Vulnerable House Reconstruction: ​Ms. Mesang Tamang, a single woman, 77 years old, is a ​ vulnerable beneficiary from Kalika Rural Municipality, ward no 1, Ramche in Rasuwa district. FEATURED TECHNICAL STAFF STORY: Rabindra Bhatta, Engineer

Rabindra Bhatta, is originally from Shuklaphanta Municipality, Kanchanpur district, in Sudur Pashchim Province. He has been working as an Engineer with the National Reconstruction Authority for the last 31 months.

He is based in Bhimeshwor Municipality, Dolakha, an urban settlement, as well as a heritage site.

Rabindra works closely with many different stakeholders and partner organizations in the district to achieve a common goal of building back Rabindra Bhatta better after the 2015 earthquake. Engineer Rabindra feels that although the earthquake caused Bhimeshwor Municipality, destruction to life and properties, it also brought Dolakha opportunities for him to work with communities at grass root level in implementation of building code to build better and resilient houses.

Progress with the disbursement of the GoN housing reconstruction and retrofit grants based on NRA, GMaLI CLPIU data as of 27 July 2020.

Disaster Victim Rescue and Relief (7th Amendment),2077 released by Ministry of Home Affairs:​ Government of Nepal (GoN) through the Ministry of Home Affairs (MOHA) has introduced Disaster Victim Rescue and Relief standards (7th Amendment), 2077 for the purpose of rescue and relief of disaster victims in air, road and boat-sink accidents caused due to earthquake, flood, landslide, fire, hailstorm, wind-cyclone, snow, thunder lightning, and cold wave among others. The government has made provisions to provide immediate relief support and medical treatment including reconstruction of safe houses for such disaster victims following the same procedure as has been applied to 2015 Nepal earthquake victims, with the same level of support for the disaster victims.

Sharing Session on Four Lessons from the 2015 Nepal Earthquake Housing Recovery, 8 July 2020​: ​Habitat for Humanity (HfH) and Housing Recovery and Reconstruction Platform (HRRP) jointly organized a sharing session on “Four lessons from the 2015 Nepal Earthquake Housing Recovery” prepared by Ms. Maggie Stephenson on behalf of HfH Nepal. She presented four potential areas of learning from Nepal’s housing recovery efforts and recommended that the international humanitarian and reconstruction assistance sector further focus and improve on the topics of housing finance, urban, institutionalization and socio-technical assistance (STA) that are exclusively elaborated in the report ​—whether in Nepal or other post-disaster contexts. National Disaster Risk Reduction Management Authority (NDRRMA) Press Note, 8 July 2020: ​In view of the current disaster risk related to floods and landslides as a result of incessant rainfall, the NDRRMA Chief Executive Officer, Mr. Anil Pokhrel, through a press note, has informed Federal Ministries, Provincial Governments, Local Governments, Political Parties, UN Agencies, Development Partners, I/NGOs, Private Sector including individuals involved in the disaster risk management to stay on high alert. He has also informed that monsoon preparedness and response plan, 2077 (Part I & II) have been prepared and can be accessed from MOHA website h​ ttp://www.drrportal.gov.np/

He has stated that there is high probability of the floods from the major rivers like Kankai, Koshi, Kamala, Bagmati, Narayani and its tributaries, affecting the general population in province no 1 & 2 including other provinces. He has further appealed to all the general public to stay on high alert and stay safe from the potential disaster risks. He has urged all to take help from the call center of the Department of Hydrology and Weather Forcast ​Toll Free Number 1155 to receive information on floods, and National Emergency Operation Center (NEOC) T​ oll Free number 1149 ​for any emergency services.

Public Notice from Sindhupalchowk Chief Administration Office,19 July 2020: ​The counterparts of the neighbouring country China have informed the Chief Administration Office in Sindhupalchowk of the probability of outburst of “Kerung Chho” lake located in the Khasa region due to incessant rainfall and that the lake is full of water along with Nalayam region, continues to have non-stop rain. In this regard, in case of the lake outburst, the water from the lake would swap away the human settlement area of Bhotekoshi Rural Municipality and Barabise Municipality including local market centres from the increased volume of water in the Bhotekoshi river. Therefore, the District Disaster Risk Management Committee of Sindhupalchowk has issued this public notice in the name of the public living in the catchment area of Bhotekoshi River to adopt early preparedness measures and stay on high alert to be safe from potential risk.

COVID-19 Pandemic: Live Updates & Nepal Humanitarian Response Update The government of Nepal (GoN) lifted lockdown completely by the decision of the Ministry of Council effective from 21 July midnight. According to the Ministry of Health and Population (MoHP) source of information, as of 26 July 2020, total cumulative new cases is 18,483 out of which confirmed cases undergoing medical treatment in isolation is 5,385 and discharged after recovery is 13,053 with 45 deaths. There are a total 18,183 in quarantine facilities. Nepal has a 70.6% recovery rate.

The MoHP has operationalized two call centers ​1115 (from 6 am to 10 pm) ​and ​1133 (24 hours) ​since 13 March 2020 (30 Falgun 2076) to provide counselling services regarding COVID-19 prevention and treatment.

Updates from the UR-TWG The Urban Recovery Technical Working Group has submitted the first draft of Recommendations for Urban Earthquake Housing Recovery to NRA for their feedback. The UR-TWG are thankful for NRA’s support and collaboration. This document has been written by the core members NSET, Lumanti, CRS and HRRP. The document is a proposal to develop an Urban Housing Recovery Strategy, aiming to influence and provide directive to NRA and a diverse range of stakeholders on the way forward in the housing recovery and development in complex urban environments. For the recommendations to be adopted, we request more collaboration from our partners to critically examine the document and add their experiences to it as well. Urban Case Studies Compilation HRRP is planning to publish an Urban Case Studies Compilation. The document looks at a range of comprehensive and mini-case studies from Nepal and beyond, addressing the diverse and dynamic ways of addressing complex urban crises. Project Director and participated by other CLPIU-Building staffs including HRRP staff, on 24 July, has finalized the implementation modality, time frame and logistical arrangement for the quantitative assessment that includes a field survey of selected urban areas at household level through NRA technical staff. This was initially planned for March but got postponed due to COVID-19 Pandemic.

Urban Reconstruction-Technical Working Group (UR-TWG) in collaboration with NRA decided to plan a quantitative assessment to triangulate the issues identified by UR-TWG to contribute in developing urban recovery strategy. The assessment is intended to be rolled out in six districts namely - , , Kavrepalanchowk, Lalitpur, Lamjung and Tanahun districts with sample size of 751. The assessment includes several issues identified by UR-TWG, aspects of Covid impact and monsoon impact on urban housing recovery.

Online Training Workshop Program on Building Code Implementation System in Local Government for HRRP Staff: ​NSET under the “Daro Ghar Digo Basti” program organized an Online Training Workshop Program on Building Code Implementation System in Local Government of Nepal for total 25 HRRP staff members from 21-28 July 2020 with the objective of providing in-depth knowledge about building code implementation system and building permit system at the local level. The training has a total of 4 modules, which includes Introduction to the Nepal National Building Code and Municipal Bye-Laws, Local Governments’ Operation System, Building Code Implementation System at Local Level and Way forward for Building Code Implementation. The workshop was organized for 2 hours everyday using the Zoom app with live interactive sessions through powerpoint presentations, question and answer sessions and daily home assignments.

HRRP installed and handed over the foot operated hand washing station in various DLPIU-GMaLI Offices, CLPIU-GMALI and NRA central office to support the government to control and prevent COVID-19 transmission. HRRP have supported with all necessary assorted items for the installation of foot operated hand washing station in DLPIU-GMaLI Offices of Bhaktapur and Kathmandu, CLPIU-GMaLI and NRA Central Office in Singh Durbar. HRRP has been planning to support Gorkha, Nuwakot, Sindhupalchowk, Sindhuli, Ramechhap, Dolakha and Makwanpur districts. It is expected that people will benefit from the foot operated hand washing system and bring gradual change in the behavior to wash hands regularly to prevent from COVID-19 transmission.

DISTRICT & MUNICIPAL UPDATES

Lalitpur GMaLI has prepared an ​annual progress report of the FY 2076/2077 ​reflecting on the housing reconstruction progress overall, covering the status of enrollment, tranche distribution, financial progress, status of environmental and social safeguards, management information system, and the progress of housing reconstruction in Lalitpur district. Lalitpur which has both urban and rural settlements with different characteristics, has different issues and challenges. Some of the major challenges were fiduciary risk, land ownership issues, right of way, multiple beneficiaries, engagement in other livelihood activities and technical problems. There has been good progress with third tranche distribution, although the overall progress in the district is not satisfactory. A ​third quarterly narrative report FY 2076/2077 has been prepared by GMaLI Bhaktapur, Makwanpur and Sindhuli​. The quarterly report mainly focused on the overall achievements and progress made in housing reconstruction in three districts. Almost 88​ % of HHs ​have completed partnership agreements while ​12% of HHs that have been listed in the reconstruction list have not signed the partnership agreement with the Government yet. Technical, financial, social and cultural issues and challenges have created difficulty in signing the agreement. Family issues and insufficient land particularly in core areas of cities, Mohi-Talsing issues in Bhaktapur and landless families have been the major challenges in reconstruction. In ​Kathmandu, ​District Facilitation and Coordination meeting was conducted on July 14, 2020. Some of the decisions made during the meeting were: ​1,270 files for first tranche and ​1,674 for the second tranche ​have been approved by the committee for further process after the extension of the reconstruction deadline by NRA. ​5 ​reconstruction HHs have returned the first tranche in the FY 2076/2077 amounting 250,000 NPR reimbursed through their account. ​176 ​families not using the first tranche deposited in the banks were

contacted through group SMS, among which ​16 ​have returned the first tranche and ​1 has returned all the tranche, which amounts to a total of 11,00,000 NPR​. The follow up of people not using the grant amount will be continued. The weekly attendance and performance report of the NRA technical staff deployed at local level to be submitted by the focal person of the respective municipality to DLPIU-Building and DLPIU-GMaLI. The update on the Gokarna-Baluwa-Tarebhir road section was provided where 92% of the work has been completed and the remaining works such as road furniture and Bioengineering work is targeted to complete within Bhadara 2077. The Gumba reconstruction under the Category 4, 5 and 6 will be given priority in the coming fiscal year. Joint monitoring visits to be conducted at different sectors to observe the reconstruction and for resolving the issues at field level. All staff were requested to take precaution at their workplace during this uncertain time of COVID-19 pandemic.

In Makwanpur, ​DLPIUs (GMaLI, Building and Education) are open and most of the staff have resumed work in the field. DLPIU GMaLI also has been conducting regular staff meetings and coordination in the district, and DCC meetings with involvement of partner organizations. In regards to the tranche disbursement, a good progress is being made in the district. Retrofitting in the district is not progressing as well as compared to reconstruction due to lack of information, cost, materials, and methodology related to retrofitting. Particularly in Hetauda Sub-Metropolitan City, issues related to reconstruction such as road access, free cost of drawing, fast tracking of the MAP register system have been addressed and the reconstruction is moving smoothly.

In ​Ramechhap​, Sunapati Rural Municipality, Engineer Laxman Singh Dhami was felicitated during an annual review program organized by ward 1. Dhami was conferred a certificate of appreciation by Ward Chief for outstanding support to the reconstruction process in the ward.

In ​Nuwakot, 339 Vulnerable HHs are identified as eligible to get additional top up grants as per the recent guideline. Details of these HHs have been sent to respective Municipalities for further verification, after which GMaLI will provide an additional top up grant of 50,000 NPR to those HHs upon approval from the district facilitation committee. 1,682 ​HHs have been listed as retrofitting beneficiaries in Nuwakot out of which ​1,113 have

received the first tranche. Some of them have started to retrofit, however, some are waiting to be converted to reconstruction beneficiaries. ​14 ​HHs have completed retrofitting and received the second tranche as well. Till now, 27 HHs in Nuwakot have been converted from retrofitting to reconstruction list and 3 HHs have been converted from reconstruction to retrofitting and also have completed retrofitting their houses.

Featured Technical Staff, Rabindra Bhatta,​ is ​originally from Shuklaphanta Municipality, Kanchanpur district, in Sudur Pashchim Province. He has been working as an Engineer with the National Reconstruction Authority for the last 31 months.

He is based in Bhimeshwor Municipality, Dolakha, an urban settlement as well as a heritage site where he works closely with many different stakeholders and partner organizations in the district.

In the case of Bhimeshwor Municipality, which is also a cultural heritage site, the main challenge in reconstruction has been in restoring the ancient, traditional structures which are of historical importance. Multiple ownership was the main issue in the core area Dolakha Bazar in Bhimeshwor.

Rabindra considers the mason training conducted by different organizations very fruitful in spreading the knowledge and awareness on earthquake resilient construction. The socio-technical assistance provided by organizations through field mobilization were effective in terms of achieving the output of constructing resilient houses as well as creating awareness among the communities.

He has taken several training on resilient reconstruction which has helped him to guide and train the masons more effectively. Before the earthquake, he was more involved in the construction of RCC structures but now he said, he has been involved in construction of low strength masonry structures which he considers as an added skill.

Rabindra feels that the earthquake though caused destruction to life and properties also brought opportunities for him to work with communities at grass root level in implementation of building code to build better and resilient houses.

Reconstruction of Vulnerable Beneficiary

Mesang Tamang, ​a single woman, currently 77 years old is a vulnerable reconstruction beneficiary. She belongs to Kalika Rural Municipality, ward no 1, Ramche, Rasuwa. She lost her hope to reconstruct her own house 2 years ago, as she had no one to support the reconstruction process. She received NPR. 50,000 as a first tranche, but she did not have any other support to start reconstruction of her house. She used to think that construction of a house is a tough task and needs more money and support, so she did not start for a long time.

One day, a representative from Kalika Rural Municipality came to ask about the reconstruction of her house. At first, she refused to reconstruct as she needed more

finance and support, and told him not to talk more on it. She used to stay in a temporary shelter at that time. It was so difficult to stay in such a temporary shelter during monsoon and winter. Then he suggested that she can construct one room which would be sufficient for her. He informed her that she is eligible for extra top-up, which is provisioned for such vulnerable beneficiaries. As she falls under a vulnerable beneficiary, she received NPR. 50,000 as extra top-up from Nepal Red Cross.

With crucial and timely support and coordination of Kalika Rural Municipality, her community people and top-up support through Nepal Red Cross, including with technical support and assistance of trained masons, she had completed her reconstruction of one room house and got all three tranches successfully. She is currently living her life with dignity and respect.

Reconstruction Through Support of POs

Bishwas Khada​, Shailung Rural Municipality-6, Fasku Dolakha, can easily recall what exactly happened on 25t​ h April 2015. The massive earthquake destroyed his house and his hopes. Since then, he has been living with four family members in a tiny cottage. The task of rebuilding seemed almost impossible for them with the earning of one person in the family. Before the earthquake, they used to live in a two-story house made of stone and mud mortar. Their house totally collapsed in the earthquake, and for a person like him, whose only source of livelihood is farming, the hope of reconstruction was bleak after the earthquake.

They were in immense grief and were compelled to live in a small cottage made of CGI sheet and wood thereafter. The cottage was highly uncomfortable in the bitter winter and

extreme summer heat. In the rainy season they were unable to sleep the whole night due to the leakage in CGI-sheets.

After the house made with hard earned money collapsed due to the earthquake, the entire Khadka family had been living a life with psychological and financial problems. As they didn’t have enough land for security, no organizations or banks were willing to provide them a loan to reconstruct their new house. Due to their poor economic condition, they had no savings and cash availability. Hence they were compelled to live a stressful life in a temporary cottage. The amount of NPR 50000/- provided by the Nepal Government was insufficient to start the construction of their house. Several organizations came to their place after the Earthquake, but the fact that no organization helped them financially for the reconstruction of their house, was an immense complaint from the Khadka Family. Bishwas Khadka also expressed his anger on the Nepal Government for not bringing any flexible programs for poor families like them to reconstruct their houses. He also addressed in a sad tone that there are many such families in Shailung Rural Municipality-6, Fasku, who are poor and are still living a stressful life in a temporary cottage even after 3-years of earthquake, and if any organizations help them in reconstructing their houses, their dream may also come true to live in a dignified houses.

Now, when UNDP/ECHO came up with the partner organization Rural Enterprise Development Centre (REDC) with the CDRMP program, the people of Shailung are filled with joy. When the Khadka family knew that they were getting top-up support worth NPR 50000/- (material support) and technical support from UNDP & REDC to reconstruct their house, there was no limit for their happiness. Currently they are living dignified lives with support of PO and support of reconstruction grants of all three tranches. The obstructed construction looked more feasible after the top-up support for them. The entire Khadka family is now refilled with hope and joy.

Vulnerable Households Tranche Status

Vulnerable Households Reconstruction (July 2020): ​Of the total NRA identified vulnerable list, 88% (16,301) have received the first tranche, 64% (11,842) have received second tranche and 55% ( 10,204) have received third tranche. In total 2,698 HHs have been supported by various partner organizations.

Report on International Webinar on addressing Multi-Hazard Risks in the Context of COVID-19: A Global Perspective:​ National Society for Earthquake Technology (NSET) has shared a brief report of the event “ International Webinar on addressing Multi-Hazard Risks in the Context of COVID-19: A Global Perspective” that was organized on 22 June 2020 on the occasion of their 27th Anniversary. The Webinar discussed the emerging issues related to DRR and the possible consequences as well as risk reduction measures of complex emergencies in COVID-19 context.

Impact of COVID-19 Measures on Vulnerable Communities in Earthquake-Affected Areas: ​People in Need (PIN) and Community Self-Reliance Center (CSRC) have shared a needs assessment report entitled “ Impact of COVID-19 Measures on Vulnerable Communities in Earthquake-Affected Areas” of 21 districts that they carried out in May 2020. The report explicitly explains the finding of the Impact of COVID-19 on vulnerable households. The key highlight from the assessment is that 87% of the interviewed households reported loss in income (50% of which lost entire household income) because of covid measures, compared to 30% nationwide. This is a significant difference and highlights the extreme hardships and limited coping options of vulnerable communities
