Introduction

1.1 Preamble

1.1.1 Mode Transport Planning (‘Mode’) has been appointed by Barnfield Construction Ltd (the ‘Applicant’) to provide transport and highways advice to support a planning application for student accommodation on Sandygate in Burnley.

1.1.2 The student accommodation will deliver 136 rooms over three floors, with c.300sqm of mixed retail on the ground and lower ground floors. Car parking (6 spaces) and cycle storage will be provided on the lower ground floor. Vehicular access to the parking spaces will be provided from Neptune Street.

1.1.3 This Transport Statement (TS) has been prepared to assess the development proposals, with particular consideration to trip generation, accessibility by sustainable modes of travel, parking provision and servicing arrangements. 1.2 Methodology

1.2.1 The methodology of the TS adopts the guidance set out with the Department for Transport (DfT) ‘Transport Evidence Bases in Plan Making and Decision Taking (2014)’, which superseded ‘Guidance on Transport Assessment (2007)’. While the 2014 guidance places a focus on agreeing a scope of works with the Local Highway Authority, the 2007 guidance nonetheless remains instructive and therefore informs the structure of the TS.

1.2.2 In addition to national guidance, the TS has also been prepared following initial comments from the Local Highway Authority, County Council (LCC). The initial comments from LCC are attached in Appendix A.

1.2.3 A site visit was undertaken in January 2019. 1.3 Report Structure

1.3.1 Following this introduction, the TS has been structured as follows:

• Chapter 2 describes the site location and local highway network; • Chapter 3 outlines the development proposals, including vehicular access, servicing and parking provision; • Chapter 4 describes accessibility by non-car modes, including public transport, cycling and on- foot; • Chapter 5 details the proposed trip generation; and • Chapter 6 summarises and concludes the finding of the report.

Existing Situation

2.1 Site Location and Existing Use

2.1.1 As shown in Figure 2.1, the site is located off Sandygate approximately 500m to the west of Burnley Town Centre.

2.1.2 The development site is bound by Wiseman Street to the north, Neptune Street to the east and Sandygate to the south. The site is abutted to the west by the Leeds & Liverpool Canal.

2.1.3 The proposed development faces onto a new area of public realm improvements. 2.2 Local Highway Network

2.2.1 The location of the site in the context of the local highway network is shown in Figure 2.2.

Wiseman Street

2.2.2 Wiseman Street comprises a c.5.7m two-way single carriageway, providing access to the adjacent buildings. The road is subject to a 30mph speed limit extending on a northeast-southwest alignment along the site’s northern boundary.

2.2.3 In the vicinity of the site, no waiting ‘At Any Time’ restrictions are currently in place along the northern side of Wiseman Street, at the turning head and at side road/access junction bell-mouths, as shown in Photograph 2.1. There are some waiting ‘At Any Time’ restrictions on the southern side of Wiseman Street and a Loading Bay adjacent to the site boundary, as shown in Photograph 2.2.

2.2.4 A network of street-lighting columns and footway provision is provided on both sides of Wiseman Street.

2.2.5 From the proposed development site, Wiseman Street extends for c.100m to the northeast, connecting with Westgate via a ghost island priority junction. Adjacent to the site, Wiseman Street terminates at the canal with a turning head.

Neptune Street

2.2.6 Neptune Street comprises a c.5.6m two-way single carriageway, providing access to the adjacent buildings. The road is subject to a 30mph speed limit extending on a northwest-southeast alignment along the site’s western boundary.

2.2.7 In the vicinity of the site, no waiting ‘At Any Time’ restrictions are currently in place along the eastern side of Neptune Street and at junction bell-mouths, as shown in Photograph 2.3.

2.2.8 A network of street-lighting columns and footway provision is provided on the eastern side of Neptune Street.

2.2.9 Neptune Street is c.50m in length, connecting with Wiseman Street via a priority junction to the north and Sandygate via a priority junction to the south.

Sandygate

2.2.10 Sandygate comprises a c.5.7m two-way single carriageway, providing access to the adjacent buildings. The road is subject to a 30mph speed limit extending on a northwest-southeast alignment along the site’s southern boundary. modetransport.co.uk | February 2019 5

2.2.11 In the vicinity of the site, no waiting ‘At Any Time’ restrictions are currently in place along both sides of Sandygate, as shown in Photograph 2.4.

2.2.12 A network of street-lighting columns and footway provision is provided on both sides of Sandygate.

2.2.13 From the development site, Sandygate extends for c.100m to the southwest, connecting with Trafalgar Street via a signal junction. To the west Sandygate extends for c.170m, connecting with Queen’s Lancashire Way via a ghost island priority junction.

2.3 Public Rights of Way

2.3.1 There are no Public Rights of Way (PRoW) within the site boundary. The nearest PRoW is located to the on the canal path to the west of the site (LCC footpath 12-1-FP 195) which also forms part of the Pennine Cycle Way.

2.3.2 The existing PRoW in the vicinity of the site are shown in Figure 2.3.

2.4 Air Quality

2.4.1 The development site is not located in an Air Quality Management Area (AQMA).

Development Proposals

3.1 Proposed Use

3.1.1 The planning application comprises student accommodation which will deliver 136 rooms over three floors, with c.300sqm of mixed retail on the ground and lower ground floors.

3.1.2 The proposed ground floor plan is shown in Figure 3.1 and attached in Appendix B.

3.2 Site Access Arrangements

3.2.1 Pedestrian access to the site will be via Sandygate, across the area of public realm.

3.2.2 Vehicular access to the site will be limited via the proposed parking area on the lower ground floor, accessed off Neptune Street.

3.3 Delivery and Servicing Arrangements

3.3.1 Delivery vehicles will serve the student accommodation and retails units 1 and 2 from the existing loading bay on Wiseman Street. Retail Unit 3 will be served by vehicles stopping on Neptune Street where there is no prohibition of loading.

3.3.2 General refuse collection arrangements will follow the existing adjacent sites, with refuse collection vehicles serving the site from the local highway network. 3.4 Parking Provision

3.4.1 6 car parking spaces, 3 of which are DDA compliant, and cycle storage will be provided on the lower ground floor. Vehicular access to the parking spaces will be provided from Neptune Street.

3.4.2 The 3 DDA compliant car parking spaces will be allocated for the 3 DDA compliant rooms within the development. The remaining 3 car parking spaces will be allocated to building management staff.

3.4.3 The proposed student accommodation is categorised as Sui Generis, for which parking has no applicable standards within the Burnley Local Plan. modetransport.co.uk | February 2019 9

3.4.4 The proposed retail units have different maximum parking standards depending on the Use Class (A1 to A5) varying from maximum standards of 1 space per 5sqm for restaurants and drinking establishments to 1 per 30sqm for financial and professional services in accordance with Burnley’s adopted standards, which equates to a maximum of between 10 and 60 spaces.

3.4.5 However, it is proposed that the retail is ancillary to the student accommodation and other existing residential/ employment buildings in the local area, all of which can be accessed by, and will encourage, sustainable modes of travel. Notwithstanding this, the proposed car free operation of the retail units falls within the maximum parking standards.

3.4.6 The proposals include 100 cycle parking spaces which equates to a provision of c.74%.

3.4.7 Given the site’s accessibility by sustainable modes of travel (detailed in Chapter 4) the overall level of parking provision is deemed to be appropriate the proposed for quantum of development.

3.4.8 Furthermore, the proposed trip generation (detailed in Chapter 5) confirms a low quantum of car trips will be generated by the proposed uses, further justifying the proposed level of car parking at the site.

Sustainable Accessibility

4.1 Introduction

4.1.1 Current Government policy/guidance places significant emphasis on the promotion of sustainable transport modes for all new developments. This forms part of a long-term strategy to reduce the reliance on private car trips.

4.1.2 This chapter considers accessibility via sustainable modes of transport, including access by public transport, cycle and on foot. 4.2 Pedestrian Accessibility

4.2.1 Guideline walking distances provided in the Chartered Institution of Highways and Transportation (CIHT) document ‘Guidelines for Providing for Journeys on Foot (2000)’, are shown in Table 4.1.

4.2.2 The CIHT guidelines shown in Table 4.1 suggest that, for commuting purposes, up to 500m is a desirable walking distance, up to 1km is considered an acceptable walking distance and 2km is the preferred maximum walking distance.

4.2.3 Appropriate walking distances are dependent upon the location of the specific development; more remote locations will see people being prepared to walk further to their end destination. Similarly, appropriate walking distances are also dependent upon the standard of existing pedestrian infrastructure provision, with further walking distances achievable in locations with extensive and high- quality pedestrian footways, crossings and pedestrianised areas.

4.2.4 The site connects with existing footways adjacent to the local highway, providing pedestrian access towards nearby public transport connections and amenities available within the local area.

4.2.5 Figure 4.1 presents the local amenities and 500m, 1,000m and 2,000m walking catchments from the site, as specified in CIHT guidance for commuting purposes.

4.2.6 As shown in Figure 4.1, the site is located within a 500m catchment of bus stops and Burnley Manchester Road and Burnley Barracks Railway stations. Furthermore, a wide range of local amenities (including restaurants, retail and leisure) are located in Burnley Town Centre within 1km of the site.

4.2.7 Table 4.2 provides an indication of the distances and approximate walking times to a selection of local amenities. The distances have been measured from the centre of the site, the times are based on an average walking speed of 1.4 metres per second, making no allowance for waiting time to cross junctions.

4.2.8 In accordance with CIHT guidance, Table 4.2 shows that two railway stations and bus stops are located within 500m (5-minute walk) of the site.

4.2.9 Local bus and train services are shown to be located within the CIHT’s ‘desirable’ walking distance for commuting purposes, with a range of further bus stops and local amenities located within the CIHT’s ‘acceptable’ walking distance.

4.2.10 Based on the site’s location, proximity to local public transport services and local amenities, walking can be considered to be a realistic method of travel for commuting trips, particularly as an alternative to private car trips. 4.3 Cycle Accessibility

4.3.1 As with pedestrian accessibility, the level of a site’s cycle accessibility depends upon a combination of the distance from local amenities and the standard of existing cycle infrastructure. However, it should be noted that that cycle infrastructure can include facilities shared with vehicles and pedestrians as well as dedicated cycle infrastructure.

4.3.2 In respect of acceptable cycle distances, “Local Transport Note 2/08: Cycling Infrastructure Design”, published by DfT, states that many utility cycle trips are less than three miles (approximately 5 km), but for commuter journeys a distance of over five miles (approximately 8 km) is not uncommon.

4.3.3 Figure 4.2 presents the cycling catchment area around the proposed development site for 2km and 5km.

4.3.4 As shown in Figure 4.2, Burnley and surrounding residential areas are located within a 2km catchment from the site. Further afield, Padiham, and Nelson are located within a 5km catchment.

4.3.5 In terms of access the National Cycle Network (NCN), National Route 68 runs adjacent to the site to the west and connects to National Cycle Network Route 604. National Route 68 provides a traffic-free cycle route to Burnley, Nelson, and . 4.4 Public Transport

Local Bus Services

4.4.1 Figure 4.1 shows the local bus stops in the vicinity of the site located on Westgate.

4.4.2 Table 4.3 provides a summary of the routes and times of bus services accessible from the Westgate stops. Full timetables are attached in Appendix C.

4.4.3 Table 4.3 shows that there are frequent bus services accessible from the site, providing services to a range of local destinations during the day and throughout the week.

Rail Services

4.4.4 Burnley Barracks and Burnley Manchester Road railway stations are the closest train stations, located within a walking distance of approximately 500m (5-minutes) of the site.

4.4.5 A summary of direct train services available from closest stations are shown in Table 4.5.

4.4.6 Table 4.5 shows that regular train services are available to a number of key locations across the north of England with regular hourly services.

4.5 Promoting Sustainable Travel via Travel Plans

4.5.1 It should be noted that a Framework Travel Plan (FTP) report has been produced in parallel to this report, which outlines initial strategies and measures for encouraging students to travel by sustainable modes, rather than private car trips. 4.6 Summary

4.6.1 In summary, the development site benefits from the following:

• Direct connections to existing footways on the local highway network, providing safe walking routes to local amenities and public transport; • Bus stops on Westgate provide access to a wide number of services; • Regular train services are available to a number of key destinations across the north of England; • There are a variety of amenities available within walking distance including Burnley Town Centre and the UCLAN campus; and • National cycle networks are accessible from the canal adjacent to the site.

Trip Generation

5.1 Introduction

5.1.1 Whilst the low level of parking provision on-site means that vehicle trips to the site will be prevented, a trip generation exercise has been under undertaken for the proposed uses in order to assess the potential traffic impact of development trips on the local network. 5.2 Trip Generation

5.2.1 The student accommodation trip rates have been calculated using the TRICS database using the ‘Residential – Student Accommodation’ category. In order to establish representative trip rates, sites within town centre and edge of town centre locations have been selected; Greater London, Scotland and Ireland have been excluded from the dataset.

5.2.2 The trip rates are shown in Table 5.1 for the weekday morning/ evening peak periods, with the full TRICS outputs attached in Appendix D.

5.2.3 The calculated trip generation for the existing and proposed uses are shown in Table 5.2.

5.2.4 As shown in Table 5.2, in the worst case the proposed development is expected to generate 1 trip in the AM peak, and 1 trip in the PM peak hour.

5.2.5 It is considered that trips associated with the proposed retail elements of the scheme will already be present on the surrounding routes, with a large proportion of trips linked with the proposed student accommodation and existing residential/ employment buildings in the local vicinity. Trips associated with the retail element of the scheme will therefore be classified as either pass-by trips, linked trips or diverted trips.

Summary and Conclusion

6.1 Summary

6.1.1 Mode Transport Planning has been appointed by Barnfield Construction Ltd to provide transport and highways advice in relation to a planning application for student accommodation on Sandygate in Burnley.

6.1.2 The student accommodation will deliver 136 rooms over three floors, with c.300sqm of mixed retail on the ground and lower ground floors. Car Parking (6 spaces) and cycle storage will be provided on the lower ground floor. Vehicular access to the parking spaces will be provided from Neptune Street.

6.1.3 The analysis in this Transport Statement has been carried out in accordance with current policy and guidance and following initial comments from LCC Highways. The results of the analysis within this report demonstrate that:

• The site is accessible by a range of sustainable modes of transport, including walking, cycling, bus and train services, in accordance with local and national policy and guidance. For commuting purposes, these travel options provide realistic alternatives to single occupancy car travel; • Deliveries can take place via the existing Loading Bay on Wiseman Street with refuse collections taking place from the local highway network, as per existing buildings in the area; • Parking provision conforms within maximum parking standards and is appropriate to the proposed uses; • Based on TRICS trip rates, the student accommodation would only generate 1 car trip in the AM Peak and 1 in the PM peak; • Trips associated with the retail element of the scheme are considered to be classified as either pass- by trips, linked trips or diverted trips. Furthermore, the retail uses will reduce the need to travel by car from the development and in the local area; and • Overall, in highways terms, the sustainable location of the site with connections by multi-modal trips to UCLAN serves to support a low car parking development. 6.2 Conclusion

6.2.1 In conclusion, based on the analysis and evidence in this report, there should be no highways or transport planning reasons which should prevent this planning application from being approved.

Morning Cathy, An interesting proposal unfortunately the applicant has not sought any pre application advice and as a consequence the application as submitted is lacking in a number of areas to a degree that I will not be able to formally comment on this application. The additional information that would need to be supplied is as follows

1 A Transport Statement as required under the Local Plan although I would consider that in response to the likely impact of the development on the local infrastructure and the cumulative impact of expected further development in the area, a Transport Assessment may be preferred ( Appendix 8 (x) )

2 The proposed parking provision is not in accordance with the local plan which requires 1 space per bed for halls of residence

3 No cycle parking facilities are labelled although there is an area behind retail unit 3 which looks as if it may be designated for cycle parking. The available width should be a minimum of 3.6m ( the scaled width is less than 3m which would require the cycles to be stored vertically

4. 3 retail units are proposed totalling a total GFA of 299sqm which would additional parking of between 15 and 21 spaces depending on type ( food / non-food)

This section displays the trip rate results based on the selected set of surveys and the selected count type (shown just above the table). It is split by three main columns, representing arrivals trips, departures trips, and total trips (arrivals plus departures). Within each of these main columns are three sub-columns. These display the number of survey days where count data is included (per time period), the average value of the selected trip rate calculation parameter (per time period), and the trip rate result (per time period). Total trip rates (the sum of the column) are also displayed at the foot of the table.

To obtain a trip rate, the average (mean) trip rate parameter value (TRP) is first calculated for all selected survey days that have count data available for the stated time period. The average (mean) number of arrivals, departures or totals (whichever applies) is also calculated (COUNT) for all selected survey days that have count data available for the stated time period. Then, the average count is divided by the average trip rate parameter value, and multiplied by the stated calculation factor (shown just above the table and abbreviated here as FACT).
