Minutes of the Meeting held on Wednesday 04 March 2020 at 7pm, at Dailly Community Centre

1. Police Report PC GG advised that there were 14 incidents between 06 Feb and 03 Mar 2020: Assist member public 4 Housebreaking 1 Road Traffic 1 Disturbance 11 (some duplication) Theft 1 Assault 1 Abandoned Vehicles 1 Concern 1 Missing persons 1

Six crimes, of which 2 were detected.

The old vandalised caravan at Woodside had gone but had been replaced by a new one. PC Stevie Woodley had moved to , and a new Sergeant would be in post soon.

2. Alec Paton – Dalquharran AP had asked if he could make a presentation to the CC to avoid any unnecessary rumours. He presented a map showing the arable/farmland which is under his Farm ownership, and the two castles and their policies was under another separate ownership. He did not want to prohibit people making use of the woods and castles, but he did not want people wandering around the arable/farmland – it would be a working environment. He is in discussions with SAC/Rachel Shipley re various issues. The first priority is to thin the wooded areas, clear the invasive species, in particular, rhododendrons, and to clear drains and/or divert water. Many of the existing farm tracks are being repaired and ditches cleared. A section of the oxbows by the river will be drained and filled to create additional fields, but an area of wetland will remain for existing species. He would be taking guidance from SEPA/SAC. He also intends to clear the greenery from the New Castle in particular, to prevent further deterioration. Security is a concern and will be attended to.

4. Minutes of the Previous Meeting Minutes of 29 January 2020 were proposed by F de Faye and seconded by P Waddingham.

5. Matters Arising Christmas Tree/Hogmanay Members were made aware that progress was being made re a Community event over Christmas 2020.

Roads / Potholes / Gully Pots / 20 mph consultation Janice Kelly/ARA had sent an email request for support of a joint funding application to Strategic Timber Transport Scheme re various roads in the area (particularly Aird Bridge to Rowanstone B741 for us). Members unanimously agreed that we should support this – Secretary to send email.

Various complaints about the gully pots around the village not being cleared properly, not being checked that the water actually flows through the drain. Cllr AC to check.

A lot of potholes are developing on all the roads in the area, people are encouraged to report. Dailly Trails The Wooden Bridge has been fixed. FdF gave an update to Paths for All - due to weather/conditions, nothing has been done. PC indicated that he would be available to look over the river trail where the new gates were to be installed, and will make best efforts to help and assist.

Windfarms – General Per headings below, as a reminder: Linfairn – no new info. Tralorg – not sure yet whether the WF has been energised. Lamboughty – no further info. Kirkhill – planning extension granted to 2022. Kilgallioch – Understand that an extension is being scoped. Chirmorie – passed for 22T Altercannoch – refused on appeal for 8T by reporter. Millenderdale – has gone to appeal for 5T. Glenapp and Arecleoch extensions – application for 22T is to join up the two windfarms. Mark Hill substation extension – does this mean more turbines? Hadyard Hill – turbine number 44 or 45 has been removed. Clauchrie – our objection was submitted 27 February to the Consents Unit: ECU 00002001.

If members of the community have any comments regarding proposed windfarms, they should make their views, whether positive or negative, known to the CC as soon as possible, or direct them straight to the planning application.

Community Centre WiFi The Employability Skills Drop-in found that the system was not strong enough to use properly – it was understood that a booster was still to be installed.

McColls Loading Bay PW will continue to monitor.

Galloway and Biosphere FdF advised that we were now Proud Supporters of the Biosphere. As Cllr AC indicated there are benefits to being associated with the Biosphere and more should be made of this. It was understood that at some point we will receive Biosphere Road Signage. Secretary will also investigate Facebook linkage.

VE Day 75 – 8-10 May 2020 Cllr Ac indicated that there would be an additional holiday on 8 May.

Dalquharran Forest Long Term Forest Plan Received email from DGA Forestry LLP confirming that Dailly would be consulted re extraction.

Litter There had been a litter pick-up on Sunday 01 March where 18 bags of litter were taken to Coup.

Broken Bench at Brunston Entrance This had been fixed very quickly.

Coronavirus Cllr AC indicated that there would be coordination with Ayrshire Resilience and their Action Plans, as for all major events. The population would be advised on a need to know basis.

6. Carrick Activity Centre HM advised that there was nothing new to report.

7. Hadyard Hill Community Fund Panel/Review and Small Grant Fund Clare Graham/FS had received 7 responses for Panel members. Secretary, PW and SN (Panel member already) looked over the new Terms of Reference and Memorandum of Understanding relevant to Dailly and its new Panel. Secretary proposed and PW seconded that these could be signed by the Chair on behalf of the Dailly Community. A proposed programme of dates was put forward, and these will be confirmed in due course. The first Panel meeting could be 22 or 24 June. Members of the Panel would be inducted prior to their first meeting.

One application for the Small Grant Fund – Dailly CC Planters – asking for £500 to continue planting up the planters/compost and other related items. Unanimously agreed to support.

8. Locality Planning / Participatory Budgets / H&SCP Secretary attended the last meeting on 12 February. Various notices and minutes will be on FB and/or the Notice Boards. One important issue was re making better use of Girvan Hospital relating to Dialysis and Chemotherapy – this was a different issue from Ward 15 at . After discussion it was agreed that a letter should be written to Tom Burns/NHSA&A, and Jeanne Freeman.

9. Councillor’s Report Cllr AC advised that tomorrow, 5 March, SAC would be agreeing the Budget for 2020/21. There would probably be increased charges, but no sweeping cuts. NB made a comment re the online consultation, Secretary also agreed, that the questions were not specific enough.

The Rural Panel will be in Dailly on Monday 20 April – this will be a good opportunity to hear information first-hand on a variety of topics, and to also ask questions of Council representatives and Councillors.
