Subject: Functioning of the internal market

The internal market is the basis and the future of the EU. The means used to achieve its complete, ethical and competitive integration are fundamental.

On 4 April 2019, Parliament adopted three first-reading positions related to Mobility Package I: on the posting of drivers, on driving time and rest periods, and on adaptations to developments in the road transport sector. These positions contain substantial amendments to the Commission’s proposal which have never been assessed. Furthermore, the provisions concern many issues, and will entail changing and extending EU road transport rules. These changes will have an impact on workers, customers, competition, the future structure of the road haulage industry, and the functioning of the internal market.

In this regard, we would like to address the following questions to the Commission:

How will the proposed legal framework affect the functioning of the internal market? What will its impact be in terms of:

– the annual fuel cost for empty runs resulting from the requirement to return to the haulier’s Member State of establishment;

– lost revenue and additional administrative expenses for companies in the European road transport sector;

– investments by companies in the sector;

– the level of employment in international transport companies;

– the total greenhouse emissions generated by transport sector;

– transport prices and the prices of goods for European customers?

How will the Member States implement measures equivalent to Directive 96/71/EC with regard to third countries?
