    May 20, 2021 Honorable Gavin Newsom Governor, State of California State Capitol Sacramento, CA 95814 Dear Governor Newsom: On behalf of the San Diego County Water Authority, we wish to share our appreciation for your leadership to help California navigate through water shortage and drought conditions. We sympathize with the local conditions experienced in those counties in which you’ve declared drought emergency conditions, and we are particularly grateful that you have publicly shared your observations regarding the need to evaluate water shortage and drought conditions on a county-by-county or region-by-region basis. As you know very well, every region within our huge state is different in terms of climate, water supply portfolio, investments in drought-resilient water suppliers, hydrology, and ability to withstand prolonged water shortage conditions. As you have framed, one-size-fits-all solutions to many issues facing California – including water shortage or drought conditions – don’t work well and are unnecessary. We applaud your focus on water resiliency, sustainability, and bringing the right set of tools to address very complex drought issues. Your “Water Resilience Portfolio” serves as an important framework to guide efforts to insulate communities and regions from drought. Importantly, we’ve all learned lessons from the most recent prolonged drought that can be used to help guide our collective drought preparation and response during 2021 and into future years, and there are opportunities available to continue improving drought resilience and sustainability going forward: • Localism should be determinative. However, one year later the San Diego Municipal Code has not been updated to reflect the change. An ordinance to update the San Diego Municipal Code was discussed at the Public Safety and Livable Neighborhoods Committee on April 26, 2017 however, no ordinance has been presented to date.

Friends, Thank you to District 1 for giving me the honor and responsibility to represent you on City Council. I do not take this role lightly; I am here to serve you and will not lose sight of that commitment. I look forward to working side by side with my colleagues, the Mayor, and City Attorney. As we take office, we continue to be confronted by a virus that has placed an unimaginable burden on our friends and neighbors, ravaged our city’s economy, and threatened our city’s progress. Successful navigation of these still uncertain pandemic waters depends on all of us working together This council must lead from our values and our strengths. To thrive as a whole, we must allow each councilmember to succeed and to serve their district and our city to their fullest ability. I have two priorities: 1- Work with and be responsive to my district. 2- Get. Things. Done. Goals: Take care of our small businesses I will work to re-define how we live, wo rk, and play in our city, beginning with District 1. We can be the model for the nation in embracing our new reality. Protect our core services Given our budget difficulties , I will work with city leaders and advocates in scouring the budget for savings, securing state and federal relief, and ensuring our budget is equitable. Support public safety and Measure B implementation I recognize that public safety is complex. Racial equity and economic justice must be achieved for all residents to feel safe.

It is our chance to help Vote in the comfort of your home and mail in your ballot, making Eelect candidates who will support Carpenters and our families sure it is postmarked on or before November 6. If you forget to mail and help pass ballot measures that will create more jobs. To the ballot, you can also personally deliver it to your polling place do that, you must vote. If you don’t vote, you are helping elect on election day until 8:00pm. In late March, our university made a bold and important decision to close in-person instruction and within 5 days converted instruction to 100% virtual. Zoom has become my new classroom. My students are boxes on my computer screen. I use my iPad as a dry erase board. At times, I am not certain if they are at their computers, but thanks to technology I can record the lectures and students can watch at a later time. I was impressed that many of my students found a way to persevere and stay strong despite the challenges within the world and their personal lives. It is VOL.
