The Seaholm Power Plant, built between 1950 and 1958, stopped generating power in 1989. The remaining three !generators were shut down in 1996. The building’s rock solid structure and historical attributes, along with the site’s location along Lady Bird Lake, made it ideal for redevelopment. Seaholm’s walls, for example, measure three feet thick. And they were poured when concrete !really was concrete. The name Seaholm pays homage to Walter Seaholm, Austin’s fourth city manager and a former utility director. A book documenting Austin Energy’s history called Silver in the Mine credits the gruff-spoken Walter Seaholm with saving the !utility after a flood by operating it more efficiently than the competition. The property features gas/oil generation units (100 megawatts total when it functioned), a towering turbine room that measures 110 x 235 feet and a 65-foot-high ceiling. Clerestory windows flank the upper aisles and let the sunlight stream through all three floors of the structure. In all, the building has more than 110,000 square feet of useable floor area.

One cannot mention the plant’s history without mentioning a gentleman named Harold Reynolds, who has kept a faithful, watchful eye over the plant for the past 20 years. Reynolds, Austin Energy’s Health and Safety Coordinator, knows all kinds of Seaholm secrets – like the fact that the bins were sealed off before ever being used, since by the time the !plant was up and running, fuel oil took the place of coal as fuel for the boilers. In more recent years, a number of planning efforts have recognized Seaholm’s significance and potential for adaptive reuse. This momentous undertaking was helped substantially by Austin Energy’s 9-year, $13 million remediation to clean up hazardous materials. After that major effort, it was deemed Ready for Reuse, by the U.S. Environmental Protection Agency and the Texas Commission on Environmental Quality making Seaholm the first facility in the nation to receive !such a designation under the federal Toxic Substance Control Act. The Seaholm Redevelopment Team was selected in April, 2005, by the City of Austin to handle the redevelopment.

!Vision Seaholm offers a place to live, work, play, shop, eat and sleep on the shore of Lady Bird Lake, connected with a major intermodal transportation network and designed around a historic art-deco structure. The development will be the anchor of a new Seaholm District, forming the southwest quadrant of downtown. It will revitalize the area and serve as an economic catalyst for re-developing Austin-owned land at the Green Water Treatment plant site, as !well as the two Austin Energy tracts that are adjacent to the property. This re-development fulfills the vision of the Seaholm District Master Plan and accomplishes several major City Council goals: • Rehabilitate the historic Seaholm building • Create a vibrant mixed-use development that anchors downtown • Plan for multi-modal transportation including pedestrian, bicycle and rail • Create a return on public investment in the form of new tax base from the project • Complete the downtown street grid consistent with the master plan !Environmental It’s rare to combine the re-use of a former power plant with LEED certification in a mixed-use urban development created by a public-private partnership. !Austin has taken a leadership role by re-developing Seaholm in this way. Based on preliminary studies, the development team is targeting Austin Energy Green building Two Star certification as a baseline for the power plant and Austin Energy Three Star for the new construction, with the intent of also achieving of silver or higher LEED certification. Working with the University of Texas Center for Sustainable Development, the plan calls for the power plant infrastructure to be used to establish a rainwater collection system for irrigation. The rainwater collection system will enable us to irrigate the landscaping without using !Austin water. Green space will be at the heart of this project. The re-development plan calls for 1.5 acres of open space that will be managed, maintained, and programmed. The Seaholm Power team is actively working with Austin Energy to maximize a photovoltaic array on the roof of the Power Plant. !Transportation Seaholm will be a truly multi-modal development that will serve as a transportation hub for downtown. The plan calls for being pedestrian and cyclist friendly, as well as accommodating a major rail hub that will serve as a crosstown collector for many commuters. The Lance Armstrong Bikeway crosses the front yard of Seaholm, providing a bike-friendly rest stop as we !connect the entire city for cyclists. The Seaholm Plaza development, located on the shores of Lady Bird Lake, will provide direct access to the Austin’s renowned Ann & Roy Butler Hike and Bike Trail at Lady Bird Lake, as well as to the rest of the city via the planned streetcar and commuter rail lines, both of which will have stops at Seaholm along 3rd Street. In addition, 2nd Street will be extended to terminate at Seaholm at West Avenue, which itself will be extended to Cesar Chavez where a new signalized intersection will be constructed. A new street, Seaholm Drive, will extend along the west side of the property, also tying in to Cesar Chavez and a signalized intersection and pedestrian cross walk. The development will also offer some 1,000 parking spaces in convenient, well-lit garage structures.
