190904 To receive Chairman’s Announcements • The public enquiry decision for Gladmans Development is expected on 24th September 2019. Cllr Morgan openly thanked for the resident’s for their support • BDBC Green week is being held 21st September -29th September • The Tennis Courts have been refurbished • The Viewing platform at Jubilee pond has been refurbished • 105 ‘Free Trees’ will arrive in November 2019 • A judge has been requested for a Chili competition at the White Hart

190905 To consider and receive an update on any matters arising not covered on the agenda elsewhere Cllr Morgan explained • That a meeting with the Ecologist and a reptile specialist had taken place and recommended that Tree work around the pond takes place. The full application will be considered and approved at the VGLF meeting at the end of September. • Drainage will commence on Monday morning. The footpath will be fenced and closed off. • An application for change of use for the Community Pavilion has been submitted Cllr Darker confirmed that he had spoken with and Deane Borough Council regarding the monitoring of the Neighbourhood Plan and explained that as the plan is viewed out of date there appears to be little point in reviewing it. There has been no response form Borough Council to date.

190906 To discuss correspondence received Cllr Morgan reported that the following correspondence had been RECEIVED • Letter from Church preservation society requesting the Parish Council liaise with HCC for traffic improvements in Wildmoor Lane. The Clerk confirmed that this has been forwarded onto County Council. • Letter from Resident regarding work on the Village Green • The Parish Council has received a completely clean Audit this will be formally noted at the October meeting.

190907 Public Participation • A resident asked if the poo bag dispenser could either be removed or refilled. • A member of Parish Council advised the meeting that there is still an issue of Dog fouling on their open spaces and asked if Parish Councillors would join together and work with them to try and eradicate the problem. • A resident advised that there were other residents just not him who would like to see consultation around the use of the Community Pavilion not just not him as indicated in the August Minutes • The resident congratulated the Parish Council and volunteers on the work of the Community Pavilion

• A resident requested that a speed camera with number plate recognition be installed and that he was in favour of CCTV cameras in the Football Pavilion car park

190908 To receive reports from outside bodies County Councillor Vaughan MBE His report was NOTED. This can be found as Appendix A

190909 To note the current situation and the reconciliation of the bank balance The Current situation was NOTED with the balance being £107,400.27 and the bank reconciliation was signed. The bank reconciliation can found as Appendix B

190910 To approve the requests for payments The requests for payments were APPROVED for payment. These can be found as Appendix c

190911 To agree the Parish Council’s Insurance The Clerk confirmed that the Parish Council was in the last year of its 3 year long term agreement and therefore the Insurance premium with Inspire at a cost of £2,007.75 was APPROVED.

190912 To appoint Farsight Accountancy as the Parish Council’s Internal Auditor It was RESOLVED To appoint Farsight Accountancy as the Parish Council’s Internal Auditor for the year 2019/20. Proposed by Cllr Batting and seconded by Cllr Attwood. All members voted unanimously to accept this resolution.

190813 To consider installing CCTV in the Car park next to the Football Pavilion It was RESOLVED to accept the quote from Care Guard for CCTV in the Car park next to the football Pavilion at a cost of £1, 040.00 plus the cost for the electrics. Proposed by Cllr Batting and seconded by Cllr Darker. All members voted unanimously to accept this resolution

190814 To consider the request for improved Dog Fouling signage around the allotments The Clerk confirmed that this request had been forwarded onto Basingstoke and Deane as they are responsible for the paths.

190815.02 19/02229/LDEU Land To Rear Of Tidal Bay Adventure Golf Wildmoor Lane Sherfield-on-Loddon Hook Hampshire Certificate of Lawfulness for the continued use of site as storage land The Parish Council stated that it was not in a position to comment.

190815.03 19/02078/GPDADW Wildmoor Farm House Wildmoor Lane Notification of proposed change of use from agricultural building to Class C3 dwelling house This application was NOTED

190815.04 T/00347/19/TCA Summerfield, Sherfield Green Cut back of overhanging branches of the hedgerow down the left side of the rear boundary of West stow with summerfield. We wish to cut back the hedgerow to the boundary the hedgerow will be cut back to the limit of our boundary It was confirmed that this was application had been approved by Basingstoke and Deane Borough Council prior to the meeting.

190816 To approve the Financial regulations These were APPROVED and ADOPTED

190817 To note the resignation of Cllr Rowland The resignation of Cllr Rowland was NOTED Cllr Morgan thanked her for all her hard work and said she would be greatly missed. It was RESOLVED that Cllr Morgan would take over as Parish Councillor Chairman and that the Vice Chairman position would be considered at a later date. Proposed by Cllr Batting and seconded by Cllr Effiong. All members voted unanimously to accept this resolution. It was agreed to purchase some flowers as a Thank you.

190819 To agree the date of the next Parish Council meeting as 8th October 2019 The date of the next Parish Council meeting was confirmed as 8th October 2019.

190820 Admission to meeting to pass a resolution in accordance with the public bodies (Admission to meetings) act 1960 to exclude the public and press from the remainder of this meeting as publicity will be prejudicial to the confidential nature of the business.

To consider staffing matters The Litter Warden’s hours were decreased to 8 hours (previously 10) a week from 1st October 2019.

Appendix A County Councillor Report

SHERFIELD ON LODDON PARISH COUNCIL Scheme Update – A33 junction with South Drive

1. Background Alongside the recent major A33 junction improvements package (at five congested junctions) there are further works planned along the A33 corridor to make improvements to capacity and long term road resilience.

Two junctions which currently constrain capacity are at Wildmoor Lane (Church End) and South Drive (), where a lack of right turn facilities at the junctions contribute to peak time congestion on the A33. Feasibility work has been completed to investigate the delivery of improved right turn facilities at these junctions.

These two schemes have been included in the ‘A33 Strategic Maintenance’ bid for planned maintenance along the corridor that was submitted to EM3 LEP in April 2018, which focuses mainly on providing improved drainage and structural carriageway repairs to add resilience to a 6km section of the A33 between the Thornhill Way junction and .

Feasibility work concluded that the A33/Wildmoor Lane scheme would require extensive utilities diversion, making the scheme unviable within the current budget. For now, only A33/ South Drive junction will be taken forward to detailed design.

2. Scheme Development The scheme is to provide a dedicated right turn lane at the A33 junction with South Drive to reduce the queuing and delays that right turning vehicles have on the northbound A33. This is expected to improve the flow of northbound traffic on the northbound A33 under current and forecast levels of future traffic. This will require widening of the existing road to accommodate the extra lane. A general arrangement plan is below.

Advance works were completed early in the design stage (ahead of the 2019 bird nesting season) to clear vegetation alongside the junction. This has allowed buried services to be accurately located as well as improving the current forward visibility along the A33 and improving the operation of the adjacent highway drainage ditch.

Detailed designs and cost estimates are now being finalised. The scheme construction cost (inclusive of utilities diversion) is estimated to be approximately £220,000.

The current expectation is that the South Drive junction improvement will be delivered in February/March 2020, this will be the last phase of the strategic maintenance work package on the A33 corridor.

3. Alternative Options The reversal of the one-way system through Sherfield School has been proposed as an alternative option, to avoid the need for the right turn lane into South Drive. Vehicles would enter the school via Wildmoor Lane and exit the school from South Drive. Turning bans would be in place for right turn traffic from A33 into Wildmoor Lane and for right turn traffic out of South Drive, with drivers using the nearby roundabouts to the north and south respectively to complete U-turns if necessary. This arrangement is hereafter called the “alternative scheme”. Following consideration of this proposal, there are a number of reasons why this option has been ruled out:

3.1.1 Impact on adjacent junctions: The preferred scheme provides an improvement on the existing right-turn arrangement into South Drive, therefore it does not significantly alter traffic movements in the area. The impact of the turning bans and one-way reversal as an alternative may be significant in terms of its effect on the efficiency of the A33 during peak times. The alternative scheme will move additional traffic to nearby junctions, all of which are operating near capacity during peak times. It is essential to understand the wider impact of these changes, which would require detailed traffic modelling to ensure it does not worsen the existing situation.

3.1.2 Costs: The alternative scheme may present an option to resolve the congestion issue at a reduced cost when compared to the preferred scheme. However, the additional traffic modelling associated with the alternative scheme will significantly add to design costs. Furthermore, to deliver the alternative scheme there may be a need for physical measures at affected junctions to deter drivers from undertaking illegal manoeuvres or to allow the junctions to better cope with the change in traffic volumes/turning patterns. This will add to the construction cost.

The construction cost of the preferred scheme is estimated at approximately £220,000. This includes a significant amount of maintenance work which will be necessary even if the improved right-turn facility at South Drive is not delivered. Therefore, when maintenance costs are removed from the preferred scheme and additional design/construction costs are factored into the alternative scheme, consideration needs to be given to whether the alternative scheme will offer better value.

3.1.3 Delivery timescale: The scheme forms part of the A33 Strategic Maintenance works; the timescale for delivery of these works is tight. The additional design work that would be needed to assess the feasibility of the alternative scheme will extend design and delay delivery beyond acceptable timescales.

SHERFIELD ON LODDON PARISH COUNCIL 3.1.4 Safety At present, according to recorded accident data, the safety record of the South Drive junction is good. Introducing the alternative scheme may have a negative impact on road safety by changing the pattern of traffic movements into and out of the school. In particular, the turning bans would introduce a safety concern where drivers may seek to reduce journey time by performing illegal manoeuvres into/out of the school to avoid driving to the nearby roundabouts to perform a U- turn, bearing in mind that at peak times there are queues on the approaches to the roundabout. A substantial increase in U-turners on these roundabouts when operating at capacity will also generate increased risks to operational safety.

4. Summary Based on the above, the ‘alternative option’ of reversing the one-way system through Sherfield School has been ruled out and the scheme to introduce a right-turn lane into South Drive will be progressed. A communications plan will be developed to ensure effective ongoing liaison with local members, Sherfield School and the general public as the scheme progresses through delivery.
