Sources of information

We are primarily informed by Members’ knowledge of the area, but many of the comments made will be reflected in community led exercises such as Parish Plans, Neighbourhood Development Plans and Village Design Statements. The Local Government Review (2011-2015) to consider local government boundaries contains considerable local information and the views of residents, as well as survey data regarding relations with adjacent parishes. A current, Borough wide, car parking strategy involved workshops which reveal some of the transport patterns relating to car and public transport use, and the problems caused by certain patterns of behaviour.

Approach

We have given considerable priority to preserving parish boundaries, and those of polling districts in the unparished areas. For the most part, these have been preferred to parliamentary boundaries and junctions with major roads. This reflects our view that much of the work of community building is carried out by local councils working within their boundaries, addressing the issues of their residents, and keeping them informed.

Constructive relationships between local councils, community groups and their ward councillors are likely to lead to the best outcomes for residents. Most councillors encourage and facilitate working between the local councils in their ward to address wider issues and encourage best practice and co- operation; there is value in preserving established but often informal links, and consequently we have tried to preserve existing ward structures wherever possible.

The use of parish councils as building blocks has naturally led to multi-member wards in circumstances where adjacent councils are too big to form single member wards, but are too small for single seat wards. Increasing the area of wards tends to bring together places with different character, and sometimes requires the incorporation of natural barriers. Where it has been necessary to split these building blocks, estimates have been made of the relevant electorate.

While recognising the validity of arguments for single member wards, we see practical benefits to larger wards. These arguments are expressed below in connection with Chester, but they are applicable across much of the Borough.

Support for a mix of ward arrangements and representation reflective of communities within the area concerned

The scheme outlined below as far as it relates to those wards wholly or partially within the City of Chester parliamentary constituency, contains a mix of ward representation from a single member ward ( and Mollington) to several multi-member wards of either two or three councillors.

We strongly believe the Commission should maintain a mixture and not be locked into a rigid formula of single member wards but rather take each ward on its own merits and consider whether or not a proposal is appropriate to the local community concerned. In making the case for a majority of wards with two or more councillors, we would give the following reasoning:

1. Multi-member representation means maintenance of representation when a councillor is absent for whatever reason (working, performing Executive or Civic duties, on holiday, is ill or has a personal interest in an item); 2. Multi-member representation allows councillors to share responsibilities, to focus on their own strengths and develop specialist interests within the local authority; 3. Multi-member representation allows a wide range of candidates to perform the role of councillor, including those who are working, looking after young children, who are retired - a strong combination of factors that should aid representation of residents at this level.

It is not always possible to reach a satisfactory multi-member configuration across the board when considering boundaries, as we have found in the case of our proposed Saughall and Mollington ward. In this particular case, the distinct rural character of this area and the strong and close links between the communities identified has led us to decide that a single member ward is the most viable and appropriate option. This is sensitive to the character of the area and the community links that exist. It would be invidious to 'lump this rural area' into another ward nearby to simply meet a specific approach and not take into clear account a range of factors such as geography, transport links, the outlook of the communities concerned and their current and historic relationships.

Proposed NEW Blacon ward

We propose a three member Blacon ward, largely based on its current boundaries but with the addition of a polling district from the current Garden Quarter ward (JG1) which borders the current Blacon ward and brings this proposed ward just above the quota level for three members but very close and therefore a strong statistical fit.

Blacon is a strong community in its own right with several local primary schools, a high school, numerous community facilities and a shopping area which has benefited from recent investment and regeneration. It is surrounded by a rural area (the Saughall and Mollington ward) but is also connected to the city by strong road links, particularly in the area to the south of the Deva Link road which run through and around the Greyhound Retail Park.

Our proposed Blacon ward has strong and distinct boundaries including the parishes of Upton and Saughall to the north and east, the national boundary with and the River Dee. The addition of the JG1 polling district into this ward would extend the boundary along the A548/ Sealand Road, part of which is already in the existing Blacon ward and is easily accessible from it, the A548 being the main road out of Chester to the retail and shopping park already in this area.

We strongly believe a three member Blacon ward will ensure strong representation for this distinct community within the City of Chester which would be ensured with the addition of electors from the Garden Quarter ward which sit next to the existing Blacon ward and save for the retail nature of the facilities in between, have similar housing stock within that part of the existing JA6 polling district in Blacon.

Proposed NEW Overleigh ward

We propose the creation of a three member ward that comprises in the large part the existing two member Handbridge Park ward and the existing one member Lache ward, with an addition from the existing and Huntington ward for which we will seek to make a special case owing to local factors and a small ‘tidying up’ exercise regarding the current Lache ward. This ward would, in effect, be a recreation of the old Overleigh division of Cheshire County Council and we therefore suggest this name be given to it in recognition of its important constituent parts – Handbridge, Westminster Park, Curzon Park, Lache.

During the last boundary review a single member Lache ward was created, justified on the basis that it was a distinct community. On the basis of this review, Lache is marginally under the quota and would therefore need to incorporate additional houses and residents from neighbouring areas. The existing ward contains a number of split roads, such as Cliveden Road which make little sense to the residents who live on them in terms of their ward representation. In addition, Stanley Park is part of this ward but is separated from most of Lache by a railway line. Furthermore, the creation of a Lache ward was justified on the basis of its relative deprivation but we believe an unhelpful sense of isolation has been reinforced and one which could be broken down by a new ward configuration. Residents ‘south of the River Dee’ have clear community connections and a strong sense of cohesion and integration would be promoted by a ward encompassing all residents in this area.

In practical terms, the communities south of the river already share many integrated services and community organisations. The two health centres in this area (Lache and Handbridge) draw their patients from Lache, Westminster Park, Curzon Park and Handbridge fairly evenly and the local Clinical Commissioning Group are seeking to build one central medical practice that would cover the whole area. Local churches ‘south of the river’ (two Church of and one Roman Catholic) draw their congregations from across the local community. In terms of local neighbourhood policing, one beat officer covers the whole area. Regarding education provision, there are two high schools in this area: Queens Park High School draws pupils from all parts of the proposed ward and the Catholic High School, as a faith school, has a wider catchment area. Strong boundaries – the River Dee to the north and east, the national boundary with Wales and the countryside to the south (earmarked for development – see below) towards the A55 are clear boundaries for this ward and reinforce the strong sense of a clear and distinct community. The whole area is well served by main roads and their tributaries, including the A483 and A5104.

It should be noted that we propose that the whole of Lache ward be included within this new ward which includes the small polling district of JL3 (43 electors in 2016 and 2023) which is part of the Dodleston and District CP. This polling district comprises a small number of properties at the end of Lache Lane and are clearly part of the Westminster Park community. They have no meaningful connection with the parish of Dodleston which is some miles away and they should therefore be included within a ward that reflects their real community relationships.

Within this scheme we also propose that polling district JE4 (which is also part of the Dodleston and District CP) be moved into this new Overleigh ward from the current Dodleston and Huntington ward. We accept that the LGBCE do not ordinarily allow the splitting of a parish but we strongly believe that an exception should be made in this instance. Polling district JE4 on the 2016 figures currently has 43 electors which is projected to increase to 835 by 2023. This increase will be the result of the ‘ Road’ housing development, an overall project of 1500 houses and approximately 2000 electors over the next 15 years or so. This will, in effect, be an extension to the urban area of Chester in a significant way and the potential impact of which is already being dealt with, primarily, by the sitting councillors for Handbridge Park, specifically in relation to the effect on schools, local amenities and traffic management. The polling district in question is also linked into the Handbridge Park/Lache wards by the main on the Chester side of the A55 so strong transport links are in existence already.

It is strongly in the interests of the residents of the current Handbridge Park and Lache wards and the future residents of this area for them to be represented by councillors who are fully acquainted with their likely concerns, who already know about the communities affected, are familiar with the terrain in question and will be able to represent them from a position of knowledge from the outset. These points will be reinforced by current councillors and members of the public in their own representations.

Proposed NEW Newton and ward

We propose a new combined Newton and Hoole ward made up of the whole of the existing Hoole ward and three polling districts (JN2, JN3, JN4) of the existing Newton ward. These polling districts are the bulk and most easily identifiable area of Newton (4208 electors on the 2023 figures), being those polling districts to the east of the railway line and not physically separated from polling districts JN1 and JN6 which elsewhere in this scheme we propose should be placed in a new Chester City ward. We detail elsewhere our intention to place JN5 in a new Upton ward, reuniting logical areas of Newton with Upton where they have previously been configured at ward level. Our proposal allows for the whole of the existing Hoole to be maintained within its own ward and strengthens the clear boundaries that exist within this area.

Whilst it may be argued that Newton and Hoole are two reasonably distinct areas of Chester, this has not been an impediment to them being combined in the past for representation purposes. Indeed, pre-2011 a similar ward of Hoole and Newton existed which reflected the close geographical proximity of these areas to each other. Housing stock in the area is mixed, from terraces to detached and semi-detached properties but it would be very difficult to distinguish those within polling district JN2 (Newton), for example, with similar properties in JK4 (Hoole). Local shopping facilities, the vibrant Faulkner Street of Hoole being significant, are easily accessible to residents of both Hoole and Newton on foot or by car and similarly the Kingsway shopping area is served by strong road links as detailed below (Hoole Road linking to Newton Lane to Kingsway seamlessly.) Bus services, such as the Stagecoach service 53, follow a route from Chester city to Hoole Road to Kingsway.

Our proposed Newton and Hoole ward has clear boundaries. The railway line borders the whole of polling districts (consecutively) JN2, JK6, JK2, JK3 and JH5. The A41 encloses polling districts JK5 and JN3 within the area. Other transport links within our proposed ward are strong with one of the main routes into Chester, Hoole Road (A56) running from the A41 to the railway bridge and allowing easy access to both the Hoole and Newton areas, such as Ermine Road in Hoole to Brook Lane in Newton / Newton Lane (the Hoole Road end being in the existing Hoole ward) to Kingsway in Newton (in the JN3 polling district which is the largest on the 2023 figures).

Proposed NEW Chester City ward

We propose a new Chester City ward made up of the whole of the current Chester City ward, the majority of the existing Boughton ward (less an area which we propose moves into our ward - see below), two polling districts of the current Newton ward (JN1 and JN6) which are the other side of the railway line and therefore within the main city conurbation and part of the current Garden Quarter ward (JG2) which, together with the Newton polling districts, includes the University of Chester and the majority of associated student accommodation.

We believe our proposed ward best reflects those areas which regard themselves as part of the core city of Chester, albeit the historic city walls offer a somewhat stronger definition of what a true Cestrian might be! In the context of a reduction of the overall size of the council, this proposal would see the ward represented by three councillors who would be able to take a strategic city focused view of the area, based on it better reflecting the actual make-up of the city itself. The city centre is clearly defined and presents a number of specific issues, all of which are common across those areas we propose sit within this arrangement (air quality, traffic management and congestion, retail matters and the positive/negative impact of other issues such as tourism, the night-time economy.) Housing stock across this proposed ward is similar in nature, varying from terraced accommodation to townhouses, residential apartments and significant properties of architectural or historic interest. Furthermore, cross city organisations operate within the proposed ward, including churches across the city which share a common outlook as part of the city itself.

Our proposed ward has strong physical boundaries and strong transport links within itself. The River Dee boundary to the south and the railway line clearly enclose the city centre area. The inner ring road (A5268) allows easy access into the constituent parts of our proposed ward, most clearly the JC1 to JC5 polling districts of the current Chester City ward; with Road (the A5116) linking in polling districts JN1 and JN6 from the current Newton ward and allowing easy access to the JG2 polling district of the current Garden Quarter ward; the A51 which links polling districts JB1 and JB3 of the current Boughton ward and the final area of Boughton (JB3) accessible via the A51 roundabout along City Road towards the railway station. Bus services are frequent within this whole area, serving the immediate environs and then beyond to the main centre of the city. The whole proposed ward is easily accessible on foot.

Proposed NEW Great Boughton ward

We propose a new Great Boughton ward made up of the vast majority of the current Great Boughton ward less two polling districts that are part of civil parishes outside the Great Boughton Parish (JH7 which is part of CP and which we propose in this document should sit in our new Chester New Villages ward and JH6 which is part of CP and which we propose should sit within our proposed new Dodleston and Huntington ward), to include the JD4 polling district of the current Chester Villages ward which is part of the Great Boughton CP and also gain the JB4 polling district of the current Boughton ward which has a strong geographical link to Great Boughton parish and has in the recent past been part of a similar ward.

Regarding the JD4 polling district specifically (arguments are also put forward below regarding the JB4 polling district), it should be noted that these houses have historically been in the Littleton Parish but are part of a street in and are bordered by the natural boundary of the A41. Access is only available through the Great Boughton Parish (North) and current Great Boughton ward.

Great Boughton is one of the two unique areas within the city of Chester (Upton being the other one) which has its own parish council, formed in 1894. As such we believe it should as far as possible form a ward in its own right although we recognise that to do so just focused around the parish itself would be small in size. It is possible to make a logical case therefore for the JB4 polling district to move into our proposed Great Boughton ward. This area (Filkins Lane and associated roads) borders the current ward off the A51 and contains housing of a similar style and nature further into Vicars Cross. It is almost indistinguishable from other parts of the existing Great Boughton ward in that area and its addition to the new ward would be a logical extension of the housing running down the main A5115 (Christleton Road). Prior to 2011 this polling district was part of the wider Boughton Heath and Vicars ward so there is a strong historical precedent for its inclusion in a ward containing Vicars Cross going forward. Residents in the Filkins Lane area and around the Bridge Inn public house call themselves residents of Vicars Cross, are highly likely to use the Vicars Cross Green Lane shops rather than those in Boughton, make use of the Great Boughton Library and have close links generally to Vicars Cross as their natural community of interest. Residents regularly contact Great Boughton Parish Council with issues of concern as they often believe they are in the parish boundary in addition to having been historically part of the former Boughton Heath/Great Boughton ward on previous local authorities. This area is quite different in character to other areas of the current Boughton ward, namely City Road, Brook Street or Dee Hills Park. The primary schools of Cherry Grove and Boughton Heath Academy draw in many children from the current Great Boughton ward owing to the proximity and historical links. Finally, the natural border at the end of Chapel Lane to the shops into Boughton and Christleton Road on the A41 and the same on Road on the A51 help to align the area well.

As a result of the proposed change above, it would make sense for any review of the Parish of Great Boughton to consider taking this area (JB4 polling district) within the wider parish boundary.

Community links and groups are strong within the current Great Boughton ward with facilities such as the Vicars Cross Community Centre being clear focal points and a strong sense of community spirit across the ward engendered by participation in projects such as Great Boughton in Bloom and events such as the annual carol singing organised by the parish council. A recent cross community campaign to save a local public house attracted significant public support from those within the area most affected and who felt strongly about it. The Bishops Blue Coat Church of England High School has its primary catchment area in the south of the city within the Great Boughton ward.

The proposed ward has strong boundaries and internal transport links. The River Dee borders the Sandy Lane area (polling districts JH1 and JH2), the Caldy Valley area (JH3) is bordered by the A41 Chester outer ring road which runs all the way along the Vicars Cross area but also allows easy access into the ward via a number of roads such as Green Lane. The A51 (Vicars Cross Road), the A5115 (Christleton Road/Whitchurch Road) dissect the ward but are helpful in providing access to its constituent parts. Bus services such as number 7 with a destination of Vicars Cross takes a route from Chester to Boughton to Vicars Cross (Queens Road) and service number 5 runs from Chester to Whitchurch Road to Caldy Valley before its eventual destination in Huntington. Routes 26 and 41 also serve residents across and within the area.

Proposed NEW Saughall and Mollington ward

We propose a new Saughall and Mollington ward, of the same name as the existing ward, made up of the current Saughall and Mollington ward with the addition of polling districts JM1, JM2, JM3 currently in the Little and ward but which taken with polling district JP10 form the whole Puddington CP.

This area, to the north of the Chester conurbation and to the south of the conurbation is rural in nature, being made up of a collection of small villages (between 23 and 606 electors on the 2023 figures) and the largest village of Saughall itself at 2503 electors on the 2023 figures. It has a distinct character and has benefited by single member representation since the last review with a councillor able to focus on the individual needs of the parishes concerned but which are often interconnected and related. The whole of our proposed ward is parished and reinforces the rural character of this ward as well as providing clear boundaries (the Parishes of Puddington, , Lea-by-Backford, Mollington, & Ledsham and Saughall & ). Geographically these parishes, which look towards Chester as their county town, are to the north west of the city with the Shropshire Union Canal also providing a boundary from those areas to the north east of the city.

There are long and historic associations between the villages and parishes within the proposed ward, including ecclesiastical parishes, schools, use of village and community halls and groups such as the Women’s Institute. The ability of residents to easily access such community groups and facilities is enhanced because the ward is well served by local transport links with the main A540 from Chester to Wirral running more or less through the centre of the ward. This allows for easy access to all villages and communities within the area via the network of minor roads running off it.

Proposed NEW Upton ward

We propose a new Upton ward, of the same name as the existing ward, made up of the current Upton ward with the addition of polling district JN5 from the existing Newton ward which runs down the main boundary, Plas Newton Lane, between the current wards but seeks to unite a number of split roads (detailed below) which look naturally to Upton as their main community focus and have in the past been part of an Upton ward. We believe strongly that a ward focused around the Parish of Upton should be maintained in the new arrangements for the Council and set out our reasoning below.

The Parish of Upton by Chester and District is based on a country village first recorded in the Domesday Book, now a including the original villages of Upton and Upton Heath. With the expansion of Upton from Victorian times, the area covers a wide but easily identifiable community of long association. Residents identify with 'Upton' as a clear community, recognised as a ward in its own right and reinforced by the existence of the Parish Council, one of only two parished areas within the Chester conurbation. Residents feel strongly that their community identity should be protected but this boundary review also gives an opportunity to correct some historic boundary anomalies.

Evidence of the cohesive nature and identity of Upton is reflected in the community facilities and historical relics available to residents of the area and which they associate with and have pride in: Upton Village Hall, the Parish church of the Holy Ascension, the village pump, the Cockpit, Lodge Gardens. The headquarters of Chester Zoo, the Dale Army Camp and the Countess of Chester hospital are all integral to the ward and provide important employment opportunities for local people. Three main shopping areas at Long Lane, Weston Grove and the Bache as well as four primary schools, Upton High School and Dorin Park (a school for young people with special educational needs) add to the strong community amenities within the ward. The catchment area of these schools is clearly defined with pupils walking, cycling or arriving by car mainly from the immediate area.

A recent expansion in housing, the Upton Dene development, which sits between the Countess of Chester hospital and the Dale Camp, has recognised the defining nature of Upton as a distinct suburb of Chester by the inclusion of the area in its own name.

Liverpool Road (A5116) and Plas Newton Lane are major road links from the A41 to Chester. It is in this vicinity, which provides a strong boundary, that changes could be make to the existing ward to increase its electorate and therefore its viability in the new arrangements. The area between St. James' Avenue and Wealstone Lane (Wealstone Lane - on which the Upton Pavilion sits - is illogically split at this end of the road) and the area from Appleton Road to Plas Newton Lane are sensible areas to include within a new Upton ward. Their association with Upton is already reflected in the street names which celebrate the connection between Upton and Arradon in France. The polling district in question, JN5, is adjacent to the current JQ6 and JQ7 and has in the past been part of an Upton ward without controversy. The JN5 area is within easy walking distance to the shopping facilities on Weston Grove and the Mill View and Westlea primary schools. The doctors' surgery, pharmacy and library, together with the Pavilion (as previously noted) and the Queen Elizabeth II playing fields are all sited on Wealstone Lane - they are well used by Upton and Newton residents already and are the nearest community facilities to the JN5 area.

Proposed NEW Chester New Villages ward

We propose a new Chester New Villages ward to the east and north east of the city of Chester, largely based on the current Chester Villages ward but with a significant addition in the context of a reduction in the overall size of the council. Our proposed ward seeks to unite together those villages and parishes which have a natural (and geographic association) with the city of Chester and which look towards it as their county town/city but also reflects their essential rural character.

Each polling district in our proposed ward contains a civil parish, either distinct in its own right (such as Elton, Ince, , Manley) or part of a group in a 'district' (such as the parish councils of and District or and District.) We believe these villages to the east of Chester are logically drawn together and would continue to benefit from strong representation that recognises their character and clear relationships with one another. They share similar perspectives as rural and semi-rural areas with the challenges faced being common across the proposed ward such as access to rural services and amenities, employment opportunities and the challenge of public transport (although as detailed below the ward is well served by a strong road network and bus services do operate in this rural environment.) The existing councillors for the Chester Villages ward have worked hard to bring a cohesive nature to their ward and encourage cross area working. This could be further enhanced by a newly configured ward which builds on the progress made and doesn't completely split the area into multiple wards.

In the recent past (pre-2011) the area has been represented within a larger Mickle Trafford ward which took in much of our proposed ward with one or two differences and indeed anomalies (the Parish of Ince, for example, sat within the Central and Westminster ward of Ellesmere Port which was completely different in nature and outlook - the majority of that ward being urban in nature whilst the village of Ince is rural.) Importantly the former ward united Mickle Trafford and Elton, the two largest population centres in our proposed new ward so there is a clear precedent for a configuration of this nature existing again.

Our proposed ward contains strong transport links and strong boundaries. The ward largely lies to the east of the A41 dual carriageway around Chester which becomes the . The small number of polling districts (such as LB5 - or LQ2 - Hoole Bank) that straddle such significant roads can still be easily reached via minor roads and crossing points - no area is left in isolation or completely cut off from the whole ward. The main A56 runs through , Mickle Trafford, and into Dunham-on-the-Hill with a number of more rural routes linking it to Alvanley and Manley. Similarly, the A56 provides a direct route via the B5132 (a stronger road than the 'B' categorisation might suggest) to , Thornton-le-Moors, Elton and Ince. , Elton, Elton Green, Ince and Thornton-le-Moors can also be reached via the A5117 which is also a main route to the villages of the Little Stanney and District Parish Council, with roads leading off it. Bus services also provide valuable links within our proposed ward, one such being service 28 with a destination of Ince which serves Chester, Guilden Sutton, Mickle Trafford, Thornton-le-Moors, Elton and Ince. In addition to the geographical and road network boundaries, the Ship Canal offers a boundary in the north east of the proposed ward.

In terms of the ward name, the existing Chester Villages ward has, we believe, been an effective means to tie together the communities that were formed into this ward following the last review. Its generic nature means one particular area doesn't dominate which might be a temptation in this process (Mickle Trafford, Elton and Guilden Sutton being the most populous areas of our proposed new ward) and gives recognition to the status of the communities involved. As this new proposed ward isn't a simple successor to the old Chester Villages, we propose adding the word 'New' to the name to distinguish it. However, should the Commission find favour with our proposal, we would be content to consider a slight modification to the current name if this were felt appropriate as using the word new suggests these could be wholly new villages, which they clearly aren't, with many enjoying a long and distinguished history.

Proposed NEW Dodleston and Huntington ward

We propose a new Dodleston and Huntington ward made up of the whole of the current Dodleston and Huntington ward (less polling district JE4 which we have argued elsewhere should be included in a new Overleigh ward owing to large scale housing development in the near future and its close proximity to the current Handbridge Park and Lache wards), the Christleton CP, the Littleton CP, the Rowton CP and the & CP. The whole of this proposed ward sits to the south of the city of Chester and to the east following the main A55 road and has a rural in outlook in parts (including the rural area of the Christleton CP) but with significant developed space (Huntington itself together with new housing in the former Saighton Camp military site.) The development of the Saighton Camp area and the knock on effects to local transport, public services and amenities makes a strong case for this ward receiving enhanced representation which is proposed here with it moving from a single member ward to a two member ward.

Huntington, Dodleston, Poulton, and Eccleston have a long history of association with each other in the context of the wider Chester area and share a similar outlook to places such as Christleton and Littleton which are slightly outside the city itself, are rural in nature but are not isolated communities. The whole of this proposed ward is parished which is another reflection of their similar outlook and identity although individual communities are robust in nature and have their own particular perspective.

The proposed ward has strong boundaries and transport links within it. The national border with Wales runs very close to , Dodleston, Pulford and Aldford; the A41 past Saighton is also very clear and although the River Dee runs through part of the ward it also separates Huntington from the main Chester conurbation. The A483 runs from Chester towards Wrexham providing access to the Dodleston, Eccleston, Lower Kinnerton and Pulford areas; the A55 road from the coast provides a direct route to the village of Christleton; Christleton links into Rowton via the to Whitchurch. Other internal minor roads such as the B5130 from Huntington to Aldford offer easy internal access within the ward. Bus services such as the number 5 and DB services are valuable internal routes that also link into the city of Chester itself.

Proposed Malpas ward

Malpas Ward is on the southernmost edge of the Council area, and is bordered on three sides by wards in other counties. These form a natural demarcation as indicated by: – the A49 The Cheshire / Shropshire County Boundary Line The England / Wales boundary line.

The A41 highway runs through the ward, linking the Hampton Heath Industrial Estate and No Mans Heath, which has been designed a Local service Centre in the emerging Local Plan Part 2. This trunk road does not connect any other major settlements until Waverton on the edge of Chester, some 11.5 miles away.

The hamlets of Hampton, No Mans Heath and and a number of smaller parishes in south Cheshire are strongly socially linked and rely heavily on the facilities and services available in the Malpas Key Service Centre. The Malpas Ward contains the Bishop Heber High Secondary school which has a local catchment area of nine parish primary schools situated in or adjacent to the Ward. The activities of the primary and secondary schools, Laurel Bank Medical Centre, and Church Benefice of St Oswald’s in Malpas and St John’s in Threapwood result in strong ward community ties that do not extend greatly into other adjacent wards.

No changes are proposed, and Malpas should remain as a single seat ward.

Proposed NEW and Farndon Ward

Added to the existing Farndon and Tattenhall wards is the parish of Waverton. The wards are very close and bounded to the east and west by administrative boundaries. The A41 and A434 provide excellent connections across this region and beyond. Children from the area mostly attend the same high school. The villages are very similar in size and distinctiveness and medical services are managed by one practice; residents attend either location depending on where appointments are available.

The new proposed ward would be a two seat ward.

Proposed NEW Eddisbury Ward

Ashton Hayes and have been added to the existing Tarvin & ward. The A54 links most of the ward, with the 82 bus service serving much of this area; where it is difficult to access bus stops, residents often drive the short distance to Tarvin or Kelsall to access this service as well as local shops, as evidenced in recent discussions on the borough wide car parking strategy. The 84 bus also links Tarvin, and to Chester and .

There is a case to align Willington more closely with , which emerged as a strong option in surveys prepared for the recent Local Government Review. However, recognising the role played by Kelsall institutions (eg the very active bridge club) in the social life of Willington, and a Neighbourhood Plan which links Kelsall to part of Willington, on balance the link with Kelsall is stronger.

There is great pressure on primary school places in this area, and many children from one parish attend the school in one adjacent. The Kelsall Duke of Edinburgh scheme draws in children from the surrounding parishes as does the Tarvin Amateur Football Club. The Ashworth Timebank, based in , receives valuable support from volunteers in Kelsall. The OPAL group, based in Kelsall, supports residents in both Ashton and Kelsall. The Tarporley medical practice od Drs Adey and Dancy has a cachement area which includes Tarvin, Kelsall, Ashton Hayes, Mouldsworth, Delamere and .

We propose the name of “Eddisbury” for this ward, or possibly “Eddisbury Hill” if it is necessary to distinguish it from the Parliamentary constituency.

This ward is slightly above the prescribed limit for a two seat ward; if it is necessary to reduce it, the most plausible options are to move Clotton Hoofield or Willington to Tarporley.

Gowy

This ward ceases to exist being adsorbed into Chester New Villages and Eddisbury.

Proposed NEW Over and Littler Ward

The new Ward of Over and Littler would comprise the largely semi-rural elements of with the neighbouring Parishes of Whitegate and . While the current Over and Verdin Ward is made up of Winsford and Whitegate, the Parish of Whitegate sits within the current 3 member ward. Winsford is mostly surrounded by rural areas, so all three wards in Winsford today have a rural area within their boundaries, it is appropriate that new wards continue with this model.

The addition of Little Budworth to the Over area of Winsford and to Whitegate takes into account properties and areas which straddle the A54 roadway from Winsford to the A49, and as such a continuous transport artery and network to access Chester, , and beyond.

The addition of 600 new homes into the new Ward will bring a large number of newer families into the semi-rural Over district of Winsford and these growing families will look to send children to the existing Primary Schools in this area and it is likely that these children will associate with Tarporley High School.

The split of Over and Verdin polling areas in Winsford is relatively simple - only one polling area needs to be divided, which presents no problem as part of KK6 only can be reached via Chester Lane and would therefore fit directly into the Over portion of the current ward; we estimate the number of electors moved to be 666.

The proposed new Ward would consist of 2 Councillors who could easily split time between Winsford and the outlying parishes. Whitegate and Little Budworth share a boundary along the A54 to the A49. They both supported, and were involved in, the speed reduction effort along this shared road including joint funding with Ward Councillors. Their primary schools are feeder schools for Tarporley. The Churches share a vicar and there has been a shared youth worker in the past.

We propose a two seat ward here.

Proposed NEW Tarporley ward

Proposed NEW Weaver and Cuddington ward

We propose to incorporate the parishes of , Whitley and Antrobus, into the current Weaver and Cuddington Ward.

The amended Weaver & Cuddington ward would comprise the existing the villages of , Cuddington & Sandiway and , to which the villages of Antrobus, Little Leigh, Lower Whitley and Higher Whitley are proposed to be added to create an enlarged Weaver & Cuddington ward less Dutton.

There are existing communities of interest in the ward, especially around Weaverham High School the only secondary school in the ward area, the Russett School is the only special needs school in the area and catchments for the primary schools in Weaverham, Cuddington, Sandiway, Little Leigh and Whitley also criss-cross the ward, binding the community together. The A49 is a busy arterial route which connects the proposed ward north to south, whilst the A556, B5153 and A533 also act as east west routes. The and the Trent & Mersey canal run through the middle of the proposed ward, giving a leisure focus. The ward is almost entirely within the North Cheshire Green Belt. There is a joint burial committee between the 3 parishes of Acton Bridge, Cuddington and Weaverham.

We propose to retain this as a three seat ward with the same name.

Proposed NEW and Moulton Ward

The communities of Davenham, Kingsmead and Moulton are all bound by the River Weaver on the west and the A533 old /London Road to the east, with also being served by the A533. The river is an important link as the tow path runs alongside the three villages linking Winsford to . The tow path is accessible for walkers, cyclists and runners.

Kingsmead is a new development with a new parish council formed in 2011, shops and a primary school, just like the villages of Davenham and Moulton. Bostock, Davenham and Moulton all have established parish councils who sit regularly and they also have biannual meetings together to discuss issues which affects them all; they all contain large portions of agricultural land.

Davenham has a small theatre, which is used by all residents, there is also a Cricket Club and a football club in Davenham which serves all these communities as well as established clubs within the other villages.

The 37A bus runs between Northwich and Winsford, going through Kingsmead, Davenham and Moulton. We propose to retain this as a two seat ward keeping the same name.

Proposed NEW Hartford and Greenbank ward

Hartford is a parished village with a strong sense of community. Hartford and Greenbank are strongly linked due to the presence of ten schools in the ward with the children from both areas attending them. The River Weaver flows along the edge of the ward. It has a nature reserve, Marshalls Arm, which is accessed both from Greenbank and Hartford, is used by both communities and can be accessed from the schools. St John's Church in Hartford formed a daughter church in Greenbank in 2002. It is proposed to move the western part of MD4 which we estimate as 486 voters to a new Northwich West ward.

Buses connect these communities to other areas, but they are sufficently close and permeable that most people walk between them. Hartford is too large to be a single member ward and because of its strong links with Greenbank, it should remain a two member ward with the same name.

Proposed NEW Kingsley ward

The addition of Dutton to the Kingsley Ward makes sense as it is associated with Aston and Sutton Weaver on the northern banks of the river Weaver, which mirror the villages of , and Kingsley, an ecumenical group to the south of the river Weaver. These six villages create a truly rural ward on the northern edge of Cheshire West and Chester which share very similar issues. We propose that this remains a single seat ward.

Frodsham is an historic market town and is recognised as a key service centre by CWaC for planning purposes. It is well served by transport links to Chester, Liverpool and Manchester but less so to towns such as Northwich and Winsford.

Frodsham's geography and in particular the rivers, canals and the Frodsham (Overton) Hill and the sandstone ridge behind have served over time to give Frodsham a distinctive character. That geography has influence. When Frodsham Town Council's boundaries were being reviewed by CWaC prior to the 2015 parish council elections the residents of Kingsley Green (to the south of Frodsham) overwhelmingly indicated that they wanted to join Frodsham. Frodsham's boundaries to the east were moved to the Weaver Navigation and the Sutton Weaver swing bridge. The Weaver Navigation and the (ship canal) form the northern and eastern boundaries for Frodsham.

Prior to that 2015 parish council boundary review Frodsham's parish boundaries and ward boundaries for CWaC purposes were entirely contiguous. It is recommended that the existing CWaC ward boundaries be expanded to match the parish boundaries.

All associated Governance arrangements with the public sector follow the same boundaries with policing and health. Facilities located in Frodsham are shared across the whole town; The Princely Medical Centre serves the whole community, as does the adjacent library and leisure centre. Frodsham retains a local neighbourhood policing team with a single Police Community Support Officer covering the whole town. The Frodsham Neighbourhood Plan is being prepared on this single geographic boundary.

Frodsham has 4 primary schools and parents elect to send their children to their preferred choice sometimes on faith grounds which means that the nearest school is not necessarily the one attended. The nearest catchment school to Frodsham is High School which the majority of Frodsham’s children attend after primary. A single Educational Improvement and Sports Partnership exists for all schools in the area.

Similarly, Frodsham has 5 places of worship with the congregation drawn from all parts of the community. Many clubs and societies serve the whole community and draw their membership from the whole population. Some of these are focussed on the centrally located Community Centre on Fluin Lane or in community spaces at local churches. This includes the Frodsham Youth Association which is the central facility for young people and draws from each of the primary schools and the High School.

The railway station is centrally located in town and principle bus routes operate from Main Street and High Street. Car parking facilities are located in the town centre. The retail heart of Frodsham features strong independent retailers and national supermarkets and serves the whole community

Past arrangements that have divided the town into single wards have no traction, identity or relevance to the local population who see themselves first and foremost as Frodsham residents

Frodsham's identity is 'Frodsham.' The town is not subdivided further. The townspeople see themselves as residents of Frodsham. There is a very strong whole town all embracing culture.

Of all councillors within CWaC it is the Frodsham councillors that are most closely associated with their locality. They ensure that the town's needs are reflected within the council - something that would be at risk of being watered down either by joining Frodsham, with say Helsby (although this would be an acceptable option and was seriously considered in the 2010 boundary review) - or by splitting Frodsham into two one-man wards. There are no natural divisions within Frodsham that could be adopted. It would also be a divisive step and is likely to harm community cohesion.

We propose that no change is made; if the slight shortfall in quota is a problem, then the best alternative would be a three seat ward with Helsby, with which there are excellent transport links. Proposed Helsby ward

Helsby was founded as an Iron Age Village on top of its imposing central sandstone hill and has grown into a thriving independent community in a rural setting. People born in Helsby can live, be educated, work and have a selection of recreation activities before retiring in our very own retirement village “The Windings”.

The integral workings of Helsby as a community that support an independent ward status include:

Numerous Independent Pre-Schools, two Primary Schools, Helsby High School Numerous Local, National and Multinational business operations, “Heat Trace” “Honeywell” Tesco store employing hundreds of our local residents HoHo Helsby’s Christmas carnival and community street fair Churches, Post Office, Doctors, Dentist, Veterinary and variety of Shops/Traders, Golf Course and a 76 unit Retirement Village.

There is a Railway station for commuters to North Wales, Chester, Manchester and Liverpool, plus a reliable bus service. There is also an existing Helsby Community Sports Club with a range of activities, to include Tennis, Running, Rugby, Football, Fishing, Bowls and a Social centre. Helsby has planning permission to replicate a new £6.5 million sports complex with £100,000 contribution from Helsby residents on the Parish Council precept and construction will commence this financial year.

There is a Helsby Neighbourhood Plan which embodies the community’s strategy until 2030, and any activity within the village is relayed to the community via the “Helsby News”. We propose no change; if this is unacceptable, the next best alternative is a three-seat ward with Frodsham, possibly including the villages of Alvanley and Manley. Proposed wards wholly or partially within the Tatton parliamentary constituency

Proposed Shakerley ward

The Shakerley ward is made up of six parishes covering a large area bounded by major roads (M6, A50, A556). There are four of the parish councils and two areas which hold parish meetings, generally twice a year. Each of the parish areas has its own identity and community, each for example, holding village fetes; five of the parishes have villages halls or a community centre which provide support for the older and younger people with various activities. There are three primary schools which cater for the educational needs of most of the children in the ward.

There are working relationships between the parishes on various liaison committees with local companies such as Ineos (formerly ICI) and they have been able to co-ordinate their activities in relation to large planning issues.

The Shakerley Ward has been in existence for over 40 years and we propose to keep the same name and retain it as a single seat ward.

Proposed NEW Marbury ward

The current ward is bounded by the Trent and Mersey Canal, the river Weaver and major roads (A533, A49, A55 and A556). However, the projected electorate gives rise to 2.5 seats, so, one way or another, one of these natural boundaries must be crossed, giving us a most difficult choice.

The nine parish councils support maintaining the integrity of this ward. Residents have easy access to the facilities of Marbury Country Park, Community Woodlands, the Anderton Boat Lift, the Lion Saltworks and the Salt Flashes. There are shared services - through churches, vicars, 7 primary schools and the historic Marbury Park swimming pool, providing the electorate with choice and identity within easy travelling distance. Oakwood Medical Centre in Barnton is shared by all nine villages. All are also within the Parliamentary Constituency of Tatton. The parish clerks meet regularly to discuss issues.

We propose to move Antrobus, Whitley and Little Leigh into a revised Weaver and Cuddington ward for the reasons given above.

An alternative might be to add the parish of Lostock which was removed from Marbury during previous reviews. However, we were unable to find any satisfactory solutions for the consequential effects of this change.

Thus we propose a two seat ward, retaining the name of Marbury due to the local connection. Proposed wards wholly or partially within the Ellesmere Port & Neston parliamentary constituency

Proposed NEW Neston and Parkgate Ward

Proposed NEW Whitbyheath Ward
