and Special Events Grants Program is $140,060. - 3 -

For the Parks, Forestry and Recreation Division, the program is designed to provide support to community groups that promote events to develop community pride and showcase the City’s cultural and social diversity. For this portion of the program, Parks and Recreation staff received 54 applications in total.

For the Economic Development Division, the program is designed to provide support for Business Improvement Areas (BIA) and Business Association events that promote economic growth by highlighting the uniqueness of specific commercial areas and attracting new customers to these areas. For this portion of the program, Economic Development staff received 17 applications in total.

In total, 71 applications were received.

The Review Team, comprised of staff from the Parks, Forestry and Recreation and Economic Development Divisions, carried out an original assessment to determine if the applications were complete. Where required, additional information was requested.

Eligibility criteria requires that an organization have a Board of Directors or a Board of Management, be in existence for at least one year, utilize volunteers in all aspects of the organization, have financial support from more than one source, produce a clearly defined community event and comply with the City of Grants Policy. As well, events must be small to medium scale, with a budget not greater than $100,000. The event must be open and accessible to the public. Funding of up to $10,000 per organization is available and the grant cannot represent more than 49% of the event budget. Where funding is approved for a festival or special event more than once, it is at a decreasing level, with the expectation that City funding will be replaced by financial assistance from other sources. Festivals or special events cannot receive funding more than four times.

The eligibility guidelines and criteria of the Community Festivals and Special Events Grants Program were strictly adhered to during the review process.

The range, variety and scale of applications were diverse. They included many community celebrations, ethno-specific and cultural heritage days, harvest festivals and parades, awareness and commemorative days, independence and talent days, artistic showcases, art in the park, Sunday festivals, yard and craft sale events, folk dancing, food fairs and holiday celebrations. A broad range of partnerships resulting in financial or in-kind support speaks to the creativity and innovation in the festivals and special events being organized.

Of the 54 applications received by the Parks, Forestry and Recreation Division, 41 organizations were recommended for funding, totalling $96,300. A summary of the community groups that applied for funding is listed in Attachment 1 and the events are described in Attachment 3.

Of the 17 applications received by the Economic Development Division 16 were recommended for funding, totalling $39,300. A summary of the Business Improvement Areas and Business Associations that applied for funding is listed in Attachment 2 and the events are described in Attachment 4. - 4 -

The total amount recommended for funding in this report is $135,600.

An amount of $4,460 has been set aside for appeals in the Community Festivals and Special Events Grants Program. Organizations have been informed in writing of the recommendations and the appeals process. Any applicant wishing to make an appeal, may call the Clerk’s Department to request the opportunity to make a deputation to the Economic Development and Parks Committee on May 30, 2005.

Conclusions:

Community festivals and special events help build and strengthen communities and business areas and celebrate our cultural diversity, arts and heritage. The Community Festivals and Special Events Grants Program helps achieve economic growth and community development objectives and helps events grow to become self-sustaining. The program provides a framework in which the City can maximize the benefit of its financial support by promoting higher profile events, encouraging the development of new events and promoting a greater distribution of events.

The recommendations are based on reviews carried out by staff in the Parks, Forestry and Recreation and Economic Development Divisions, in accordance with the City of Toronto’s Grants Policy as adopted by Council on December 16 and 17, 1998.

The agency offers a 24-hour per day Aboriginal Radio service in Toronto on CFIE 106.5 FM. Their mission is the communication of the native perspective by featuring Aboriginal music, news and information reports, public affairs programs and call-in shows.

Event Name: National Aboriginal Day

Location: Ashbridges Bay Park

Description: The event will celebrate National Aboriginal Day and will feature a Lacrosse tournament, Aboriginal music show and fireworks. A sunrise ceremony will take place at City Hall followed by a Solidarity Peace and Unity Walk at 9:00 a.m.

Location: Toronto City Hall, Queens Park North and Red Pepper Spectacle Arts at 160 Baldwin Street.

Description: The event will celebrate National Aboriginal Day on June 21st through art workshops, a Peace Walk, traditional drumming and dancers, storytelling and traditional teachers.

Description: This Family and Awareness event for all is held in celebration of Deaf-Blind Awareness Month. The event includes information booths, children’s games, American Sign Language classes, silent auction, magic shows and music. There are also demonstrations of technical devices.

Event Name: Intergenerational Multicultural Carnival

Location: Derrydowns Park

Description: The event is planned for July 17, 2005, from 10:00 a.m. – 4:00 p.m. for all age groups. Activities include face painting, piñata, children’s talent show, games, a youth showcase (arts, music, dance) and mini-soccer matches. There will be a multicultural picnic food section where participants can bring prepared foods representing their nationality.

The CCC provides services bridging the Chinese Canadian and mainstream communities. They organize seasonal activities such as the Mid-Autumn Harvest Moon Festival and the Chinese New Year Celebrations. They also provide cultural and language courses throughout the year. In addition, an art gallery is operated for promotion and facilitation of arts and culture.

Event Name: Chinese Lunar New Year Festival

Location: 5183 Sheppard Avenue East

Description: The program will start in the morning with a Lion Dance followed by traditional performances including Chinese Folk dance, storytelling, Cantonese Opera, Chinese kung fu and an instrument recital. Children’s craft stations will be set up, artists will be invited to demonstrate the art of tea making, Chinese New Year specialties, brush painting, calligraphy and seasonal foods.

Description: The event will celebrate Mother’s Day and Chinese women. Activities include sales of merchandise, seminars on health, family caring, women’s issues, culture and business, and musical and dance performers in the evening.

The agency serves the entire City of Toronto. The agency promotes the rehabilitation and treatment of the physically disabled through horseback riding. The current program operates six days a week and is at full capacity. The riding centre is located in G. Ross Lord Park and is the only therapeutic riding centre in Toronto.

Event Name: CARD Festival in the Park

Location: G. Ross Lord Park

Description: The event includes a Rideathon/Walkathon through the park to raise funds for their therapeutic riding program. The event also includes horse demonstrations, entertainment for children, clowns and face painting, and a barbecue.

Description: The Fall Festival will be held on September 24th, 2005. Vendors will sell crafts and food and showcase different cultures. There are information displays, local entertainment, music and games.

The agency is a community-based crime prevention organization that assists and empowers neighbourhoods, businesses and individuals to take action to reduce crime. The agency offers various programs to make communities safe.

Event Name: Neighbours Night Out

Location: Nathan Phillips Square

Description: The event will take place between 11:00 a.m. to 4:00 p.m. and will target anyone visiting the square. Various information booths will be set up including Toronto Police, OPP, Red Cross, EMS, Fire, local hospitals and other crime prevention partners. There will be a barbecue and musical performances.

The agency educates and advances the public’s understanding and appreciation of the films made by filmmakers living and working outside their countries of origin. The Film Festival was established in 2001 and screens films and videos made by immigrants.

Location: Art Gallery of Ontario and Innis Town Hall (U of T)

Description: The 2005 program will present 37 films from different countries, including internationally recognized films and award winners. There will be panel discussions, and guest speakers.

The service boundaries are Highway 401 to Lake Ontario and Kennedy Road to Port Union Road. They provide social, recreational, educational, and informational services to the community. They provide a range of programs, primarily for children and youth, from birth to 18 years of age, including Special Needs Consultation, Parent Child Resource Programs, Licensed Child Care, After-School Programs, Stay-In-School, and Youth Services.

Event Name: Summer Solstice, Youth Celebration POW WOW

Location: 100 Galloway Road

Description: The event begins with a sunrise ceremony at 5:30 am. The activities are geared specifically toward a celebration of Aboriginal culture. Activities include a community breakfast, children’s story-telling, craft display and sales, dancing, drumming, singing and traditional give-a-ways, food and teachings.

The organization provides assistance in developing race relations programs and promoting intercultural communication, conflict resolution, mediation and cultural understanding. Each year, the Committee has organized and sponsored an event to celebrate the International Day for the multicultural diversity of East York that is reflected in a celebration of food, music, information sharing and community services and a Citizenship Court held on July 1st.

Event Name: East York Multicultural Day

Location: East York Collegiate Institute

Description: The event provides a festive environment for people of different racial and cultural backgrounds to showcase their arts, handicrafts, entertainment and ethnic food to enhance cultural awareness. The East York Multicultural Day program typically includes performances, cultural foods, dancing, displays, puppet shows, face painting, storytelling and clowns.
