1.0 INTRODUCTION

The following summary describes key code requirements which the design must address to meet the City of Mountlake Terrace Municipal Code and NFPA 130 requirements. The basic building code requirements include: 1. Code references which will be used for the project. 2. Building use and occupancy classifications. 3. Building height, area limitations, and construction type. 4. Basic fire protection features. 5. Basic egress systems and calculations. Also included are summaries of key NFPA 130, Fire, Mechanical, Electrical and Plumbing Codes, Energy Code and Land Use requirements. This Code summary does not include requirements found within ’s Design Criteria Manual. Refer to the Design Criteria Conformance Checklist for this summary. Summary Assumptions

• The report is based on the current In-Progress 90% Design and informed by previous code reviews. • The analysis is the compilation of input from Sound Transit, the City of Mountlake Terrace Community and Economic Development, and the Snohomish County Fire District #1 Fire Department. • The station will be constructed as a Type II-B non-combustible structure. • The station is classified as an “OPEN” station per NFPA 130 Section 3.3.44.2. • The station is fully sprinklered. Code References and Standards The Mountlake Terrace Station is within the City of Mountlake Terrace. Its development is governed by the City of Mountlake Terrace Municipal Code. The Municipal Code, enacted by Council Ordinance, adopts and amends certain model building codes as adopted by the State of Washington. 2.0 INTERNATIONAL BUILDING CODE AND NFPA 130 SUMMARY

This station was examined to determine conformance to key requirements of NFPA 130 and the International Building Code as amended and adopted by the City of Mountlake Terrace and the State of Washington. The March 2016 and April 2014 Sound Transit Ridership Forecasts is used for developing the NFPA 130 timed egress analysis. Use and Occupancy The primary purpose of a station shall be for the use of the passengers who normally stay in a station structure for a period of time no longer than that necessary to wait for and enter a departing train or to exit the station after arriving on an incoming train. Longer term occupation includes those mechanical and electrical “back of house” spaces supporting the transit station use. The determination of station occupant loads under the International Building Code is based on Letter of Concurrence #03M dated March 10, 2017. Occupancy and exiting under NFPA 130’s timed egress analysis is based upon Design Year 2035 Patronage Projections. Per Section 302.1, the Station Platform will be classified as an Assembly Occupancy. Section 303.1 classifies the station platform as A-3: Waiting Areas in Transportation Terminals. Basis of Design: A-3 Waiting Areas in Transportation Terminal IBC 303.4 B Accessory areas in A-3 Transportation Terminals IBC 508.3.1 Non-separated occupancies: For non-separated occupancies, the most restrictive provisions of Chapter 9 Fire Protection Systems which apply to the non-separated occupancies shall apply to the total non-separated occupancy area. IBC 508.3.3 Incidental uses listed is Table 509 shall be separated and/or protected from the remainder of the building according to Section 509.4 and Table 509. As indicated in Table 509:

• Battery rooms with 50 of more gallons of electrolyte: 2‐hour separation fire barrier in A occupancies. • NFPA requires emergency power system spaces to be protected with 2‐hour separation fire barrier NFPA 110 7.2.1.1.

Guards shall have a minimum height of 42.” IBC 1015.1/1015.2 Required/Provided: Up to 36 inches high, guards shall not have an opening which would allow for a sphere with a 4 inch diameter to pass through; above this height the openings shall not allow the passage of a sphere with a 4 3/8 inch diameter. The allowable size of the triangular openings at the bottom rail, tread and riser, on the sides of stairs, shall not allow the passage of a sphere with a diameter of 6 inches. 4.0 NFPA 130 SUMMARY

Occupant Protection: Systems shall be designed, constructed and maintained to protect occupants who are not intimate with the initial fire development for the time needed to evacuate or relocate them or to defend such occupants in place during a fire or fire-related emergency. NFPA 4.3.1 Assumption of a Single Fire Event: The protection methods described in this standard (NFPA 130) shall assume a single fire event from a single fire source. NFPA 5.4.8.5 Required / Provided: Emergency lighting and communications circuits shall be protected from physical damage by system vehicles or other normal system operations and from fire as described in Section 12.4.4 NFPA 5.4.8.6 Station Means of Egress Required: The design of the means of egress shall be based on an emergency condition requiring evacuation of the train and station occupants to a point of safety. NFPA 5.3.1.2 Required: Occupant load for a station shall be based on the train load of trains simultaneously entering the station on all tracks in normal traffic direction plus the simultaneous entraining load awaiting trains. The train load shall consider only one train at any one track. The basis for calculating train and entraining loads shall be the peak period ridership totals as projected for the design of a new system or as updated for an operating system. NFPA 5.3.2.1 Required: Calculation of occupant load for each platform in a station shall be the maximum peak period occupant load calculated according to the following: • The peak period occupant load for each platform shall be based on the simultaneous evacuation of the entraining load and the train load for that platform in the peak period.

• The entraining load for each platform shall be the sum of the entraining loads for each track serving that platform. • The entraining load for each track shall be based on the entraining load per train headway factored to account for service disruptions and system reaction time. • The maximum train load at each track shall be the maximum passenger capacity for the largest train operating on that track during the peak period. NFPA 5.3.2.5 Required: There shall be sufficient egress capacity to evacuate the platform occupant load in 4 minutes or less. The station shall be designed to permit evacuation from the most remote point on the platform to a point of safety in 6 minutes or less. NFPA 5.3.3.1, 5.3.3.2 Point of Safety is defined as: 3.3.35 Point of Safety. A point of safety is one of the following: • An enclosed exit that leads to a public way or safe location outside the station, trainway, or vehicle; • An at grade point beyond the vehicle, enclosing station, or trainway; • Any other approved location. Required: For open stations where the concourse is below or protected from the platform by distance or materials as determined by an appropriate engineering analysis, that concourse shall be permitted to be defined as a point of safety. NFPA 5.3.3.3 Required / Provided: The maximum travel distance on the platform to a point at which a means of egress route leaves the platform shall not exceed 325 feet. Maximum travel distance is approximately 88 feet. NFPA 5.3.3.4 Required / Provided: A common path of travel from the ends of the platform shall not exceed 93 feet (one car length). Requirements include the evacuation of the station platform in 4 minutes and all patrons past a point of safety in 6 minutes from the onset of evacuation. Timed egress includes walking speeds, travel distances and wait times through various elements of the egress pathway. Sound Transit is required to comply with NFPA 130 requirements in addition to local codes. The numbers of occupants to be evacuated include: 1. Design Year 2035 patronage projections 2. Patrons waiting on the platform for a train, including a missed headway during the peak 15 minute period. 3. Patrons de-boarding an arriving train during the peak 15 minute period. Required/Provided: Evacuate the platform in 4 minutes or less. Platform evacuation time is no more than 2.41 minutes (worse case). All electrical systems will be designed to meet the requirements of the NEC as amended by the 2014 Washington Cities Electrical Code and adopted by the City of Mountlake Terrace. NFPA 130 Chapter 12 Project shall comply with the requirements of NFPA 130 for wiring methods as outlined in Chapter 12 including but not limited to the following:

• All exposed electrical raceways and enclosures shall be of noncombustible materials. • Combustible raceways shall be concrete encased. • All wiring except radio antennas, shall be enclosed in its entirety in armor sheaths, conduits or enclosed raceways, boxes, and cabinets except in ancillary areas or other nonpublic areas. • Wiring serving emergency lighting and communication circuits shall be protected from fire via 1 hour minimum protection afforded by either suitable embedment or encasement; diversity in system routing; routing external to the interior underground portion of the system facility; or be a listed fire-resistive cable system with a minimum 1-hour rating in accordance with NFPA 130 paragraph 12.4.4 and 12.5. Protection by an automatic fire sprinkler system is allowed in addition to the methods listed above. • All wires and cables used shall be listed as being resistant to the spread of fire and shall have reduced smoke emissions by complying with NFPA 130 paragraph 12.2.
