Over the years, the approval power has been abused and leveraged by horsemen for things that were never intended or envisioned by the IHA. Too many races were added, drugs and medication were added and protected, etc. In 1989, the percentage of handle going into purses was 8%. Each year, as off-track wagering has grown, the racehorse owners= share has fallen further and further. In my opinion, today the percentage of all- source (on-track and off-track) handle into purses is about 4% while the takeout has climbed to 20%. Most of the money going to purses now is from artificial sources. The amount paid to host tracks has increased as ADW=s are leveraged, but the small amount receiving tracks and OTB=s pay still cripples the host tracks. All laws need revision from time to time. Technology changes, opportunities change. The IHA needs minor revision for the sport to get well. Prior to off-track wagering, the racehorse owners= image rights to their horses had little value. Today with technology reaching homes and mobile individuals, those rights have great value. New ideas for racing, both domestically and internationally, will be born from racehorse owners= property rights. The IHA must establish the legality of racehorse owners= property rights. It protects the tracks= property rights, but leaves the racehorse owners with the vague issue of sharing those rights with trainers. I don=t believe the owners and breeders, whose influence was used to pass the IHA, intended for the law to cause Hollywood Park and our other major racetracks to fail, but unintended consequences occurred and were not corrected. For the sake of the sport, for the sake of the breeding industry, for their own sakeY racehorse owners must gain control of the IHA. There are a lot more racehorse owners and breeders than track owners and trainers, but you will not be seen until you stand up.
