Kia ora I have been fortunate to be involved in the Events and Venue Industry for 25 years. It started in and has taken me to the UK, Napier, Australia, , Japan and Rotorua. Some memorable events include overseeing Rotorua’s city delivery of the Rugby WC 2011, Venue Manager for Te Matatini 2013, Event Manager of World Rafting Championships 2013 in NZ, attracting and delivering the Lions v Maori Rugby Fixture 2017 and Venue Manager of Tuhoe Ahurei 2018. I have no doubt that when I do a similar bio after 2022 that I will be adding the APES Games 2022. This will be a unique experience which presents an exciting event deliver challenge to be a part of. And also, what a neat way to celebrate our Trans Tasman rivalry, our amazing BOP region, and recognise our essential services that have looked after our communities.

Kia ora! I am looking forward to welcoming you all to, and helping deliver, an exciting APES Games in 2022! Rotorua and the Bay of Plenty is my little slice of paradise and I can’t wait for you all to experience everything we have to offer. I have been involved with many great events in the past with some personal highlights being the 2018 Commonwealth Games, 2017 British and Irish Lions v Māori All Blacks match, 2013 World Rafting Championships, and the 2011 Rugby World Cup matches in Rotorua;. There is no doubt in my mind that the 2022 APES Games will be up there with these events as being a memorable and rewarding experience too. Can’t wait!”

Reena Snook Tauranga City Council

Reena is responsible for the portfolio of events funded by Tauranga City Council and played an integral role in the development of Tauranga’s world-class event evaluation framework which supports community events through to large-scale, major international events.

Before joining Tauranga City Council in January 2018, Reena enjoyed a long and successful career in the performing arts sector, working most recently as Senior Producer at Auckland Live, ’s largest performing arts organisation.

Reena enjoys working with new events and developing existing home-grown events that showcase the beauty and diversity of our region to domestic and international visitors. She is looking forward to welcoming AP&ES Games 2022 participants, their whanau and friends to Tauranga and ensuring all aspects of this regional event are delivered to a world-class standard.

Jenna Quay Tauranga City Council

Jenna has extensive experience in the events industry and is responsible for the City Events team, ensuring the safe and successful delivery of the city’s events. Jenna’s previous roles include managing the Event Delivery team at Auckland Tourism, Events and Economic Development Ltd (ATEED), where she oversaw the operational success of the city’s major events.

Highlights in Jenna’s career include working in key operational roles in Auckland’s festival activations for the Rugby World Cup 2011 and at the ExCeL Venue for the London 2012 Olympic and Paralympic Games. Jenna also took a key games delivery role to support the highly successful World Masters Games 2017 delivered in Auckland.

Jenna is passionate about supporting the events industry in her region, forming and developing key relationships to ensure events run smoothly and effectively across the city. I joined the New Zealand Police in 1996 and have served the last 24 years in my home province of Manawatu. Twenty of those years were in the CIB and ten as a Detective Sergeant. I have been a member of NZ Police Sport throughout my career, the Central District Sports Officer since 2008, a NZ Police Sport National Committee member since 2015 and became the New Zealand Delegate to the Australasian Police and Emergency Services Games Federation in 2019. I have played many sports throughout my life and remain active in the select few that my knees still allow me to participate in.

I have been the manager and organiser of a number of Manawatu based charity events for many years and am looking forward to the massive challenge that the Australasian Police and Emergency Games 2022 presents. I have no doubt that the contribution of all the talented people involved along with the incredible locations and facilities that the Bay of Plenty offers, will set us up for an extraordinary event and one that will be remembered for many years ahead. Dave Gallagher APES 2022

Dave has a lifetime of being involved in sport. He has worked in education, high performance sport, sport science and sport management across several groups, including the University, Professional Sport and Services Industries. In addition to his role as an ANZPGF Director Dave has been appointed Games Director/CE for the 2022 APES Games and is very much looking forward to hosting you all in Rotorua and Tauranga.

Governance Board Mike Rusbatch NZ Police

Andy Milne NZ Corrections Andy Milne moved to New Zealand in 2014. Prior to that he spent 17 years serving in the British Police. Andy is currently the Deputy National Commissioner at the Department of Corrections. He enjoys the variety and challenges of this role and is passionate about the work of the Department and its role in the criminal justice system. He is passionate about Corrections as an inclusive workplace where all staff can achieve great things through mutual respect and understanding for their colleagues and those in our care. He is pleased to be the Corrections representative on the Australasian and Police and Emergency Services Games.

Bill Perry NZ Customs

Bill Perry is the Deputy Comptroller, Operations of the New Zealand Customs Service. Customs is focused on protecting New Zealand, promoting and facilitating trade and travel, and collecting around 18% of Crown revenue.

Bill leads Customs’ Operations, including: border operations; intelligence, investigations and enforcement; revenue and assurance. He is also responsible for strategic business development, business improvement and innovation, and service development. As a member of Customs’ Executive Board and Senior Leadership Team he also provides leadership on strategy and promoting and embracing diversity within Customs.

As Deputy Comptroller, Bill has participated in a number of New Zealand Government officials committees, including the Justice Sector Deputies Group which focused on reducing the influence of gangs, and the Maritime Security Oversight Committee which ensures New Zealand’s maritime interests are kept secure. Bill also regularly represents New Zealand at meetings of the World Customs Organization.

Bill joined Customs in 1976 and his roles have included Northern Ports Manager, Investigations Manager, and Investigations and Response Group Manager. He has completed Oxford University’s Advanced Management and Leadership programme and been awarded the New Zealand Customs Medal with four clasps.

Dave is in his 5th term on Council and has 'lead-councillor' responsibility for Economic Projects. He has lived in Rotorua since his posting from cadets in August 1969 - except for 3 years in the Hutt Valley and Hasting in the 1970’s. Dave’s wife Shreeve recently retired after 24 years service in the Rotorua Police as a non-sworn support officer. They have two adult children, a daughter living at Papamoa Beach and a son living in Mandurah WA. Dave has been involved in organising sporting events since he organised the first Police Trout Fishing competition over 30 years ago.

Dave’s early recreational passions were rugby, fishing and hunting, but mountain biking took over in the 90’s and he has participated in the AP&ES games at four venues since 1996. He looks forward to welcoming emergency service personnel to Rotorua in the beautiful Bay of Plenty in 2022. They will find a community proud of it’s traditions of manaakitanga [hospitality], it’s cultural heritage, and it’s special environment of forests, lakes and geothermal landscapes.

Tenby Powell Tauranga City Mayor

Tenby Powell was elected as the Mayor of Tauranga City in Oct 2019, following a campaign built upon a philosophy of Tauranga Together – Kotahitanga.

Raised in Tauranga, he was educated at the University of Waikato (which recognised him as a Distinguished Alumnus in 2010) and Harvard Businesses School, and went on to serve in the NZ Defence Force (rising to the rank of colonel).

Since leaving the army, he has served as a director or chairman for numerous business and government organisations and not-for-profit entities.

In the private sector, Mayor Powell held senior management positions in Fletcher Challenge and Skellerup Group prior to forming private investment company, Hunter Powell Investments Limited, in 1999 with his entrepreneur wife, Sharon Hunter. In May 2018, he was appointed by Prime Minister Jacinda Ardern as Chair of the Small Business Council, a new organisation tasked with driving improvement and innovation in the small business sector, with the strategic objective of lifting the performance of New Zealand’s many small enterprises. He has also been a New Zealand Representative on the APEC Business Advisory Council.

Mayor Powell’s mix of commercial, government and not-for-profit experience has created a rich cross-sector and international knowledge base, enabling him to work effectively with people from diverse cultural and socio-economic backgrounds, domestically and internationally.

Gareth Wallis Tauranga City Council

Gareth has worked in local government in Auckland and Tauranga for more than 20 years in a variety of leadership roles. He came to Tauranga City Council initially from a senior business development role at Auckland Live, New Zealand’s largest performing arts organisation.

Gareth’s role covers events, emergency management and civil defence, libraries, community development, Baycourt, Community and Arts Centre, places and spaces and council-controlled organisation governance. He has a strong focus on relationship building within the community,

He has a background in the performing arts, event management and also emergency management, in particular on a practical level as a Fire and Emergency New Zealand volunteer for nearly 20 years. His last role was as the Chief Fire Officer of the Greenhithe Volunteer Fire Brigade. He was also a member of Urban Search and Rescue Taskforce 3 as a Category 2 technician.
