Closure of permissive paths

Some information extracted from the latest Question and Answer document published by Natural :

1. What changes are being made to access within Environmental Stewardship? They will no longer be providing annual (revenue) payments for new HLS agreements to support access. Payments for capital items will still be available. Existing agri-environment agreements will be unaffected and the current HLS contracts remain as they are until they finish. Annual revenue payments that are already a component of existing agreements will be unaffected and payments will continue (until the end of the agreement) in the usual way.

1.1 What changes are being made to permissive access? For permissive access, annual (revenue) payments for new HLS agreements are no longer available. These payments previously covered creation/maintenance of footpaths, bridleways or special surface paths for less mobile users, upgrades to Countryside and Rights of Way (CRoW) Act land, and assisted with public insurance liability costs. However, payments for capital items (e.g. gates, benches, step over/through stiles in stone walls, hard standing for parking for less mobile users etc.) will still be available

2.Why was it necessary to temporarily pause new HLS approvals? At 20 October, Natural England had already received applications for beyond the likely revised HLS budget for 2011/12, and took steps to pause new approvals to provide an opportunity to prioritise those cases that offered the greatest environmental gain. Now that the indicative HLS budget for 2011/12 has been confirmed, Natural England has been able to lift the temporary restriction on new HLS approvals and new applications can be received.

3. Access to uncultivated field edges that are not part of a current HLS scheme will be up to individual landowners to continue or cease as they wish. Farmers with Entry Level Schemes are however required to maintain any public rights of way on their land as part of the agreement.

4.1 What is the implication of the Spending Review on ELS/UELS? Entry Level Stewardship and Uplands Entry Level Stewardship indicative budgets are unaffected by the Spending Review and remain open to farmers as before. Defra Ministers have made it clear that they expect all strands of Environmental Stewardship to be targeted more effectively.

4.2 What is the implication of the Spending Review for HLS? Spending on Higher Level Stewardship (HLS), which delivers the biggest benefits for biodiversity and the natural environment, will increase by over 80% by 2013/14 compared with 2010/11.
