ROGERS, Cha.irroa.n ELEVENTH ANNUAL REPORT SOUTH CAROLINA STATE LIBRARY BOARD July 1, 1953 - June 30, 1954 The State Library Board was created in 1929 to represent the State in all public library matters. It is charged with the duty to "create public over the entire State ... and to de­ vise and ~arry into effect methods by which libraries may be ex­ tended to the rural districts of the State." The Board is com­ posed of five members appointed by the Governor.

A PROGRAM OF SERVICE TO THE STATE The Board's program is one of service to the people of the State through the extension and improvement of public library service. This program comprises the following services: The assistance, advice nnd direction of a small staff of public library experts t;Q any public library in the State or t;Q any group of citizens interested in establishing or improving public library service. A State Aid Program which encourage.c; the establishment and aids in the improvement of county and regional libraries. The devf>lopment of standards of library service for the guid­ ance of public libraries. An inter-library loam service through which any book in the State.is ava.ilable to any library patron who needs the material for study. A Book ! ..ending Service to communities in counties without countywide librn.ry service and t;Q State Institutions with no libraries or inadequate ones. Cooperation with other State agencies and organizations in carrying out programs for the benefit of the citizens of the State. Contribution to the cultural, educational and human resources of the State through the extension of public library service even into the most remote rural areas.

PROGRESS OF THE PROGRAM The Board's objective is good public library service within easy reach of the citizens of the State. Progress in accomplish­ ing this goal has been rapid since the Board received its first appropriation in 194a. Today 39 counties are served by county 6 or regional library systems; 44 travel the roads of t.he counties bringing books and the opportunity for continuing education to even the most remote rural areas; per capita ex­ penditures for public library service has risen from 14£ in 1943 to 43c in 1954; and library bookstock has increased from 60'2,500 \'Olume~'> in J 94.3 to l,a56,066 in 1954. Although much progress has been made in public library dsvelopment in the State, much remains to be accomplished. 479,716 South Carolina citizens still have no public library serv­ ice; bookstocks remain at slightly over.~ book per capita; 7 counties as yet do not have countywide library service and exist­ ing county library l:lervice is of varying degrees of excellence. Per capita expenditure for public library service (43c) is far below the American Library Association's recommended stand­ nrd for. minimum service of $1.50 per capita. During the first ten years of the Board's program, the em­ phasis of a necessity was on the extension of public library serv­ ice to unserved people wherever they might live. This goal of statewide library service has not been entirely accomplished, but such progress has been made that only seven counties are still without countywide library service. The 479,716 South Carolinians who still do not have public library servic-e are largely rural Negroes and persons living in the seven counties without service. Though the Board will continue to work for the extension. of service to unserved people, the main emphasis for the next few years will be upon the improvement of public library service and the development of areas of cooperation among school, college and public libraries for the general im­ prO \ Clnent o! nll library service.

IMPROVEMENT OF PUBUC LIBRARY SERVICE B()()U, Peri()dicaliJ aru:l Binding: Books are a library's stock in trade. If the library is to serve its public efficiently a.nd economically, it must have a collection of books large enough to answer the questions and fill the request.s of its borrowers. Books must be carefully selected and periodically " weeded" to keep the collection up-to-date and useful; books must be kept in good condition by rebinding and mending and the entire book calle<'ti9n arranged so logically and accurately as to insure ~~e grNttt>st sN·,·ice to the puQlic. A basic problem that must 1 be solved before the public library in South Carolina can realize its full potential of service to the people is the problem of inade­ quate book stocks. Per capita ownership of books by the public libraries in South Carolina is only slightly over lh book per capita.. Only four public libraries have as much as 1 book per capita and eighteen have less than lh book per capita. The Stau Library Board works with the public libraries in improving book collections through careful selection of new materials and the wooding out and discarding of out-of-dau and useless ma­ terial. Advice and help is given on pre-binding and rebinding of books and in the selection of periodicals to fill the need for current material on a. wide variety of subjects. Substantial ad­ ditions are needed to the book stocks of all public libraries large and sma.ll. Lwrary Personnel: 273 library workers are employed by the public libraries; of these only 39 are professionally qualified . This is far below the minimum number of library workers necessary to bring even minimum public library service to the residents of the State. To give anything more than token service, this number of public library employees needs to be doubled and of this increase at least half should be trained librarians. A compeunt staff large enough to ma.ke the library's book collection an effective instrument of public service is a re­ quirement of efficient a.nd economical library service. Profes­ sionally qualified librarians are needed to organize and adminis­ ter the county and regional library systems; to select and or­ ganize the book collections for the maximum use; to give reliable reference service to the people of the community; and to give advice and guidance in reading to the genera.! public. The State Library Board serves as an unofficial placement agency for the public libraries of the Sta.te and is in almost constant consultation with library boards on problems of per­ sonnel. Assistance is given in locating quolified persons to fill vacancies or new positions on library staffs. Advice is given on salary and tenure and on general staff policies. The State Library Board takes an active part in recruiting young people for the library profession. P1tblia LilYm'l'y Finance: Basic to the problems of inadequate book collections and insufficient personnel is the problem of public library finance. Since 1943 per capita support of public 8

This is far too little to buy the books and employ the per­ sonnel necessary for even minimum service. Increased support both at local and state level for public library service is essen­ tial if the diificulties of insufficient books and limited person­ nel are to be overcome. STATE AID A major factor in the extension and improvement of public library service in South Carolina has been the State Aid Pro­ grarq administered by the State Library Board. Since the be­ ginning of the program in 1943, it bas been the policy of the Board to grant State Aid only to those libraries which met cer­ tain minimum standards and which gave service to· an entire county through bookmobiles, branches a.nd stations. The re­ sults of this policy have been a syst.Qm. of county and regional ~ libraries !'.erving thirty-nine of the State's forty-six counties. .These large units of ::;ervice have in ne:nrly all cases resulted 9 from the joining together of small village, municipal and town­ ship libra.ries inoo county or regional libraries. Such consolida­ tion has resulted in better service at smaller cost to a greater number of people. For the past two years, the State Aid Allotment has been $1,500 oo each qualifying county library or member of a regional library system. To qualify for State Aid, the county library must meet certain standards of service. A cash allotment is made directly to county libraries which are well established and are in charge of a professional . Smaller county libraries in charge of non-professional personnel receive the same amount ($1,500) in books, and as an additional service to them, the books are ordered and processed by the State Library Board and delivered to the library ready for circulation. County libraries receiving State Aid by direct cash allotment, 1953-54: Aiken Horry Charleston Lancaster Cherokee Laurens Chester Lexington Colleton Newberry-Saluda Regional Darlingoon Library Dillon Orangeburg Greenville Richland Greenwood Spartanburg Sumter County libraries receiving State Aid in books equivalent of cash allotment: Abbeville Florence Allendale-Hampton-Jasper Georgetown Regional Library Kershaw Anderson Lee Barnwell Marion Berkeley Marlboro Calhoun 'Oconee Dorchester Pickens Fairfield Union York Regional Maintenance grants of $500 per participating county were made to the Allendale-Hampton-.Tasper Regional Library and to the Newberry-Saluda Regional Library. 10

COMMUN ITY BOOK DEPOSITS With countywide library service now operating in 39 counties, the Book Deposit Service given by the State Library Board t() unserved rural communities and small towns is becoming of less importance. The service was instrumental in the establishment of many of the county libraries and is still being used to its full extent in the seven counties still without countywide library .service. Book deposit.s of from 100 t() 1000 volumes, depending on the size of the comlllunity and the use of the books, are placed in communities in the seven counties without countywide 'library hervice. Ewry three months a professional librarian from the staff of the State Library Board takes the to visit these deposits. Books are exchanged; conferences held with the custodian of the deposit; and plans made to impt-ove or extend local library service. This same service is given to State I nstitutions with no library or inadequaU! library service. Communities using this service: Ramberg County-Hamberg Beaufort County St. Helena Island Chesterfield County- Cheraw, ~fcBee, Pageland Clarendon County Manning, P axville. Gable Edgefield County- Edgefield, Johnston McCormick County-McCor mick Williamsburg County-Kingstree State Institutjons using this ser vice: State Hospital I ndustrial School for Boys Summer Orthopedic Camp for Children State Training School School for the Deaf and Blind Book deposits were maintained in the following counties up to the time county or regional libraries were established: Barn­ well, Dorchester, Horry, Jasper, Lee, Lexington, Oconee, and Raluda.

LOANS TO INDIVIDUALS As library service improves and as more county libraries are established, fewer requests are recei,·ed by the State Library Board for direct loans of books to individuals. The service is 11 still offert>.d to the seven counties without countywide libra.ry service. Loans are made by mail and may consist of an individ­ ual title or a small collection of books for the use of a. family or club group.

INTERLIBRARY LOAN SERVICE The interlibrary loan service is an attempt by the State Li­ brary Board to help the individual publi<' library supply the requests of its patrons for books not in its collt>ction. This serv­ ice helps to overcome the inadequacy of book collections in all the public libraries and is of considerable value to the people and libraries of the State. In theory this service makes any book in any library of the State available to any reader in the State for study and research. Requests are received by the State Library Board which acts as a clearing house for the system. Loa.ns of books are arranged between libraries to fill requests of library palrons. This service is of mutual benefit to libraries and their patrons. 12

INFORMATION AND ADVISORY SERVICE Since the establislunent of the program, the information and advisory services offered by the Board to public libraries through its staff of trained and experienced librarians has been constant­ ly used. As the shortage of professional librarians remains acute, many county and municipal libraries which are unable to employ fully qualified personnel, are relying upon the staff of the State Board for professional guidance and help. The Board's staff of pr()fessional librarians serve as consultants on all phases of library procedure and practice. To help insure the wise selection and economical purchase of books, carefully selected lists of books for purchase are prepared and distributed to all public libraries in the State. Advice is given on pla~ing book orders to secure the best service at the best price. Assist­ ance is given in reorganizing book collections and in streamlining library procedures. Local library boards consult the State Li­ brary Board on making of budgets, policies of book selections, employment of librarians, reorganization of libraries, on staff regulations and on salary schedules. With newly organized public libraries, the staff of the State Board works closely with the local librarian and her board during the period of organiza· tion. Help and advice on every phase of the organization and beginning operation of a new library is offered. To individuals and organizations in counties which are in­ terested in establishing countywide service, the staff of the State Library Board offers every assistance in their power. Numerous field visits are made; conferences held; and informa­ tion, advice and help given in the steps preliminary to the es­ tablislunent of countywide service. The professional staff of the State Board serve as consultants on new library buildings, new equipment and new bookmobiles. This consultant service is of great value to the libraries and is constantly used by boards, librarians, architects and designers of library equip­ ment. CENTRALIZED SERVICE In the headquarters of the State Library Board in Columbia, the State Aid Program, the interlibrary loan system and the book deposit service are planned and administered. Approxi­ mately 20,000 books a year are selected, ordered, and· processed .13

Book collections ranging from .100 to 500 volumes are gotten up and shipped out to the county libraries or to municip~l libraries in answer to some spe­ cial need. Interlibrary loan requests are filled and the books shipped to the individual libraries. Monthly and annual re­ ports are made of the expenditures and activities of the Board. The office of the State Library Board is open six days a week for the service of the public libraries, librarians, and library trustees of the State.

LIBRARY WORKSHOP A workshop for public librarians was held on October 29-30 at the Richland County Library by, the South Carolina State Li­ brary Board. Eighty librarians registered and 36 counties were ropresented at the ·workshop. Consultants for the workshop were Mrs. Genevieve B. Galick, Director, and Miss Alice Cahill, Supervisor of Field Serviees, Mtk."Sachusetts Division .of Library Extension. .14

The program was planned on the basis of & survey of current problems of South Carolina libraries. Four panel discussions were u.n-anged and much time was given to general discussion of problems. A feature of the workshop was a display of publicity a.nd public relations materials from many of the county and regional libraries in the State.

LIBRA RY BUI LDING PROGRAM During the year three new public library buildings were com­ pleted and opened to the public. Renovation and reconstruction were completed on two buildings and great progress was made in Charleston, Colleton and Orangeburg counties in campaigns for new county library buildings. Lee County dedicated its new county library headquarters building on March 22nd, 1954. This building is a memorial to the late Mrs. Blanche Tarrant Woodward and was constructed on a lot and with funds left for the purpose by her husband. The building is in the modern style and is furnished in keeping. The Calhoun County Library opened its new building on March 13,1954. This building is the result of a complete restora­ tion of one of the handsome old residences in St. Matthews. The interior was completely replanned for library service. Much color has been used throughout the building and the furnishings selected in the period of the building. The building includes space for the Calhoun County Historical Commission with sep­ arate entrance and m>rk areas. A feature of this building is a small auditorium and a completely equipped kitchen designed to make the library a center of community activity. The De Kalb Street Branch of the Kersha\v County Library of Camden was opened on March 7, 1954. The building is of red brick and provides reading rooms for children and adults. The building is located on property origina.Uy deeded to the 'town of Camden by the King of England. The Ba.rnwell County Library opened its new building on November 30, 1953. This building is the result of the complete renovation and reconstruction of a former residence given to Barnwell County by Mr. C. G. Fuller. The building was com­ pletely re-decorated. Furniture and shelving. are in natural

.... ·. 15 maple with chairs and sofas upholstered in turquoise, coral and toba.cco brown. The use of color in this building has been particularly successful. Rending rooms, a small auditorium and mooting room, work area and bookmobile space were successfully included in the renovn tion. The Aiken County [.~ibrary opened its new headquarters on November 19, 1953. This building compri~ a $50,000 addit ion to a completely renovated. redecorated and refurnished old build­ ing. The new n.d:ditio:n houses workrooms: bookmobile and two ~;tack levels. The Colleton County Library has purchased n large lot for the locution of its proposed county librnry headquarters building. A building committee is at work on plans for the new building. A Library Building Commission has been appointed in Or­ angeburg County to plan and supervise the building of a new county library headquarters building in Orangeburg. An election will be held this November in Charleston on t\ $750,000 bond issue for the construction of a headquarters build­ ing for the Charleston Free Library of Charleston County.

LIBRARY PROGRESS DURING THE YEAR New county librnry buildings were completed in Barnwell, Aiken, Lee and Calhoun counties and u. new branch librury build­ ing was completed in Camden. The Barnwell County Library and the Dorchest-er County Li­ brary were organized. A bill was passed by the Legislature establishing a commis,'ion to investigate and report on the ad,·isability of estab l i~hing a. public libro.ry for Chesterfield County. :1.6
