I.INTRODUCTION

A.Report Purpose and Rationale According to the project loan agreement and project agreement, the environmental supervision report is undertaken by Beijing Zhongzi Huayu Environmental Protection Technology Co., Ltd., an external independent environmental supervision unit, as part of the environmental management plan. This report is the 10th environmental monitoring report of Anhui multimodal sustainable transport project loaned by ADB. The supervision time is from January 1, 2019 to June 30, 2019. Specific work contents: review the construction technical scheme of the construction company, improve the relevant environmental protection contents; assist the owner to review the environmental monitoring scheme during the construction period, and review the environmental monitoring report and relevant data; carry out environmental protection regulations and technical training for the construction company and the supervision company; guide the construction company and the supervision company to prepare the environmental quarterly report; carry out the environmental monitoring on the construction site every quarter; to patrol and put forward solutions for environmental problems every quarter; to accompany the owner and relevant competent departments, ADB inspection team and environmental experts on environmental site inspection and guidance, and to be responsible for answering questions related to environmental protection; to help the owner prepare environmental monitoring semi annual report (in Chinese and English) and submit it to ADB. The purpose of the report is to ensure the effective implementation of environmental protection activities during the construction period and trial operation period, so as to prevent, reduce or mitigate environmental impacts and risks, so as to achieve the environmental protection objectives of the construction project, and supervise, manage, inspect and guide the environmental protection work and environmental protection measures proposed in the environmental impact assessment report and its approval documents during the project construction, so as to prevent environmental pollution, and to meet the environmental protection requirements of

ADB projects and the environmental protection acceptance requirements of domestic environmental protection authorities.

B.Project Components and Progress Anhui multimodal sustainable transport project loaned by ADB is the first foreign capital construction project after the reform of investment system of national and provincial trunk highway construction in Anhui Province. The project was listed by National Development and Reform Commission and Ministry of Finance as an alternative project planning for 2011-2013 of utilizing ADB loan in China, with a total of US $200 million of foreign capital used for road network reconstruction and water transport project construction in Anhui Province. The total investment of the comprehensive transportation infrastructure project in Anhui Province is about 3.6 billion yuan, which is composed of central and provincial subsidy funds, ADB loan funds and local supporting funds. The total amount of ADB loan is 200 million US dollars, among which highway sub project loan is 150 million US dollars, and water transport sub project loan is 50 million US dollars. The project takes the construction project of G206 Dongliu to Yaodu section of , the reconstruction project of Class I Highway S319 Erjun Road (Erba to Wuwei) in Wuwei County, the reconstruction project of Kedian to Mujiating section of Yimu highway in , and the reconstruction project of S367 Ma’anshan section (Northern passage) as the highway subprojects. The total mileage of these four highways is 122.334km. The water transport subprojects are Shuiyang River Waterway Improvement project of Anhui section of Wushen canal and Xuanzhou comprehensive wharf project of Shuiyang River.

The main project of reconstruction project of Kedian to Mujiating section of Yimu road in Nanling County has been completed (Some sections’ ancillary works are still being implemented) .The first phase of Xuanzhou

8 comprehensive wharf project has been completed (The ship lock of Shuiyang River and its attached office buildings are still under implementation) .

II. Institutional set up and responsibilities for EMP implementation

A.Environmental Management Agencies and Responsibilities

During the construction and environmental management of Anhui multimodal sustainable transport project loaned by ADB, it is implemented according to the environmental management system diagram formulated in the environmental management plan.

The environmental management system is shown in Figure 2-1:

Anhui Provincial Department of Transportation has designated its foreign funded project management office (FFPMO) as the executive body of the project. FFPMO is responsible for the overall project implementation and the performance of the loan contract and environmental management plan (including the environmental monitoring

9 plan). Its specific responsibilities include integrated coordination and supervision, procurement management and financial matters and institutional strengthening.

There are 5 implementing agencies in total to ensure compliance with the environmental management plan; regularly guide on-site inspection; coordinate environmental quality monitoring to make it consistent with the approved monitoring plan; serve as the access channel of local grievance compensation mechanism; submit quarterly monitoring reports of contractors to FFPMO, provincial and local environmental protection bureaus for confirmation.

B. Incorporation of Environmental Requirements into Project Contractual Arrangements

The environmental protection responsibilities of each construction unit stipulated in the project contract are as follows: to implement the national and Anhui province environmental protection laws, regulations, guidelines and policies; to divide environmental protection responsibilities in the construction area, to assign environmental protection personnel or part-time personnel, to strengthen environmental protection management; to formulate environmental protection management system, to establish environmental protection archives, and to fully implement environmental protection measures in the environmental impact assessment documents, water and soil conservation scheme and approval documents, and environmental management plan in the construction stage; accept the supervision of the environmental supervision engineer to implement the environmental protection work in the construction stage; regularly report the implementation of environmental protection measures in the construction stage to the environmental supervision engineering; coordinate and cooperate with the environmental monitoring station to monitor the environmental quality status in the construction stage of the project, and supervise the construction road; responsible for the environmental quality of the affected area; strictly abide by the construction management system to ensure that the construction behavior does not exceed the red line. III. Performance of Project Environment Management

A.The Project Environmental Management System, site-specific environmental management plan (SSEMP) and work plans

FFPMO has established an environmental protection leading group, with FFPMO director as the group leader and other department leaders as the Deputy group leaders and members. The responsibilities of the environmental protection leading group include: implementation of national and Anhui environmental laws, policies and guidelines; organization and implementation of environmental protection training for employees; Determination of environmental monitoring institutions; regular inspection

12 of environmental protection during construction, supervision of the implementation of environmental protection measures by the contractor; coordination with local environmental protection and Water Conservancy Bureau, so as to supervise and manage the project; coordinate with ADB and submit quarterly progress report and semi- annual environmental monitoring report to ADB. The environmental supervision engineer (ESE) is appointed by FFPMO through public bidding held by Beijing Zhongzi Huayu Environmental Protection Technology Co., Ltd. ESE is responsible for environmental monitoring of all subprojects.

ESE has set up an environmental supervision project department for the project, which is composed of general environmental consultant, environmental supervision engineer and supervision personnel with relevant disciplines, professional qualifications and experience. The general environmental consultant is an environmental impact assessment engineer certified by the environmental protection department, who is fully responsible for the environmental supervision of the whole project and has independent decision-making power for environmental supervision activities. Other on-site supervisors have educational background and experience in environmental protection or related fields, and have obtained professional qualification certificate for environmental supervision at the construction site. They are responsible for conducting site inspections to ensure that the contractor implements environmental protection measures in accordance with the recommended practices in the EMP and approved domestic environmental impact reports.

ESE reports directly to FFPMO and environmental experts of Anhui Environmental Protection Department. ESE has the following responsibilities: implement national and Anhui environmental laws, regulations, policies and guidelines; 13

assist in project preparation, including revision of environmental management plan; assist in environmental capacity building and training; organize and supervise the implementation of environmental protection measures and relevant requirements in EMP, domestic environmental impact report and water and soil conservation Report; organize daily management of environmental protection work. Conduct regular (once a quarter for each subproject) and temporary (when environmental problems are found on site) on-site inspection on the Contractor’s environmental protection performance, provide explanations if necessary, and supervise the implementation of various environmental protection measures; identify environmental problems during the implementation of subprojects, and formulate necessary remedial measures and action plans; report quarterly progress; provide information for quarterly and semi-annual environmental monitoring report; prepare documents and reports related to environmental supervision.

FFPMO has commissioned an environmental monitoring station (EMS), Anhui Provincial Highway Engineering Testing Center for environmental quality monitoring of subprojects to carry out environmental quality monitoring during the construction period and operation period of the project. Construction unit

The construction unit has established a site office, which is composed of Engineering Technology Department, Planning and Contract department, Quality Assurance Department, Finance Department, Material and Equipment Department, General Office, Safety and Environmental Protection Department and other departments.

The environmental protection department of the construction unit has the following responsibilities: to implement the national and Anhui environmental laws, regulations, policies and guidelines; to designate special environmental personnel and environmental responsibilities in each department of the construction site to strengthen environmental protection management; to develop management system and filing system for environmental protection; to implement various environmental protection measures and EMP, national environmental impact report and relevant requirements in the report of water and soil conservation; cooperate with the supervision of ESE to implement the environmental protection measures during construction; report the implementation of environmental protection measures to ESE regularly; coordinate and 14 cooperate with the environmental monitoring station to carry out environmental quality monitoring on the construction site, and be responsible for the environmental quality in the area affected by the construction site during this period; strictly abide by the construction management system to ensure the construction activities are limited to the red line. The project supervision unit shall supervise the construction of subprojects, and be responsible for supervising the quality, progress, investment and safety of construction projects. Project complaint record and resolution In order to fully understand the environmental impact of the project construction on the affected people and protect the legitimate environmental rights and interests of the affected people, the personnel of the project office, the project management department and the environmental supervision project department have established the project environmental complaint mechanism, complaint channels and handling methods in the form of on-site investigation and setting up complaint boxes. Meanwhile, the hotline number is posted at the main entrance of each construction site.The contractor is required to maintain and update the complaint register to record all complaints.The contractor is also required to give a written response within 7 calendar days to the solution and implementation of the complaint.If the problem is solved and the complainants are satisfied with the solution, they can consider that the complaint has been solved.The contractor is required to report the received, handled, resolved and unresolved complaints to the provincial Office of project management on a monthly basis. Step 2: if the contractor is unable to solve the environmental problems, the affected population can complain to the implementing agency and local environmental protection bureau.Once the implementing agency or local environmental protection bureau receives a complaint, the party receiving the complaint must notify the other party and file it in the complaint register in written form.The implementing agency and local environmental protection bureau shall put forward solutions and implementation methods as soon as possible and reply to each complainant.If the problem is solved and the complainants are satisfied with the solution, the implementing agency and the local environmental protection bureau shall record the complaint and settlement process in their complaint register and report to the provincial PMO once a month. VII. Key Environmental Issues and Next-step Corrective Action

Track and inspect the reported projects to verify the improvement of problems and implementation of suggestions in this report; carry out environmental supervision of Xuanzhou comprehensive wharf (office building attached to Shuiyang River shiplock); prepare and submit the environmental supervision first semi-annual report in the year of 2020.
