• In FY 2012, due to Significant Funding Cuts, NDBC Leadership Determined that we Needed to Change the Way we build and Deploy Weather Buoys
• We determined that a Modern more Compact and Self Contained Ocean Observations Payload ( SCOOP) was Needed
• Modern Manufacturing would be Applied and our entire Concept of Operations would Change Significantly
