• Local Funding – O perating budget used for early implementation. Engineering Signs and Marking Shop installed first bicycle lanes. Signage and striping ran about $10,000 / mile. Shady G rove, Horn Lake Road and N orth Parkw ay are examples of w here bicycle lanes w ere installed by City forces.

• Along Comes Stimulus – Major “Shovel Ready” projects hard to come by. Pavement Maintenance projects can be developed w ithin time frame of Stimulus Deadlines. O ver $14M in repaving projects allocated to the City. The City takes the opportunity to re-allocate street space w here feasible for bicycle lanes. W here not possible and it made sense to, outside lane w idths are maximized and “shared” laneage developed. ADA curb ramps are installed w here necessary as part of the projects.

• Spend Dow n Surface Transportation Program Funds (STP) - Major MPO projects are progressing quickly enough to obligate funds (NEPA and RO W acquisition delays). MPO is instructed to use funds or risk losing them. Another $12M allocated for repaving projects in the City. The same strategy for developing bicycle lanes is employed as w ith Stimulus fund.

• Local paving funds utilized – W hile fiscal constraints have cut maintenance budgets significantly, over the last tw o years $5M to $10M in local bond funds have been available for paving projects. Again, each project w as review ed to determine feasibility of adding bicycle facilities.  aL[9{ { Ü  t
