Urgent News

 The entire Cabinet which was going to get themselves vaccinated today has been cancelled as the Cabinet says that the vaccines of AstraZeneca is not safe for anyone especially after the reports of blood clot all across the world.

 The Thai government said that many countries around the world have halted the use of AstraZeneca due to possible blood clot.

 Denmark, Norway and Iceland have all suspended the inoculation by AstraZeneca for the time being but not come outright to say that these cases of blood clot was due to the vaccine.

Political News

 The Constitutional Court yesterday ruled that parliament has jurisdiction to amend the Constitution there is a big BUT

 That is that it has to go through a referendum before and after the new charter is drafted.

 1st one is to ask the public if they want the charter to be amended or not.  2nd one is after it is drafted it needs to be approved in a referendum.

 The big issue now being debated is can the 3rd reading of the ongoing process of charter amendment that is slated to be voted by both the houses (upper and lower) on March 17 can go ahead or not.

 None of the politicians have been able to answer that question and each side is saying they can do it.

 Those who want to amend the charter are saying that referendum can go ahead after the 3rd reading and after the Constitution Drafting Committee is appointed

 Those who oppose the charter amendment are saying that all things have to be scrapped and reset with a referendum being the 1st thing before any talks of amendments can go through.

 Parliament Speaker Chuan Leekpai, meanwhile, said the ruling could be interpreted in different ways and that he will have to study the ruling in details when it is available. As for the Parliamentary vote on March 17 he said it will go ahead as scheduled.

 The Secretariat of the House of Representatives’ legal team is said to call an urgent meeting to discuss the Constitutional Court’s ruling and whether parliament’s deliberation of charter amendment drafts in the 3rd reading should go ahead.

 However, after more than 2 hours of the meeting, the legal team could not reach any solution and will report to Parliament speaker today.

 The ambiguous ruling by the Constitutional Court could be the catalyst for more unrest on the streets as it was one of the 1st key issues raised by the various student movements that have been going on the streets.

 Any delay or derailing of the charter rewriting process could be the driver to galvanize the movement back to their original demands when the entire process started in January 2020.

 As for the usual political news

 The upcoming cabinet reshuffle, the pending cabinet shake-up has some more clarity.

 Two candidates from the Phalang Pracharat Party (PPRP), Chaiwut Thanakhamanusorn and Trinuch Thienthong (PPRP MP for Sa Kaeo) are poised to take up the Ministry of Digital Economy and Society (DES) and Education Ministry.

 This latest development came as a surprise to many PPRP MPs who found it hard to believe that Trinuch will be given such an important portfolio like the Education Ministry while they believe that Chaiwut is now tipped as the DES Minister in the upcoming cabinet shake-up.

 It is said that the reason that Trinuch is given the Education portfolio is due to her good ties with the 3 generals since they served in army barracks in Prachin Buri. Trinuch’s family, especially her mother Khwanruen Thienthong, chairwoman of the Sa Kaeo provincial administration organisation (PAO), has close ties with Gen Prayut’s close associate.

 There are reports that Boonlue Prasertsopa, a Bhumjai Thai MP for Ratchaburi, offered himself as a candidate for the Deputy Transport Minister’s post against Weerasak Wangsuphakijkosol who currently holds the Deputy Commerce Minister’s post.

 Bhumjai Thai tried to swap the deputy commerce minister’s post with the Deputy Transport Minister’s post under the Democrat Party’s quota after the seat was left vacant by Thaworn Senniem.

 Seven senior police officers were implicated in illegal gambling dens in Rayong and Chon Buri province, according to Pol Gen Wissanu Prasartthong-osod, citing the result of an investigation by the Inspector-General Office.

 Following the report, the Inspector-General Office has taken action against the 7 senior police officers in question for breaching of serious ethical conduct.

 The Royal Thai Police (RTP) found 253 more police officers involved in casinos had been operating illegally in the 2 eastern provinces for a long time. The discovery is a result of its investigation into a gambling network operating illegally in the East.

 Of 253 policemen accused of being involved in activities at illegal casinos, 53 officers from the level of police general to police inspector, and 200 from the level of deputy inspector down to squad leader.

 Police is seeking an arrest warrant for the girlfriend of Bottom Blues singer Chaiamorn “Ammy” Kaewwiboonpan, in connection with an arson incident on a large portrait of His Majesty the King outside Klongprem Central Prison in the Chatuchak area of Bangkok, Metropolitan Police Bureau (MPB) chief Phukphong Phongpetra revealed.

 Investigators at Prachachuen Police Station are compiling evidence to support a request for an arrest warrant from the Criminal Court as it is understood that Chaiamorn’s girlfriend is 1 of the other 2 people, a woman and man, who appeared to be with the singer when he committed the act at early morning of last Sunday.

 Police said it needs to seek a warrant for her arrest because the woman has attempted to flee the country. She managed to check in her luggage at the airport before later being detained by Immigration Bureau police.

 Former television news anchor Sorayuth Suthassanachinda is to be set free this weekend.

 The former TV host expected to be released on parole on March 14 after 8 years in prison for embezzling 138 million baht in advertising fees from the Mass Communications Organisation of Thailand, according to a source with the Corrections Department.

 Sorayuth would be among up to 3,000 names of inmates submitted for consideration of the release. He would be fitted with an electronic tag and have to report to parole officials periodically.

Economic News

 As part of the plans to open up the country, the Centre for Covid-19 Situation Administration (CCSA) on March 19 is set to decide on allowing those with 2 shots of the vaccine to be able to undertake a 7-days quarantine in the hotel and after the can go around visiting various areas.

 Those who do not have the vaccine would be confined to 10-days quarantine

 This process is set to start on April 1, 2021 if the CCSA agrees and is thereafter approved by the Cabinet.

 The proposal is being put forward by Deputy Prime Minister Anutin Charnvirakul.

 The Thai-Chinese Chamber of Commerce called on the government to speed up a plan for the adaptation of a Covid-19 vaccine passport scheme to increase tourist arrivals by March 2021.

 President Narongsak Puttapornmongkol said he had sent a letter to the Centre for Covid-19 Situation Administration (CCSA) to accelerate the process of a vaccine passport scheme after the rollout of Covid vaccines in the country. He said once the scheme is put in place, Thailand will achieve the goal of having more than 8 million international visitors in the country this year, of which more than 2 million are expected to be Chinese visitors.

 The business confidence index conducted by the Thai-Chinese Chamber of Commerce showed that 60 per cent of respondents remain confident in the Thai economy, trade and investment in the 2nd quarter. They expect the Thai economy to grow by 1.5-2.5 per cent but voiced concerns over economic conditions in 5 aspects including the outbreak that is expected to continue until 2022, Thailand’s political instability, a global economic recession, government debt and household debt as well as the effectiveness of vaccines.

 Thailand’s consumer confidence index rose for the 1st time in 3 months to 49.4 points in February after falling for 2 straight months to a 9-month low at 47.8 points in January, said forecasters at the University of Thai Chamber of Commerce (UTCC).

 “Consumers are more relieved about the Covid-19 outbreak in the country with vaccination plans,” said Thanavath Phonvichai, the president of the UTCC’s Center for Economic and Business Forecasting Unit.

 Thailand’s purchasing power was also bolstered by government’s stimulus measures, especially the cash handout “Rao Chana” (We Win) scheme, and by higher prices of agricultural crops, he added.

 In November the index jumped from 50.9 to 52.4 points, before dropping back to 50.1 in December, and then shedding another 2.3 points in January. A score of more than 50 indicates overall optimism, while lower scores show a majority of pessimistic views in the survey.

 The centre predicted that the economy is likely to recover swiftly if there are at least 4-6 million international visitors in the 4th quarter this year. This is the hope for employment in the hospitality business and others related to tourism.

 Meanwhile has upgraded its projection of the Thai economic growth to 2.6 per cent in 2021 from the previous 2.2 per cent, backed by better-than- expected recovery in the exports market, said Yunyong Thaicharoen, senior executive at the Economic Intelligence Centre.

 Yunyong expected the export figure to expand in line with the recovering global economy from the vaccine distribution and incentive measures. SCB adjusted its estimate for Thai exports to grow 6.4 per cent, up from an earlier 4-per-cent estimation.

 The centre forecast only 3.7 million foreign tourists in 2021, pointing out that international travel would only recover after most countries enter the stage of herd community.

 A total of 1,388 people have been thrown out of work by lingerie manufacturer Brilliant Alliance Thai Global Ltd's abrupt closure of its factory in Bang Sao Thong district. The closure anouncement was posted only on Wednesday, effective from Thursday. Its workforce, mostly employed in the production department, were in a state of shock.

 The company announcement said it had been directly affected by the economic slump, in both Thailand and rest of the world, from 2019. It was made worse by the Covid-19 pandemic. Exports of its lingerie products had dropped dramatically

leading to accumulated debts that forced it to close down the business from March 11.

 Rating and Investment Information, Inc (R&I) maintained Thailand’s sovereign credit rating at A- with a stable outlook, signifying confidence in the government’s policies and the positive direction of the country’s economy.

 The rating remains stable because the government has taken proactive measures in the development of high value-added industries and the Eastern Economic Corridor (EEC) while infrastructure investment projects have been continuously implemented to stimulate the economy and attract foreign investment, giving the country better potential for long-term growth and escape from the middle-income trap, says Patricia Mongkhonvanit, director-general of the Public Debt Management Office (PDMO).

 The government pinned its hopes on legalised cannabis as a product champion to shore up the country’s economy and another main source of income.

 The worldwide market for legal cannabis was estimated to be worth US$17.5 billion or about 500 billion baht a year with a 17 per cent annual growth, says Deputy Prime Minister and Public Health Minister Anutin Charnvirakul said, adding that the government has plans to develop cannabis into an economic crop to cater to a surge in demand in the fast-expanding and hugely lucrative global market. The cannabis-mixed medicinal and food products account for about 70 per cent of the market.

 Today, 29 local companies manufacturing herbal and traditional medicines and food supplements have formulated cannabis-based products requiring some 30 tonnes of cannabis supplies.

 The Royal Gazette website yesterday announced the new fee rate for making a passport by the Ministry of Foreign Affairs.

 The announcement, signed by Foreign Affairs Minister Don Pramudwinai on February 23, stipulates the new fee rate will be effective from March 11.

 Here are the details:  1) 500 baht for a 3-year passport  2) 1,000 baht for a 5-year passport  3) 1,500 baht for a 10-year passport  4) 3,500 baht for a request for an urgent passport.

 Some 30.8 million people who are eligible recipients of the government’s financial aid scheme Rao Chana (We Win) which provides 7,000 baht in subsidies exercised their rights as of March 11, 2021, generating more than 97.672 billion baht for the economy, says Kulaya Tantitemit, acting director-general of the Fiscal Policy Office (FPO).

 SET-listed Origin Property (ORI) plans to diversify into wellness, logistics and asset management trends.

 "We have to grow beyond property and move forward to offer living solutions for customers of all generations in order to increase our competency," said Peerapong Jaroon-ek, Origin's chief executive.

 The outlook this year is promising as the country plans to reopen for international tourists. However, household debt caused by the outbreak remains a challenge, he said. The company plans to set up Prominent Asset Management to convert and manage house and condo debts.

 Origin already submitted a licensing application to the Bank of Thailand and expects to begin the bidding process for non-performing loans (NPLs) in the third quarter.

 The government reported 58 new Covid-19 cases, 53 local infections and 5 imported cases, raising the total to 26,598.

 The Department of Disease Control said 36 new cases were detected in communities and 17 at hospitals.

 Samut Sakhon province logged 38 cases. Twenty-six were found in communities (23 Myanmar nationals and three Thais) and 12 at hospitals (eight Myanmar and four Thai).

 Bangkok recorded 10 new cases in communities (7 Myanmar and 1 each Thai, Nigerian and Cambodian) and 2 Thai cases at hospitals.

 Three other Thai cases were reported by hospitals in Nonthaburi, Prachuap Khiri Khan and Ratchaburi.

 The 5 imported cases included four quarantined arrivals, from Indonesia, Japan, the United Arab Emirates and the United States. The other is a Myanmar man, 25, who illegally crossed the border to Prachuap Khiri Khan.

 A Thai woman extradited to the United States and accused of participating in a US$5 million (152.7 million baht) scheme by Glenn Defense Marine Asia (GDMA) to defraud the US navy made her first appearance in court on Monday, according to the US Department of Justice (DoJ).

 Pornpun Settaphakorn, former executive with the Singapore defence contractor, is in hot water for allegedly submitting false financial claims with her colleagues, including a GDMA chief executive officer, for years. She appeared in a federal court in San Diego on Monday, according to the DoJ. Last week she was extradited from Thailand, it said.

 "[The suspect] was charged with participating in a conspiracy to submit fraudulent price quotes, claims and invoices to the US Navy in an effort to steal millions of dollars as part of a years-long fraud scheme," the statement said.

 At the hearing, US Magistrate Judge Karen S Crawford reportedly sent Ms Pornpun to jail pending a trial. The next hearing is expected to be held on April 9, before US District Court Judge Janis L Sammartino.

 The Royal Gazette website published a transport ministerial regulation raising the speed limit on four lane highways or more from a maximum 90 km/hour to 120 km/hour.

 Transport Minister Saksayam Chidchob said last month that “the new speed limit aimed to facilitate traffic flow in accordance with current traffic conditions while

ensuring road users’ convenience and safety”. The increased speed limit is applicable for roads/highways that have four or more lanes (two lanes for each direction, divided by median barriers) in a straight section with no intersections or U-turns at road level.

 The speed limit for each type of vehicle is:  1) Vehicles with less than 7 seats: maximum 120 km/hr  2) Vehicles in the rightmost lane: minimum 100 km/hr  3) Passenger vehicles of over 7 seats but less than 15 seats: maximum 100 km/hr  4) Vehicles with more than 15 seats or weighing over 2,200 kilograms: maximum 90 km/hr  5) Tricycles and tow trucks: maximum 65 km/hr  6) Motorcycles: maximum 80 km/hr  7) Motorcycles with engines of 400cc or more: maximum 100 km/hr  8) School buses: maximum 80 km/hr.

 In case highways/roads have traffic signs indicating minimum and maximum speeds, vehicle users must maintain speeds within this range, except for when it cannot be done due to traffic conditions or other appropriate reasons.
