Implementation Status Overview The overall implementation progress of the project is satisfactory and the project is on track to achieve the PDO. The works under the Kigoma and Tabora Airports have been substantially completed and provisionally accepted in June 2013. The works were completed within the contractual completion period. The runway and apron works in the Bukoba airport are substantially completed while works on the terminal building is 45 % completed by the end of November 2013. As of the same period 58.5 % of the works in the Zanzibar airport are completed, including the substantially completion of the extension of taxiway C. The progress of works under the -Minjingu and Korogwe – Mkumbara road works contracts is good with about 107 km of roads completed to Asphalt Concrete layer under the two contracts by the end of November 2013. The work under the Mkumbara – Same road contract is still falling behind schedule, primarily due to the poor performance of the contractor, with only 10 km of road paved by the end of November 2013. It is on the critical path for the overall project implementation completion. Further, 585 Km of roads has received emergency maintenance while 212 culverts were reconstructed and works are underway for two bridge works under the component E of the project through 104 small contracts in 20 regions of the mainland of Tanzania.

Five consultants have prepared the design for about 921 km of roads. The completed road design and Environmental and Social Impact Assessment (ESIA), under two separate contracts, for the Mafinga - Igawa road (137.9 km) were used for the preparation of the Southern Africa Trade and Transport Facilitation Project (SATTFP), which has been approved

Public Disclosure Copy by the Board May 21, 2013. Two other consultancy contracts have been processed for the Environmental and Social Impact Assessment (ESIA) preparation for the remaining four roads designed under the project. The railways upgrading and performance improvement study is completed and the final reports were submitted in March 2013. The study reports are being used for mobilizing funds from different Donors, including the Bank, for the re-vitalization of the Tanzania Railway Limited (TRL) central line railway system. Four short Term consultants had also submitted final reports on an ESIA screening, a land bridge concept study, a market assessment and business plan development and ESIA report as an input to the preparation of the proposed Inter-modal & Rail Development Project. The study for the removal of bottlenecks on local government roads has been completed and the designed bottlenecks for the first year of the bottleneck removal program have got financing from DFID. Although delayed, the selection of consultants have been completed and consultants are on board to (i) provide Technical Assistant to Department of Safety and Environment in the Ministry of Works, and (ii) develop a Road Accident Information system, and (ii) prepare a Civil Aviation Master Plan, while the selection of consultants is at advanced stages for other remaining technical assistants and studies included under the component B and D.

The commitment under signed contracts is estimated about US $ 263.0 million equivalent. The signed contracts account for more than 97 % of the total credit allocations and have committed 79% of the total credits amount. The total amount of funds disbursed as of end of December 2013, is about US $ 170 million which is about 52 % of the two credit amounts of US$ 329 million, while about 70 % of the project implementation period has elapsed.
