Call to Order The chairperson called the meeting to order at 1:05 p.m. II. Roll Call The secretary called the roll. Approval of Agenda Rogers moved to approve the agenda, supported by Keenan. The agenda was approved unanimously. IV. Public Comment There were no public comments. V. Approval of the Minutes Rogers moved to approve the minutes from the May 17, 2019 regular meeting, supported by Erbisch. The minutes were approved unanimously. VI. Administrative Report

Page 1 of 3 Camiller reviewed the financial report from Plante Moran. He noted that the audit is scheduled for November 11, 2019. Liedel gave an update on the MMSA’s progress in interviewing candidates for the position of temporary CEO. He stated that there will be a contract in place to continue services with Advocate Solutions. Committee Reports There were no committee reports.

a. Recommended Budget for Fiscal Year 2019-2020 There was a discussion about the recommended budget for fiscal year 2019- 2020 as prepared by the former CEO. b. Public Hearing Fiscal Year 2019-2020 Budget

Motion by Keenan to open the public hearing at 1:31 p.m., seconded by Rogers. The motion was approved unanimously.

There were no comments from the public. The public hearing was closed at 1:32 p.m.

c. Resolution 2019-18 FY 2019-2020 General Appropriations Act Motion by Ezikian to approve resolution, seconded by Rogers. A roll call vote was taken. Dabaja AYE Erbisch AYE Ezikian AYE Keenan AYE Rogers AYE FY 2019-2020 Budget Amendment Liedel noted that there are two amendments that need to be made. One involves transferring money to the general fund to help pay for operations and the second amendment involves the bank fees related to those transactions. Liedel stated that the recommendation is to reduce this line in the budget because fees have been much lower than anticipated.

Page 2 of 3 Motion by Rogers to approve budget amendment as presented, seconded by Keenan. The resolution was passed unanimously. Motion by Keenan to approve METRO act fund amendment, seconded by Rogers. The motion was passed unanimously. Motion by Ezekian to approve use tax fund amendement, seconded by Rogers. The motion was passed unanimously.

d. Plan for Continuation of Services with the MMSA Liedel noted that he had addressed this agenda item earlier in the meeting.

IX. Adjournment Motion by Keenan to adjourn the meeting at 2:15 p.m., seconded by Rogers. Motion was unanimously approved and the meeting adjourned.

RESOLUTION 2019-19 Authorize Payment of Local Community Stabiliza�on Share Revenue

The Local Community Stabiliza�on Authority (the “Authority”) is responsible under the Local Community Stabiliza�on Share Act, Public Act 86 of 2014, as amended, MCL 123.1341 to 123.1362 (the “LCSA Act”), for the payment of that por�on of the use tax levied by the Authority and authorized under the Use Tax Act, 1937 PA 94, as amended, MCL 205.91 to 205.111 (the “Local Community Stabiliza�on Share”), to a “Municipality” (as that term is defined under sec�on 5(r) of the LCSA Act, MCL 124.1345(r)) en�tled to receive Local Community Stabiliza�on Share Revenue under the LCSA Act.

Under Sec�on 18 of the LCSA Act, MCL 123.1358, each Municipality is required to submit to the Michigan Department of Treasury (“Treasury”) sufficient informa�on for Treasury to make its calcula�ons under the LCSA Act and Treasury determines the amount of distribu�ons made by the LCSA under the LCSA Act.

By October 20, 2019, the Authority is required by sec�on 17(8) of the LCSA Act, MCL 124.1357(8), to make the payments of Local Community Stabiliza�on Share revenue to Municipali�es required for 2019 under sec�on 17(4) to 17(6) of the LCSA Act, MCL 124.1357(4) to 124.1357(6), in the amounts determined by Treasury for county allocated millage.

Therefore, the authority council of the Local Community Stabiliza�on Authority (the “Council”) hereby resolves as follows:

. that the Council authorizes the payment of Local Community Stabiliza�on Share revenue by October 20, 2019 in the amount payable for 2019, subject to any adjustments for prior years under sec�ons 17(4) to 17(6) and sec�on 17(8) of the LCSA Act, MCL 124.1357(4) to 124.1357(5) and MCL 124.1357(8), to each Municipality eligible to receive a payment for county allocated millage (collec�vely the “Payments”);

. that the amount of each Payment to a Municipality shall be in the amount determined Treasury, as required by sec�on 18 of the Local Community Stabiliza�on Act, MCL 123.1358;

. that as the provider of administra�ve services to the Local Community Stabiliza�on Authority (the “Authority”), the Michigan Municipal Services Authority (the “MMSA”), is directed to make the Payments on behalf of the Authority by October 20, 2019;

. that the treasurer of the Authority and the chief execu�ve officer of the MMSA, or both, are authorized to take the ac�ons necessary to make the distribu�ons authorized by this resolu�on; and

. that the MMSA, on behalf of the Authority, shall no�fy the Michigan Associa�on of Coun�es, the Michigan Municipal League, and the Michigan Associa�on of School Administrators of the distribu�ons authorized by and made pursuant to this resolu�on.
