Introduction

1.1 Background

Orogen Pty Ltd (Orogen) has been engaged by The Salvation Army (QLD) Property Trust (the client) to prepare a Biodiversity Opportunities and Constraints Assessment Report (BOCA) with regard to future development of the site identified as Caloundra Road, Little Mountain, Queensland (Qld) (Lot 2 on RP882509) (subject site/the site). Refer to Figure 1.1 to view the Locality Plan for the site. This BOCA is intended to be submitted as part of a Reconfiguration of a Lot (RaL) and Operational Works Development Application (DA) to the Sunshine Coast Regional Council (herein referred to as ‘Council’). The proposed subdivision layout is shown in Figure 1.2.

This BOCA is intended to explore the level of risk and opportunity offered by the site, at environmental planning level, with regard to the future development of the site. In determining the current potential environmental opportunities and constraints of the site, Orogen has conducted a desktop-based environmental constraints investigation supplemented with a site inspection.

The subject site is 1.91 ha in area and is situated within the Sunshine Coast Regional Local Government Area, within Caloundra City. The land use context of the site and surrounding locality is primarily Low Density Residential, with the exception of Emerging Community and Open Space – Conservation and Waterways to the west of the site across Caloundra Road. The subject site is largely undeveloped with one residential dwelling currently on site. The balance of the site consists of non- remnant open forest. The site is accessed through Snapper Street on the northern site boundary and is bound by Caloundra Road on the west.

1.2 Objectives of the Report

The objectives of this report are:

• To identify environmental constraints and opportunities relevant to future development of the site through desktop investigations supplemented by a site inspection; • To guide the client in development planning through early identification of potential constraints; and • To provide the client with recommendations regarding future environmental studies that may be required for the site.

1.3 Outline of the Report

This report has been structured to provide information consistent with requirements of the Caloundra City Plan 2004 (Update 3) (City Plan) (CCC, 2009), Vegetation Management Act (1999) (VM Act), Nature Conservation Act (1992) (NC Act) and the Environmental Protection and Biodiversity Conservation Act (1999) (EPBC Act). This report is structured as follows:

• Section 2 - describes the environmental scoping survey methodology undertaken with regard to the subject site; • Section 3 - describes the results of the environmental scoping investigations; • Section 4 - provides a discussion of the opportunities and constraints identified by Orogen; • Section 5 – provides resultant recommendations; and • Section 6 – provides conclusions.

Study Methodology

2.1 Desktop Review

Orogen undertook a desktop review of the subject site, Lot 2 on RP882509. This review was undertaken in order to provide the client with an understanding of the site’s environmental planning context and associated opportunities and constraints. This review consisted of searches of Local, State and Federal Government planning instruments and databases. Information was collected through internet sources, from government offices and from Orogen’s library of scientific publications. Sources of information included:

• Caloundra City Plan 2004 (Update 3) (CCC, 2009);

• Regional Ecosystem and Remnant Map – Version 6 (DERM, 2010a);

• Essential Habitat Map – Version 3.0 (DERM, 2010b);

• Regrowth Vegetation Map – Version 2.0 (DERM, 2010c);

• Referable Areas Mapping (DERM, 2010d);

• Referable Wetland Mapping (DERM, 2010e);

• South East Queensland Koala Conservation State Planning Regulatory Provisions (DERM, 2010f);

• Wildlife Online Database (DERM, 2010g);

• WetlandMaps (DERM, 2010h); and

• EPBC Act Protected Matters Search (DEWHA, 2010).

2.2 Site Inspection

Orogen conducted a site inspection on 8 March 2010. The purpose of the site inspection was to ground- truth the site designations determined through the desktop review process and to undertake formal ecological surveys. Ecological surveys conducted on site included a Vegetation Community Survey and a Fauna Habitat Assessment Survey. In addition, a Vegetation Community Survey was also conducted in the road reserve/powerline easement to the immediate west of the site.

2.2.1 Vegetation Community Surveys

General baseline botanical surveys were undertaken to inventory dominant flora and characterise native vegetation communities throughout the site.

The botanical surveys were generally consistent with the Methodology for Survey and Mapping of Regional Ecosystems and Vegetation Communities in Queensland (Neldner et al, 2005). Survey locations were surveyed using random meander transects.

All vascular taxa observed during the transect survey were recorded on Orogen field data proforma. Other bio-physiographic attributes were also recorded, including, vegetative structure, geology, soils, slope, aspect, morphoterrain, local context of vegetation (corridor, core, support for core, local representativeness) and extent of disturbance (e.g. fire, logging, grazing). Plant taxa not identified in the field were collected and subsequently identified using standard botanical texts. Cryptic specimens and/or potential Threatened species were sent to the Qld Herbarium for identification.

2.2.2 Fauna Habitat Assessment Surveys

The Threatened species known or potentially occurring within the locality, and the occurrence of specific habitat features appropriate for these, were evaluated during habitat assessment surveys. The surveys included searches for features, such as, hollow-bearing trees, nest sites, rocky outcrops, wetlands, watercourses, wetland habitats, leaf litter and caves/drains or other structures suitable for roosting or denning purposes.

Results

3.1 Local Government Planning

The site is located within the Caloundra district of the Sunshine Coast Regional Local Government Area. As such, the site is subject to the provisions of the Caloundra City Plan 2004 (Update 3) (City Plan) (CCC, 2009).

3.1.1 Caloundra City Plan 2004 (Update 3)

The City Plan is a framework for managing development in Caloundra City. The elements of City Plan that are deemed relevant to the environmental attributes of the site were reviewed to provide some context around the environmental planning constraints and opportunities associated with the site at a Local Government level.

The site is located within the Caloundra South Planning Area and is zoned as Low Density Residential (CCC, 2009) (Figure 3.1). The site is therefore subject to the Caloundra South Planning Area Code. Under the Caloundra South Planning Area – Planning Area Code Map a Vegetated Buffer Strip extends into the site from the site’s western boundary (Figure 3.2). This is derived from Specific Outcome O37 of the Caloundra South Planning Area Code, which requires that vegetated buffer strips are dedicated along each side of Caloundra Road at a minimum of 30 m and a maximum of 60 m wide. As future development involves reconfiguring of the lot, the proposed development would also be subject to the Reconfiguring of a Lot Code. Additionally, as the proposed development land use is residential, the proposed development is also likely to be subject to a Residential Use Code such as the Detached House Code. The proposed operational works development is subject to additional codes, including but not limited to, the Filling and Excavation Code, the Landscaping Code and the Stormwater Management Code.

The Caloundra South Planning Area Overlay Map indicates that the site is subject to the Habitat and Biodiversity Overlay and the Bushfire Hazard Management Overlay (Figure 3.3). Under the Habitat and Biodiversity Code, the site is mapped as containing State Significant Vegetation (Figure 3.4), Endangered Regional Ecosystems with Very High Ecosystem Value (Figure 3.5) and Vegetation and Broad Mosaic Habitat Areas (Figure 3.6). However, vegetation on site does not appear to be mapped as part of a habitat corridor or link (Figure 3.7). Given these site designations, it is expected that future development will be assessable against the Habitat and Biodiversity Code.

As the site is identified on the Caloundra South Planning Area Overlay Map as being subject to the Bushfire Hazard Management Overlay, development of the site is subject to any bushfire hazard requirements of the relevant Use Code e.g. Detached House Code.

Future MCU or RaL applications may also be subject to assessment under the Bushfire Hazard Management Code (Part 4, Table 4.2.4 (d)). However, it should be noted that the site is not designated as a high bushfire hazard area (Figure 3.8).

It is also envisaged that the proposed development will be subject to assessment under the Biting Insects Code, as the site is located within 15 km of Pumicestone Passage. This code requires that the proposed development does not increase mosquito breeding sites (and therefore populations), and that the risk to public health from biting insects and insect-borne arboviruses is minimised. The Aviation Affected Area Code is also applicable, as the site occurs approximately one kilometre north of the Caloundra Aerodrome. The purpose of this code is to ensure that development maintains aircraft safety in operational airspace, maintains the functioning of aviation facilities, achieves the appropriate noise criteria and minimises the effects of aircraft accidents that may occur near runways in association with takeoff or landing. It is considered that neither the Biting Insects Code nor the Aviation Affected Area Code present a significant constraint to development, and will be able to be appropriately managed.

The site is located within a 10 km view of a Scenic Viewpoint (Figure 3.9). Development of the site is therefore also subject to the Visual Management Code. The purpose of this code is to ensure that development does not detract/adversely impact on Caloundra City’s Scenic Routes and significant views.

The site is also located within an Indicative Urban Area/Township (Figure 3.10) and within the Coastal Urban area (Figure 3.11). Development of the site for residential use is therefore likely to be conducive with Desired Environmental Outcome (DEO) No 2. – Community Life and Wellbeing and DEO No. 4 – Character and Identity respectively.

3.2 State Government Planning

3.2.1 Qld Vegetation Management Act 1999 – Remnant Vegetation

The DERM Regional Ecosystems and Remnant Map – Version 6 (REMAP) (DERM, 2010a) presents the distribution and status of regional ecosystems as gazetted under the Qld Vegetation Management Act 1999 (VM Act). The Vegetation Management Status used in this report is based on DERM’s assessment of the pre-clearing and remnant extent of a regional ecosystem and is as per the Vegetation Management Regulation 2000 (VM Reg).

The VM Act defines a community as ‘Remnant’ when the vegetation exhibits more than 50 % of the undisturbed predominant canopy, averages more than 70 % of the vegetation's undisturbed height and is composed of species characteristic of the undisturbed predominant canopy of the given vegetation community.

Refer to Figure 3.12 for REMAP designation of the site. The unshaded nature of the site represents non-remnant vegetation in accordance with the VM Act.

As the site is not mapped as containing any remnant vegetation, a RaL or MCU application does not require referral to the DERM as a Concurrence Agency for vegetation management. This should be indicated on the referral checklist when making a development application.

REMAP presents data at a large scale (e.g.: 1:100, 000) and, subsequently, inaccuracies can occur. Furthermore, mapping of remnant vegetation is constantly updated and the status of vegetation within the development footprint should be checked with DERM prior to clearing.

3.2.2 Essential Habitat

Essential Habitat is a vegetation ecotype that is considered by DERM to form potential habitat for a species that is listed as; Endangered, Vulnerable or Near Threatened by Schedules 2-5 of the Qld Nature Conservation (Wildlife) Regulation 2006 (NC Reg). Essential Habitat mapping is provided in conjunction with Regional Ecosystem Maps by DERM and is represented as diagonal blue lines over a remnant vegetation polygon. Essential Habitat species records are represented as a blue dot.

The site is designated as exhibiting non-remnant vegetation (Figure 3.12). Accordingly, the site is not designated as containing Essential Habitat.

3.2.3 Regrowth Vegetation

Regulations for clearing high-value regrowth vegetation and regrowth watercourse vegetation came into effect 8 October 2009. The regulations operate under the VM Act and apply to the clearing of:

• High-value regrowth vegetation on freehold and Indigenous land and leasehold land used for agriculture and grazing;

• Regrowth vegetation within 50 m of identified watercourses in priority reef catchments of the Burdekin, Mackay/Whitsunday and Wet Tropics; and

• Vegetation within a Category C area shown on a PMAV (previously shown as a category 4 area) (‘regulated regrowth vegetation’) (DERM, 2009).

The Regrowth Vegetation Map (Figure 3.13) depicts High Value Regrowth Vegetation that is a Least Concern Regional Ecosystem occurring on site. However, in accordance with the Sustainable Planning Regulation 2009 (SP Reg) (Schedule 24, Part 2 (g)), clearing of regrowth vegetation on site is exempt from assessment, as the proposed land use is an urban purpose in an urban area. As such, the client is not required to notify DERM of their intention to clear regulated regrowth.

3.2.4 Threatened Species – Wildlife Online

Threatened Species are those defined as Endangered, Vulnerable and Near Threatened under the NC Act and listed in Schedules 2-5 of the NC Reg, and those defined as Critically Endangered, Endangered and Vulnerable in Section 179 of the EPBC Act.

A search of DERM Wildlife Online records was conducted for the locality of the site (10 km radius). A total of 47 Threatened Species have been recorded within the site’s locality, 36 fauna and 11 flora species. Refer to Appendix A for the full results of the Wildlife Online database search results. It is noted that no Threatened Species were observed on site during the preliminary site inspection.

3.2.5 South East Queensland Koala Conservation State Planning Regulatory Provisions

The South East Queensland Koala Conservation State Planning Regulatory Provisions (SEQ Koala Conservation SPRP) regulate assessable development within targeted areas, where Koalas are known to be under the most significant risks – the Koala Coast and Pine Rivers. The SEQ Koala Conservation SPRP incorporates the areas previously regulated by the South East Queensland Koala State Planning Regulatory Provision (February 2010) or the Nature Conservation (Koala) Conservation Plan 2006 and Management Program 2006-2026. Development applications lodged after the commencement of the SEQ Koala Conservation SPRP on 31 May 2010 will be assessed against these provisions.

Under the SEQ Koala Conservation SPRP, the site is identified on the Assessable Development Areas map as an area to which the SEQ Koala Conservation SPRP does not apply (Figure 3.14). As such, the proposed development is not required to comply with the provisions of the SEQ Koala Conservation SPRP.

3.2.6 Referable Areas

Referable Areas include Conservation Estate (Protected Areas, Recreation Areas, State Marine Parks, World Heritage Areas and Forest Park) and areas listed under the QLD Heritage Register. Referable Areas Maps are provided by DERM (DERM, 2010d).

Figure 3.15 presents the Referable Areas designation of the site. The absence of green and orange shading in Figure 3.15 represents the absence of Conservation Estates and Heritage Places, respectively.

Sites containing a Heritage Registered Place, or identified as containing a Conservation Estate in or within the 100 m buffer require referral to DERM if the proposed development is for the activities outlined in Schedule 2 of the SP Reg. As the site does not contain a Conservation Estate or Heritage Registered Place either onsite or within the 100 m site buffer, future development of the site does not trigger referral to DERM for Advice Agency assessment.

3.2.7 Referable Wetlands

Referable Wetlands are those identified as Wetland Protection Areas or Wetland Management Areas as defined in the SP Reg. Referable Wetland Maps are provided by DERM (DERM, 2010e).

The Referable Wetlands Map relevant to the subject site is depicted in Figure 3.16 and shows no Wetland Management Areas or GBR Wetland Protection Areas occurring on site. The site also does not occur within a trigger area of a Wetland Management Area or GBR Wetland Protection Area. Development of the site therefore does not require referral to DERM for Advice Agency assessment for wetland management.

3.2.8 Significant Wetlands

A search of Significant Wetlands was conducted using WetlandMaps (DERM, 2010h). As shown in Figure 3.17, the site does not host any State Significant wetlands. The site is also not mapped as hosting any waterbodies or wetland systems.

3.3 Commonwealth Government Planning

3.3.1 EPBC Act 1999 – Protected Matters Search

The Commonwealth EPBC Act regulates the management of matters of National Environmental Significance (Protected Matters) at a National level. An EPBC desktop review was undertaken to identify Protected Matters potentially impacted by future development of the site (DEWHA, 2010). Refer to Appendix B for Protected Matters database search results. The EPBC Act lists the following seven Protected Matters that a proponent must address in a ‘self assessment’:

• World Heritage Properties;

• National Heritage Places;

• Ramsar Wetlands of International Significance;

• Listed Threatened Species and Ecological Communities;

• Listed Migratory Species;

• Commonwealth Marine Areas; and

• Nuclear Actions (including uranium mining).

Within the nominated search area (10 km radius of subject site), the Protected Matters Report identified the following:

• No World Heritage, National Heritage, Commonwealth Marine Areas or Threatened Ecological Communities;

• 49 Threatened Species (as identified in the EPBC Act) which are known to occur or are potentially occurring within the locality, including; 11 birds, two frogs, one insect, nine mammals, seven reptiles, four sharks and 15 plants; and

• 66 Migratory Species (as identified in the EPBC Act) which are known to occur or are potentially occurring within the locality, including; nine terrestrial birds, 29 wetland birds, 11 marine birds, nine marine mammals, six marine reptiles and two marine sharks.

In addition to the Matters of National Environmental Significance, consideration must be given to other matters protected by the EPBC Act when assessing proposals. Within the nominated search area (10 km radius of subject site), the Protected Matters Report identified the following:

• No Commonwealth Lands, Commonwealth Heritage Places, Critical Habitats or Commonwealth Reserves;

• Four places listed on the Register of the National Estate (RNE);

• 103 listed marine species; and

• 14 Whales and other cetaceans.

As the site is located approximately four kilometres inland from the Pacific Ocean, a considerable number of listed Threatened and Migratory species are marine species. Provided that stormwater quality and quantity are managed in a suitable manner, future development of the site is unlikely to impact on these marine species. No EPBC listed Threatened/Migratory Species were observed during the site inspection.

3.4 Site Inspection

An Orogen ecologist conducted a site inspection on 8 March 2010. The site inspection included review of the ecological features and functions of the site identified through the desktop review. The dominant vegetation community identified on site was described as moist sclerophyll forest, and was found to be in good condition. This community dominated the western two-thirds of the site. The eastern end of the site was found to be primarily comprised of a range of exotic trees, grasses and herbs situated around the residential dwelling. These species also occurred in low density scattered throughout the remainder of the site. Summaries of vegetation communities recorded on site are provided in Section 3.4.1. A north-south running gully was observed in the far west of the site, which contained an ephemeral creek.

The offsite powerline easement and road reserve to the west of the site were also surveyed. The ecological features of this area are described in Section 3.4.2.

A field analysis classified the soils of the site as sandy loam. In general, the site exhibited a moderate slope with a south westerly aspect.

3.4.1 Onsite Ecological Attributes

Flora

The dominant vegetation community identified on the site was a White Mahogany (Eucalyptus acmenoides) – Narrow-leaved Ironbark (Eucalyptus crebra) – Pink Bloodwood (Corymbia intermedia) Moist Sclerophyll Forest. This community was dominant in the western two-thirds of the site. The canopy was generally intact, with some historical clearing and thinning noted. The mid stratum vegetation was found to be sparse with a managed/slashed ground layer.

The upper canopy stratum (~40% projected foliage cover and height range between 17-20 m), was dominated by White Mahogany, Broad-leaved Ironbark and Pink Bloodwood. Minor canopy associates included Brush Box (Lophostemon confertus) (co-dominant in the gully), Small-fruited Grey Gum (Eucalyptus propinqua), Tallowwood (Eucalyptus microcorys) and Forest Red Gum (Eucalyptus tereticornis). The upper mid stratum (10% projected foliage cover and height of 10 m) was sparse and dominated by Forest Oak (Allocasuarina littoralis), Elderberry Panax (Polyscias sambucifolia) and Willow Bottlebrush (Callistemon salignus). The lower mid stratum (15% projected foliage cover and height range of 3-5 m) was dominated by tall shrubs and juvenile trees such as Red Ash (Alphitonia excelsa), Umbrella Tree*1 (Schefflera actinophylla), Native Frangipani (Hymenosporum flavum) and Pomaderris sp.. The groundcover was dense in most places (75-100% cover across site) and dominated by various grasses and herbs such as Wiry Panic (Entolasia stricta), Oplismenus sp., BIady Grass (Imperata cylindrica), Common couch* (Cynodon dactylon), Kangaroo Grass (Themeda australis), Singapore Daisy* (Sphagneticola trilobata), Prickly Snake Vine (Stephania aculeata) and False Sarsaparilla (Smilax australis).

The vegetation in the eastern third of the site around the residential dwelling comprised a stand of Exotic Pine trees* (Pinus sp.) and various fruit trees and landscape plantings such as Mango Trees* (Mangifera indica) and Oleander* (Nerium oleander). The groundcover in this area was comprised of Common Couch*, Singapore Daisy* and various other exotic grasses and herbs.

The Vegetation Community Plan for the site is provided as Figure 3.18.

Fauna

The moist sclerophyll community provided limited resources for Threatened fauna potentially occurring in the locality. The site was not found to be connected to any large areas of remnant bushland in the locality and thus access to the site for fauna would be limited to birds, bats and species able to traverse urban environments (e.g. possums).

The majority of the trees on the site were not deemed old enough to form hollows, with only four hollow bearing trees observed. Cavities within these trees ranged from 5-25 cm in diameter. The larger cavities (observed in two large stags) were of sufficient size to provide roosting habitat to fauna groups including large arboreal marsupials, cockatoos and forest owls.

Fallen logs and timber were abundant in the forested areas of the site, and these provided potential habitat resources for ground dwelling rodents and reptiles. However, the lack of a dense grassy layer would compromise the habitat quality for these species. No caves or rocky outcrops and very few surface rocks were observed on the site, thus the site had limited habitat potential for rock and cave dependant fauna.

Potential Glossy Black Cockatoo (Calyptorhynchus lathami) feed trees (Allocasuarina litoralis) were found in low densities throughout the forested areas of the site. However, no evidence of feeding activity (i.e. chewed cones) was noted during the fauna traverse searches.

Several species of Koala habitat trees2 were present on site. Of these species, Tallowwood, Forest Red Gum and Small Fruited Grey Gum are considered preferred Koala feed trees. However, these species were only minor canopy associates in the Moist Sclerophyll Community. Opportunistic scat searches around the base of suitable Koala feed trees failed to detect any Koala scats.

A large number of Mango trees were present in the east of the site around the residential dwelling. These would provide a summer food resource for species such as the Grey Headed Flying Fox (Pteropus poliocephalis) (listed threatened species under the EPBC Act), Brushtail Possum (Trichosurus vulpeculis) and rodents (e.g. Rattus spp.). The dwelling and associated sheds could also potentially provide roosting areas for microbats such as Little Bentwing Bat (Miniopteris australis), however their presence was not confirmed during the site inspection.

Wetlands/Waterways

Aquatic areas on the site were found to be limited to small soaks and pools (expected to be ephemeral) in the gully flowing in a north-south direction along the western site boundary. Evidence of flowing water was noted in the gully during the site inspection, however this would be expected after heavy rains that had recently occurred. The southern (lower) end of the gully had a broad damp area which was colonised by various sedges and ferns such as Saw Sedge (Gahnia clarkei) and Soft Bracken (Caloclaena dubia). No amphibians were heard calling from this area, however it provides a potential habitat resource for amphibians throughout the year and breeding habitat in the summer months.

3.4.2 Offsite Ecological Attributes

The vegetation in the powerline easement adjacent to the site’s western boundary is described as an Exotic Grassland. The easement was approximately 10 m wide, was regularly slashed and presented no

overstorey and mid stratum. The dominant grasses and herbs encountered in the ground stratum of this community were Setaria* (Setaria sphacelata), Tall Chloris* (Chloris gayana), Red Natal Grass* (Melinis repens), Cobblers Pegs* (Bidens pillosa), Paspalum spp.*, Bracken (Pteridium esculentum) and Blady Grass.

Between the powerline easement and Caloundra Road to the west, a vegetated strip approximately 5 m wide was encountered and is described as a Lancewood (Acacia aulacocarpa) Tall Shrubland. This community was recorded to have an open to moderately dense overstorey (60% average projected foliage cover) to 10 m in height and was dominated by Lancewood. The mid stratum was sparse (15% projected foliage cover, 2-5 m in height) and was dominated by upper stratum juveniles and Lantana* (Lantana camara). The groundcover was very sparse and mostly comprised of leaf litter with some scattered native and exotic grasses and herbs.

The fauna habitat value of the Exotic Grassland (associated with the powerline easement) and the Lancewood Tall Shrubland (fringing Caloundra Road) is considered low.

No significant habitat features such as hollow bearing trees, fallen logs, rocky outcrops or aquatic areas were recorded within these offsite communities by Orogen ecologists during surveys. In consideration of the available data set, these communities would not be considered important habitat for the Threatened species potentially occurring in the locality as identified through desktop assessment of database records (refer to Sections 3.2.4 and 3.3.1).

Discussion

4.1 Discussion of Potential Constraints

4.1.1 Vegetation

At a State Government Level, the vegetation of the site is designated as non-remnant (refer to Section 3.2.1 for detail). The site is mapped as containing regulated regrowth vegetation, however clearing of regulated regrowth vegetation on site is currently exempt from State Government assessment as the proposed development comprises an urban development in an urban area (refer to Section 3.2.3 for detail). As such, vegetation communities on site are not protected under the VM Act and therefore clearing of this vegetation does not form a significant constraint to development from a State Government policy perspective.

At a Local Government level, clearing of vegetation is potentially restricted primarily due to the proximity of the site to Caloundra Road, and the mapping of the site under the Habitat and Biodiversity Code. Under the Caloundra South Planning Area Code, a 30 m – 60 m vegetated buffer strip is required along Caloundra Road (Section 3.1.1). However, the existing road reserve and powerline easement separating the site from Caloundra Road is approximately 20 m wide. In addition, the proposed development currently intends to retain a vegetated buffer along the western site boundary, ranging from 20 m – 60 m in width (Figure 1.2). This would provide a total buffer width of 40 m – 80 m to Caloundra Road. This buffer width to Caloundra Road is expected to comply with the Caloundra South Planning Area Code and is considered more than adequate, from an aesthetics perspective, particularly given that the site is separated from Caloundra Road by a cleared powerline easement. It is expected that Council will require weed control works to occur within the vegetated buffer retained on site.

Under the Habitat and Biodiversity Code, the site is mapped as containing State Significant Vegetation, Endangered Regional Ecosystems with Very High Ecosystem Value and Vegetation and Broad Mosaic Habitat Areas (Section 3.1.1). This mapping is inconsistent with the State Government mapping, which indicates that there is no State significant vegetation on site (regulated regrowth mapping was released after the commencement of the City Plan and therefore is not included in the Local mapping). As such, the site should not be mapped as containing State Significant Vegetation or Endangered Regional Ecosystems with Very High Ecosystem Value. The correction of mapping would significantly reduce the level of constraint offered to the site under the Habitat and Biodiversity Code. It is expected however, that Council may still require strategic retention of vegetation on site. The proposed vegetated buffer is expected to fulfil this requirement, as it retains nearly half of the existing Eucalypt Open Forest on site. Although no locally significant flora species were recorded on site, protection of these species is required if any are observed on site.

It is noted that the vegetation community along the gully at the site’s west appeared more intact in comparison to the remainder of the site. This is largely due to the presence of a more intact mid and lower stratum. This vegetation community also appears comparable to remnant vegetation types in the locality. The gully is included within the proposed vegetated buffer area to be retained and protected as part of the proposed development.

4.1.2 Threatened Species

No Threatened flora or fauna species were identified on the site during the field survey. The site was found to be currently subject to various disturbances including weed invasion, lack of a defined ecological management regime and edge effects from surrounding residential areas. In addition, the midstorey within the site was generally absent as a result of ongoing slashing, and the groundcover throughout most of the site was comprised of slashed grasses. As such, the site is considered to provide marginal to poor habitat resources for any Threatened species potentially occurring in the locality. Proposed clearing of vegetation on site is therefore not expected to significantly impact on Threatened species.

Some potential constraints identified on the site, included four hollow bearing trees, and the presence of potential Koala habitat trees and potential Glossy Black Cockatoo feed trees. However, no sign of utilisation by these species was recorded during the Orogen site inspection. Nonetheless, efforts should be made, where practical and where safety permits, to retain hollow bearing trees and any Koala or Glossy black Cockatoo habitat/feed tree species located on the site.

4.1.3 Ecologically Significant Features

Preliminary site investigations have determined that the site has limited features that are of ecological significance. It does not form part of a connective corridor nor is it likely to comprise core habitat for any listed Threatened species. However, the site does contain four hollow bearing trees, a vegetated ephemeral gully and associated Open Forest. The ephemeral gully and a portion of the Open Forest are to be retained on site as part of the proposed development. Hollow bearing trees are also proposed to be retained where possible and where safety permits.

4.1.4 Bushfire Hazard

Bushfire hazard is not viewed as a significant constraint to future development of the site as it is surrounded by low fire hazard roads and residential areas. Conversely, the subject site presents a bushfire risk to adjacent existing residential properties.

Assessment and management (in accordance with SPP 1/03: Mitigating the Adverse Impacts of Flood, Bushfire and Landslide) is required in successfully managing potential bushfire hazards to

development. Refer to the Bushfire Hazard Assessment prepared for the site for further information (Orogen, 2010).

4.1.5 Waterways & Wetlands The site contains an ephemeral gully running north-south along the western boundary. The gully is to be retained by the proposed development within the vegetated buffer on site. The proposed development will therefore need to manage stormwater and runoff to demonstrate that it does not adversely impact local stormwater quality or generate large volumes of runoff and discharge into local waterways.

In addition, the proposed development should also consider the impacts of the stormwater detention basin, proposed to be located within the existing drainage line adjacent to the southern site boundary (Figure 1.2). Establishment of this basin is to be in accordance with an approved Stormwater Management Plan and a Rehabilitation Plan. The basin is to be rehabilitated with locally native, wetland species deemed suitable for the proposed environment.

Recommendations

5.1 Recommendations

The following recommendations are based on the outcome of the desktop analysis and site surveys conducted by Orogen and discussed in this report.

• The proposed development is to retain ecological features on the site such as the gully (and associated Open Forest), hollow-bearing trees and Glossy Black Cockatoo and Koala feed/habitat tree species, where possible and where safety permits;

• The vegetated buffer to be retained along the western site boundary, as shown in the plan of development (Figure 1.2), is to be managed in accordance with an approved Rehabilitation Plan (including weed control works);

• Prior to commencement of operational works, a Property Vegetation Management Plan (PVMP) should be prepared to detail individual trees that will require clearing as part of the proposed development;

• All arboreal hollows in trees proposed to be cleared and all fallen logs/branches (DBH >10 cm) are to be relocated, if suitable, into the retained vegetated buffer on site;

• A Fauna Management Plan is to be prepared by a QPWS licensed Spotter Catcher prior to clearing works. The QPWS licensed Spotter Catcher is to be present during clearing operations;

• The potential impacts of the stormwater detention basin proposed to be located within the existing drainage line, adjacent to the southern site boundary should be assessed (Figure 1.2);

• The proposed clearing activity is to be confined to the area required for the purposes of the proposed development. The boundaries of areas to be cleared are to be clearly marked for machinery operators. In addition, where relevant, all trees cleared are to be felled away from vegetation communities adjoining the area to be cleared. That is, vegetation is to be felled into the proposed clearing area;

• Care is to be taken in the disposal of vegetation cleared from the site so that spread of exotic propagules is managed. No vegetative material cleared from the site is to be placed near or within vegetation occurring adjacent to the clearing area. All cleared vegetation (that is not mulched and recycled) is to be disposed of at an appropriately licensed waste management facility;

• An approved Stormwater Management Plan is to be developed and adhered to in order to ensure stormwater runoff from the site is managed to mitigate adverse impacts on; the water quality,

hydrology and structural stability of drainage lines and waterways both on and off the site (including the onsite ephemeral gully);

• An approved Erosion and Sediment Control Plan is to be developed and implemented during construction activities. This Plan should provide for appropriate erosion and sediment control measures to protect drainage lines and waterways both on and off the site (including the onsite ephemeral gully);

• Landscaping plant selection within the proposed development should consist of local native species, particularly those which provide nectar and fruit to native bats and birds. Allocasuarina sp. are also to be included within the landscaping plant selection. This will minimise the impact from loss of potential habitat for Glossy Black Cockatoo;

• Discussions are entered into with Council to include road reserve and powerline easement west of site as the buffer to Caloundra Road; and

• Discussions are entered into with Council to confirm anomalies (and actions for redesignation) regarding the mapping of the site under the Habitat and Biodiversity Code.

Conclusion

6.1 Conclusion

The proposed development involves a residential sub-division within the subject site. The subject site is largely undeveloped with one residential dwelling currently on site. Vegetation surrounding the dwelling was primarily comprised of a range of exotic trees, grasses and herbs. The balance of the site was described as moist sclerophyll open forest. An ephemeral gully runs in a north-south direction along the western site boundary.

The desktop study and site survey undertaken by Orogen revealed limited ecological constraints to development. At a State and Commonwealth Government level, the key constraint identified on the site is the potential habitat, albeit limited, for Threatened species. However, this constraint is deemed to be of low risk due to the ecological context of the site as recorded through Orogen surveys. Further, it is noted that no Threatened species of flora or fauna were recorded onsite during Orogen field works. Primary constraints identified at a Local Government level included:

• Four hollow bearing trees;

• A ephemeral gully/drainage line at the site’s west;

• Requirement for a 30 m – 60 m vegetated buffer to Caloundra Road; and

• Mapping of the site as hosting State Significant Vegetation, Endangered Regional Ecosystems with Very High Ecosystem Value and Vegetation and Broad Mosaic Habitat Areas.

The proposed development involves the retention and protection of a 20 m – 60 m vegetated buffer along the western site boundary. This buffer is expected to fulfil the requirement under the City Plan with regards to the provision of a vegetated buffer to Caloundra Road, and will retain and protect the ephemeral gully/drainage line along the site’s western boundary.

The mapping of State Significant Vegetation and Endangered Regional Ecosystems with Very High Ecosystem Value on site under the City Plan is considered inconsistent with State Government Mapping. Despite these inconsistencies, it is expected that Council will still require strategic retention of vegetation on site. The proposed vegetated buffer is expected to fulfil this requirement, as it retains approximately half of the existing moist sclerophyll forest on site. This will assist to minimise the potential impacts of the proposed development on local flora and fauna. In addition, hollow bearing trees and any Koala or Glossy black Cockatoo habitat/feed tree species located on the site are to be retained within the development footprint, where possible and where safety permits.

With adherence to the recommendations outlined in this report, the proposed development is not expected to significantly impact upon; the native flora and fauna and waterbodies within the site and its locality.

Other Matters Protected by the EPBC Act

This part of the report summarises other matters protected under the Act that may relate to the area you nominated. Approval may be required for a proposed activity that significantly affects the environment on Commonwealth land, when the action is outside the Commonwealth land, or the environment anywhere when the action is taken on Commonwealth land. Approval may also be required for the Commonwealth or Commonwealth agencies proposing to take an action that is likely to have a significant impact on the environment anywhere.

The EPBC Act protects the environment on Commonwealth land, the environment from the actions taken on Commonwealth land, and the environment from actions taken by Commonwealth agencies. The information presented in this report has been provided by a range of data sources as acknowledged at the end of the report.

This report is designed to assist in identifying the locations of places which may be relevant in determining obligations under the Environment Protection and Biodiversity Conservation Act 1999. It holds mapped locations of World Heritage and Register of National Estate properties, Wetlands of International Importance, Commonwealth and State/Territory reserves, listed threatened, migratory and marine species and listed threatened ecological communities. Mapping of Commonwealth land is not complete at this stage. Maps have been collated from a range of sources at various resolutions.

Not all species listed under the EPBC Act have been mapped (see below) and therefore a report is a general guide only. Where available data supports mapping, the type of presence that can be determined from the data is indicated in general terms. People using this information in making a referral may need to consider the qualifications below and may need to seek and consider other information sources.

For threatened ecological communities where the distribution is well known, maps are derived from recovery plans, State vegetation maps, remote sensing imagery and other sources. Where threatened ecological community distributions are less well known, existing vegetation maps and point location data are used to produce indicative distribution maps.

For species where the distributions are well known, maps are digitised from sources such as recovery plans and detailed habitat studies. Where appropriate, core breeding, foraging and roosting areas are indicated under "type of presence". For species whose distributions are less well known, point locations are collated from government wildlife authorities, museums, and non-government organisations; bioclimatic distribution models are generated and these validated by experts. In some cases, the distribution maps are based solely on expert knowledge.

Only selected species covered by the migratory and marine provisions of the Act have been mapped.

The following species and ecological communities have not been mapped and do not appear in reports produced from this database:

z threatened species listed as extinct or considered as vagrants

z some species and ecological communities that have only recently been listed

z some terrestrial species that overfly the Commonwealth marine area

z migratory species that are very widespread, vagrant, or only occur in small numbers.

The following groups have been mapped, but may not cover the complete distribution of the species:

z non-threatened seabirds which have only been mapped for recorded breeding sites;

z seals which have only been mapped for breeding sites near the Australian continent.

Such breeding sites may be important for the protection of the Commonwealth Marine environment.
