Annex B - Impact Assessment

We have carried out an impact assessment on surrounding, primary, secondary and local colleges. The overall impact on local schools and colleges will be minimal. The results are to be found on the tables that follow the summaries below.

Summary

Primary - There are eight primary schools within a one mile radius (average distance travelled to school for primary school pupils in is 0.7miles) and we have assessed the impact on two of these to be moderate. Of the two schools which will have a moderate impact, one has an Ofsted rating of ‘requires improvement’ and one has attainment levels below average at KS 2 in English and maths. Whilst the new free school may be attractive to some of these parents both schools were oversubscribed in the academic year 2011 to 2012.

Secondary - There are 13 secondary schools within a five mile radius (the average distance travelled to secondary school in Hounslow is 1.7 miles) . We expect there to be a moderate impact on three and a potentially high impact on one. Hounslow Manor school is just over a mile away, was undersubscribed for entry in 2011 to 2012 and has well below average levels of attainment. However it has a Good Ofsted rating and Nishkam will be building pupil cohorts from reception and year 1 so won’t be offering secondary places for several years. Two schools which we expect to be moderately impacted are performing well but are within half a mile of Nishkam West London. One was oversubscribed and one undersubscribed for entry in 2011 to 2012. Both of these are single sex schools and likely to attract parents who specifically want this type of school for their children as opposed to Nishkam which is a mixed school. The third secondary school expected to be moderately impacted by Nishkam is a mile and a half away, performing well with a small surplus of places (2%). It is also a single sex school.

Colleges & Further Education Institutions - There are four further education colleges within a five mile radius. All are large (three to five thousand students) and only West Thames College is expected to have a moderate impact from the new free school. This college has a Satisfactory Ofsted rating, has well below average attainment and is only a third of a mile from Nishkam. However Nishkam will not be offering sixth form places for several years.
