A~t XVII of 2018. West Ben. Act xxvm or201&. West Ben. Act Short title and xxvn of 2018. commencement. 1. (1) This Act may be called the West Bengal University Laws (Amendment) Act, 2019.

The West Bengal University Laws (Amendment) Bill, 2019. (Clauses 2-4.)

Amendment of 2. In sub-section (2) of section 8 of the Calcutta University Act, 1979,­ West Ben. Act XXXVIII of (a) for clause (a), the following clause shall be substituted:- I 979. "(a) The Vice-Chancellor shall hold office for a period of four years appointed as such in tenns of the provisions of sub-section (I), and shall be eligible for reappointment for another term of four y~ars subject to the satisfaction of the State Government and on the basis of his past academic excellence and administrative success established during his term of office in the capacity ofVice-Chancellor, or ti 11 he attains the age ofseventy years, whichever is earlier."; (b) for clause (b), the following clause shall be substituted:- "(b) The Chancellor may, notwithstanding the expiration of the term of office of the Vice-Chancellor, allow him to continue in office for a period not more than two years at a time in consultation with the Minister, which shall under no circumstances be extended beyond the age of seventy years, subject to the satisfaction of the State Government and on the basis of his past academic excellence and administrative success established during his term of office in the capacity of Vice-Chancellor.".

Amendment of 3. In sub-section (2) of section 9 of the North Bengal University Act, 1981,­ West Ben. Act XXV of 1981. (a) for clause (a), the following clause shall be substituted:- "(a) The Vice-Chancellor shall hold office for a period of four years appointed as such in terms of the provisions of sub-section (I), and shall be eligible for reappointment for another term of four years subject to the satisfaction of the State Government and on the basis of his past academic excellence and administrative success established during his term of office in the capacity ofVice-Chancellor, or till he attains the age ofseventy years, whichever is earlier.": (b) for clause (b ), the following clause shall be substituted:- "(b) The Chancellor may, notwithstanding the expiration of the term of office of the Vice-Chancellor, allow him to continue in office for a period not more than two years at a time in consultation with the Minister, which shall under no circumstances be extended beyond the age of seventy years, subject to the satisfaction of the State Government and on the basis of his past academic excellence and administrative success established during his term of office in the capacity of Vice-Chancellor., ..

Amendment of 4. In sub-section (2) of section 9 of the Burdwan University Act, 1981,­ West Ben. Act XXIII of I 98 I. (a) for clause (a). the following clause shall be substituted:- "(a) The Vice-Chancellor shall hold office for a period of four years appointed as such in terms of the provisions of sub-section {I), and shall be eligible for reappointment for another term of four years subject to the satisfaction of the State Government and on the basis of his past academic excellence and administrative success established during his term of office in the capacity ofVice-Chancellor, or till he attains the age ofseventy years, whichever is earlier."; 4 THE KOLKATA GAZETTE, EXTRAORDINARY, JUNE 24, 2019 [PART IV

(b) for clause (b), the following clause shall be substituted:- "(b) The Chancellor may, notwithstanding the expiration of the term of office of the Vice-Chancellor, allow him to continue in office for a period not more than two years at a time in consultation with the Minister, which shall under no circumstances be extended beyond the age of seventy years, subject to the satisfaction of the State Government and on the basis of his past academic excellence and administrative success established during his term of office in the capacity of Vice-Chancellor.".

Amendment of 5. In sub-section (2) of section 9 of the Vidyasagar University Act, 1981,­ West Ben. Act XVIIJ of I 981. (a) for clause (a), the following clause shall be substituted:- "(a) The Vice-Chancellor shall hold office for a period of four years appointed as such in terms of the provisions of sub-section (1 ), and shall be eligible for reappointment for another term of four years subject to the satisfaction of the State Government and on the basis of his past academic excellence and administrative success established during his term of office in the capacity ofVice-Chancellor, or till he attains the age ofseventy years, whichever is earlier."; (b) for clause (b), the following clause shall be substituted:- "(b) The Chancellor may, notwithstanding the expiration of the term of office of the Vice-Chancellor, allow him to continue in office for a period not more than two years at a time in consultation with the Minister, which shall under no circumstances be extended beyond the age of seventy years, subject to the satisfaction of the State Government and on the basis of his past academic excellence and administrative success established during his term of office in the capacity of Vice-Chancellor.".

Amendment of West Ben. Act 6. In sub-section (2) of section 9 of the Kalyani University Act, 1981,­ XL of I 98 I. (a) for clause (a), the following clause shall be substituted:-

"(a) The Vice-Chancellor shall hold office for a period of four years appointed as such in terms of the provisions of sub-section ( 1), and shall be eligible for reappointment for another term of four years subject to the satisfaction of the State Government and on the basis of his past academic excellence and administrative success established during his term of office in the capacity ofVice-Chancellor, or till he attains the age ofseventy years whichever is earlier."; ' (b) for clause (b), the following clause shall be substituted:-

"(b) The Chancellor may, notwithstanding the expiration of the tenn of office of the Vice-Chancellor, allow him to continue in office for a period not more than two years at a time in consultation with the Minister, which shall underno circumstances be extended beyond the age of seventy years subject to the satisfaction of the State Government and on the basis ofhi~ past academic excellence and administrative success established during his term of office in the capacity of Vice-Chancellor.". Amendment of West Ben. Act 7. In sub-section (2) of section 9 of the West Bengal State University (Barasat, XXVIII of 2007. North 24-Parganas) Act, 2007,- (a) for clause (a), the following clause shall be substituted:- "(a) The Vice-Chancellor shall hold office for a period of four years appointed as such in terms of the provisions of sub-section (1 ), and shall be eligible for reappointment for another term of four years subject to the satisfaction of the State Government and on the basis of his past academic excel Jenee and administrative success established during his term of office in the capacity ofVice-Chancellor, or till he attains the age ofseventy years, whichever is earlier."; (b) for clause (b), the following clause shall be substituted:- "(b) The Chancellor may, notwithstanding the expiration of the term of office of the Vice-Chancellor, allow him to continue in office for a period not more than two years at a time in consultation with the Minister, which shall under no circumstances be extended beyond the age of seventy years, subject to the satisfaction of the State Government and on the basis of his past academic excellence and administrative success established during his tenn of office in the capacity of Vice-Chancellor.".

Amendment of 8. In sub-section (2) of section 9 of the Gour Banga University Act, 2007,­ West Ben. Act XXVI of 2007. (a) for clause (a), the following clause shall be substituted:- "(a) The Vice-Chancellor shall hold office for a period of four years appointed as such in tenns of the provisions of sub-section ( 1), and shall be eligible for reappointment for another term of four years subject to the satisfaction of the State Government and on the basis of his past academic excellence and administrative success established during his term of office in the capacity ofVice-Chancellor, or till he attains the age of seventy years, whichever is earlier.''; (b) for clause (b ), the following clause shall be substituted:- "(b) The Chancellor may, notwithstanding the expiration of the tenn of office of the Vice-Chancellor, allow him to continue in office for a period not more than two years at a time in consultation with the Minister, which shall under no circumstances be extended beyond the age of seventy years, subject to the satisfaction of the State Government and on the basis of his past academic excellence and administrative success established during his term of office in the capacity of Vice-Chancellor.".

Amendment of 9. In sub-section (2) of section 9 of the Sidho-Kanho-Birsha University Act 2010,­ West Ben. Act XII of 2010. ( a) for clause (a), the following clause shall be substituted:- "(a) The Vice-Chancellor shall hold office for a period of four years appointed as such in terms of the provisions of sub-section ( 1), and shall be eligible for reappointment for another tenn of four years subject to the satisfaction of the State Government and on the basis of his past academic excellence and administrative success established during his term ofoffice in the capacity ofVice-Chancellor. or till he attains the age ofseventy years. whichever is earlier.''; 6 THE KOLKATA GAZETTE, EXTRAORDINARY, JUNE 24, 2019 [PART IV

(b) for clause (b ), the following clause shall be substituted:- "(b) The Chancellor may, notwithstanding the expiration of the tem1 of office of the Vice-Chancellor, allow him to continue in office for a period not more than two years at a time in consultation with the Minister, which shall under no circumstances be extended beyond the age of seventy years, subject to the satisfaction of the State Government and on the basis of his past academic excellence and administrative success established during his term of office in the capacity of Vice-Chancellor.".

Amendment of West Ben. Act 10. In sub-section (2) of section 9 of the Jadavpur University Act, 1981,­ XXIV of 1981. (a) for clause (a), the following clause shall be substituted:- "(a) The Vice-Chancellor shall hold office for a period of four years appointed as such in terms of the provisions of sub-section (1), and shall be eligible for reappointment for another tenn of four years subject to the satisfaction of the State Government and on the basis of his past academic excellence and administrative success established during his term of office in the capacity ofVice-Chancellor, or till he attains the age ofseventy years, whichever is earlier."; (b) for clause (b), the following clause shall be substituted:- "(b) The Chancellor may, notwithstanding the expiration of the tenn of office of the Vice-Chancellor, allow him to continue in office for a period not more than two years at a time in consultation with the Minister, which shall under no circumstances be extended beyond the age of seventy years, subject to the satisfaction of the State Government and on the basis of his past academic excellence and administrative success established during his term of office in the capacity of Vice-Chancellor.".

Amendment of West Ben. Act 11. In sub-section (2) of section 9 of the Rabindra Bharati Act, 1981,­ XXXVI of 1981. (a) for clause (a), the following clause shall be substituted:-

"(a) The Vice-Chancellor shall hold office for a period of four years appointed as such in terms of the provisions of sub-section (1 ), and shall be eligible for reappointment for another term of four years subject to the satisfaction of the State Government and on the basis of his past academic excellence and administrative success established during his tenn of office in the capacity ofVice-Chancellor, or till he attains the age ofseventy years, whichever is earlier."; (b) for clause (b), the following clause shall be substituted:-

"(b) The Chancellor may, notwithstanding the expiration of the term of office of the Vice-Chancellor, allow him to continue in office for a period not more than two years at a time in consultation with the Minister, which shall under no circumstances be extended beyond the age of seventy years, subject to the satisfaction of the State Government and on the basis of his past academic excellence and administrative success established during his tem1 of office in the capacity of Vice-Chancellor.". Amendment of West Ben. Act 12. In sub-section (2) of section IO of the Netaji Sub has Open University Act, XIX of 1997. 1997,- (a) for clause (a), the following clause shall be substituted:- "(a) The Vice-Chancellor shall hold office for a period of four years appointed as such in terms of the provisions of sub-section (l), and shall be eligible for reappointment for another tem1 of four years subject to the satisfaction of the State Government and on the basis of his past academic excellence and administrative success established during his term of office in the capacity ofVice-Chancellor, or till he attains the age of seventy years, whichever is earlier."; (b) for clause (b), the following clause shall be substituted:- "(b) The Chancellor may, notwithstanding the expiration of the term of office of the Vice-Chancellor, allow him to continue in office for a period not more than two years at a time in consultation with the Minister, which shall under no circumstances be extended beyond the age of seventy years, subject to the satisfaction of the State Government and on the basis of his past academic excellence and administrative success established during his term of office in the capacity of Vice-Chancellor.".

Amendment of 13. In sub-section (2) of section 8 of the Presidency University Act, 2010,­ West Beu. Act Xlll of 20 I 0. (a) for clause (a), the following clause shall be substituted:- "(a) The Vice-Chancellor shall hold office for a period of four years appointed as such in terms of the provisions of sub-section (I), and sh al I be eligible for reappointment for another term of four years subject to the satisfaction of the State Government and on the basis of his past academic excellence and administrative success established during his term of office in the capacity ofVice-Chancellor, or till he attains the age ofseventy years, whichever is earlier."; (b) for clause (b), the following clause shall be substituted:- "(b) The Chancellor may, notwithstanding the expiration of the term of office of the Vice-Chancellor, allow him to continue in office for a period not more than two years at a time in consultation with thy Minister, which shall under no circumstances be extended beyond the age of seventy years, subject to the satisfaction of the State Government and on the basis of his past academic excellence and administrative success established dudng his tenn of office in the capacity of Vice-Chancellor.".

Amendment of West Ben. Act 14. In sub-section (2) of section 9 ofthe Cooch Behar Panchanan Banna University XXI of 2012. Act, 2012,- (a) for clause (a), the following clause shall be substituted:- "(a) The Vice-Chancellor shall hold office for a period of four years appointed as such in terms of the provisions of sub-section {I), and shall be eligible for reappointment for another term of four years subject to the satisfaction of the State Government and on the basis of his past academic excellence and administrative success established during his term of office in the capacityofVice-Chancellor, or till he attains the age ofseventy years, whichever is earlier.'': 8 THE KOLKATA GAZETTE, EXTRAORDINARY, JUNE 24, 2019 [PART IV

Amendment of West Ben. Act 15. In sub-section (2) of section 9 of the Kazi Nazrul University Act, 2012,­ XIX of 2012. (a) for clause (a), the following clause shall be substituted:-

"(a) The Vice-Chancellor shall hold office for a period of four years appointed as such in terms of the provisions of sub-section (I), and shall be eligible for reappointment for another term of four years subject to the satisfaction of the State Government and on the basis of his past academic excellence and administrative success established during his term of office in the capacity ofVice-Chancellor, or till he attains the age of seventy years, whichever is earlier."; (b) for clause (b ), the following clause shall be substituted:-

"(b) The Chancellor may, notwithstanding the expiration ofthe tenn of office of the Vice-Chancellor, allow him to continue in office for a period not more than two years at a time in consultation with the Minister, which shall under no circumstances be extended beyond the age of seventy years, subject to the satisfaction of the State Government and on the basis of his past academic excellence and administrative success established during his term of office in the capacity of Vice-Chancellor.". Amendment of West Ben. Act 16. In sub-section (2) of section 9 of the Diamond Harbour Women's University XXXVII of 2012. Act, 2012,-

(a) for clause (a), the following clause shall be substituted:-

"(a) The Vice-Chancellor shall hold office for a period of four years appointed as such in terms of the provisions of sub-section (I), and shall be eligible for reappointment for another term of four years subject to the satisfaction of the State Government and on the basis of his past academic excellence and admh~istrative success established during his term of office in the capacity ofVice-Chancellor, or till he attains the age ofseventy years, whichever is earlier."; (b) for clause (b), the following clause shall be substituted:-

"(b) The Chancellor may, notwithstanding the expiration of the term of office of the Vice-Chancellor, allow him to continue in office for a period not more than two years at a time in consultation with the Minister, which shal I under no circumstances be extended beyond the age of seventy years, subject to the satisfaction of the State Government and on the basis of his past academic excellence and administrative success established during his term of office in the capacity of Vice-Chancellor.". Amendment of West Ben. Act 17. In sub-section (2) of section 9 of the Bankura University Act, 2013,­ XIX of 2013. (a) for clause (a), the following clause shall be substituted:- "(a) The Vice-Chancellor shall hold office for a period of four years appointed as such in terms of the provisions of sub-section (1), and shall be eligible for reappointment for another term of four years subject to the satisfaction of the State Government and on the basis of his past academic excellence and administrative success established during his term ofoffice in the capacity ofVice-Chancellor, or till he attains the age ofseventy years, whichever is earlier."; (b) for clause (b), the following clause shall be substituted:- "(b) The Chancellor may, notwithstanding the expiration of the term of office of the Vice-Chancellor, allow him to continue in office for a period not more than two years at a time in consultation with the Minister, which shall under no circumstances be extended beyond the age of seventy years, subject to the satisfaction of the State Government and on the basis of his past academic excellence and administrative success established during his term of office in the capacity of Vice-Chancellor.".

Amendment of 18. In sub-section (2) of section 9 of the Raiganj University Act, 2014,­ West Ben. Act XXVI of 2014. (a) for clause (a), the following clause shall be substituted:...:_ "(a) The Vice-Chancellor shall hold office for a period of four years appointed as such in terms of the provisions of sub-section (1 ), and shall be eligible for reappointment for another tern1 of four years subject to the satisfaction of the State Government and on the basis of his past academic excellence and administrative success established during his term of office in the capacity ofVice-Chancel lor, or till he attains the age ofseventy years, whichever is earlier."; (b) for clause (b), the following clause shall be substituted:- ''(b) The Chancellor may, notwithstanding the expiration of the term of office of the Vice-Chancellor, allow him to continue in office for a period not more than two years at a time in consultation with the Minister, which shall under no circumstances be extended beyond the age of seventy years, subject to the satisfaction of the State Government and on the basis of his past academic cxcellcncc and administrative success established during his tenn of office in the capacity of Vice-Chancellor.".

Amendment of 19. In sub-section (2) of section 12 of the West Bengal University of Teachers' West Ben. Act XXI of 2014. Training, Education Planning and Administration Act, 2014,- (a) for clause (a), the following clause shall be substituted:- "(a) The Vice-Chancellor shall hold office for a period of four years appointed as such in tern1s of the provisions of sub-section ( 1). and shall be eligible for reappointment for another term of four years subject to the satisfaction of the State Government and on the basis of his past academic excellence and administrative success established during his term of office in the capacity ofVice-Chancellor, or till he attains the age ofscvcntyyears, whichever is earlier."; 10 THE KOLKATA GAZETTE, EXTRAORDINARY, .TUNE 24, 2019 [PART IV

(b) for clause (b ), the following clause shall be substituted:- "(b) The Chancellor may, notwithstanding the expiration of the tenn of office of the Vice-Chancellor, allow him to continue in office for a penod not more than two years at a time in consultation with the Minister, which shall under no circumstances be extended beyond the age of seventy years, subject to the satisfaction of the State Government and on the basis of his past academic excellence and administrative success established during his tenn of office in the capacity of Vice-Chancellor.".

Amendment of In sub-section (2) of section 9 of the Sanskrit College and University Act, West Ben. Act 20. XXXIII of 2015. 2015,-

(a) for clause (a), the following clause shall be substituted:-

"(a) The Vice-Chancellor shall hold office for a period of four years appointed as such in terms of the provisions of sub-section (1 ), and sha11 be eligible for reappointment for another term of four years subject to the satisfaction of the State Government and on the basis of his past academic excellence and administrative success established during his tenn of office in the capacity of Vice-Chancellor, or till he attains the age of seventy years, whichever is earlier.";

(b) for clause (b ), the following clause shall be substituted:-

"(b) The Chancellor may, notwithstanding the expiration of the tenn of office of the Vice-Chancellor, allow him to continue in office for a period not more than two years at a time in consultation with the Minister, which shall under no circumstances be extended beyond the age of seventy years, subject to the satisfaction of the State Government and on the basis of his past academic excellence and administrative success established during his tenn of office in the capacity of Vice-Chancellor.".

Amendment of West Ben. Act L 21. In sub-section (2) of section 12 of the Rani Rashmoni Green University Act, of 2017. 2017,-

(a) for clause (a), the following clause shall be substituted:-

"(a) The Vice-Chancellor shall hold office for a period of four years appointed as such in tenns of the provisions of sub-section ( 1), and shall be eligible for reappointment for another term of four years subject to the satisfaction of the State Government and on the basis of his past academic excellence and administrative success established during his term of office in t~e capacity of Vice-Chancellor, or till he attains the age ofseventy years, whichever is earlier.";

(b) for clause (b), the following clause shall be substituted:-

"(b) The Chancellor may, notwithstanding the expiration of the term of office of the Vice-Chancellor, allow him to continue in office for a period not more than two years at a time in consultation with the Minister, which shall under no circumstances be extended beyond the age of seventy years, subject to the satisfaction of the State Government and on the basis of his past academic excellence and administrative success established during his term of office in the capacity of Vice-Chancellor.". Amendment of West Ben. Act 22. In sub-section (2) of section 12 of the Biswa Bangla Biswabidyalay Act, XLVII of 2017. 2017,- (a) for clause (a), the following clause shall be substituted:- "(a) The Vice-Chancellor shall hold office for a period of four years appointed as such in terms of the provisions of sub-section ( 1), and shall be eligible for reappointment for another tem1 of four years subject to the satisfaction of the State Government and on the basis of his past academic excellence and administrative success established during his term of office in the capacity ofVice-Chancellor, or till he attains the age ofseventy years, whichever is earlier."; (b) for clause (b), the following clause shall be substituted:- "(b) The Chancellor may, notwithstanding the expiration of the tenn of office of the Vice-Chancellor, allow him to continue in office for a period not more than two years at a time in consultation with the Minister, which shall under no circumstances be extended beyond the age of seventy years, subject to the satisfaction of the State Government and on the basis of his past academic excellence and administrative success es tab! ished during his term of office in the capacity of Vice-Chancellor.".

Amendment of 23. In sub-section (2) of section 11 of the Jhargram University Act, 2017,­ West Ben. Act XLVIII of 2017. (a) for clause (a), the following clause shall be substituted:- "(a) The Vice-Chancellor shall hold office for a period of four years appointed as such in terms of the provisions of sub-section ( 1), and shall be eligible for reappointment for another tenn of four years subject to the satisfaction of the State Government and on the basis of his past academic excellence and administrative success established during his term of office in the capacity ofVice-Chancellor, or till he attains the age of seventy years, whichever is earlier."; (b) for clause (b), the following clause shall be substituted:- "(b) The Chancellor may, notwithstanding the expiration of the term of office of the Vice-Chancellor, allow him to continue in office for a period not more than two years at a time in consultation with the Minister, which shall under no circumstances be extended beyond the age of seventy years, subject to the satisfaction of the State Government and on the basis of his past academic excellence and administrative success established during his term of office in the capacity of Vice-Chancellor.".

"(b) The Chancellor may, notwithstanding the expiration of the term of office of the Vice-Chancellor, allow him to continue in office for a pe~iod not more than two years at a time in consultation with the Minister, which shall under no circumstances be extended beyond the age of seventy years, subject to the satisfaction of the State Government and on the basis of his past academic excellence and administrative success established during his term of office in the capacity of Vice-Chancellor.".

Amendment of West Ben. Act 25. In sub-section (2) of section 11 of the Murshidabad University Act,2018,­ XVIII of 2018. (a) for clause (a), the following clause shall be substituted:-

"(a) The Vice-Chancellor shall hold office for a period of four years appointed as such in terms of the provisions of sub-section ( l ), and shall be eligible for reappointment for another term of four years subject to the satisfaction of the State Government and on the basis of his past academic excellence and administrative success established during his term ofoffice in the capacity ofVice-Chancellor, or till he attains the age ofseventy years, whichever is earlier.";

(b) for clause (b), the following clause shall be substituted:-

"(b) The Chancellor may, notwithstanding the expiration of the term of office of the Vice-Chancellor, allow him to continue in office for a period not more than two years at a time in consultation with the Minister, which shall under no circumstances be extended beyond the age ofseventy years, subject to the satisfaction of the State Government and on the basis of his past academic excellence and administrative success established during his term of office in the capacity of Vice-Chancellor.". "(a) The Vice-Chancellor shall hold office for a period of four years appointed as such in terms of the provisions of sub-section (I), and shall be eligible for reappointment for another term of four years subject to the satisfaction of the State Government and on the basis of his past academic cxccllcncc and administrative success established during his term of office in the capacity ofVicc-Chanccllor, or till he attains the age of seventy years, whichever is earlier.";

(b) for clause (b), the following clause shall be substitutcd:-

"(b) The Chancellor may, notwithstanding the expiration of the term of office of the Vice-Chancellor, allow him to continue in office for a period not more than two years at a time in consultation with the Minister, which shall under no circumstances be extended beyond the age of seventy years, subject to the satisfaction of the State Government and on the basis of his past academic excellence and administrative success established during his term of office in the capacity of Vice-Chancellor.".

(a) for clause (a), the following clause shall be substituted:- "(a) The Vice-Chancellor shall hold office for a period of four years appointed as such in terms of the provisions of sub-section ( 1), and shall be eligible for reappointment for another term of four years subject to the satisfaction of the State Government and on the basis of his past academic excellence and administrative success established during his term of office in the capacity ofVice-Chancellor, or till he attains the age ofseventyyears, whichever is earlier."; (b) for clause (b), the following clause shall be substituted:- "(b) The Chancellor may, notwithstanding the expiration of the term of office of the Vice-Chancellor, allow him to continue in office for a period not more than two years at a time in consultation with the Minister, which shall under no circumstances be extended beyond the age of seventy years, subject to the satisfaction of the State Government and on the basis of his past academic excellence and administrative success established during his term of office in the capacity of Vice-Chancellor.!'.

(a) for clause (a), the following clause shall be substituted:- "(a) The Vice-Chancellor shall hold office for a period of four years appointed as such in terms of the provisions of sub-section (1), and shall be eligible for reappointment for another term of four years subject to the satisfaction of the State Government and on the basis of his past academic excellence and administrative success established during his term of office in the capacity ofVice-Chancellor, or till he attains the age ofseventy years, whichever is earlier."; (b) for clause (b), the following clause shall be substituted:- "(b) The Chancellor may, notwithstanding the expiration of the tenn of office of the Vice-Chancellor, allow him to continue in office for a period not more than two years at a time in consultation with the Minister, which shall under no circumstances be extended beyond the age of seventy years, subject to the satisfaction of the State Government and on the basis of his past academic excellence and administrative success established during his term of office in the capacity of Vice-Chancellor.". The West Bengal University Laws (Amendment) Bill, 2019.

(Clause 3 I.)

Repeal and 31. (1) The West Bengal University Laws (Amendment) Ordinance, 2019, is West Ben. Ord. I saving. hereby repealed. of 2019.

(2) Notwithstanding such repeal, anything done or any action taken under the principal Act as amended by the said Ordinance, shall be deemed to have been validly done or taken under principal Act as amended by this Act.

STATEMENT OF OBJECTS AND REASONS.

Since 2011-2012, the West Bengal State Legislative Assembly has passed as many as 18 (eighteen) Bills to establish State-aided Universities in almost all the districts of the state. The number of the State-aided Universities in West Bengal has gone up to 30 (thirty) from 12 (twelve) in 2011-2012. The position of the Vice-Chancellor in a State-aided University is very vital, as he is the Principal academic and Executive Officer of the University responsible for the development of overall ac!ldemic programmes of the University. 2. The State Government is making efforts to retain and augment qualified, committed and motivated Academicians at the rank of Senior Professors with administrative experience in the Academic fields in the University Education System for the post of Vice-Chancellors in the State-aided Universities. A good number of Vice-Chancellors, beyond the age of 65, can still be very active and contribute towards the development and upliftment of the State-aided Universities. Their presence among the young teachers could be a source of inspiration. . 3. Therefore, enhancing the age for holding the office of the Vice-Chancellors of the State- aided Universities will certainly benefit the University Education in terms ofquality education and voluminous knowledge from these experienced Academicians in the rank of Senior Professors with vast administrative experience. 4. Since the Legislative Assembly was not in session, an Ordinance namely the West Bengal University Laws (Amendment) Ordinance, 2019 (West Bengal Ord. I of 2019) was promulgated for the purpose. 5. The instant Bill is prepared with a view to replacing the said Ordinance. 6. The Bill is thus prepared to serve the above-mentioned objectives.
