Over the past forty-four years, I have served on the Faculty Council (as precursor to the current Faculty Senate), the General Education Committee, the Speaker’s and Special Events Committee, the Faculty Development Grants Committee, the Curriculum Committee and the Library Committee. Within the Political Science Department, I have served as a member of the Rank and Tenure Committee and as its Chairman. I have served on the Internship Committee, the Curriculum Committee, the General Education Committee, the SACS Review Committee, and on the Departmental Library Committee where I have served as the Chairman for five years. As the chairman, I submitted recommendations for the purchase of $4200 – the full departmental allotment for each of the five years. My recent effort in preparing undergraduates and Master's program graduate students to write for professional, academic, and commercial publication was stimulated by the Writing Across the Curriculum program at the University and has resulted in the following student publications. Of greatest significance are those students who published in Censorship which has just been awarded the 1998 "Outstanding Adult Reference Source" by the American Library Association and Kim Manning's joint manuscript on Contemporary Public Administration Research. Salem uses an editorial process that allows qualified undergraduates to compete along with those with advanced degrees for publication.

ADMINISTRATIVE EXPERIENCE, REGISTRAR, HAMILTON CO. ELECTION COMMISSION In 1977, Wilson became the Registrar at Large of the Hamilton County Election Commission, a part time position which I held while continuing to teach full time. The Registrar is the chief administrative officer (answerable to a 5 member Election Commission) of an agency which maintains the records, registers voters, administers absentee voting, prepares the ballot, maintains the voting machines, locates polling places, recruits election day officials and conducts all national, state, county, and municipal elections in a county of almost 300,000 people. In 1977, it had a $300,000 budget and a permanent staff of six which grew to more than a 1000 temporary workers on election day. In 1980, the legislature passed legislation which dramatically increased the workload, tripled the staff, and doubled the budget of Tennessee election commissions. The old manual record system was clearly inadequate and I devised a new system which computerized the agency's records and operations. Not only did we utilize computer punch card voting system, but also we developed a new comprehensive, nationally recognized, yet inexpensive computer system capable of conducting all of our operations. 33 page

The computer was installed in a new building which I designed and of which I supervised construction. A new system enabled us to trim the staff (which had grown to sixteen) back to 10 members and had saved $250,000 out of our $600,000 budget. One responsibility of the Registrar is to conduct training sessions for the election day officials. Over a 1000 officials attended four one hour training sessions prior to each election. These officials must be recruited from their neighborhoods so they represent all races, ages, genders, religions, socioeconomic backgrounds, and political persuasions. Training such a diverse group is challenging. I worked with the State Coordinator of Elections (Tennessee's highest election official) to create a series of Annual Election Law Seminars to train the Election Commissioners, Registrars and permanent staff members in the state. I was the only Registrar at Large to join the Coordinator conducting these sessions. I also conducted a wide variety of voter registration training programs for both political parties and a wide variety of groups. Wilson’s seven and a half years as Registrar at Large represented the longest period that anyone had ever served as the Registrar in Hamilton County both in continuous service and in total years of service.

TEACHING IN THE PEOPLE'S REPUBLIC OF CHINA: During the 1986-1987 academic year, Wilson was the Visiting Professor at Foreign Affairs College (FAC),Beijing, PRC where I taught American Government, Comparative Government, Research Methods in Political Science and English as a Foreign Language to both undergraduate and postgraduate students. All courses were taught in English at FAC. I was given extremely high evaluations by the students, faculty, and administrators as I discussed above. I was the recipient of the Foreign Affairs College Excellent Teacher Award for 1986-87. In 1988-89, I was the Fulbright Professor of International Politics at Beijing University. I taught International Relations Theory, Public Administration, American Government, and American Culture. Again, I received a teaching award in 1989. I have also delivered professional papers at Peking University, China University of Political Science and Law, China People's University, the Graduate School of the Chinese Academy of Sciences, Beijing Foreign Studies University, and State University of New York At Buffalo (SUNY) English Training Center at the Beijing Normal College of Foreign Languages, all in Beijing, PRC. I have also lectured at Jiangnan University in Wuxi; Nanjing University-The Johns Hopkins University Center for Chinese and American Studies in Nanjing; Nankai University in Tianjin, Jilin University in Changchun, and Heilongjiang University in Harbin.

The G-TRHC lost its funding as the result of the Reagan budget cuts in January, 1982.

ADMINISTRATIVE EXPERIENCE AS SUPERVISOR OF U.T.C. INTERNSHIPS

I supervised the UTC State Legislative Internship Program for fifteen years and the Metro Internship Program for seven years. I initiated the internships in our department at a time when they were unique in both our university and the state. Our program was so successful it became a model for them. The UTC program, started in 1971, became the model for the 1974 Tennessee legislation establishing and funding a state-wide state legislative internship program, on which I served a three year term.

The Metropolitan Internship Program is itself a broad based program which has placed interns in the offices of Senators , , Albert Gore, Jr. and Jim Sasser; Congresspersons LaMar Baker, , and Lindsey Thomas; The , CNN News; Senior Neighbors; the Area Council on Youth; The Chattanooga Regional Council of Governments; The Tennessee, Chattanooga, and Hamilton County Planning Commissions; Mayor and City Commission of Chattanooga and other cities, The Hamilton County Superintendent of Schools, County Executive, Sheriff, Assessor of Property, Trustee, and other county offices in Bradley and Polk Counties and national offices in Washington, DC.

As Registrar at Large, I supervised interns who were placed in my office and understand the internship process from the point of view of the public official as well as from the point of view of the faculty supervisor. The Metropolitan Internship Program gradually evolved into a new Master's in Public Administration Program. This new program has the ability to put well trained graduate students into significant public posts, even as the undergraduate program continues to provide a solid undergraduate internship program.

PROFESSIONAL EXPERIENCES AS EXPERT WITNESS IN COURT PROCEEDINGS

I developed and moderated the Tennessee State Government Profile Series which profiled numerous top state officials including the Governor and fifteen members of his cabinet in Spring 1975 and Working for the State: Meeting State Needs Through State Employment,funded by the Tennessee Committee for the Humanities providing a forum for the discussion of the state fiscal crises by the Governor, six members of his cabinet, three former Gubernatorial candidates, Mayor of Chattanooga, and the Hamilton County Judge.

TEACHING: University of Tennessee at Chattanooga faculty are evaluated for teaching ability annually in a composite rating by their department head and through student evaluations conducted in the fall semester. Wilson received the highest possible teaching performance rating (outstanding) for 37 of the past 39 years. Student evaluations used a 4.0 grading scale in the early years, shifted to a 5.0 grading scale later, and, most recently, to a 6.0 grading scale. Virtually all of my courses for 20 years have been well above 5.0 on the 6.0 scale (or its equivalent on the other grading scales) for the composite questions on overall teaching performance. The average overall teaching performance score has been well above 5.0 on the 6.0 scale (or its equivalent on the other grading scales). Individual faculty members are provided only their scores and comparative data for other faculty is not available normally. When comparative data has been available, Wilson’s teaching evaluation composite scores have been well above average for my department. Wilson’s department has always been above the average for the College of Arts/Sciences and above the average for the University. With one exception, Wilson has been above the average in the department for all years at U.T.C and above the average for Arts/Sciences and University consistently for the same period, one of the most consistently high records in the college. Wilson received the University SGA Outstanding Professor Award in 1986.
