DLA TROOP SUPPORT – CONSTRUCTION AND EQUIPMENT

INTRODUCTION

The Defense Logistics Agency Troop Support Construction and Equipment Supply Chain developed the Program to provide resources designed to securely store and move supplies, weapons and equipment from one mode of to another without unloading and reloading the contents. The goal is to make available the that suit your storage requirements. Although many containers have similar characteristics, they vary in price, size, construction, material, availability and capability.

SCOPE

The Container Program offers a wide range of storage and units tailored to meet customer and mission requirements. The program services customers worldwide utilizing a combination of commercial support capabilities and Government transportation capabilities. In addition to those containers listed in this Handbook, the DLA Troop Support Container team offers a wide variety of other containers, from 55 gallon drums to oil sample . That is, most items associated with moving, storing, and shipping of material, armament and personnel. The scope of the program involves the total logistics support required to supply the customer and customer mission requirements.

DRY FREIGHT

Although the size and construction design of containers is standardized, there are unit variations within each size and type category. For example, two 40-foot dry containers may look the same on the outside but have different cargo handling capacity on the inside. Following are specifications for the most commonly used dry cargo container types. This is general information only and not a shipping guideline.

CONTAINERS

Collapsible Containers /Joint Modular Intermodal Containers (JMIC) JMIC is a standardized interlocking container module. The JMIC allows for fast access and rapid assembly of loads and eliminates resource intensive cargo handling. It provides a more efficient distribution system from strategic tactical levels.

Equipment and Personal Shelter

Numerous configurations are available to suit any mission, including tactical operations centers, briefing rooms, ablution units, laundry facilities, kitchens, supply and part storage, sleeping quarters, water treatment and storage, tire maintenance facilities, and more.

Specialized Armament Containers

Repair and secure weapons in one self-supporting containerized system. Portable Armament Shop in a 20 foot ISO/CSC Certified Security Container; deployable by plane, truck, and ; walls insulated and panelled with non-flammable material; 110/220/380v outlets, overhead lighting, circuit breaker , outside junction box for external power source, climate control unit and electric heater. Wireless Detection System with smoke detectors; movement sensors mounted inside; door entry sensor, siren with strobe mounted outside and remote siren and strobe.

Refrigerated Units (Reefers) Special refrigerated containers, commonly called reefers, can control temperatures, allowing everything from meat, fruit, vegetables and dairy products, to chemicals and pharmaceuticals to travel across the world. Reefer containers generally come in 20 foot and 40 foot lengths, with the same general dimensions as that of dry cargo containers of the same size. However, slightly less cargo space is available inside the reefer container due to the required space for the refrigeration unit and ventilation equipment.

ORDERING PROCESS

To place an order for DLA Federal Stock Class 8145 or 8150 containers:

• DLA accepts funded MILSTRIP documents. For information about MILSTRIP: http://www2.dla.mil/jdlmso/elibrary/Manuals/DLM/MILSTRIP/MILSTRIP.pdf • The User or the Supply Office places an order as you would any other DLA /SMS order. Requirements will be filled by a long term contract or submitted for procurement action/contract. • For credit card users: EMALL – go to: https://dod.emall.dla.mil/acct/

• MIPR (Military Interdepartmental Purchase Request) ORDERING:

o Contact the Container Total Vendor Logistics Specialist Point of Contact (POC) listed on the last page of this guide or find it on our web site at https://www.troopsupport.dla.mil/CE/containers/

o Have your Finance Office complete and email DD Form 448 to DLA Troop Support, [email protected],

o MIPR must include the quantity, price, NSN or Part Number, Financial DoDAAC and Point of Contact (POC) and Receiving DoDAAC and Point of Contact (POC). POC information shall include commercial phone number and email.

o MIPRs may have attachments (e.g. spreadsheets) with additional instructions, delivery addresses, time frames or other pertinent information.

Procurement of FSC 8150 — ISO Containers*

DLA Troop Support works directly with the ARMY Surface Deployment and Distribution Command (SDDC), Army Intermodal Deployment Management Office (AIDPMO) for the purpose of capturing and tracking all Army Owned Intermodal Assets. AIDPMO provides container registration and system and inventory support to the Department of Defense. AIDPMO also supports Air Force, Navy, Marine and Coast Guard requirements.

ATTENTION ARMY CUSTOMERS Failure to comply with the following procedure will cause ARMY requisitions to receive a CQ (Command Control Item) cancellation.

ARMY Procurement of FSC 8150 — ISO Containers

ARMY customers are required to contact AIDPMO prior to submitting requirement requests (MIPR or funded document). This ensures proper accountability and control of all Military Intermodal Distribution Platforms.

*ISO or intermodal containers are used for the intermodal transport of freight. They are manufactured according to specifications from the International Organization for Standardization (ISO) and are suitable for multiple transportation methods such as truck, rail, or ship. These regulations define a shipping container that meets size, strength, and durability requirements. The regulations guarantee that the container can withstand extreme environments endured during transport as well as possess the structural integrity needed to be lifted by cranes or other heavy equipment.

ALL ISO (FSC 8150) CUSTOMERS

AIDPMO Process

AIDPMO has authority from all services to assign serial numbers to containers procured under Federal Stock Class 8150 (or any part numbered ISO container). To eliminate delays during the procurement process of containers thru DLA:

• Your unit must appoint a Container Control Officer (CCO). This CCO must obtain access to Army Container Asset Management System (ACAMS)*. A copy of the (CCO) appointment orders must be on file at AIDPMO. • Either an Approval to Purchase Memorandum or an Approved Operational Need Statement (ONS) must be obtained • Your CCO must enter a request thru ACAMS using the "Intermodal Purchase Request" Function in the "Container Functions" Menu on the ACAMS home page* at https://eta.sddc.army.mil/ETASSOPortal/default.aspx
