LITTER CONTROL PLAN COLUMBIA RIDGE LANDFILL AND CENTER

The Litter Control Plan presents a variety of ideas, methods, and options that will be utilized as best suited to the site conditions and as determined necessary by facility personnel.

One of the most important aspects of daily landfill maintenance is litter control. Blowing litter and will be minimized through the following best management practices:  will not be accepted from vehicles that do not utilize devices such as covers or tarpaulins to control litter, unless the nature of the waste is such that it will not cause wind-strewn litter during ;  The area of the active working face will be kept to the minimum practical size as possible;  Portions of the active working face will be promptly covered after placement of solid waste, especially during windy days;  Portable litter fences, fencing, or berms will be placed or constructed at strategic locations downwind of the active working face to intercept wind-strewn litter and debris;  The site will be patrolled daily during working days for wind-strewn litter. Litter will be collected on a routine basis and/or as soon as practical; and  Litter collected and bagged will be placed directly in the landfill or in a secure for later disposal.

Landfill operations will be oriented to minimize the effect of windy conditions. Waste that escapes the active area will be contained by portable litter fences or by the construction of fencing and/or berms. Portable litter fences will be positioned downwind of the active working face as wind and waste placement operations change. Temporary litter control fences can be constructed around the perimeter of the active area as necessary for additional litter control. These temporary fences may vary in height as necessary depending on the conditions encountered. If conditions dictate, higher fencing, similar to that utilized at the facility perimeter, will be utilized near the active areas as temporary fencing.

More on Specific Equipment, Structures, and Operational Strategies

The following structures will be utilized as appropriate for intercepting wind-strewn litter: • Portable wind screens at or near the active area; • Temporary fencing around the active area; • Wind shielding berms around the active area; • Wind shielding berms at the perimeter of lift areas or active area; and/or

• Litter control fences and/or screening placed along the site perimeter/property boundaries to isolate the facility from surrounding areas and confine litter within the facility property.

The fence surrounding the landfill will be kept free of to prevent the wind from blowing debris over the fences. On a frequent basis, the litter which does get strewn beyond the active area and confines of the facility will be collected and disposed of on site or at a facility approved to receive such waste. The following means will be utilized as determined appropriate to collect all litter: • Manual labor; and/or • Other operational strategies that may be employed include wetting of waste at the working face.
