In the spring of 1859 a Colonial Government Customs House was completed at the corner of Begbie and Columbia Streets. Following the creation of the new colony, the Imperial Gov- ernment in England informed Governor Douglas that they ex- pected British Columbia to be self-supporting. Revenue was to be raised by the sale of public lands, taxes on the export of gold and duties on beer, wine, spirits and other articles. Many of these items would arrive and depart the colony via the gov- ernment pier, completed directly below the Customs House. In 1882 the building was decorated to receive Governor Gen- eral Lord Dufferin on his visit to the City. The customs house remained at this location until it later moved to the corner of Sixth and Columbia Streets in the late 1800s. In 1910, the Westminster Trust Company purchased the land where the Customs House once stood. At a cost of $78,000 this lot sold for the highest price ever recorded in New Westmin- VWHU7ZR\HDUVODWHU1HZ:HVWPLQVWHU·VÀUVWVN\VFUDSHUSURXGO\ entered the City’s skyline, boasting a full eight stories of rein- forced concrete clad in red brick and terracotta tile.
