PRESIDENT’S MESSAGE

On behalf on NSW, I welcome everyone to the NSW 16&Under Championships for the 2017/18 tournament season.

This tournament will provide an opportunity for teams from all over the State to come together and go head-to-head over four full days of competition. This year we have 17 teams, over 200 athletes and more than 60 team officials and referees that will be pool side.

The Think. Act. Play. program which was introduced in September 2015 has had a strong presence at our state championships and this year will continue to play a large role. It was developed to promote and encourage good sportsmanship within the sport; to provide a safe, fair and inclusive environment for all participants (players, coaches, referees and volunteers).

Last year we introduced a 2-division competition (Championship division and a Cup division) for teams to compete. After an overwhelming positive response, we are happy to be able to continue with this competition structure.

I would like to take this opportunity to thank the staff of Water Polo NSW Inc, plus the staff at Peninsula Leisure Centre.

I wish all teams the best of luck and encourage all everyone to participate in the best spirit of the game.

Think.Act.Play is the program that was developed in conjunction with NSW Sport & Recreation and endorsed by WPNSW and WPA to ensure that core values, good reputation, and positive behaviours are maintained. Water Polo NSW fully endorse the program and envisage it to be a cornerstone support to the development of the Sport. The key messages that the program aims to promote are:

EVENT HOUSEKEEPING

All facilities have certified Lifeguards/First Aid responders on site. Please keep rubbish off the ground. Bins are around the pool for a reason. This carnival is about participation, it is important to ensure equal player time and rotation of the goalkeeper (if applicable). Teams MUST be ready to start 5 minutes before starting time. Balls must be returned to the bucket. Teams to provide their own caps.

WATER POLO NSW POLICY STATEMENT – SOCIAL MEDIA

Whilst WPNSW encourages social media use, representatives that engage in social media are encouraged to; • Be clear about who you are representing • Take responsibility – you are responsible for your content • Show respect for the organisations that you represent and for the audience that you engage with.

It is important to note that when you engage in social media activities – even via your personal accounts, if you identify yourself as a representative of your Club, State or Country (athletes, coach, staff member, etc.) or discuss matters relating to those organisations in a public forum, you may be held accountable for any comments that breech respective policies.

A FEW TIPS • Think twice and post once – Do not post anything that you would not want your grandmother to read because once it is in cyberspace it is there forever. You might delete it later but that doesn’t mean it has not been cached (stored) in a search engine on the Internet or has not been forwarded or copied into someone else’s domain. • What might seem amusing and innocent to you at present may not seem so amusing when you are looking to sign a contract or commence employment, or a comment you made about someone comes back to haunt you. • Having 5000 friends on Facebook, 4970 of whom you have never met, is not something to aim for unless you are running your Facebook page as a fan medium rather than a personal page. The safest option is to ensure that your profile on Facebook is set to PRIVATE. • Be responsible for content - Understand what you say on any social media platform is online and public forever. • Only post at times that are accepted by team standards. • If you make a ‘mistake’ please own up to it immediately, apologise and be genuine. • When commenting as an individual, please use the 1st Person (e.g. I, me, mine). • Never reveal any confidential or proprietary information. • Never make disparaging or offensive comments, particularly about other countries/States/clubs. Show respect. Stop and think before you post/tweet/send. • If you discover any negative comments made about States or its teams please discuss the post with the appropriate person as soon as possible. Use your best judgement and alert the Event Director. • Breach of this policy may result in disciplinary action by WPNSW.

CODE OF CONDUCT

PLAYERS BEHAVIOUR 1. Play by the rules at the direction of your coach and the referees. 2. Never argue with an Official. If you disagree, have your coach or manager to organise a time to discuss with the Official for clarification after the game. 3. Control your temper. Verbal abuse or disrespect of Officials and sledging or deliberately distracting or provoking opponents are not acceptable and in breach of the rules of the sport. 4. Work equally hard for yourself and/or your team. Your team’s performance will benefit so will your own performance. 5. Be a good sport. Acknowledge good play when possible. 6. Treat all participants as you like to be treated. Do not bully or take unfair advantage of another competitor. 7. Participate for your enjoyment and benefit not just to please coaches or family members. 8. Do not use foul language, sledge or harass any persons. 9. Respect the rights, dignity and worth of all participants regardless of their gender, ability, cultural background or religion. 10. Fully adhere to the principles of the Think.Act.Play program.

SPECTATORS BEHAVIOUR 1. Remember players participate for their enjoyment and benefit, not yours. 2. Applaud good performances and efforts from all individuals and teams. 3. Congratulate participants and Officials on their performance regardless of the game’s outcome. 4. Respect the decisions of Officials. Parochial support is encouraged but disrespect of Officials is not acceptable. 5. Never ridicule any players of Official. Remember that positive comments motivate improved performances. 6. Condemn the use of violence in any form and by any person. 7. Do not use foul language, sledge or harass any persons. 8. Respect the rights, dignity and worth of all persons participants regardless of their gender, ability, cultural background or religion. 9. Fully adhere to the principles of the Think.Act.Play program.

COACHES’ AND OFFICIALS BEHAVIOUR 1. Ensure that athlete’s time spent at your direction is positive. All athletes are deserving of attention and opportunities within the team unit. 2. Treat each athlete as an individual. Respect the talent, development stage and individual goals. 3. Be fair, considerate and honest. 4. Have a professional manner and accept responsibility for your actions. Language, manner, punctuality, preparation and presentation should display high standards. 5. Display control respect, dignity and professionalism to all persons – including opponents, coaches, officials, administrators, media, spectators, and family members of athletes. 6. Any physical contact with athletes should be appropriate to the situation and necessary for skill development. 7. Refrain from any form of personal abuse (verbal, physical or verbal) to any person. Be alert to any forms of abuse from indirect sources or any person whilst under your care or control. 8. Show concern and caution towards sick and injured athletes. Encourage medical advice to any athlete when required. 9. Be a positive role model for your sport and athletes. 10. Refrain from any inappropriate behaviour towards athlete, spectators, family members of athletes, and any other persons involved or connected with the game under your control. 11. Respect the rights, dignity and worth of all persons participants regardless of their gender, ability, cultural background or religion 12. Water Polo NSW in conjunction with Water Polo Australian Limited is committed to providing a safe, fun and enjoyable environment for all our children and young people to enjoy the sport of water polo. In this regard Water Polo NSW endorses the policy of Water Polo Australian Limited which can be found on the Water Polo website under Policies, Procedures & Reports.

Further to this, Water Polo NSW wish to advise that the following safety checks will be in place to ensure that reasonable control on the use of photographic and video recording equipment is adhered to.

Any parent intending to either photograph or videotape their child/children competing will need to complete the following steps; On arrival at the venue where their child/children is competing, will need a register their details. The registering parent will need to produce photographic identification. A driver’s license is suitable. Water Polo NSW would expect that all parents would join us in partnership to ensure a safe, fun and enjoyable environment for their children to compete in.

WPNSW STATE SQUAD PLAYER SELECTION CRITERIA

Players must participate in the specific State Championships in which they are attempting to gain selection for. Previous performances may not be considered for selection at these championships. Upon selection, players must be willing to participate in the Elite Athlete Pathway in NSW to maintain their selection. This pathway may vary from one athlete to another and between age groups, so this rule will be implemented where applicable. Athletes must agree to abide by the WPNSW code of conduct Maintain appropriate medical health and absence of injury or illness that allows them to perform at the satisfactory level in line with this Selection Policy. Maintain performance standards in line with this Selection Policy. Players must fit within the age group. Exemptions to these rules may be made upon request at the discretion of the WPNSW CEO or Sport Development Manager.

COMPETITION RULES

1. Tournament Director: The Tournament Director will be appointed by Water Polo NSW (WPNSW) and shall have operational control including having absolute discretion to administer any matters pertaining to the tournament plus determine any Judiciary incidents. If for any reason the Tournament Director is not present, the Technical Delegate shall have the same delegated authority (unless the Tournament Director has specifically appointed another person in a temporary capacity).

2. Registration: All players must be registered with an affiliated Club of WPNSW for the current season (or respective State Association for invited teams/players) at the time that team entries were called plus playing regularly for their nominated club.

3. Eligibility: Players are to be born 2002, 2003 & 2004 only (except as otherwise specifically approved by WPNSW).

4. Teams: Clubs are allowed to enter two teams with up to fifteen (15) players per team allowed to participate during the Tournament. Additional teams from a Club require approval by WPNSW.

5. Starting Times: Scorecards must be checked and teams ready to commence at least 5 minutes prior to the scheduled commencement time. Players are to enter the water for warm up with caps being worn. Due to the tight scheduling, games will commence strictly at scheduled times and after breaks on the referee’s whistle regardless whether teams are ready. Coaches are responsible (not referees) to ensure teams are ready to commence play at the scheduled start time and recommencement from breaks – referees are to issue yellow card (first instance) and red card (continual breach) to coaches who do not comply with this requirement. If players are not already in the pool when the whistle is blown to commence play, then players are required to enter the field via the exchange box otherwise an illegal substitution foul will be awarded.

6. “Think. Act. Play.” Handshake (post Game) – to assist games running on schedule, all players shall immediately exit the field of play on the ‘Team Bench’ side of the pool and line up for exchange of handshake with the opposition team. Players for the next scheduled game shall enter the field of play for warmup from the ‘Officials Table’ side of the pool.

7. Caps & Balls: The first named team shall wear white caps and start from the left side of the officials table. WPNSW will supply game balls which are to be returned to buckets after each game.

8. Playing Conditions: in general, official FINA Rules shall apply except where they differ from rules herein.

9. Table Officials: Each team is required to provide the following people who must be available at the scheduled start times of each games. Infringement penalties apply per incident if people are not available at the required time. • One (1) competent table official for your own game to act as time keeper or secretary. • One (1) suitably qualified and competent referee for the next game after the team plays OR as appointed by the Referees Coordinator. Referees are to be appropriately attired including wearing a white shirt. Any club failing to provide the required official will be fined $100 infringement.

COMPETITION RULES

10. Match Times: • Preliminary, Play-Off & Div B Games: 4 x 6-minute running time with no time outs and no extra time allowed if game drawn + 2 minute breaks at each quarter and half time. Total time allocated per game = 35 minutes. No timeouts or penalty shoot-outs will be applicable. • Semi-Finals & Bronze: 4 x 5-minute actual time with 2 minutes at each break + 2 time outs allowed per team. Penalty shootout to occur if game drawn at end of normal time. Total time allocated per game = 50 minutes. • Gold Medal Games: 4 x 5-minute actual time with 2 minutes at each break + 2 time outs allowed per team. Penalty shootout to occur if game drawn at end of normal time. Total time allocated per game = 60 minutes.

11. Last Minute Substitutions (Last Quarter) – no substitutions shall be allowed in the last minute of play in any game. The only exception shall apply for an injured player in which case the game shall be stopped by the referee and the player substituted for the remainder of the game if unable to participate at recommence play. If this rule is breached the referee shall award a 5-metre penalty.

12. Points: Win = 3 points, Draw = 2 points, Loss = 1 point. Forfeit/Disqualified = 0 points. In the event of a forfeit/disqualification the result will be 5-0 unless a match is played, and the margin is greater.

13. Ladder Positions: will be decided on competition points received from game results. If teams are on equal competition points, ladder positions shall be determined as follows:

a. Where two (2) team have equal competition points

i. The team winning the game between the two (2) teams shall be placed higher. First on game results then if still even on goal difference in those games between the two teams. ii. If the game between the two (2) teams resulted in a tie, a further classification shall be established based on their results against the other teams in order of their ranking, first based upon goal difference, and next based upon goals scored. The comparison shall be made first compared to the highest team and then if still ties to the next highest team and so on. iii. If they are still tied, each team shooting five (5) penalty shots at is opponents goal in alternate succession shall resolve the tie. The Penalty Shootout shall be conducted following the final game of that round or at the first practical opportunity. iv. Goal difference shall be used for the purposes of deciding positions where team have not played each other during the tournament.

b. In circumstances where three (3) or more teams are on equal points, refer to WPNSW Competition Rule 20.3b for further classification. For clarity, this rule ONLY applies to determine the 1st placed team in the grouping with positions of other teams to be determined by application of above rule 18.a

c. If there is more than one tie within a pool/group, the highest placed tie shall be determined first.

14. Penalty Shootout: Each team shall nominate five (5) players who finished the game. Penalty shots taken at opponents’ goal in alternate succession, per team, by each nominated player. If a tie exists after all players have taken a shot, each team shall take alternate shots until one (1) team scores and the other team misses. The team shooting order shall be maintained.

15. Player Awards: to be determined by selectors, with the Tournament Team, Most Valuable Player (MVP) and Think.Act.Play Sportsmanship team award being acknowledged at the conclusion of the tournament.

16. Judiciary Incidents: Tournament Director shall decide on any suspensions deemed necessary and convene a Judiciary Panel to hear any appeals. Judiciary provisions of WPNSW Rules shall be used as guidance to determine suspensions and working of the Judiciary. a. Reports: a report on the appropriate form must be completed immediately after the conclusion of the game for persons receiving a red card for exclusion of the remainder of the game OR any persons reported for inappropriate behaviour. The report is to be provided to the Tournament Director as soon as practical after completion. The person charged shall make themselves known to the Tournament Director within 30 minutes of the relevant game or incident to confirm the charge and associated penalty. b. All reports may be provided to the relevant controlling body of the Sport associated with the applicable person at the discretion of the Tournament Director or upon request. c. No person can participate in any game unless the charge and penalty has been accepted (or appeal lodged). d. Penalties are applied to the Tournament. No person can participate in any game while a penalty is current. e. The Tournament Director, in consultation with the person reporting, shall determine the grading of charges. f. The Tournament Director shall have discretion to apply part of or additional penalties as ‘suspended’ over time. g. Penalties for Violence or Brutality Charges which are not able to be served fully during the tournament/event shall be reported to the relevant controlling body of the Sport with the recommendation for the remaining penalty to be served in the relevant local competition. Alternatively, the Tournament Director can determine that the remaining penalty to be carried over to future tournaments/events under the control of WPNSW. h. The Tournament Director may review, at his sole discretion, any video footage available to rule upon any charge. i. Automatic penalties as listed below shall apply to following games of a tournament or the event. For every 100 points accumulated during the tournament/event shall result in the offender serving a one (1) game suspension.

17. Protests/Appeals: • Notification of all protests and/or appeals must be in writing to the Tournament Director along with a non- refundable fee of $50, within one (1) hour of offender being notified of the charge and automatic penalty. The Tournament Director shall provide the charged person or party protesting with copies of all reports on hand within 30 minutes of notification being lodged. • The party protesting/appealing shall be provided no less than 1 hour to prepare a defence or protest which is to be submitted in person or in written form • The Tournament Director may request additional reports from any party • The Tournament Director shall hear and determine the decision at his discretion as soon as practicable. • When making a determination the Tournament Director shall consider the best interests of the tournament. • The Tournament Director may convene a Judiciary/Disciplinary Panel to assist in making a determination.

COMPETITION RULES

18. Infringement Penalties/Fines: Clubs not fulfilling obligations in accordance with the rules or as instructed by the Tournament Director shall have a fine of $100 applied per incident.

19. “Think. Act. Play.” Principles – all participants are to be aware of the “Think. Act. Play” principles as detailed in the Event Program or displayed on the WPNSW website.

20. Member Protection Policy – WPNSW policy shall apply during the Event.

21. Behaviours: the following behaviours during games shall be adhered to with Referees providing initial warning followed by yellow & red cards as applicable if instructions not followed. Coaches are directly responsible for the behaviour of persons on the team bench • The coach can speak and pass instructions to their team, but shall not shout continually or provide commentary throughout the game. • Coach of the defending team shall remain seated while attacking team coach may stand and move to the (5) metre line. • Coaches are responsible for the behaviour of team officials and players on the bench plus any identified team spectators. • Coaches are not allowed to make gestures or comment (either deliberate or sarcastically) reflecting on or referring to the standard of refereeing during the game. • All players and authorised persons (manager and assistant coach) other than the coach must remained seated on the team bench at all times during the game other than when in the field of play. • All persons on the team bench shall not verbally intervene or make any comments or gestures towards the referee. • All athletes and team officials must abide by the restricted areas of the pool deck. • Spectators are not allowed on pool deck. • All Coaches, Players, Team Officials and Spectators shall adhere to the Codes of Conduct published in the Event Program or as displayed on the WPNSW website.

22. Other Rules: all other WPNSW and FINAL rules apply. Any inconsistencies between rules, the tournament rules shall prevail followed by WPNSW Rules.

RISK MANAGEMENT

Water Polo NSW (WPNSW) encourages the reporting of any incident (ie: injuries, health and safety, behavioural) by any persons during the 2017 Sydney Youth Festival.

Any persons can make a confidential report in person to the Event Director or Tournament Director. Alternatively, reporting forms will be available at the Officials Table at each field of play.

WATER POLO AUSTRALIA CONCUSSION POLICY

Concussion is a well-recognised injury that may affect athletes involved in collision and contact sports. It is important that players, parents, coaches and other officials are aware of this condition. They should be on the look-out for symptoms and signs that could indicate concussion; and be practised in the way it should be managed.

RECOGNISE Concussion must be suspected or recognised if a player has any of the following signs, symptoms or fails to answer any of the memory questions after a head or body collision.

Nick Dempsey, a representative water polo player from the Ovens & Murray region, suffered a broken neck last year.

After having surgey to repair his vertabrae, Nick has commenced the long road to recovery and is showing good signs consdering the seriousness of his injury.

While he has only minor movement, he is now able to breathe on his own, talk and eat in only a realitvely short time after his accident

Nick toured with the Australian junior teams in 2014 to the Under U18 World Champiosnhips in Turkey and has also played First Grade for Sydney University, National Leauge for the Hunter Hurricanes, and current is a current Firt Grade player for the Albury Tigers.

Nick Dempsey had been nominated for the Young Achiever of the Year award multiple times and is well-known for his abilities on the Border and interstate.
