At the May 27, 2019 Council Meeting, Deloitte LLP presented the 2018 audit results and the year-end communication report.

Within the communication report there were two recommendations brought forward by Deloitte LLP, as follows:

1) Formal Process for Capital Asset Verification 2) Implement a Vendor Supplier Roster

Both of the recommendations by Deloitte LLP have the support of Administration and Policy #Fl-001 and Policy# GA-008 have been revised.

5. Lotteries Community Grant - Langham Dance Club

The Saskatchewan Lotteries Community Grant Program is a partnership among Sask Sport Inc, Sask Culture Inc. and the Saskatchewan Parks and Recreation Association Inc. The grant program assists in the development of sport, cultural and recreation programs by providing funds to non-profit community organizations operated by volunteers.

The goal of the program is to get people involved in sport, culture and recreation activities by enabling communities to address the needs of local residents. Expenditures must be directly related to the delivery of a sport, culture or recreation program.

The Langham Dance Club is seeking funding through the Saskatchewan Lotteries Community Grant Program to help provide opportunities for local youth to remain active in local sport. The Langham Dance Club is a newly established volunteer board run, offering both recreational and competitive dance within the Town of Langham to area residents which includes surrounding towns and the residents of the RM. of Corman Park.

The mandate of the Langham Dance Club is to provide local dance opportunities so all area youth can remain active. The intention is to keep activities affordable for families. Dance classes are open to everyone aged 3+ including a beginner, recreational adult class. Classes are offered two nights a week. At the end of year a recital is planned to be a public event, where no tickets will be sold and anyone can come and enjoy the performance. The Langham Dance Club has been actively fundraising and seeking donations to raise money to run the startup year of the club.

Council was presented the Langham Dance Club's application for $2,000.00 in Saskatchewan Lotteries Grant funding. This application will form a part of the 2019 Lottery Grant Funding starting April 1, 2019. The RM. has received $30,651 .00 for the 2019 SK Lotteries Community Grant year.

6. Saskatchewan Lotteries Community Grant - Sask Valley Riding Club

The Saskatchewan Lotteries Community Grant Program is a partnership among Sask Sport Inc, Sask Culture Inc. and the Saskatchewan Parks and Recreation Association Inc. The grant program assists in the development of sport, cultural and recreation programs by providing funds to non-profit community organizations operated by volunteers.

The goal of the program is to get people involved in sport, culture and recreation activities by enabling communities to address the needs of local residents. Expenditures must be directly related to the delivery of a sport, culture or recreation program. In this case the proposed expenditures meet all program requirements.

The Sask Valley Riding Club is seeking funding through the Saskatchewan Lotteries Community Grant Program to help with expenses relating to horsemanship clinics and events at various venues within the RM. of Corman Park. These clinics will allow for individuals to advance and improve their horse skills and horsemanship. These activities are open to all members regardless tr: Administration Committee Minutes Monday. of level of ability or their age. The grant money will be used to cover a large portion of the clinic costs and allow the members to attend at a reduced rate.

7. Saskatchewan Lotteries Community Grant - South Corman Park Community Association - Spring Fling

The Saskatchewan Lotteries Community Grant Program is a partnership among Sask Sport Inc, Sask Culture Inc. and the Saskatchewan Parks and Recreation Association Inc. The grant program assists in the development of sport, cultural and recreation programs by providing funds to non-profit community organizations operated by volunteers.

The goal of the program is to get people involved in sport, culture and recreation activities by enabling communities to address the needs of local residents. Expenditures must be directly related to the delivery of a sport, culture or recreation program.

The South Corman Park Community Association is seeking funding through the Saskatchewan Lotteries Community Grant Program to help with expenses related to holding a "Spring Fling", proposed for June 15, 2019. The program is centered around the families in the community and for everyone to get to know their neighbours. Great evening for the community to come together and bond. The grant monies will go towards providing entertainment and fun for the children. This includes play structure rentals, face painting and a band to provide dancing into the evening for people of all ages.

Council was presented the South Corman Park Community Association's application for $3,682.50 in Saskatchewan Lotteries Grant funding. This application will form a part of the 2019 Lottery Grant Funding starting April 1, 2019. The R.M . has received $30,651 .00 for the 2019 SK Lotteries Community Grant year.

The Dalmeny Senior's Association is seeking funding through the Saskatchewan Lotteries Community Grant Program to help with expenses relating to an exercise program, "I mproving Mental Health Through Fitness and Socialization".

The Dalmeny Seniors will be offering a one hour exercise program from 10:00 a.m. to 11 :00 a.m., Monday, Wednesday and Friday every week from September to June. There will be leaders to guide the program using videos and equipment that has already been purchased. Grant funds will be used to provide for leaders and to help with office, utilities and caretaking expenses. This program is open to people of all ages struggling with mental health and socialization issues.

Council was presented the Dalmeny Senior's Association's application for $2,000.00 in Saskatchewan Lotteries Grant funding. This application will form a part of the 2019 Lottery Grant Funding starting April 1, 2019. The R.M. has received $30,651 .00 for the 2019 SK Lotteries Community Grant year.

9. Saskatchewan Lotteries Community Grant - Osler Celebrates Day

The Saskatchewan Lotteries Community Grant Program is a partnership among Sask Sport Inc, Sask Culture Inc. and the Saskatchewan Parks and Recreation Association Inc. The grant program assists in the development of sport, cultural and recreation programs by providing funds to non-profit community organizations operated by volunteers.

The goal of the program is to get people involved in sport, culture and recreation activities by enabling communities to address the needs of local residents. Expenditures must be directly related to the delivery of a sport, culture or recreation program.

The Osler Events Committee is seeking funding through the Sask. Lotteries Community Grant Program to help with expenses relating to the Osler Celebrates Canada Day to be held on July 1, 2019. The grant will be used for activities that include a parade, pancake breakfast, carnival games, food booths, fire fighter's competition, family bingo, bouncy castles, plastic ball and ball tournament, Canada Day Cake and fireworks. The day is open to the residents of Corman Park and anyone who wants to attend. Most of the activities are free of charge.

The Town of Osler will be contributing $500.00 that goes towards the purchase of fireworks and prizes for the family bingo. A Heritage Grant will be received and go towards the costs for some of the fireworks for the day.

Council was presented the Osler Events Committee's application for $1,500.00 in Saskatchewan Lotteries Grant funding . This application will form a part of the 2019 Lottery Grant Funding starting April 1, 2019. The R.M. has received $30,651 .00 for the 2019 SK Lotteries Community Grant year.

10. Saskatchewan Lotteries Community Grant - St. Vlodomyr Camp

The Saskatchewan Lotteries Community Grant Program is a partnership among Sask Sport Inc, Sask Culture Inc. and the Saskatchewan Parks and Recreation Association Inc. The grant program assists in the development of sport, cultural and recreation programs by providing funds to non-profit community organizations operated by volunteers.

The goal of the program is to get people involved in sport, culture and recreation activities by enabling communities to address the needs of local residents. Expenditures must be directly related to the delivery of a sport, culture or recreation program.

The St. Volodymyr Camp Committee is seeking funding through the Sask. Lotteries Community Grant Program to help with expenses relating to their St Volodymyr Camps, being held between July 19, 2019 and August 15, 2019. The Camps will have a variety of presenters for the campers, including Star Man, where the campers will learn about space and view the stars and planets. There will be Ukrainian music along with culture/religious crafts. The Sask Reptile Show will allow the campers to learn and be hands on. Saskatchewan Soccer Association will present a soccer clinic, no equipment will be required .

The camp is ran with two different aged camps, 8-14 years and 14-17 years. The camps offer a combination of sport, culture and recreational activities. A registration fee is charged to the kids attending the camp. In previous years they have seen approximately 40 kids in attendance.

Council was presented the St. Volodymyr Camp Committee's application for $855. 75 in Saskatchewan Lotteries Grant funding. This application will form a part of the 2019 Lottery Grant Funding starting April 1, 2019. The RM. has received $30,651 .00 for the 2019 SK Lotteries Community Grant year.

11. Regional Economic Development Authority (SREDA) Regional Run

Administration received correspondence from Kristen Johannessen, Manager at the Saskatoon Regional Economic Development Authority (SREDA) and is requesting to host a 10K run. The event will be held on September 14, 2019. The proposed route will commence at the Oasis Park in Warman and terminate at the Kinsmen Park in . Event organizers are requesting the use of the road for the run, provision of barricades for participant safety, as well as grading of the proposed route prior to the event date.

The route itself does not propose any issues, for the event date of September 14, 2019. In past events, it has been the organization's responsibility to provide adequate staffing for crowd management, checkpoint /intersection supervision, as well as manning of barricades. Public Works can provided barricades for the event with event staff responsible for the set-up and take-down of the barricades. It is the responsibility of the organization to provide clear, visible signage along the proposed event route.

The RM. will be undertaking a construction project on Twp Rd 384 during this time which will conflict with the proposed route.

12. Saskatoon Regional Economic Development Authority - Annual Economic Forum Video

The Saskatoon Regional Economic Development Authority (SREDA) created a marketing video of the RM. of Corman Park with Reeve Harwood for their Annual Economic Forum earlier this year. The video was presented to Council.

Greenwood: That Council accepts SREDA's marketing video for the RM. of Corman Park as information. Carried Unanimously

13. Parkside Estates Servicing

Parkside Estates is located within the SE 29-39-4-W3 and was established as a multi-parcel, country residential subdivision in September 2009. The subdivision is adjacent to the northwest corner of the boundary of the Town of Osler. There are 37 lots located within the subdivision, of which 3 are dedicated municipal reserve and 34 are for residential development. There are currently 26 lots that have been developed and occupied. The lot sizes vary from 1.22 acres to 5.55 acres. The development was completed by Mr. Bill Dyck, under the corporation WK Developments Ltd.

The resolution approving the subdivision at the September 8, 2008 Council meeting contained conditions as follows:

Forsyth: That the application of Peters Surveys Ltd. for W and K. Dyck to rezone Pel. B, SE 29-39-4-W3 from Agricultural District (AG) to Country Residential 1 District (CR1) and subdivide 44. 61 ha (110. 80 acres) into 34 individual lots for the purpose of creating a multi-parcel country residential community called Parkside Estates be APPROVED subject to; i. the applicant being responsible for all costs associated the rezoning; ii. the applicant entering into an easement agreement for future road widening along Township Road 394; iii. the applicant entering into development and servicing agreements for the proposed subdivision to address requirements including but not limited to the subdivision servicing fees, potable water system, septic utility system, roadways, management of municipal reserve lands, and public utilities such as power, telephone, and energy; iv. the applicant meeting the municipal reserve requirement.

The subsequent development and servicing agreement dated May 20, 2009 confirmed responsibility of the developer to hard surface internal roadways to a chipseal standard following completion of Phase 3 of the development. The developer has since refused to complete obligations under the agreement.

The following resolution was made at the October 15, 2018 Council meeting:

Trask: That correspondence regarding fulfillment of the servicing agreement dated May 20, 2009 be sent to the developer of Parkside Estates with a deadline of November 30, 2018 to respond or legal action will be commenced.

Following no response after the deadline the following resolution was made at the January 14, 2019 Council meeting:

Haduik: That a demand letter be sent from legal counsel to the developer of Parkside Estates with regards to non-compliance of road A:r/ Administration Committee Minutes Monday, July 8, 2019 M-11 (a) Page 7

surfaces requirements within the Development and Servicing Agreement.

Legal counsel for Mr. Dyck responded that they would not undertake roadway surfacing, after wh ich Council provided direction for RM. legal counsel to file a statement of claim against the developer, which was served on July **, 2019. Mr. Dyck has 30 days from the service date to respond to the claim.

As pressure from ratepayers within the development for road upgrades to occur has increased, Council requested clarification from legal counsel as to risk to the RM. if work was to be undertaken prior to any conclusion of legal proceedings. It has been determined that there is no impact on legal proceedings should work occur.

Administration has sourced quotes for roadwork as follows:

1) Chip seal on subgrade - Paving - $155,000 - No granular base • RM to supply seal coat aggregate

2) Chip seal on subgrade - Diamond Asphalt - $150,000 - No granular base • Contractor to supply seal coat aggregate.

3) SB90 Road Oil Incorporation - Sands Dust Control - $70,000 - No granular base • RM to supply traffic gravel, grader and packer.

There is no obligation to proceed with roadwork, and no Council direction has been given to proceed, with these quotes being for information purposes.

Should discussion on legal proceedings be required it is recommended that Council go In Camera as per Section 16(1) of the Local Authority Freedom of Information And Protection of Privacy Act to discuss legal matters.

14. Water Well Concern s

Division Two Councillor Chuhaniuk recently received a concern regarding density of water wells within the RM., especially in areas where there are multi parcel subdivisions or residences in close proximity to each other. The concern raised was with regards to potential impact to groundwater supplies if an excessive number of wells were to be drilled in one area.

The RM. of Corman Park does not currently regulate installation of water wells in any way, and does not track or otherwise keep information regarding wells within the municipality, however language is contained within the RM. Zoning Bylaw as follows:

"16.13. All new multi-parcel country residential development shall be serviced by a centralized potable waterline administrated in a legal form acceptable to the Municipality. "

The RM. Official Community Plan also contains language within provisions for re-subdivision of existing multi parcel country residential lots as follows:

"5.2.4.2. The re-subdivision of lots within existing multi-parcel country residential developments may be considered subject to zoning and compliance with the following criteria:

d) the resulting lots shall each be connected to a centralized potable waterline;"

The intent of these clauses is not to control usage of groundwater resources in any way, but to protect RM. road infrastructure from the impact of water hauling and to ensure a safe, reliable, water supply to developments where the expected level of service is treated potable water.

The Water Security Agency regulates use of groundwater and surface water Ii within the province, however an exemption is provided for within legislation for AT/ Administration Committee Minutes Monday, July 8, 2019 M-11 {a) Page 8

Should Council wish to begin regulating wells within the RM. Administration would investigate potential options to do so and resourcing required.

15. Delegation - 9:15 a.m. - Tax Abatement Request - Clarence & Gerri Neufeld

Council was presented with a request from Clarence and Gerri Neufeld to review and consider a 2017 and 2018 tax abatement for Lot 5, Block 1, SE 26- 35-5 W3rd. Mr. Neufeld is also requesting that his 2017 appeal fee of $75 be refunded.

Background: In 201 7, Mr. Neufeld appealed his property land assessment due to flooding. At the appeal hearing SAMA (Saskatchewan Assessment Management Agency) proved that there was no sales evidence in Mr. Neufeld's area to warrant a reduction to the land values for flooding, which resulted in the BOR (Board of Revision) dismissing his appeal. Mr. Neufeld appealed his BOR decision further to the SMB (Saskatchewan Municipal Board), however he withdrew this appeal in 2019. If Mr. Neufeld had continued his appeal and been successful, it would have been applied to the 2017 to 2020 tax years.

In 2019, Mr. Neufeld submitted a new appeal of his land assessments on the same grounds as 2017. SAMA offered a 2% reduction in land values due to flooding, however Mr. Neufeld refused the offer and the appeal proceeded to a hearing. The decision of the BOR was to revise the land values to the recommended changes provided by SAMA. After receiving the 2019 BOR decision Mr. Neufeld is asking that Council abate his taxes retroactively for 2017 and 2018 along with a refund of his 2017 appeal fee of $75.

Under Section 274 of the Municipalities Act Council has the authority to review and approve a tax abatement. The tax abatement under consideration is for a portion of the levy pertaining to the residential land assessment. The 2019 taxable land assessment decrease was $6,480 ($321 ,200 - $314,720). Mr. Neufeld is requesting that the revised 2019 land value be retroactive to 2017 and 2018 and abated as follows:

16. Discovery Ridge Internet

The Hamlet of Discovery Ridge is requesting that Council consider and approve the installation of a Fibre Optic Cable throughout the Hamlet.

The Proposed Fibre Optic Project will be completed by Redbird Communications at · a cost of $115,000.00 plus applicable taxes and fully funded by hamlet reserves. The project proposal was presented to hamlet residents at the AGM meeting held on September 15, 2018, with the following electronic voting results: 14 residents in favor; 2 residents in favor of waiting until after the federal election is complete; 3 residents opposed; and 2 non­ responses.

The Fibre Optics will be installed on the roadside south of Bettker Road starting at the intersection of Hwy #5 and going north on Bettker Road into the Hamlet of Discovery Ridge. Thereafter the Trunk Line will proceed to Discovery Trail, Discovery Bend and Discovery Road to provide access to each of the 21 lots in the Hamlet.

It will require approximately 5,000 meters of trenching in the RM. of Blucher and the RM. of Corman Park and will have the capability to provide individual residents up to 100mbps of internet download speed.

At some point in the future, the residents of Strawberry Hills and Mission Ridge in the RM. of Blucher may connect to the fibre optic line and would reimburse the RM of Corman Park for a proportionate share of the initial capital costs based on a cost sharing formula provided by Redbird Communications.

The initial internet service agreement will be for a three-year period from December 31 , 2019 to December 31, 2022 and annual price increases thereafter will not exceed 10% per annum up to December 31 , 2027. The available network service options for residents would be as followed:

17. Nuisance Property

Councillor Trask brought forward a concern regarding the condition of the property located at NE 14-38-8-W3. Bylaw Enforcement Officer Prout is investigating.

Ron Thorstad presented Council with a fire hazard concern in the Hamlet of Grasswood, at the corner of Gabriel Road. Cathryn Miller, 515 Gabriel Road, was present and addressed Council regarding access to the area in the event of fire.

Trask: That Council accepts the report presented by Ron Thorstad as information and that jersey barriers be erected to restrict vehicle access, ensuring that they cover the entire width of the road allowance and erect a "No Trespassing" sign. Carried Unanimously

19. Delegation - 10:00 a.m. - Mark Akerman - Saskatchewan Sustainable Energy Management Group

Mark Akerman presented Council with information on the advantages of solar energy and how municipalities can be involved.

a. Ag in Motion - Approach Building

Ag in Motion is a three-day outdoor farm show coming to Corman Park near the Town of Langham this July 16-19, 2019. Ag in Motion offers the unique opportunity for farmers to get up close and personal with today's agricultural technology, products and services in a new interactive way.

Rob O'Conner, Show Director, is requesting assistance in building two approaches to the Ag in Motion site. The first approach will be located at the south end of the property off of Grid 392. This approach would be their /f:I' Administration Committee Minutes Monday, July 8, 2019 M-11 (a) Page 11

priority. It will be used to add a second entrance for the purpose of speeding up the parking process for attendees. The second approach would be off of Grid 3083. This would be used to increase the speed of which exhibitors can enter the property. Both approaches would also be used if the site needed to be evacuated during an emergency situation.

The two approaches with culverts will cost $45,000 to build, according to the organizers.

Ag in Motion is offering a 3 year gold level sponsorship in return for the assistance in constructing the · approaches. Benefits to this sponsorship would include signage describing the sponsorship level, the RM. would be included in all areas where sponsors are recognized, a thank you message or story that will be distributed on their social media network.

Administration has reviewed the request, and has determined that due to lack of in-house resources the two approaches would have to be contracted out in order to accommodate this request. If these approaches were constructed by the RM., Public Works would have to shut down its current in-house construction project.

Haduik: That Council accept the correspondence from Ag in Motion regarding their request for assistance in building approaches to their event site and that the RM. donate two culverts in return for recognition, subject to approach -applications being approved. Carried Unanimously

b. SUMA Municipal Symposium - The Future of Municipal Development

The Saskatchewan Urban Municipalities Association (SUMA) has extended an invitation to Reeve Harwood to attend their first-ever municipal symposium, titled The Future of Municipal Development. The symposium will bring together academics, subject experts, and municipal officials in , July 28 to 30 to discuss the future of economic development in Saskatchewan's municipalities.

The cost of registration is $150 and includes dinner on the evening of July 28, as well as breakfast and lunch on both July 29 and 30. Accommodations are available at the Temple Gardens Hotel and Spa for $145/night.

Froese-Kooijenga: That Council approve Reeve Harwood's attendance at the SUMA Municipal Symposium as well as all expenses related to her attendance. Carried Unanimously

c. NSRBC 2019 Membership

Council was presented with a letter and request for the 2019 membership fee for the North Basin Council (NSRBC).

The RM. is not a current member of the NSRBC.

The Basin Council is a non-profit organization that was formed to support and direct the implementation of the Source Water Protection Plan for our watershed. The plan has been built over 4 years of public consultations with the assistance of the Water Security Agency (WSA). Because the watershed is so large and source water protection is a long term project they require community support in order to be successful. They are actively seeking community involvement.

d. 2019 Lieutenant Governor's Heritage Awards - Call for Submissions

Council was presented the Call for Submissions for the 2019 Lieutenant Governor's Heritage Awards.

The 2019 Awards will feature four categories:

• Community Development • Public Outreach • Physical Heritage Conservation • Intangible Cultural Heritage

The deadline for submissions is July 25, 2019.
