Bi-monthly Report on the Management of Recreation and Sports Facilities and Progress of Works in the District by the Leisure and Cultural Services Department

Purpose

This paper reports to Members on the management of recreation and sports facilities by the Leisure and Cultural Services Department (LCSD) in the Wan Chai District.

Impact of the Epidemic on Recreation and Sports Facilities managed by LCSD

2. In light of the latest situation of COVID-19, LCSD has gradually reopened some of the recreation and sports facilities for public use, subject to compliance with the targeted measures to reduce social interaction and prevent infections. Some outdoor and indoor leisure venues have reopened in phases on 6, 11 and 21 May 2020. Special measures implemented at the reopened leisure facilities include stepping up cleansing work, arranging body temperature screening for people entering indoor venues, limiting the use of facilities and numbers of users, and opening alternate courts/tables of facilities. Soccer pitches, basketball courts, playgrounds for children will remain closed until further notice. Besides, the arrangement of opening alternate courts/tables of badminton courts and table tennis rooms will be relaxed starting from 15 June 2020 (the arrangement will continue to be implemented if the distance between individual facilities is less than 1.5 meters).

3. The above-mentioned measures are introduced to tackle the epidemic and reduce the risk of the spread of the virus in the community. LCSD will continue to closely monitor the situation and review the above-mentioned arrangements in due course. The updated arrangements on venue facilities and the services that have been affected will be disseminated to the public through webpage and press release.

Management of Facilities

4. To enable the District Council to have a better understanding of the services provided by LCSD, papers are submitted on a regular basis to report to Members on the utilisation and management of the recreation and sports facilities

1 in the district as well as the service levels and performance of LCSD’s outsourced services contractors.

5. The utilisation of the recreation and sports facilities in the district in March and April 2020 is set out in Annex I. During the same period, the performance of the outsourced services contractors of LCSD in the district providing cleaning services, horticultural maintenance services and security guard services was good.

Greening Works

6. In March and April 2020, LCSD planted 4 trees at the following locations and 1 500 shrubs at the following LCSD venues in the district to beautify the environment:

(i) Trees Other venues: Lockhart Road, Oi Kwan Road and Hennessy Road

(ii) Shrubs Parks and Victoria Park Gardens: Other venues: Tennis Centre and flower pots under Canal Road flyover

7. During the same period, LCSD removed a total of 23 trees located at Victoria Park, Lockhart Road, Oi Kwan Road, Hennessy Road, Gloucester Road/Sugar Street Amenity Plot, Hong Kong Central Library, Whitfield Road Amenity Plot, Lockhart Road Playground and Wong Nai Chung Gap Amenity Plot. They had withered due to natural process, and were infected by pests and diseases or affected by inclement weather and found to have health or structural problems. Despite the careful maintenance by LCSD, the trees continued to deteriorate in health and showed no sign of recovery. LCSD only resorted to removing them in the absence of feasible alternatives. Replanting of trees will be considered depending on the actual circumstances of the sites.

Improvement Works

8. The facilities of tennis courts No. 1 & 2 and the tennis practice courts of Sports Ground have significant wear and tear after years of use. In this connection, having discussed with the works department, LCSD has planned to close the tennis courts and tennis practice courts from November 2020 to April 2021 for refurbishment.

Details of the works mainly include:

i. Refurbishment of flooring of tennis courts No. 1 & 2 and the tennis practice courts; ii. Refurbishment of perimeter fencing of tennis courts No. 1 & 2 and the tennis practice courts; iii. Replacement of the existing floodlights with light-emitting diode (LED) lights in the tennis courts; iv. Replacement of some garden benches and arbours in the venue.

9. During the works period, tennis courts No. 1 & 2 and the tennis practice courts will be closed, while tennis courts No. 3 to 6 in the venue will remain open. However, apart from the closure of tennis courts No. 1 & 2 and the tennis practice courts during the refurbishment of perimeter fencing, tennis courts No. 3 & 4 will also be temporarily closed to facilitate the works.

10. During the above works period, members of the public may use the nearby tennis courts at Victoria Park, Hong Kong Tennis Centre and Bowen Road Tennis Court.

11. Details of the progress of the district works projects and improvement works funded by the District Works and Facilities Management Committee (DWFMC) of the Wan Chai District Council (WCDC) are set out in Annex II.

Progress Report on District Minor Works Projects Funded by the District Works and Facilities Management Committee of the Wan Chai District Council (as at 31.5.2020)

Besides, the Leisure and Cultural Services Department (LCSD) received suggestions from members of the District Council in mid-April 2020. A meeting was held with members of the District Council, the Planning Section of LCSD, the Home Affairs Department, including the Works Section and its consultant on 6 May 2020 to discuss the suggestions in response to the views of residents. The consultant indicated that the design proposal was approved at the meeting in March 2018 and the works already commenced in December 2019. Substantial amendments to the design at the present stage would seriously affect the works progress and costs. Taking into

account the technical feasibility and availability of resources, the consultant might consider slightly adjust the locations of some park facilities and the types of horticultural to address the comments from members of the District Council.
