III. EFFECTS OF THE ACTIVE LOW PRESSURE AREA (ALPA) THAT DEVELOPED INTO TROPICAL DEPRESSION “FERDIE” A. INCIDENTS MONITORED (TAB A) • A total of fifteen (15) incidents occurred in various regions affected by Tropical Depression “FERDIE”. AFFECTED POPULATION • A total of 227 families / 1,135 persons were affected by Southwest Monsoon as enhanced by Tropical Depression “FERDIE” in 3 barangays of 2 municipalities and 1 city in 2 provinces of Regions IV-A. CASUALTIES DEAD – Two (2) • Jonathan Sagodaquiel , 31 yrs. old of Brgy Wawa, Lumban Laguna, previously reported missing, was retrieved dead at 8:00AM, 21 July 2012. • Wilcor Rellera , 35 yrs. old from Brgy. San Isidro, Naguillan, La Union drowned at Pandanga Creek. MISSING – Six (6) • Junrel Tamario , 20 yrs. old, resident of Doña Calixta, Brgy. San Andres, Cainta, Rizal was accidentally carried by strong current while fishing on Doña Calixta creek. • Niel Calay , 6 yrs. old from Brgy. Lon-oy, San Gabriel, La Union, was swept away by the current of Balballaya River. • Four (4) fishermen namely Teodorico Caampued (60 yrs. old), Robinson Siso (50 yrs. old), Rogelio Canayon (35 yrs. old) and Levi Caballero (23 yrs. old) all from Brgy. Victory, Bolinao, Pangasinan went missing after being hit by extreme waves along the coastal shores of Bolinao. D. TRANSPORTATION SITUATION • According to PDRRMC-Cagayan, as of 12:00 PM, 21 July 2012 , ferry boat resumed operations at Magapit, Lallo, Cagayan but for passengers only. G. ACTIONS TAKEN EMERGENCY PREPAREDENESS AND RESPONSE: NDRRMC 3 • NDRRMC–OPCEN was activated into “Red Alert” status effective 5:00 PM, 20 July 2012 in view of the Southwest Monsoon and the Tropical Depression “FERDIE”. • Disseminated NDRRMC Advisories on Weather Advisory to all regions affected through SMS and facsimile, uploaded the same at the NDRRMC Website, Facebook, and Twitter accounts for further dissemination to their respective Local Disaster Risk Reduction and Management Councils (LDRRMCs) from the provincial down to the municipal levels • Directed RDRRMCs concerned through the OCD Regional Centers to undertake precautionary measures in their respective areas of responsibility (AOR) and subsequently advised local DRRMCs to initiate pre-emptive evacuation of families in low- lying and mountainous areas if situation warrants • NDRRMC–OPCEN disseminated the Hydrological Dam Situationer Ipo Dam issued at 8:00 AM, 19 July 2012 to OCDRC III stating that due to active low pressure area, the Ipo dam opened one spillway and the water releases was expected to affect the low-lying areas along Angat River from Norzagaray to Hagonoy. All residents living in the aforementioned areas were advised to be alerted for possible increase in the water level downstream. PAGASA continuously monitoring the hydrological condition at Ipo dam. MEMBER AGENCIES • DSWD prepositioned a total amount of Php27.32 million (Php1.98 Million standby funds and Php25.34 Million worth of supplies in all DSWD-FOs along the typhoon path) Field Office Standby Funds Relief Supplies Total CAR 502,667.15 1,769,341.36 2,272,008.51 I 479,909.13 6,259,463.04 6,739,372.17 III 504,642.03 1,786,978.89 2,291,620.92 IV -A 491,592.49 15,529.880.03 16,021,472.52 Total 1,978,969.37 25,345,663.32 27,324,632.69 • PCG-Aparri implemented the “No Sail Policy” for all motorized banca within their Area of Responsibility (AOR). • PCG Aurora advised fishing boats and other small sea crafts not to venture out into the sea while larger sea vessels were alerted against big waves. • CGDNL-PCG activated all District Operations Centers to conduct search and rescue operations for the four (4) missing fishermen • PNP NCRPO pre-positioned SAR, coordinated with local DRRMC, and activated DIMTG, clearing of major thoroughfares and highways in coordination with DPWH and LGUs. • PRO IV-A alerted all Police Provincial Offices to monitor weather situation and report any untoward incident to the LDRRMCs Operation Center. • LLDA (Laguna Lake Development Authority) assured RDRRMC IV-A and Rizal PDRRMC that all flood gates of Napindan Channel are open and Manggahan flood control gates are open as of 3:00PM, 21 July 2012. • PAGASA commenced the Preparatory Phase of Flood Warning Operation for the Magat River and issued Heavy Rainfall Warning on 21 July 2012 to some areas in NCR due to the observed and expected heavy rainfall. REGIONAL PREPAREDNESS AND RESPONSE: • RDRRMC I disseminated weather and flood bulletins to all concerned local DRRMCs, RDRRMC member agencies, the tri media thru facsimile and SMS, and to several fishermen associations. Activated OCD Region I OPCEN and PDRRMCs Ilocos Sur and Ilocos Norte OPCENs. Monitored situation in AOR. • RDRRMC II disseminated Severe Weather Advisory to RDRRMC member-agencies, P/C/MDRRMC, PCG, Local Media (Radio Stations) and other stakeholders thru SMS and facsimile. Coordinated with Local DRRMCs regarding situation in their AOR and preparedness activities undertaken. Monitored the regional situation. Alerted Local DRRMCs for possible occurrence of any emergency. Alerted the residents living in low lying areas and mountainous slopes against possible flash floods and landslides. OCD-II was activated into Red Alert status as of 6:00 PM, 20 July 2012 4 • RDRRMC III was under White Alert status. Disseminated weather advisory. Relayed Hydrological Dam Situationer for Ipo Dam water released issued 8:00 AM 19 July 2012. Monitored Ipo Dam in the province of Bulacan and major roads and bridges in AOR. Disseminated NDRRMC Advisories to all provinces affected through SMS and facsimile for further dissemination to the respective LDRRMCs. Advised LDRRMCs to monitor possible increase in the water level of their rivers and flashfloods in low-lying areas. PDRRMC Aurora and Bulacan alerted the residents living in low-lying and mountainous areas for possible landslides and flashfloods. PDRRMC Bulacan alerted residents in low-lying areas living along Angat River from Norzagaray to Hagonoy for possible increase in the water level downstream. PDRRMC Zambales advised fishing boats and other small sea crafts not to venture out into the sea while larger sea vessels were alerted against big waves. • RDRRMC IV-A disseminated weather advisories to members of RDRRMC IV-A, LDRRMOs and Local Media thru Fax, Email and SMS and advised them to take precautionary measures. Residents in low lying areas and near mountain slopes were also alerted against possible flash floods and landslides. Alerted all LDRRMC to monitor any untoward incidents in their respective AORs. LDRRMCs monitored water level of streams and rivers that may cause flash floods and placed response team on stand-by alert and ready for deployment. PDRRMC Rizal activated its Operation Center due to the continuous rains and monitored flood and landslide prone areas. PDRRMC Cavite with MDRRMC Ternate and BDRRMC San Juan conducted sandbagging operation at Brgy. San Juan, Ternate, Cavite PNP/PRO IV-A alerted all Police Provincial Offices to monitor the weather situation and flooding incidents. • RDRRMC IV-B disseminated Weather Bulletins and Advisories to PDRRMCs, CDRRMCs, LGUs and line member agencies through SMS and facsimile, uploaded aforementioned to OCD-RDRRMC IV-B facebook and skype accounts.
