Shaw Crossing

What the issue is:

Following previous meetings with the District Executive and Community Forums a firm commitment has been made to significantly upgrade the zebra crossing on Crompton Way in Shaw.

This briefing shows the finding from consultation and makes a recommendation for the cabinet member for housing, planning and transport.

Requirement from the district executive:

It is recommended that the Shaw and Crompton District Executive, recommend to the cabinet member for housing, planning and transport that following the consultation with the local community, option 1 should be progressed to the final scheme for the upgrade on the Crompton Way crossing.

1 Background

1.1 Following previous meetings with the District Executive and Community Forums a firm commitment has been made to significantly upgrade the zebra crossing on Crompton Way in Shaw.

1.2 At the Shaw and Crompton Community Forum in March four possible upgrade options were presented and discussed, these can be found in Appendix A. The four options were: • Option 1 – 4 way traffic lights on the cross roads with Salt Street and Linney Lane • Option 2 – Replacing the current zebra crossing with a Puffin Crossing • Option 3 – A gyratory arrangement incorporating Milnrow Road/Crompton Way • Option 4 – A arrangement at the same location

It was stated at the Forum that the preferred option from a safety and road traffic management perspective was option 1, but each option had its advantages and disadvantages.

1.3 At the meeting the communities’ comments were captured and it was agreed that the options were put to wider consultation, with display boards in Crompton Library and in Asda, the options were also put on the Council website.

2 Results of consultation

2.1 From comments made at the Community Forum and from the emails received in response to the consultation the following has been identified:

• 109 comments were made at the Community Forum on the 18 March • 54 emails were received as a result of the consultation • Breakdown of preferences from emails received:  64% preferred option 1  8% didn’t have a preference between options 1 or 2  8% preferred option 2  2% preferred options 3  4% preferred option 4  15% preferred an alternative, ranging from no change to a completely different alternative.

2.2 From the comments made in the consultation the following general comments were made about each of the options. Option 1: • Makes the most sense. • The best solution for all users of this junction • Safest and most practical options

Option 2: • Increases safety without restricting traffic flow • Better than existing layout

Option 3: • Innovative idea

Option 4: • Allows all users a chance to go towards Milnrow • Reduces glare from sun as moved crossing point

2.3 Common issues/themes identified across the feedback:

Illegal turning right down Milnrow Road

Concerns about the traffic lights: • General position of traffic lights • Traffic lights have cameras • Box junction • Delays caused by traffic lights

Parking concerns: • Parking on pavement on Milnrow Road • Making limited waiting outside shops • Parking provision in the area

Rat runs: • Along Oak Street/Edmund Street • Along Salt Street

Other suggestions: • Speed humps on • Speed Camera • School Signs • Red cats eyes

2.4 A full schedule of anonymised verbatim consultation responses is available in Appendix B. This appendix is to be considered as an exempt item under paragraphs 1 and 2 of Part 1 of Schedule 12A of the Act 1972 (as amended).

3 Proposal

3.1 The consultation process gave clear evidence that there is a large amount of support for the installation of four way traffic lights on the junction of Linney Lane and Salt Street. (Option 1)

3.2 It is recommended that the Shaw and Crompton District Executive; recommend to the Cabinet Member for Highways that following the consultation with the local community, option 1 should be progressed to the final scheme for the upgrade on the Crompton Way crossing.
