Cognizant of the provisions of the National Objectives an d Directtve Principles of State Policy; specrfically objective number XII on balanced Equ rtable Development;

Can the Minister State to this house;

(a) If she is aware that there is no tarmac road in Lango sub region other than the great Northern Road (Dokolo-Lira-Kamdini) which was part of the East African interconnection roads for trade and cargo transportation from the Port of Mombasa to South Sudan via Uganda?

(b) What Plans are underway, and when does the Ministry of Works and Transport intend to tarmac the following National Roads in Lango sub-region, given that some of them have always appeared in the budget for over a decade now:

(t) Rwen ku nye-APac-Pader-Kitg um Road ; (ii) Lira-Alebtong-Otuke-Abi m-Kotido Road; ( iir) Apac-Kole-Oyam-Omoro-Gulu Road; (iv) Alebtong- Dokolo-Kabera ma ido-Amolata r Road; (v) Alebtong-- Road; and, (vi) Oyam-Minakulu-Myene-Nwoya Road?

I Response:

Rt. Hon. Speaker and Honourable Members, Lango sub-region just llke other regions has been considered for connectivity with all-weather roads/ bituminous roads. Government has recently secured funds frorn the world Bank to upgrade the Tororo-Mbale-Lira-Kamdini road corridor to first class standard under an output and Performance Based Road contract. The procurement for the works contract has been concluded and the contract signed in June 2017. contractor is mobilizing to commence works staring with design.

The following are the plans for tarmacking the other National Roads in the Lango sub-region.

(i) Rwenkunye - Apac - Pader - Kitgum

Government applied and secured funds from the Islamic Development Bank for the upgrading of the Rwenkunye-Apac-Llra-Acholibur from gravel to bituminous standard. The procurement for the civil works contract is ongoing. Pre-qualification applications for contractors was cornpleted and once the pre-qualified list is approved by the Islamic Developrnent Bank, contractors will be invited to submit their bids. Civil works is expected to commence by end of 2018 following conclusion of the procurement process.

The other section of the road from Acholibur to Kitgum is currently under construction for upgrading to bituminous standard with works substantially complete under Government of Uganda (GoU) financing.

2 (ii) Lira - Alebtong - Otuke - Abim - Kotido Government has secured financing from the African Development Bank to undertake the deslgn for the Upgrading of Lira-Abim Road (125 Km) from gravel to bituminous standard. The procurement of the design consultant is currently ongoing and the design study is expected to cornmence by December 2018.

The other section of Abim-Kotido (64km), has been programmed for procurement of the design study to commence in the FY 20I8lLg financed by Government of Uganda.

The civil works for the above road links are programmed to commence in the medium term (2018/79-202012t) subject to availabitity of funds. (iii) Apac - Kole - Oyam - Omoro - Gulu

The design study for this road is planned to commence in the medium term (20t912020 -202U22) subject to availability of funds. (iv) Alebtong - Dokolo - Kaberamaido - Amolatar

The design for upgrading the road from gravel to bltuminous standard was completed in 2017 and funds are now being sought for works. Upgrading worksare planned to commence in the medium term (2018/t9 - ZOZOIZI) subject to availability of funds.

(v)Alebtong - Amuria - Soroti Procurement for the design study for the upgrading the road to brtuminous standard is programmed to commence in the FY ZOIB/L9 financed by Government of Uganda as part of the Soroti(Arapai)-Amuria-Oreta- Akwanamoru (1a3km). (vi) Oyam - Minakulu - Myene - Nwoya

The design study for this road is planned to commence rn the medium term (207912020 -202U22) subject to avarlability of funds,

Would the Mlnister explain to the House when Atiak-Afoji Road will be tarmacked in fulfillment of the Pledge by H.E the President of Uganda?

Response:

Rt. Hon. Speaker and Honourable Members, the feasibility study and detailed design for the upgrading of the Atiak-Adjumani-Afoji road was completed under Government of Uganda financing. Government has since secured a grant of Euro 50million from the European Union to upgrade the Atiak-Umi (67km) section and is in discussion with other Development Paftners to secure financing for the remaining 37km section,

Would the Minister inform the House when the Kigumba-Bulir-na road be tarmacked?

Response:

Rt. Hon, Speaker and Honourable Members, Government secured financrng from the African Development Bank for the upgrading of the Kigumba- Bulima road as part of the Kigumba-Bullma-Kabwoya road project. The works contract was signed in March ?017 and construction works are ongoing.

6 Question 38/01/10 asked by Hon, Kafuuzi Jackson Karugaba, MP Kyaka south Constituency In 2001, the President in hrs campaign manifesto pledged that the Kyegegwa, kibaale, Miziizi Road would be tarmacked. This road joins Kyegegwa District with Kibaale Drstrict at River Muziizi and Kiruhura District at River Katonga. To-date, the pledge has not been honoured. Response:

Rt. Hon. Speaker and Honourable Members, Government approached African Development Bank who accepted to finance the feasibility study and detailed engineering design of Kazo-Buremba-Kyegegwa road (B2km) under RSSP4. The procurement of the design study is currently ongorng and is expected to commence by December 2018 and be completed in 2019.

Procurement of the feasibility study and detailed engineering design of the Kyenjojo- Nyarukoma- Kigarare- Rwamwanja- Kiruhura road (97km) upgrading project also commenced under Government of Uganda financing for which the design study is expected to commence by end of 2018 and be completed in 2019.

Funds for works shall be sought after the design studies are cornpleted.

ln 2014, Uganda, together with her Northern Corridor Partne r States of Kenya, Rwanda and South Sudan, signed the Regional Standard Gauge Railway (SGR) Protocol, whrch provided the collaborative framework for the construction of a seamless SGR network to interconnect their cities, and connect them to the coast.

Would the Minister:

1. Explain to the House, the progress of implementing the SGR. 2. Furnish the House with an up-to-date list of the Project Affected Person, indlcating the following: i, Those compensated; ii. Those yet to be compensated; iii, The schedule of compensating those not yet compensated, if any; 3. Explain why some of the affected residents in Mufubira Sub-county, Jinja District were excluded from the list of those to be compensated?

Response to Question 1 Rt. Honorable Speaker and Honorable Members, the Government of Uganda continues to fast track the development of the SGR. A total of

8 1724 KM is planned to be developed in Uganda in a phassfl manner stafting with the Malaba-Kampala (Eastern Route) SGR section ( 273KM)

The followlng is the progress of the lmplementation of the SGR pro;ect;

a) Rt. Honorable speaker and Honorable Members, an E pclTurnkey commercial contract for the Eastern and Northern Routes (926km route length) was signed in March 2015. An addendum to prioritize development of the Malaba- Kampala route (273KM) at a contract value of UsD 2.295bn was signed in september 2015.Most efforts are on this route at the moment, The contract price is currently being reviewed with the intension of reducing it without affectlng the agreed upon standards.

b) A Design Review and supervision Contract was signed in December 2015. Preliminary works (including Bankable Feasibility studies and preliminary Engineering Designs)have been completed.

c) sourcing forfinancing from EXIM bank of china is in advanced stages. Appraisal of the project by the EXIM Bank of china was undertaken in September 2017. d) Land acquisition is ongoing. To date, assessment has been done for 92%o of the entire route and 101KM of Right of way have been acquired. A total number of 2895 PAPs out of 10,764 pAps assessed have been compensated at a cost of UGX 50.91bn. The total compensation value is estimated at 543.6bn(Details in response to question 2).The process to acquire the rest of the ROW continues. e) SGR harmonization between the Government of Uganda and the Government of Kenya has been undertaken. A Bilateral Agreement on seamless and joint operations of the Mombasa- Kampala SGR section has been signed between the two countries. Additionally, a communique on construction completion timelines for the Naivasha-Kisumu-Malaba and Malaba-Kampala sGR sections was signed. During the 14th NCIp Summit

9 that was held in June 2018 in Nairobi, the Heads of State dirercted that a fi na nci ng fra mework agreements for Naivasha-Kisumu, Kisum u- IIVala ba and Malaba-Kampala be signed during the forthcoming Forum on China-Africa Cooperation (FOCAC) Summit in September 2018

f) National/Local Content mainstreamlng ts ongorng, A plan has been prepared for at least USD 700mto be spent locally during the construction of the Malaba-Kampala sGR. A Local content database for local providers is being developed in consultation with key stakeholders. My t\4inistry has engaged some local providers (Cement and Steel) to share the required standards to enable them to undertake the necessary preparations. A local content symposium will be held later this year where key information will be shared with the key stakeholders.

g) Construction Quality Assurance Strategies have been put in place. My Ministry is working hand in hand with Uganda National Bureau of Standards, Ministry of Foreign Affairs (Directorate of Immigration), Uganda Revenue Authority, Engrneers Registration Board (ERB) among others to ensure quality on the project.

h) Plans to establish Railway Industrial parks, Inland container Depots and Silos along the Malaba- Kampala SGR Route are underway.

i) Plans to relocateutilities and other rnfrastructure projectsfrom the sGR corridor are underwayrncluding plans to extend electricity to the SGR traction substations. j) Design review and harmonisation of SGR project with other planned infrastructure projects is ongoing. k) social and Environment Safeguards have been mainstreamed into the sGR project.

10 l) A Draft Capacrty Development Plan has been prepared to ensure skllls transfer to Ugandan Nationals. To ensure sustainable developrnent of the railway subsector in the country, my Ministry is pursuing a grant from China that will be used to develop a roads and railway trainlng institute in Rubongi (Tororo District). Proposals to start railway related programs at key Ugandan Universities are being drscussed. m)Post Construction Operation and Management plans are under way.In order to harness the opportunities of the SGR and ensure a seamless regional railway system, the 13th NCIP Summit agreed and directed that the Mombasa- Kampala section of the SGR be managed and operated as one system by a one operator and that the contractors undertake operation of the section, in the interim, as the two Partner States build their local capacities. n) Government of Uganda signed a Memorandum of Understanding with CHEC (the contractor) in November 2016 to undertake the operations in the interim period, as local capacity in operations and maintenance is being built. Kenya and Ethiopia have also used the same strategy. Progress on the Northern Route Rt. Honorable Speaker and Honorable Members, Preliminary Engineering Designs and Environmental Impact Assessment undertaken by a western consultant (CPCS from Canada) were completed. A Bankable Feasibility Study undertaken by China Harbour Engineering Company Ltd has been completed on the Northern Route. Progress on the Western and Southern Routes

Preliminary Engrneerlng Designs and Environmental Impact Assessment undertaken by a western consultant (Gauff from Germany) was completed.

11 Bankable Feasibility Study undertaken by a China Civil Engineering and Construction Company has been completed on the Southern and Western Route

Greater Kampala Metropolitan Area Light Rail System (GI(MA LRT)

Government has also decided to develop the GKMA LRT systernto provlde cheap, reliable, convenient, comfotable, safe public mass tran sportin the Greater Kampala Metropolitan Area GKMA. The LRT pro;ect has been submrtted to the Public Private Partnership unit of the Ministry of Finance, Planning and Economic Development for screening rnto the Government PPP projects Pipeline. The Project has also been selected among the projects that will be presented to FOCAC in China for financing.

Response to Question 2.

Rt. Honorable Speaker and Honorable Members, compensation of PAPs is ongoing. To date, a total of 2,895 PAPs out of 10,164 assessed PAPs have been compensated at a cost of UGX 50.81bn,

A compensation Assessment Summary as at 6th August 2018 indicating the project area, acreage to be acquired, total number of PAPs, cornpensation award, No of approved reports, yet to be approved reports, compensation status among others ls as appended as Appendix I.

12 lt. Those yet to be compensated A list of PAPs yet to be compensated (Both Approved Reports and Draft Repofts) is appended as Appendix III.

lll. The schedule for compensating those not yet compensated, if any; The Mlnistry of Works and Transpoft continues to engage the Ministry of Finance, Planning and Economic Developnrent on all aspects of the project including on the required funds for compensation. The Compensation schedules are made as funds are released. There is therefore, no compensation schedule in place for all affected PAPs who are not yet paid.

Response to Question 3.

Rt. Honorable Speaker and Honorable Members, compensation of PAPs is being undertaken as per the Laws of Uganda, including the 1995 Constitution of the Republic of Uganda, as amended, the Land Acquisrtion Act Cap 226, the Land Act Cap 227, and the Registration of Titles Act Cap 230, among others. Assessment has been done in Jinja and the report is still with the CGV for approval.

The following are the affected properties with unresolved matters peftaining to SGR compensation in Mafubiraand other Sub counties, Jinja District.
