These four parishes were identified as the most devastated by Hurricane Sandy in October, 2012. Prior to this deliverable the consultants completed a Findings and Lessons Learnt report which informed the recommendations presented in this deliverable. The Recovery Plan has been divided into five volumes so that each parish plan can be pulled out as a stand-alone document: Volume I presents the contextual setting of the project and introduces the recovery plan. It is expected that Volume I will be utilized by all four parishes. Volume II presents the recovery plan for the parish of St. Thomas. It outlines the hazard vulnerability profile for the parish and presents an overview of the damage assessment which informed the recovery framework, plan and plan and strategic results-based framework. Volume III presents the recovery plan for the parish of Portland. It outlines the hazard vulnerability profile for the parish and presents a summary of the damage assessment which informed the recovery framework and plan as well as the strategic results-based framework. Volume IV presents the recovery plan for the parish of St. Mary. It outlines the hazard vulnerability profile for St. Mary and presents an overview of the damage assessment which informed the recovery framework, plan and strategic results-based framework recommended for the parish. Volume V presents the recovery plan for the parish of St. Catherine. It outlines the hazard vulnerability profile for St Catherine, and an overview of the damage assessment which informed the recovery framework and plan, as well as the strategic results-based framework recommended for St. Catherine. This document represents Volume V of the Recovery Plan and focuses on the parish of St. Catherine. CATHERINE 1.1 HAZARD VULNERABILITY PROFILE Background The parish of St. Catherine is bordered by the parishes of St. Andrew in the east, Clarendon to the West and St. Ann and St. Mary in the north (Figure 1.1). The southern half of the parish is dominated by the St. Catherine Plain, except for the Hellshire hills on the south coast. The central and northern sections of the parish are mountainous with Mount Diablo at an elevation of 686 metres (2,700 ft.) as the northern border. The Rio Cobre basin is the major drainage unit, flowing from the interior to the coast. The topography also includes karstic depressions such as Lluidas Vale. FIGURE 1.1: GOOGLE IMAGE OF ST. CATHERINE (SOURCE: NLA 1:50 000 TOPOGRAPHIC MAP SERIES) The Rio Cobre Watershed Management Unit is the major river drainage network and has a total land area of 63,000ha, occupies most of the parish and a small section of south western St. Mary (Simpson, 2003) (Figure 1.3). The main tributaries of the Rio Cobre are the Rio Pedro, Rio Magno and Rio D’Oro. The lower reaches of the flood plain are subject to periodic flooding due to large flat expanses of land (Simpson, 2003). This watershed has a fair cover of permanent crops and natural forests in sections. Several residential developments within the low-lying areas and adjacent water bodies place settlements at risk from flooding. ESL Management
