I am reaching out to residents to contact Mitzie Hunter M.P.P. to ask for immediate action be taken for a Scarborough East Job Skills Training Centre/Community Hub. With the school closure of Robert L. Borden BT at 200 Poplar Road an excellent opportunity to open a Job Skills Training Centre/Community Hub is long overdue. The province government needs to act now to ensure the site is not sold to a developer. We need youth employment not 200 – 300 townhouses.

The unemployment rate in Scarborough East stands at 12.7%, in sharp contrast to the City of Toronto's current unemployment rate of 7.5%. The Province needs to act now to help Scarborough residents, especially our youth meet their potential by ensuring they have training to find sustainable full-time jobs.

The 2011 Census Canada statistics reports that 50% of residents in eastern Scarborough only have a post-secondary education. This further indicates access to better job opportunities are badly needed.  Earlier this month the construction company who originally paved East placed barrels cones on the boulevard in advance of their 2 year warranty inspection work, part of the guaranteed maintenance & deficiency rectification work. (This must be done in order to ensure roadwork meets city standards, while still under warranty).

 The cones were removed as they were placed prematurely in the live lanes of traffic.

 The cones will be reinstated when the inspection takes place this summer.

 Bell Canada currently has a permit to do some work in the boulevard along Lawrence Avenue. However, they should be no impact to the road.

Susan Street just south of Lawrence Toronto Water has confirmed that there will be work on Susan Street just south of Lawrence. Toronto Water will send out a notice to residents with all the details.

Toronto Hydro Capital Electricity Project in Curran Hall Last year Toronto Hydro’s regulator, the Ontario Energy Board (OEB), approved a five-year investment plan at a crucial time in Toronto Hydro’s history. This is intended to balance needed investments into the system with bill impacts. Investments are required now in order to address aging infrastructure, help ensure a safe and reliable source of electricity and acceptable customer service levels – during the next five years and beyond.

The infrastructure upgrades approved by the OEB for 2015-2019 total $4 billion and would require an annual bill increase of about 1.5% per year on the average residential customer's monthly bill. This is for all the investments in the city of Toronto.

The programs proposed in the application create what Toronto Hydro believes is a solid plan to address the aging grid, improve safety, enhance customer service and help the utility run more efficiently.

The capital project in your area is the ‘E16190 Scarborough Golf Club Road Overhead and Underground Rehab and Voltage Conversion’. The estimated cost is $3 million including the work to resolve the clearance issues stated below. The project is designed to:

· Rebuild aging infrastructure (note: during the rebuild Toronto Hydro found existing clearance issues with Hydro One Networks Inc.’s (HONI) towers and were forced to underground a section of the project)

· The size of the conductors were downsized to the new standard

· No new circuits were brought into the area · No poles will be reused for safety reasons and are actually considerably older than they may appear. Toronto Hydro recycles and reuses poles where possible but they have strict safety standards

Regarding undergrounding, while it is tempting to want to place all infrastructure underground, this is very costly and would indeed have a significant bill impact. Toronto Hydro estimates it would take about $15 billion to put all wires underground, which is a cost considered inappropriate for the customer base when you compare the relative benefits of undergrounding (protection from trees and ice storms) do not justify the costs and the fact that underground lines are still susceptible to flooding and outage duration increases significantly.

Toronto and Region Conservation Authority (TRCA) is continuing to undertake a study under the Environmental Assessment Act along the shoreline between Bluffer’s Park and East Point Park in Toronto, Ontario. The vision of the Scarborough Waterfront Project (SWP) is to create a system of greenspaces along the Lake Ontario shoreline which respect and protect the significant natural and cultural features of the Bluffs, enhance the terrestrial and aquatic habitat, and provide a safe and enjoyable waterfront experience.

On December 15, 2015 the Minister of the Environment and Climate Change approved the Terms of Reference for the Scarborough Waterfront Project. This study is being carried out according to the requirements of the Environmental Assessment Act. top of your community news Back to Index

Brooks Road Park It is now time to start work on the Brooks Road Park playground rebuild! The process will include a community meeting, and input from the Friends of Brooks Road Park on a final design of the new play structure. City staff will be hosting a public meeting to discuss the design options and community needs. If you would like to volunteer on the Friends of Brooks Road Park Group please contact my office at [email protected].

Military Trail Road Closure The section of Military Trail remains closed from Ellesmere Road north to East Highland Creek as per the notice distributed to residents. I have become increasingly concerned regarding this project. I have requested through an administrative inquiry at Toronto City Council which asks why Transportation and Toronto Water have not yet repaired and reopened this road. This matter will be heard at the July 4 City Council meeting. Please view administrative inquiry here.

Seven Oaks Park Splash Pad The splash pad timer was reported as malfunctioning on June 13th 2017. Upon investigation Parks staff discovered that the controller was not functioning as programed. A new controller has been ordered and is to be delivered within the next two weeks. The part is covered under warranty.

To address this matter the splash pad has been placed into a default setting which will run half the features for 5 minutes then switch to the other half for 5 minutes. This will occur 24 hours per day.

Scouts Canada Testimonials ---- I have two children in Scouts Canada with the 1st Centenary, my daughter age 11 and son age 7. They both love it! We as a family have enjoyed the many outings and community events that Scouts have planned or helped in some way. We look forward to many more years with Scouts Canada. ------My four kids are in the Scouts program with 1st Centenary and we have found it very rewarding. What is notable is the dedication to and knowledge of the program. My older two are in Scouts and recently came home full of pride after making catapults. I thought it was amazing.

I encourage all parents if they have an opportunity to check out their local area Scout troupe for their kids, it's a great opportunity for learning and forming friendships. ------Our family has been involved in Scouting with 1st Centenary for the past 7 years. We know that all the experiences they have gone through with Scouting have enabled our children to discover feelings confidence, skills to become leaders of tomorrow and an appreciation and connection for the outdoors.

Council Highlights Toronto City Council meeting of May 24, 25 and 26,2017

Council Highlights is an informal summary of some of the decisions Toronto City Council made at its recent business meeting. The City Clerk's formal documentation is available at http://www.toronto.ca/council.

Next steps for transit projects Council voted to proceed with planning work needed to advance design of a relief subway line in the east downtown area, with the section between Queen Street East and Gerrard Street East to be aligned under Carlaw Avenue. Council also supported preparing a business case for extending the relief line farther north. In addition, planning work was authorized for extending the Yonge Street subway line north from Finch Station to Richmond Hill. Several related motions were adopted concerning Toronto's transit network, including on financial matters.

Guidelines for City's 2018 budget process Council approved a schedule and guidelines for preparation of the City's 2018 operating and capital budgets. The guidelines specify that all City programs and agencies must keep their operating budgets at the 2017 level of spending through cost containment, service efficiency, modernization, service level strategies and revenue strategies. The schedule calls for completion/adoption of the 2018 budget in February.

Funding of stormwater management Council voted to receive as information a staff report about options the City could pursue to establish a new way of funding stormwater management. As a result of Council's decision, the existing method will remain in effect, with stormwater management funded from the water rate – the City's charge for municipal water consumption. Stormwater is runoff that occurs when rain or melting snow flows off hard surfaces instead of soaking into the ground.

City-wide real estate transformation Council approved a new delivery model that centralizes all City real estate activities, including real estate strategy and portfolio planning, major building projects, developments, real estate transactions and facilities management. A new City agency called the Toronto Realty Agency will manage the City's real estate portfolio, develop City buildings and lands for municipal purposes and deliver client-focused real estate solutions to City divisions, agencies and corporations.

Overdose action plan Funding was approved for three temporary staff needed to implement Toronto Public Health actions in Toronto's Overdose Action Plan this year. Council asked the City's Medical Officer of Health to continue discussions with the Ontario government about funding to continue the work in 2018 and beyond.

Rental affordability in Toronto Council adopted recommendations that address the issue of affordable rental accommodation in Toronto by calling for steps to increase private- sector investment in rental housing, protect existing single-room occupancy units and increase the stock of accessible units in the City's affordable housing programs. Council also asked staff to assess and report on the local implications of Ontario's recently announced Fair Housing Plan.

City funding of cultural organizations After extensive discussion and debate about the City's funding of Pride Toronto, Council approved 2017 funding to support 10 major not-for-profit cultural organizations, including Pride Toronto and nine others. Most of the $7.9 million in total funding for the 10 organizations will go to the Canadian Opera Company, the National Ballet of Canada, the Toronto Symphony Orchestra and the Toronto International Film Festival.

Review of accessible parking permits Council agreed to ask the Ontario government to review all aspects of the issuance, renewal and use of accessible parking permits with the intention of improving the provincial program. At the same time, a City working group will address the subject in the Toronto context. A Toronto Police Services Board report indicates use of a permit by someone other than the permit holder is the main way accessible parking permits are misused.

City employee health benefits Council adopted a series of recommendations that resulted from an audit of the City's employee benefits plan. The aim is to improve controls and design of the plan, prevent and detect misuse, and reduce costs while providing a reasonable level of benefits coverage. The City provides health benefits coverage to its employees and retirees, as well as to their spouses and eligible dependants, in accordance with collective agreements and City policies.

New policy on multilingual information Council adopted a new policy called the Multilingual Information Provisions Policy that will replace the City's current policy on August 2. The new policy establishes clear principles and criteria for the translation and interpretation of information about City services, programs and engagement activities in languages other than English. In addition, responsibilities for compliance with the policy are clarified.

Temporary suspension of contractor Council voted to declare contractor Four Seasons Site Development Ltd. ineligible to bid on or be awarded any City of Toronto tender calls as a general contractor or sub-contractor from now until February 2020. The suspension decision is based on the company's unsatisfactory performance on two recent Toronto contracts for utility-related road work.

New bike lanes Council authorized the installation of bicycle lanes this year at several locations, among them Renforth Drive between Eglinton Avenue West and Rathburn Road, and Davenport Road eastbound between Spadina and Madison Avenues.

Rock walk on Spadina Avenue Council adopted a motion that will result in City staff working with the owner of the El Mocambo tavern to prepare a plan for a "Spadina Rock Walk" similar to King Street's Walk of Fame. The Spadina walk is envisioned as a public art installation honouring Canadian musicians who have contributed to the Toronto music scene and performed in venues on or near Spadina Avenue, such as Grossman's Tavern, the Silver Dollar Room, the and the El Mocambo.

Canada Day celebrations taking place across Toronto The City of Toronto encourages residents and visitors of all ages to enjoy Canada Day in Toronto and celebrate Canada's 150th birthday at City- organized and community events across the city.

City bylaws prohibit members of the public from setting off or selling fireworks in City parks. Four-day Canada Days festival at Nathan Phillips Square from June 30 to July 3 Beginning this Friday at 5 p.m., Canada Days, a free four-day music festival, will transform Nathan Phillips Square with music, dance, circus arts, food and more. Artists include Barenaked Ladies and Buffy Sainte- Marie on June 30; Ron Sexsmith and the Toronto Symphony Orchestra on July 1; dvsn on July 2 and Belly on July 3. Canada Days at West, and Scarborough Civic Centre on July 1 Also on July 1, beginning at 2 p.m., free Canada Days events will bring Toronto's rich cultural fabric to life in three communities across the city. East Toronto Scarborough’s annual Canada Day celebration in (1005 Brimley Rd.) will run from 10 a.m. to 4 p.m. Residents are invited to celebrate Canada’s 150th birthday at this popular event with live entertainment, activities for the kids, food trucks, and vendors. A parade, featuring bands, antique cars, clowns and floats will begin at 4 p.m. west of the Scarborough Civic Centre on and will end at Lawrence Avenue East at about 5:30 p.m. A fireworks display at (5555 Steeles Ave. E.) will begin at 10 p.m. More information is available by calling 647-214-1680.

South and central Toronto East York’s 60th annual Canada Day parade, featuring marching bands, will begin at Dieppe Park at 10 a.m. The parade will move east along Cosburn Avenue to Woodbine Avenue and end at Stan Wadlow Park (888 Cosburn Ave.). The July 1 celebration will continue at Stan Wadlow Park from 11 a.m. to 11 p.m. with live entertainment, a stage show with multicultural dancing and music, carnival games, free bingo, information tables and vendors. The Kiwanis pool (375 Cedarvale Ave.) will be open from noon to 7 p.m. A fireworks display will start in Stan Wadlow Park at 10 p.m. and the park will close at 11 p.m.

The annual Canada Day fireworks display at at Ashbridges Bay (1561 Lake Shore Blvd. E.), will begin at 10 p.m. on Saturday. Residents planning to attend are encouraged to leave vehicles at home and use public transit.

Note to Media: Media availability regarding the Ashbridges Bay fireworks display will be held on Saturday, July 1 at 5 p.m. at the Woodbine Bathing Station located at Lake Shore Boulevard East and Woodbine Avenue.

West Toronto The annual Toronto Ribfest will be held at Centennial Park (256 Centennial Park Rd.) on July 1. Residents can spend the day at Centennial Park and use picnic areas, playgrounds and a wading pool or stroll around the pond or through the Centennial Park Conservatory, with its seasonal plant displays. There will be a fireworks display at 10 p.m. More information is available at http://www.torontoribfest.com.

Canada Day celebrations at Weston Lions Park (2125 Lawrence Ave. W.) on July 1 will run from 5 to 10:30 p.m., with a fireworks display at 10 p.m.

The annual Canada Day event at Amesbury Park (1507 Lawrence Ave. W.) will start at 9 a.m. with a flea market and an assortment of multicultural entertainment, children's activities, a talent search and vendors. Swimming pools, parks and community centres City of Toronto parks, outdoor swimming pools, wading pools, splash pads and some beaches will be open on Canada Day. Tennis L'Amoreaux Tennis Centre (300 Silver Springs Blvd.) will be open from 8 a.m. to 10 p.m. on July 1. More information is available at http://ow.ly/Bj0G30cMkDX. All public tennis courts will have nets up and will be available for use. Public sites are free and available to the general public. Tennis players are asked to share the courts by limiting their play time to half-hour intervals if others are waiting to use the courts. Colborne Lodge (south end of on Colborne Lodge Dr.) Colborne Lodge will join other community partners to celebrate Canada 150 in High Park. The Lodge will unveil a new John the Maker Activity Tent, a TO Canada with Love legacy initiative that will highlight the innovative spirt of John George Howard and his fellow Torontonians circa 1867.

Fort York National Historic Site (250 Blvd.) Fort York will celebrate Canada Day with a free, all-day celebration packed with family-friendly activities, demonstrations, tours and performances. In addition to flag raising and flag lowering ceremonies, the Fort York Summer Guard, dressed as members of the Canadian Fencible Regiment (circa 1815), will perform demonstrations of musketry, artillery as well as fife and drum music. Children can enjoy a drill activity, music classes, a scavenger hunt and hula-hooping. The fort's volunteer historic cooks will demonstrate and provide samples of period-specific cooking methods and recipes in the historic kitchen and the Fort York Historic Foodways program will feature recipes from the Confederation era. Guided tours at Fort York will focus on the evolution and history of the old western entrance into Toronto harbour and highlight the lives of soldiers and officers at the fort. The Fort York Visitor Centre features new exhibitions alongside permanent installations and films on the Battle of York and the War of 1812.

Mackenzie House (82 Bond St.) Residents can celebrate Canada's 150th birthday with a visit to . Visitors will be invited to use the1845 press to print a Maple Leaf on a postcard, a poster or a fabric patch.

Market Gallery (95 Front. St. E., 2nd floor) The Market Gallery shows how immigration has transformed the city from the 1700s to the present in the Settling in Toronto: The Quest for Freedom, Opportunity and Identity exhibition. Videos, oral histories, artifacts and historic documents reveal and explore immigration through stories of struggle, triumph and celebration.

Montgomery's Inn (4709 Dundas St. W.) Visitors can enjoy iced tea on the new patio of Montgomery's Inn's. The Canada Day menu will feature a pinwheel sandwich tea plate and a celebratory Canada 150 layer cake. At 2 p.m., a special introduction to the inn will precede a tour where visitors can learn more about how the building is being revitalized. There will also be children's activities, cooking and strawberry ice cream in the historic kitchen.

Scarborough Museum (1007 Brimley Rd.) Scarborough Museum will celebrate the contributions of those who have come together since Confederation to create a diverse Canadian community. The program features traditional and contemporary local crafters, interactive printmaking of iconic Canadian symbols with InPrint Collective artists, a pie-eating contest, blacksmith demonstrations, leather working, traditional fiddler-and-caller square dancing and Canada Day cupcakes. Visitors are invited to share their experiences as Canadians at the community memories kiosk.

Spadina Museum (285 Spadina Rd.) The free festivities at Spadina Museum will include live entertainment, community information tables and a barbecue. The museum's main floor will be open for tours.

Gibson House Museum's staff will be a part of the TO Canada with Love Canada Days celebrations at Mel Lastman Square and Mackenzie House staff will be at Nathan Phillips Square. Staff of Heritage Site will be a part of the Canada 150 events at Stan Wadlow Park. At each of these events, staff will provide family-friendly activities and crafts.

Toronto Island Park – closed Following record levels of rainfall in April and May, Lake Ontario and watershed levels throughout the city are higher than normal. Due to the flooding and to ensure the safety of the public and the security of facilities, Toronto Island Park remains closed to the general public and regular ferry service is suspended. This closure includes all beaches, attractions and amenities on the Islands.

Public transit TTC service will operate on a holiday schedule on July 1. The TTC website at http://ttc.ca provides information for planning transit trips. Other municipal facilities and services City of Toronto emergency and 24-hour services will operate throughout the long weekend. City administrative offices and service counters, City- operated child care centres and Children's Services district offices will be closed on July 1.
