Sub: Diversion of 361.295 ha forest land, in addition to 274.691 ha for which the stage-I clearance is already granted on 14th August 2012 by the MoEF (thereby making total diversion as 635.986 ha out of 1443.756ha ) in favor of M/s Steel Authority of India Limited (SAIL) for mining of iron ore inDurgaiburu Iron Ore mine in Saranda Forest Division in of Jharkhand — regarding. Sir, I am directed to refer to the State Government of Jharkhand's No.-3/Van Bhoomi-62/2008-4108NP dated 1.10.2019 on the above subject forwarding additional information, as sought by this Ministry vide its letter of even number dated 26.02.2019 and to say that examination of the said information in the Ministry revealed that CA proposal is not complete as the following details still deficient in the CA proposal: (a) Location of exact area of 730 ha, where CA in lieu of diversion of extant proposal, is proposed has not been provided. Exact KML/Shape files, corresponding to 730 ha area, out of 1230.86 ha, needs to be provided by the State Government. (b) Attempts have been made to delineate 730 ha out of 1230.86 ha proposed for CA, However, clear patches, without involvement of MDFNDF area are available only in respect of 294.80 ha of degraded forest land. Other patches, though containing suitable area cannot be delineated using DSS, as theses patches contains MDF areas. Therefore, State Government needs to identify suitable area out of 1230.86 ha and the same needs to be submitted to the Ministry along with its corresponding KML/Shape files. (c) CA scheme in respect of Forest Division has been submitted only in respect of 50 ha of degraded forest land while in respect of remaining 80 ha no CA scheme has not been submitted along with the proposal. Further, area proposed for CA in Forest Division is 140 ha, while CA scheme has been submitted for an area of 220 ha without any justification/comments of the Nodal officer on the area anomaly. (d) Site suitability certificate from the DCF concerned has not been submitted in respect of Jamshedpur, Saranda and Porhat Forest Divisions. (e) Differential amount of Rs. 2,91,34,640/- has been estimated on account of revised approved CA schemes. Demand has been raised by the DCF, Saranda. However, the same has not been deposited into the account of CAM PA. In view of the above shortcomings, I am directed to the request the State Government to submit the information on the shortcomings, as indicated above, to the Ministry for further consideration of the proposal for grant of Stage-II approval under the Forest (Conservation) Act, 1980.
