2021 Rulebook RULEBOOK 2021 MIKE LEWIS / USA SWIMMING MAJOR LEGISLATION AND RULE CHANGES FOR 2021 (currently effective except as otherwise noted) 1. Glossary definitions for “Intra-Squad Meet,” “Official Time” and “Virtual Meet” have been added. (Glossary) 2. Requirements for Virtual Meets have been added. (Article 102.1.6) 3. The sanctioning and approval process for Open Water meets was clarified. (Article 202.4 and 202.6 4. All members of USA Swimming must comply with all anti-doping rules consistent with USOPC requirements. (Article 303.3) 5. All USA Swimming member clubs are required to adopt a photography policy to enhance existing Minor Athlete Abuse Prevention Policies. (Article 305.3) 6. The Zone governing documents have been renamed. (Article 605.2.1 and 605.2.2) 7. Wetsuit requirements have been changed for Open Water competition. (Article 701.1.2 and 701.4.5) 8. Required officials for Open Water events were clarified. (Article 701.10) 9. Zone Open Water Championship events and eligibility are further defined. (Article 704.1 and 704.2) 10. The Required LSC Bylaws template was amended to permit virtual meetings of an LSC HOD should physical gatherings be prohibited by law or regulation. (Required LSC Bylaws Template Article 4.8) 1 DOPING CONTROL MEMBERSHIP ANTI-DOPING OBLIGATIONS. It is the duty of individual members of USA Swimming, including athletes, athlete support person- nel, and other persons to comply with all anti-doping rules of the World Anti-Doping Agency (WADA), FINA, the USOPC, including the USOPC National Anti-Doping Policy, and the U.S. Anti- Doping Agency (USADA), including the USADA Protocol for Olympic and Paralympic Movement Testing (USADA Protocol), and all other policies and rules adopted by WADA, FINA, the USOPC and USADA. Athlete members agree to submit to drug testing by the FINA and/or USADA or their designees at any time and understand that the use of methods or substances prohibited by the applicable anti-doping rules make them subject to penalties including, but not limited to, disqualifi- cation and suspension. If it is determined that an individual member may have committed a dop- ing violation, the member agrees to submit to the results management authority and processes of USADA, including arbitration under the USADA Protocol, or to the results management authority of FINA, if applicable or referred by USADA. To comply with the World Anti-Doping Code, FINA, USOPC and USADA have all amended their anti-doping rules. All members of USA Swimming should familiarize themselves with the following: USADA Protocol for Olympic Movement Testing www.usada.org/wp-content/uploads/USADA_protocol.pdf USOPC Anti-Doping Policies www.usada.org/wp-content/uploads/USOC_anti-doping_policies.pdf The 2021 List of Prohibited Substances and Methods is available on the websites listed above and at www.usaswimming.org. This list will take effect on Jan. 1, 2021. All athletes should check the status of all medications they plan to take PRIOR to taking them. This includes over-the-counter and prescription medications. It is the responsibility of the athlete to ensure that no prohibited substance enters his/her system. The United States Anti-Doping Agency (USADA) offers a Drug Reference Line (719-785-2000) and a Drug Reference Online (www.globaldro.com) where athletes, coaches, athlete support per- sonnel, parents and medical professionals may check to ensure that proper documentation is on file for their medications and that they are consuming medications that are permitted. Dietary supplements are considered “Take at Your Own Risk” as claims made by the manufactur- ers/distributors of dietary supplements regarding the effectiveness or contents of their products are not strictly regulated by the U.S. Food and Drug Administration. Any commercial dietary sup- plement is susceptible to containing substances that may appear on the Prohibited Substance list(s) of FINA and/or the World Anti-Doping Agency. These substances may not be listed on the ingredients label of the product. Athletes and Athlete Support Personnel should visit USADA’s Supplement 411 website for detailed information regarding the supplement industry (including a high-risk list): www.Supplement411.org 2 Athletes are also strongly encouraged to check every ingredient of every product they plan to consume as prohibited substances may be listed as ingredients. Four ODP zones will be represented in competition with teams coming from the Great Lakes, Midwest, Northeast and Southeast to play at three different age levels including Youth, Cadet and Development. For a complete event schedule, click here. Admission is free, with competition starting on Friday, January 11 at 4pm est. In addition to the competition in the pool, USA Water Polo is hosting a free Splashball clinic on Saturday, January 12 from 1pm-2:15pm. USA Water Polo intends to help position the Greensboro Aquatic Center as a hub location for growth of the sport in the region. USA Swimming is one of the National Governing Bodies (NGBs) under the United States Olympic Committee (USOC) and the USOC is part of the Federation Internationale de Natation (FINA). FINA is the swimming organization within the International Olympic Committee (IOC)….the group that organizes the Olympics. So, your club is the grassroots level of membership for swimming that goes all the way up to the Olympics! From San Luis Obispo down to San Clemente and over to Las Vegas, we have about 25,000 athletes, coaches, officials and parent volunteers in our membership. Because our LSC is so large--the largest membership in the country--we have 6 Geographic sub- Committees: Coastal, Desert, Eastern, Metro, Pacific and Orange to help with administration and local competitions. CA oversees registration for all our clubs and individual members, swim meet sanctions—roughly 400 swim meets per year are sanctioned/approved by CA, multiple camps and all-star teams, as well as educational programs for everyone.
