Restoration Council of Shan State/Shan State Army‐South (RCSS/SSA‐S), one of the signatory ethnic armed groups of the nationwide ceasefire agreement (NCA), recently held separate meetings with State Counselor Daw Aung San Suu Kyi, Vice‐Senior General Soe Win, deputy commander‐in‐chief of the Myanmar Army, and foreign diplomats in Myanmar.

The group has clashed with the Myanmar Army at least 20 times since it signed the NCA in October 2015. RCSS/SSA‐S Chairman Gen Yawd Serk talked to The Irrawaddy about the meetings, peace process and the Rakhine crisis.

What did you discuss with the Chinese diplomats?

Overall, two things—we urged to encourage Myanmar’s peace process, and encourage [armed ethnic] groups along the Myanmar‐China border to sign the NCA. We also exchanged views on the problems facing Myanmar.

The third session of 21st Century Panglong Conference will be held soon. NCA non‐ signatories may be able to attend it, but would be barred from joining the decision‐ making process. What is the view of NCA signatories on this?

It is good if they can attend. But it depends on the government.

RCSS designated the areas of Homein and Mong Hta [in Southern Shan State] as its headquarters. It also signed the NCA with the government. What did the deputy commander‐in‐chief of the Myanmar Army discuss at the meeting?

We agreed to designate those areas as our headquarters in the Union‐level peace talks. What the army understands is all the RCSS should be stationed there. But, according to our agreement at the Union‐level peace talks, we’ll only deploy 60 troops there. We don’t have any agreement with the army about territories in state‐ or Union‐level agreements or even in the NCA.

According to our understanding, the ceasefire is about stopping fighting. We should stop at the places where we are and stop exchanging fire. We’ve opened liaison offices in Taunggyi, Kholan, Kengtung, Tachilek, Muse, and Mong Pan to avoid misunderstandings, but the army barely makes contact with those liaison offices.

There are concerns that the Rakhine crisis can hinder the peace process. What is RCSS’s view on it?

We know no more than was reported about the issue in the news. According to news reports, the crisis seems to be a big issue, but it appears not as serious as it sounds.

There were no serious armed clashes, and what we saw in the media is they were attacking with swords and sticks. We think it is just an inter‐communal issue. Therefore, I don’t think it will impact upon peace. The country will get worse if the peace process is stalled. The Rakhine issue should also be resolved through dialogue; otherwise, the problem won’t end. It is important that we know the root cause of the problem, and address it. It is not a problem that needs to be settled with arms.

In Rakhine, some of the Muslim community self‐identifies as Rohingya, but most Myanmar citizens reject that term and only recognize them as “Bengalis,” implying they are interlopers from Bangladesh. What is RCSS’s view on this?

We have limited access to news reports about the issue and barely know about the history. We have no idea about it, so no comment.

What do you say to allegations that RCSS is supporting Shanni Nationalities Army (SNA) to use it as a bargaining chip in the peace process?

We’ve nothing to do with it. We are [geographically] separated by the Irrawaddy River.

The Restoration Council of Shan State (RCSS) and the Shan State Progressive Party (SSPP) must one day unite under the same banner, according to the leader of the former, who said that such a merger was ultimately necessary given Burma’s current political situation.

An RCSS delegation led by chairman Lieutenant‐General Yawd Serk met with journalists in Rangoon on Friday, when he said the RCSS and SSPP are already cooperating in political

Page 3 of 30 ways as both being members of the Committee for Shan State Unity (CSSU), a coalition that also includes political parties and civil society organisations focused on Shan State.

The RCSS and SSPP are also known as the Shan State Army‐South and Shan State Army‐ North, respectively, reflecting their territorial strongholds in Burma’s biggest state.

According to the RCSS leader, further discussions between the two ethnic armed groups about aspects of cooperation “as one family” are needed before any formal joining of their forces might take place, but he stressed that such a union was desired by both the ethnic Shan community, and RCSS and SSPP leaderships.

Sai Ngai, secretary No. 3 of the RCSS, told DVB on Friday that the RCSS and SSPP are working together through the CSSU but that cooperation between the two groups has been hindered due to the fact that the SSPP is not a signatory to the Nationwide Ceasefire Agreement (NCA).

In July, for example, the CSSU planned to hold a meeting in Thailand but the Thai military informed organisers that the Burmese military attaché in Bangkok had asked the Thai government to prevent the meeting from taking place.

“The reason was the Unlawful Associations Act. The SSPP is still an unlawful association because they haven’t yet signed the NCA. It is one of the difficulties. However, we have a plan to cooperate with them,” he said.

The SSPP has not signed the NCA and fighting between its forces and the Burma Army in 2015 led to the cancellation of general election voting in Kyethi Township, the location of the ethnic armed group’s headquarters, and neighbouring Mong Shu Township.

Just eight of the country’s non‐state armed groups are NCA signatories, the RCSS among them. More than a dozen more are not signed on to the accord, which was inked in October 2015.

DVB attempts to contact SSPP representatives were unsuccessful.

Regarding a less conventional conflict of recent years — in which troops from the RCSS and the Ta’ang National Liberation Army (TNLA) have engaged in hostilities — the RCSS leader said the two sides were seeking a meeting “soon” to de‐escalate tensions in northern Shan State, where both claim territory.

Yawd Serk told DVB on Friday that the inter‐ethnic conflict persists and that the leaders of the RCSS and the TNLA were willing to meet somewhere in the near future, though a location and date has not yet been agreed upon.

“We planned a lot of times to meet with them but it didn’t actually happen. Now, we are still arranging to meet with them,” he said.

The RCSS delegation met with State Counsellor Aung San Suu Kyi and Burma’s deputy commander‐in‐chief, Vice Senior‐General Soe Win, in Naypyidaw last week to discuss the country’s ongoing peace process.

Part of those talks broached the subject of an as‐yet‐unrealised “national‐level dialogue” that has not been held in part due to a dispute over the venue. The RCSS and Shan community leaders have pushed since earlier this year to have Taunggyi, the capital of Shan State, host the dialogue, but the government has resisted.

There did not appear to be any resolution of the impasse to come out of last week’s meetings.

“We asked them [the state counsellor and deputy commander‐in‐chief] but didn’t get the reason why they prevented the political event,” said Yawd Serk.

During the RCSS delegation’s trip, its members met with officials from the embassies of the United States, Britain, Switzerland and the European Union’s Burma delegation to discuss the ongoing peace process. NAYPYITAW — Myanmar Army‐appointed representatives in Parliament called for cooperation between the military and the government in line with the military‐drafted 2008 Constitution at a parliamentary gathering for International Day of Democracy 2017 in Naypyitaw on Friday.

As he submitted the military representatives’ paper on democratization to Parliament, Lt‐ Col Moe Kyaw said the National League for Democracy (NLD) government and the Tatmadaw should not be viewed separately and should instead work together.

“This will protect democracy so that it can grow. Democratic norms are not the factors that decide the perpetuity of democracy, but the strength and efficiency of institutions,” he argued.

“Democracy can’t be copied. It should fit the history, geography and reality of the host country. Making an exact copy would result in adverse consequences,” he added.

In his closing remarks, Lower House speaker U Win Myint preached the merits of mutual tolerance, forgiveness, and fairness for the promotion of democracy.

“Dictatorship, which is the opposite of democracy, those who abuse democracy, and those who try to grab power by dishonest means and not through free and fair election, are dangers to democracy,” he said.

He also called for the public to help protect peace, stability of the state, national reconciliation and rule of law.

National League for Democracy (NLD) submitted a paper, saying that it is struggling to operate the country’s administrative mechanism within the limits of the 2008 Constitution, and that it is trying to be a corruption‐free government.

“The biggest challenge doesn’t lie in [creating plans for] political reforms, but basically in persuading [bureaucrats] to change their mindset and have a sense of morality, although some don’t want to change because of personal interests,” said NLD lawmaker of Kalaw Township Daw Pyone Cathy Naing, who submitted the paper.

She touted the Union Peace Conference as the downfall of dictatorship and victory for those wanting federalism.

Centralization is the opposite of democracy, said Lt‐Col Moe Kyaw, highlighting criticisms about the centralization of power within the ruling NLD, as well as checks and balances between the NLD‐led government and the NLD‐dominated Parliament.

“Without development, rule of law, and stability, the democratic transition would not be smooth and internal peace can’t be achieved,” he said.

Various parties—including the main opposition Union Solidarity and Development Party (USDP) and ethnic parties—submitted papers on the day.

A recent announcement from Myanmar Metals, a mining firm listed on the Australian Stock Exchange, has described northern Shan State’s Bawdwin mining site as “one of the largest underdeveloped” zinc, lead, silver and copper deposits in the world. Page 6 of 30

The company—which was, until August, known as Top End Minerals—is currently in the process of acquiring mining rights for the locale.

It remains to be seen if the firm’s lofty predictions will be realized. Even if detailed, ongoing studies of the area do indeed prove that the Bawdwin mine is as lucrative as Myanmar Metals hopes, developing and then running a mine in northern Shan State will be accompanied by significant challenges.

A presentation released by the Perth‐based Myanmar Metals describes Shan State as “awash with opportunity,” yet much of Myanmar’s largest state continues to be awash with drug and arms trade, as well as ongoing conflict.

Clashes between the military and several ethnic armed groups have persisted in recent years across a wide stretch of countryside in northern Shan State. Namtu Township, where the Bawdwin mine is located, has seen repeated clashes between the Ta’ang National Liberation Army (TNLA) and Myanmar’s military, as recently as mid‐September. There has also been fighting between the TNLA and the Restoration Council of Shan State (RCSS), an armed group presently in a ceasefire with the central government. The TNLA continues to maintain a strong presence on the ground in the region despite military efforts to drive them out.

While Myanmar Metals touts the mineral potential of Shan State and the Bawdwin site, there does not appear to be any mention on the firm’s website or in its filings with stock market regulators in Australia of the ongoing conflict and continued displacement of thousands of refugees in the region. This arguably leaves potential investors with an incomplete understanding of the situation on the ground in Namtu Township.

Other foreign mining firms who have sought to do business in northern Shan State have come up against a range of difficulties. In October 2014, the Hong Kong‐based Asia Pacific Mineral Limited (APML) was granted an exploration permit for minerals in the region, a concession that included areas adjacent to the Bawdwin mine site. Reuters reported that just three days after APML was granted the permit, clashes between the army and the TNLA broke out near their concession.

Rights and Ownership

According to Myanmar Metals, the company’s main priority with Bawdwin is “to obtain, assess and validate the historical geology, drilling, underground sampling, and mining data” that provided the basis for estimates, according to figures originally obtained by another Australian firm, Mandalay Mining Co. NL (MMC). In the late 1990s, Mandalay Mining had an exploration permit for the area around Bawdwin and conducted feasibility work there, but the firm’s activities on the site were eventually suspended.

Whether the struggles Mandalay Mining faced when trying to move the project forward some 20 years ago will affect Myanmar Metals today remains to be seen. Should the firm go ahead with developing Bawdwin, it is likely that Myanmar Metals will face a series of regulatory hurdles in addition to the logistical issues involved with operating in a state that has been home to some form of civil war since the 1950s.

Myanmar Metals recently reached a deal with the local entity that currently controls the rights for Bawdwin, which enabled the Australian firm to “secure the option to acquire an 85% interest” in the mine. As part of the deal, Myanmar Metals paid what it described as a non‐refundable deposit of US$1.5 million to Win Myint Mo Industries Co. (WMM). WMM have a mining and production sharing agreement for Bawdwin with Mining Enterprise No. 1, a state owned entity held by the Ministry of Mines. Myanmar Metals in turn borrowed the funds for this payment from Yandal Investments, a privately held firm that is controlled by mining entrepreneur Mark Creasy, dubbed a “superstar prospector” in his native Australia.

Information disclosed by Myanmar’s first ever Extraction Industries Transparency Initiative (EITI) report, released in November 2015, indicates that WMM is 60 percent owned by someone named Hla Myint Myanmar, with the remaining 40 percent owned by Aye Aye Aung. While the pair are officially the owners on paper, WMM has been described by local media covering Shan State as being a subsidiary of Asia World, the conglomerate founded by , a Chinese entrepreneur dubbed the “Godfather of Heroin” by US officials in the 1970s. When The Irrawaddy visited Bawdwin back in 2015, Asia World was maintaining a skeleton crew at the mine site, which appeared to be barely functioning.

Lo Hsing Han’s son Steven Law, who inherited control of Asia World from his late father, achieved a significant victory last year when both he and the company were removed from the US sanctions list. However, the US treasury department has yet to retract its claim describing the origins of Law’s career: “Steven Law joined his father’s drug empire in the 1990s and has since become one of the wealthiest individuals in Burma,” read the announcement about Law’s inclusion on the US sanctions list, which is still accessible on the US government’s website.

A deal similar to the one put forward by Myanmar Metals saw Asia World make a payment of $500,000 last November to acquire an option to buy a 60 percent stake in Cornerstone Resources (Myanmar) Ltd (CRML). CMRL is an entity owned by Australian and Chinese investors and that operates a zinc refinery in Lashio—a major town in northern Shan State— as well as a zinc mine at Long Keng. The window for Myanmar Metals to move forward with this buy expired in August.

Following in Herbert Hoover’s Footsteps

Bawdwin has been the site of mining operations for centuries. Before embarking on a political career, young Herbert Hoover—President of the United States from 1929 until 1933—initially traveled the world working as a mining engineer, and first arrived at Bawdwin in 1907, where both he and his wife contracted malaria. According to his memoirs, he and his colleagues saw tiger tracks in one of the mineshafts during a field visit. “To fight a Bengal tiger with a miner’s candlestick made no appeal whatever to either of us. With no

delay and with steadily increasing panic, we made for the entrance. The tiger, fortunately, was not of an inquiring turn of mind and did not come to greet us,” wrote Hoover about his time in what became known as “the tiger tunnel.”

Hoover’s involvement with and expansion of the Burma Mine Corporation at Bawdwin earned him much of his fortune, according to his biographer; during the colonial period, Bawdwin was considered one of the most lucrative mines in the world.

The Second World War saw much of the infrastructure at the mine severely damaged by fighting. Though operations began again after the war, the mine’s nationalization in 1965 by General Ne Win’s newly installed regime led to a significant drop in production at Bawdwin. New Zealand academic Peter John Perry chalked this up to mismanagement in his book “Myanmar (Burma) Since 1962: The Failure of Development.”

The site was also attacked during the Ne Win years by various armed groups at war with the government. In 1974, Ne Win’s regime was forced to withdraw all foreign advisers from the area, after a German mining technician working at Bawdwin was kidnapped by an ethnic armed group and held for ransom, which the West German government was compelled to pay.

The Bawdwin mine remained state‐owned until it was sold off during the rapid wave of privatization that took place at the end of Snr‐Gen Than Shwe’s regime. Reports from the area indicate that years of mining operations at Bawdwin have significantly polluted the surrounding landscape, with toxic runoff from the site flowing into local waterways. At a public seminar in Thailand last week, Karen and Karenni officials raised concerns about the increasing pressure for refugees to return from the Thai‐Myanmar border as international funding for camps dries up.

“The refugees from the Thai‐Myanmar border are not ready to return home,” said Naw Elizabeth, deputy director of the Karenni Education Department, who took part in the September 13 seminar at Chiang Mai University.

“We discussed the need for international donors to continue their support as the refugees’ continue to have basic unmet needs [like] education and health,” she added.

The public event, called “Syria to Myanmar: Who are Refugees?” was organized by the US Embassy in Thailand and Chiang Mai University. About 100 people attended, included members of refugee and internally displaced persons assistance groups like the Border Consortium, the Karen Refugee Committee, the Karenni Education Department and the Shan Women’s Action Network.

Over 100,000 refugees live in nine refugee camps along the Thai‐Myanmar border while over 3,000 Karen IDPs remain at the Ei Tu Hta temporary shelter and over 6,000 Shan IDPs are residing in camps along the Thai‐Shan border, according to refugee activists. They added that after the Myanmar government and ethnic armed organizations signed ceasefire agreements and started implementing the peace process beginning in 2011, pressure has escalated for refugees and IDPs to return to their homes. While international aid organizations, swamped with other, fresher crises, are forced to dedicate resources elsewhere, the Myanmar refugees say their needs are increasingly going unmet, while lack of livelihoods in their original villages, and in some cases the threat of landmines and fresh conflict, prevents an easy return.

Dear State Counsellor and sister Laureate Daw Aung San Suu Kyi,

In the years leading to your final release in 2010, your struggle for democracy was ours. Your defiant activism and unimaginable sacrifices profoundly inspired us, and like the rest of the world, we held you as a beacon of hope for Burma and for our human family. Along with other fellow laureates, we worked tirelessly and diligently for your personal freedom.

It is thus with deep shock, sadness and alarm that we witness your indifference to the cruelty inflicted upon the Rohingya minority today. Nearly 270,000 people have sought refuge into neighbouring Bangladesh these past two weeks, and a recent UN report has highlighted an all too familiar story: extrajudicial executions; enforced disappearance and arbitrary detention; rape, including gang rape, and other forms of sexual violence. Arson attacks are being launched on civilians and entire villages burnt, leading to what the UN High Commissioner for Human Rights calls “a textbook example of ethnic cleansing”. This is an assault on our humanity as a whole.

As Nobel Laureates working under the banner of the Nobel Women’s Initiative, we have supported the groundbreaking work and courage of women activists inside and along the borders of Burma for a decade. Their tireless activism consistently highlights abuses committed by the Burmese military. Just last November the Women’s League of Burma denounced the ferocious militarism that plagues Burma: “[…] we are gravely concerned for the security of women in conflict areas. It is urgently needed for the government to end impunity for state‐sponsored sexual violence, and bring the military under civilian control”.

As a fellow Nobel Laureate, a worldwide icon for the universal freedom and human rights, and now State Counsellor and de‐facto Prime Minister of Burma, you have a personal and moral responsibility to uphold and defend the rights of your citizens.

How many Rohingya have to die; how many Rohingya women will be raped; how many communities will be razed before you raise your voice in defense of those who have no voice? Your silence is not in line with the vision of “democracy” for your country that you outlined to us, and for which we all supported you over the years.

As women committed to peace, as your sisters and fellow Laureates, we urge you to take a firm stand on this unfolding crisis: recognize Rohingyas as citizens with full rights and take all expedited measures possible to end the persecution of innocent civilians by the Myanmar authorities.

In the words of fellow Laureate Archbishop Desmond Tutu: “If the political price of your ascension to the highest office in Myanmar is your silence, the price is surely too steep.” The time is now for you to stand for the rights of , with the same vigour and conviction so many around the world stood for yours.

Senior General Min Aung Hlaing, Commander‐in‐Chief of Defence Services, called on high ranking military officials pursuing legal studies at Defence Service Academy in PyinOoLwin to try to have unity to prove the truth in Rakhine crisis and issue currently facing Myanmar.

The instruction of the military chief came as he was making a speech at the meeting with high ranking military officers who were attending the legal course at Defence Services Academy in PyinOoLwin, Mandalay Region on September 15, stated on Senior General Min Aung Hlaing Facebook.

Bengali extremist terrorists started launching pre‐dawn raids on 30 police outposts on August 25. From that day onward, government security forces were in clash with Bengali extremist terrorists for 93 times. Bengali extremist terrorists made attempts to grasp strongholds, Senior General Min Aung Hlaing said in his Facebook.

In the democratic system, everyone must be only within the frame of law and in accord with the disciplines. No one will be above the law, Senior General Min Aung Hlaing told high ranking military officers.

The speech on Rakhine issue of the military chief came about four days before State Counsellor Aung San Suu Kyi’s televised address to the nation.

UN Secretary‐General Antonio Guterres said in a BBC interview that Myanmar's de facto leader and Nobel Peace laureate, Aung San Suu Kyi, has one "last chance" to end Myanmar’s military crackdown on the ethnic group, which has seen hundreds of thousands of Rohingya flee the country.

Aung San Suu Kyi is expected to speak why she has been silent over Rakhine issue in her televised address on September 19.

Senior General Min Aung Hlaing mentioned like so above at a time when Aung San Suu Kyi is facing growing pressure over why she stands by Bengali Muslims. Aung San Suu Kyi does not accept the term ‘Rohingya’ and she instructed her government to use the term ‘Muslims in

Aung San Suu Kyi is scheduled to make a live televised speech on prevailing situations including Rakhine issue to the nation for the first time on September 19.

YANGON — Myanmar's military chief has urged the country to unite over the "issue" of the Rohingya, a group he says has no roots in the country, and which his troops are accused of systematically purging.

The military says its "clearance operations" in northern Rakhine State are aimed at taking out Rohingya militants who attacked police posts on August 25.

But the violence has engulfed the border region and triggered an exodus of more than 400,000 Rohingya to Bangladesh, where they have told of soldiers slaughtering civilians and burning down entire villages.

UN leaders have described the campaign as having all the hallmarks of "ethnic cleansing" of the Rohingya.

The status of the Muslim minority has long been an explosive topic in Myanmar, where many view the group as foreign interlopers from Bangladesh and deny the existence of a Rohingya ethnicity, insisting they be called "Bengalis".

Senior General Min Aung Hlaing, Myanmar's globe‐trotting army chief, trumpeted that view in comments posted on his official Facebook page Saturday.

"They have demanded recognition as Rohingya, which has never been an ethnic group in Myanmar. (The) Bengali issue is a national cause and we need to be united in establishing the truth," the post said.

The defence of his army's operations comes amid strident global condemnation of the violence, which has left Bangladesh with the overwhelming task of providing shelter and food to a rising tide of desperate refugees.

State Counsellor Daw Aung San Suu Kyi, has also been castigated for failing to voice sympathy for the Rohingya — a group she has asked her government to refer to only as "Muslims of Rakhine State".

New diplomatic missions signal Chinese support for Myanmar amid Rohingya crisis

Symbolic move to set up presence in capital shunned by most other foreign diplomats highlights Beijing’s desire to strengthen ties

Myanmar’s purpose‐built capital Naypyidaw is known for its vast scale and emptiness, but China is using it to showcase its presence and boost ties with the Southeast Asian nation as it faces a wave of international criticism over the plight of the Muslim Rohingya.

China established its first diplomatic liaison office last week in the city, which is still struggling to attract foreign diplomatic missions even though it replaced Yangon – where most foreign embassies are still located – as the capital in 2006.

The setting up of the Chinese diplomatic liaison office came as Beijing offered its support to Myanmar’s handling of the Rohingya conflict in Rakhine state.

Other regional rivals, including India, are also seeking closer ties with Myanmar, which offers opportunities to invest in infrastructure and economic projects.

In the opening speech last Friday, Hong Liang, the Chinese ambassador to Myanmar, said that China “highly valued relations with Myanmar”.

He added that the newly established office was expected to push forward preparations for moving its embassy while “setting as an example” to other

foreign countries, according to a statement on the embassy’s website.

China pledges aid for Rohingya refugees in Bangladesh, but ‘doesn’t want to damage ties with Myanmar’

In another sign of Beijing’s support for Myanmar, the World Chinese Entrepreneurs Convention, a conference of more than 2,000 Chinese traders operating across the world, started in Yangon on Saturday, and Yu Zhengsheng, the number four in China’s ruling Communist Party, sent a congratulatory letter to the meeting.

The two nations are seen to be moving closer amid the Rohingya crisis. Earlier this month, Myanmar’s national security adviser said the nation was counting on China and Russia, both permanent members of the United Nations Security Council, to block UN censure over the violence that has forced an exodus of more than 400,000 Rohingya Muslims to Bangladesh.

Just be careful who you put on a pedestal

There is mounting pressure for the Nobel Peace Prize that was given to Myanmar’s de facto leader Aung San Suu Kyi to be revoked. She has blamed terrorists for the conflict, in which the armed forces have faced widespread accusations of committing atrocities against civilians.

Beijing has backed the military offensive in Rakhine state.

Hong said the conflict was an “internal affair” for Myanmar, and the efforts of its security forces to combat extremists were strongly welcomed, Myanmar Global New Light newspaper reported.

Diplomatic observers said the huge investment China was undertaking in Myanmar was part of the reason for Beijing’s desire to ensure its ties with Naypyidaw were not affected by the crisis.

The investments include a 2.5 billion‐yuan (US$382,000) cross‐border oil and gas pipeline that is expected to become an alternative route for energy imports from the Middle East as it avoids the Malacca Strait, a shipping chokepoint in the disputed South China Sea.

Other projects include the construction of a port and industrial area at the Kyaukpyu Special Economic Zone in Rakhine, which, once finished, will expand Beijing’s reach in the Indian Ocean.

“Stability in Rakhine state really matters,” said Fan Hongwei, a Myanmar affair expert at Xiamen University in eastern China’s Fujian province. Page 15 of 30

“If the situation in Rakhine remains as bad as it is now, the future of all these projects would be really bleak.”

China is also highly concerned about the spread of terrorist groups, including those with ties to Islamic State, from Southeast Asia into southwestern parts of the country such as province, which is on the border with Myanmar.

It is also worried that Uygur Muslims from Xianjiang may seek the opportunity to cross into Southeast Asia to join forces with Islamist groups.

But Beijing is not alone in defending Suu Kyi’s government. During his recent trip to Myanmar, Indian Prime Minister Narendra Modi told her that India shared her concerns about “extremist violence in Rakhine state and especially the violence against security forces and how innocent lives have been affected”.

Here’s the one man in Myanmar who can end Rohingya misery

Yun Sun, a senior associate at the East Asia programme at the Stimson Centre in Washington, said it remained to be seen if India could present any real challenge to China’s relations with Myanmar, but added that “a sense of Indian competition with China in the region is real”.

“China has more to offer in terms of financial support of Myanmar’s economic development and political support of Myanmar’s peace process, so it has more leverage,” he said.

“When it comes to Southeast Asia, and Myanmar in particular, India has not been the most competitive.”

Hu Zhiyong, from the Shanghai Academy of Social Sciences, said Beijing still needed to be cautious especially after the Doklam crisis, which deepened the rivalry between the two regional powers.

“China needs to have a clear understanding of India as it is apparently trying to woo China’s neighbours in the region to counterbalance China,” Hu said.

Who is selling weapons to Myanmar?

The Myanmar army has shaped the country's politics and external affairs since it gained independence from the British in 1948.

For more than half a century the army ruled with an iron fist. Since the early 1990s, it was subject to various embargoes and sanctions from the European Union and the US.

In 2012, as the country underwent a so‐called democratic transition some of these sanctions were eased, though an EU arms embargo is still in effect.

အလားတူေျမာက္ပိုင္းခုနစ္ ဖြဲ႕က ၎တို႔၏မူဝါဒအတိုင္း NCA မထိုးဘဲ ႏိုင္ငံေရးေဆြးေႏြးမည္ ဆိုသည့္ လမ္းေၾကာင္းအတိုင္း လိုက္ပါရန္ UNFC ကို ျပန္လည္ ကမ္းလွမ္းခဲ့ေၾကာင္း ၎ကဆို သည္။

ၿပီးခဲ့သည့္ စက္တင္ဘာ ၁၁ ရက္ႏွင့္ ၁၂ ရက္က ထိုင္းႏိုင္ငံ ခ်င္းမိုင္ၿမိဳ႕၌ က်င္းပသည့္ UNFC ဗဟို အလုပ္အမႈေဆာင္ (တိုးခ်ဲ႕) အစည္းအေဝးတြင္ UNFC ဥကၠ႒ ႏုိင္ဟံသာက ေျမာက္ပိုင္းလက္ နက္ကိုင္ခုနစဖြဲ႕ႏ္ ွင့္ ေတြ႕ဆံုသည့္ ပန္ဆန္းခရီးစဥ္ႏွင့္ ပတ္သက္ၿပီး ရွင္းလင္းတင္ျပသည္။ ယင္းတင္ ျပခ်က္ကို ႏိုင္ေအာင္မေငးက ျပန္ လည္ရွင္းျပျခင္း ျဖစ္သည္။

NCA လမ္းေၾကာင္းက ေဆာင္ရြက္မွသာ ၿငိမ္းခ်မ္းေရး ေဆြးေႏြးမႈႏွင့္ ႏိုင္ငံေရးေဆြးေႏြးမႈ မ်ား ပိုမိုတုိးတက္မႈ ရရွိလာမည့္ အေျခအေနကို UNFC ဘက္က ေျမာက္ပိုင္းခုနစ္ဖြဲ႕ထံ တင္ျပခဲ့ ေၾကာင္း ၎ကဆိုသည္။ ေျမာက္ ပိုင္းခုနစ္ဖြဲ႕ကလည္း NCA လမ္း ေၾကာင္းသည္ ျပည့္စံုမႈမရွိဟူ သည့္ သေဘာထားျဖင့္ ျပန္လည္ တံု႔ျပန္ခဲ့ေၾကာင္း ႏိုင္ေအာင္မေငး ကေျပာသည္။

UNFC ဥကၠ႒ ႏုိင္ဟံသာ ေခါင္းေဆာင္သည့္ ကိုယ္စား လွယ္အဖြဲ႕သည္ ၾသဂုတ္လကုန္ က ‘ဝ’ လက္နက္ကိုင္အဖြဲ႕ (UWSA) ဌာနခ်ဳပ္ ပန္ဆန္းသို႔ သြားေရာက္၍ UWSA၊ ကခ်င္ အဖြဲ႕ (KIA)၊ မိုင္းလားအဖြဲ႕ (NDAA)၊ ရွမ္းအဖြဲ႕ (SSPP)၊ တအာင္းအဖြဲ႕ (TNLA)၊ ကိုးကန္႔ အဖြဲ႕ (MNDAA) ႏွင့္ ရခိုင္အဖြဲ႕ (AA) တို႔ပါဝင္ေသာ ျပည္ေထာင္ စု ႏိုင္ငံေရးေဆြးေႏြး ညႇိႏႈိင္းေရး ေကာ္မတီ (FPNCC) ႏွင့္ေဆြး ေႏြးခဲ့သည္။

UNFC ႏွင့္ေတြ႕ဆံုစဥ္ FPNCC ၏ သေဘာထားကို တင္ျပခဲ့ေၾကာင္း FPNCC အဖြဲ႕ဝင္ TNLA ဒုဥကၠ႒ တာဂ်ဳတ္ဂ်ားက ေျပာ ၾကားသည္။

ႏုိင္ငံေရးေဆြးေႏြးမႈဆုိင္ရာ မူေဘာင္အား ျပဳျပင္ႏုိင္မည္ဆုိပါက NCA တြင္ ပါ၀င္ေရးထုိးမည့္အဖြဲ႕မ်ား ပုိမုိမ်ားျပားလာႏုိင္ၿပီး ၿငိမ္းခ်မ္းေရးလုပ္ငန္းစဥ္သည္ ေခ်ာေမြ႕လာ ႏုိင္မည္ဟု ရမွ ္းျပည္ျပန္လည္ထူေထာင္ေရး ေကာင္စီ (RCSS/SSA) ဥကၠ႒ ဗုိလ္ခ်ဳပ္ႀကီး ယြက္စစ္က ေျပာၾကားသည္။

RCSS/SSA ဥကၠ႒ဗုိလ္ခ်ဳပ္ႀကီး ယြက္စစ္ ဦးေဆာင္ေသာ RCSS ကုိယ္စားလွယ္အဖြဲ႕သည္ ေနျပည္ေတာ္ႏွင့္ ရန္ကုန္သုိ႔ လာေရာက္ခဲ့သည့္ ခရီးစဥ္ႏွင့္ပတ္သက္၍ စက္တင္ဘာ ၁၅ ရက္က ရန္ကုန္ၿမိဳ႕၌ မီဒီယာမ်ား ႏွင့္ေတြ႕ဆုံရာတြင္ ေျပာၾကားခဲ့ျခင္းျဖစ္သည္။

“ေနာက္တစ္ခ်က္က ျပည္ေထာင္စု သေဘာတူစာခ်ဳပ္ကုိ လက္မွတ္ေရးထုိးတဲ့ အခန္း။ ၿပီးခဲ့တဲ့ မူေဘာင္က သူက အစုအဖြဲ႕ ေခါင္းေဆာင္ေတြက အစုအဖြဲ႕ကုိယ္စားျပဳၿပီးေတာ့ လက္မွတ္ေရးထုိးတာကိ။ု ဥပမာ ကြၽန္ေတာ္တုိ႔ EAO ရွစ္ဖြဲ႕ ရွိတယ္မလား။ အဲဒီရွစ္ဖြဲ႕ကုိ သူက ၿပီးခဲ့တဲ့ညီလာခံဆုိ အဖြဲ႕ေခါင္းေဆာင္ ပဒုိေစာကြယ္ထူး၀င္းက ကုိယ္စားျပဳ ၿပီး ထုိးခဲ့တဲ့အေနအထား။ ကြၽန္ေတာ္တုိ႔က အဲဒါမ်ဳိးေတြကုိျပင္ေစခ်င္တယ္။ ဥပမာ ရွစ္ဖြဲ႕ရွိတယ္ဆုိ ရွစ္ဖြဲ႕စလုံးထုိးပါ။ သေဘာမတူလုိ႔ မထုိးႏုိင္ေသးတဲ့သူ မထုိးနဲ႔ဆုိတဲ့သေဘာေပါ့။ အခုၿပီးခဲ့တဲ့ဟာက အဲဒီလုိမဟုတ္ဘူးေလ။ တခ်ဳိ႕အဖြဲ႕ေတြက သေဘာမတူခ်င္ေပမယ့္လည္းပဲ ကုိယ္စားျပဳ ထုိးတယ္ဆုိေတာ့ အလုိလုိပါၿပီးသား။ ကုိယ္ကပဲ ထုိးသလုိျဖစ္တယ္။ သေဘာကေတာ့ႏုိင္ငံေရးပါတီအစု အဖြဲ႕ဆုိ အဲဒီအတုိင္းပဲ။ အဲဒီတုန္းက ပါတီက ၂၃ ဖြဲ႕ရွိတယ္။ အဲဒီမွာ ဦးသုေ၀ကပဲ ကုိယ္စားျပဳၿပီး ထုိးတယ္ဆုိေတာ့ သူတုိ႔ၾကားထဲမွာ အစာမေၾကဘူး။ အဲဒီလုိကိစၥမ်ဳိးေတြေပါ့” ဟု ဗုိလ္မွဴးႀကီးစုိင္းငင္းက ေျပာၾကားသည္။

RCSS အေနျဖင့္ ေတာင္ႀကီးၿမိဳ႕တြင္ ျပဳလုပ္ခြင့္ျပဳရန္ ေတာင္း ဆိုထားေသာ္လည္း တပ္မေတာ္ ႏွင့္ အစိုးရဘက္က လင္းေခးႏွင့္ မိုင္းပန္ၿမိဳ႕တို႔တြင္သာ ျပဳလုပ္ရန္ ခြင့္ျပဳထားေၾကာင္း RCSS ဥကၠ႒ က ေျပာသည္။

‘‘ဒီၿမိဳ႕နယ္ႏွစ္ခုမွာကေတာ့ ေဒသခံေတြ သြားရလာရခက္ခဲတဲ့ ေနရာျဖစ္ပါတယ္။ ေနရထုိင္ရ တာလည္း အခက္အခဲျဖစ္တယ္။ အမွန္မွာကေတာ့ ႏိုင္ငံေရးေဆြး ေႏြးပြဲဆိုတာကေတာ့ ျပည္သူလူ ထုနဲ႔ေတြ႕ဆံုတာျဖစ္တဲ့အတြက္ ျပည္သူေတြကို အခက္အခဲမျဖစ္ ေစခ်င္ပါဘူး။ ေတာင္ႀကီးမွာဘာ ေၾကာင့္ လုပ္ခြင့္မရွိတာလဲ။ လုပ္ ခြင့္မျပဳတာလဲဆိုတာကို ေမးခဲ့ပါတယ္။ ဒါေပမဲ့ျပည့္ဝတဲ့အေၾကာင္း ျပခ်က္ေတာ့ မရရွိေသးပါဘူး’’ဟု ရန္ကုန္ၿမိဳ႕တြင္ စက္တင္ဘာ ၁၅ရက္က RCSS ဥကၠ႒ကေျပာ သည္။

ထုိ႔ျပင္ ယခုလာေရာက္သည့္ ခရီးစဥ္အတြင္း ရန္ကုန္ၿမဳ႕၌ိ သံတမန္မ်ားႏွင့္ ေတြ႕ဆုံမႈတြင္ ျမန္မာႏုိင္ငံဆုိင္ရာ တ႐ုတ္ႏုိင္ငံသံ႐ုံး တာ၀န္ရွိသူမ်ားႏွင့္လည္း ေတြ႕ဆုံေဆြးေႏြးမႈ ျပဳလုပ္ခဲ့ေၾကာင္း ၎ကေျပာၾကားသည္။

TNLA ႏွင့္ျဖစ္ပြားေနသည့္ ပဋိပကၡမ်ား ေျပလည္မႈရရိွရန္ UNFC ႏွင့္ ဝ ျပည္ေသြးစည္းညြတ္ေရးပါတီ (UWSP)တုိ႔အား ၾကား၀င္ ေျဖရွင္းေပးရန္ RCSS က စာ ျဖင့္ ေရးသားအေၾကာင္းခဲ႔ဖူးသည္။

လက္ရိွတြင္ RCSS အေနျဖင့္ တေအာင္း/ ပေလာင္အဖြဲ႕ (TNLA) ျဖင့္ တိုက္ပြဲမ်ားဆက္တိုက္လိုလို ျဖစ္ပြားေနၿပီး ရွမ္းျပည္တိုးတက္ေရးပါတီ (SSPP/ SSA) လည္း ထိေတြ႕မႈအခ်ိဳ႕ ရွိေနသည္။ ထို႔အျပင္ တစ္ႏိုင္ငံလံုး အပစ္ရပ္စာခ်ဳပ္ျဖစ္သည့္ NCA လက္မွတ္ေရးထိုးထားသည့္ RCSS အဖြဲ႔ အေနျဖင့္ တပ္မေတာ္ႏွင့္လည္း ထိေတြ႕မႈအခ်ိဳ႕ ရွိေနသည့္အဖြဲ႕လည္း ျဖစ္သည္။

သို႔ေသာ္ နားလည္မႈလြဲမွားေသာေၾကာင့္သာ တိုက္ပြဲအခ်ဳိ႕ ျဖစပြားေနရျခင္ ္း ျဖစ္သည္ဟုလည္း သူက ဆက္ေျပာသည္။

ဦးမင္းသူက “ရည္႐ြယ္ခ်က္က အဂၤလိပ္လို ထုတ္လႊင့္မွာ ျဖစ္ေပမယ့္လည္း လက္ရွိ နိုင္ငံေတာ္ အေျခအေန အေပၚမွာ ကမာၻနဲ႕ တကြ အသိေပးခ်င္တာ ၊ ဒီအေပၚမွာ ဘယ္လို ေဆာင္႐ြက္ထားတယ္ဆိုတာကို ပြင့္လင္းျမင္သာစြာနဲ႕ အထူးသျဖင့္ ျပည္သူဘက္က ရပ္ တည္တယ္ဆိုတာကို နိုင္ငံေတာ္ အတိုင္ပင္ခံ ပုဂၢိဳလ္ရဲ႕ ျပည္သူအေပၚ အသိေပး ေဆာင္႐ြက္ျခင္း ျဖစ္တဲ့အတြက္ ျပသျခင္း ျဖစ္တယ္” ဟု ေျပာသည္။

နိုင္ငံေတာ္ အေျချပ မိန႔္ခြန္းကို တိုက္ရိုက္ ထုတ္လႊင့္ျပသသြားမည့္ ေနရာမွာ ေနျပည္ေတာ္ရွိ သေျပကုန္းေဈး၊ ၿမိဳ႕မေဈး၊ ပ်ဥ္းမနား ၿမိဳ႕ အတြင္းမွ မဂၤလာခန္းမေရွ႕ရွိ LED Board သုံးခုတြင္ တိုက္ရိုက္ (Live) ျပသသြားမည္ ျဖစ္ၿပီး ရန္ကုန္၊ မႏၲေလးႏွင့္ အျခား ၿမိဳ႕ႀကီးမ်ားတြင္လည္း ထုတ္လႊင့္နိုင္ရန္ ျပင္ဆင္ေနေၾကာင္း သိရသည္။

ေနျပည္ေတာ္ စည္ပင္သာယာေရး နယ္နိမိတ္ရွိ LED Board ႏွင့္ အျခားေၾကာ္ျငာ ဆိုင္းဘုတ္မ်ားကို ေနျပည္ေတာ္ စည္ပင္ သာယာေရးေကာ္မတီက စာရင္းျပန္လည္ ေကာက္ယူၿပီး ျပည္သူ႕ဆက္ဆံေရးႏွင့္ ျပန္ၾကားေရးဌာနက နိုင္ငံအတြင္း အေရးႀကီးသည့္ ထုတ္ျပန္ခ်က္မ်ားကို ျပည္သူမ်ား အခ်ိန္ႏွင့္ တေျပးညီ သိရွိနိုင္ရန္ ထုတ္ျပန္သြားမည္ျဖစ္ကာ တိုက္ရိုက္ ထုတ္လႊင့္မည့္ ေနရာမ်ားတြင္ လူစုလူေဝးျဖစ္ၿပီး အဖ်က္အေမွာင့္မ်ား မရွိေစရန္ လုံၿခဳံေရး အလုံအေလာက္ ခ်ထားမည္ျဖစ္ေၾကာင္း သိရသည္။

စက္တင္ဘာ ၁၉ ရက္ နံနက္ ၁၀နာရီတြင္ ေနျပည္ေတာ္ရွိ ျမန္မာအျပည္ျပည္ဆိုင္ရာ ကြန္ဗင္းရွင္းစင္တာ-၂၌ အမ်ိဳးသားျပန္လည္သင့္ျမတ္ ေရးႏွင့္ ၿငိမ္းခ်မ္းေရးဆိုင္ရာ ႏုိင္ငံေတာ္အေျချပမိန္႔ခြန္းေျပာၾကားမည္ျဖစ္ၿပီး ႏုိင္ငံတကာမွ သံတမန္ ၉၀ေက်ာ္က တက္ေရာက္ရန္ စာရင္းေပး ထားသည္။

‘‘ျမန္မာႏုိင္ငံမွာ အေျခစိုက္ သံတမန္ေတြကို အဓိက ရည္ရြယ္ တာပါ။ အေမရိကန္ႏုိင္ငံျခားေရး ဒု၀န္ႀကီးကေတာ့ သူ႔ခရီးစဥ္နဲ႔ ႀကံဳ ႀကိဳက္တဲ့အခါက်ေတာ့ သူလည္း ဒီမွာ တက္ေရာက္ဖို႔ စာရင္းေပး ထားတာျဖစ္ပါတယ္’’ဟု ဦးေက်ာ္ ေဇယ်က ေျပာသည္။

အဆိုပါ ႏုိင္ငံတကာ သံတ မန္ ၉၀ ေက်ာ္စာရင္းမွာ စက္တင္ဘာ ၁၇ရက္အထိသာျဖစ္ၿပီး ယေန႔ (စက္တင္ဘာ ၁၈ ရက္) တြင္ ေနာက္ဆံုးစာရင္းတက္လာမည္ ျဖစ္ေၾကာင္း ၎ကဆက္လက္ ေျပာသည္။

ႏုိင္ငံေတာ္၏ အတုိင္ပင္ခံ ပုဂၢိဳလ္ ေဒၚေအာင္ဆန္းစုၾကည္ သည္ လက္ရွိက်င္းပေနေသာ ကုလသမဂၢအေထြေထြညီလာခံ သို႔ ကိုယ္တိုင္တက္ေရာက္ျခင္းမရွိ ေသာ္လည္း ႏုိင္ငံေတာ္အေျချပ မိန္႔ခြန္းကို ေနျပည္ေတာ္၌ ေျပာ ၾကားမည္ဟု စက္တင္ဘာ ၁၃ ရက္က တရား၀င္ထုတ္ျပန္ေၾက ညာခဲ့သည္။

ႏုိင္ငံေတာ္၏ အတုိင္ပင္ခံ ပုဂၢိဳလ္အစား ကုလသမဂၢအေထြ ေထြညီလာခံသို႔ တက္ေရာက္ သည့္ ဒုသမၼတ(၂) ဦးဟင္နရီဗန္ ထီးယူက စက္တင္ဘာ ၂၀ ရက္ တြင္ ကုလသမဂၢဌာနခ်ဳပ္၌ မိန္႔ ခြန္းေျပာၾကားမည္ျဖစ္ၿပီး ယင္းမ တိုင္မီ စက္တင္ဘာ ၁၉ ရက္တြင္ ေနျပည္ေတာ္၌ ႏုိင္ငံေတာ္၏ အ တိုင္ပင္ခပံ ုဂၢိဳလ္ ေဒၚေအာင္ဆန္း စုၾကည္က မိန္႔ခြန္းေျပာၾကားရန္ စီစဥ္ထားျခင္းျဖစ္သည္။

ကုလသမဂၢအေထြေထြညီ လာခံသို႔ ေဒၚေအာင္ဆန္းစုၾကည္ မတက္ေရာက္ျခင္းသည္ အခ်က္ ေလးခ်က္ေၾကာင့္ျဖစ္ၿပီး ယင္းတို႔ အနက္ အခ်က္သံုးခ်က္သည္ ရခိုင္ျပည္နယ္ေျမာက္ပိုင္း ေမာင္ေတာေဒသအၾကမ္းဖက္ခံရမႈျဖစ္စဥ္ ႏွင့္ဆက္စပ္ကာ ေနာက္ဆံုးအခ်က္သည္ ႏုိင္ငံေတာ္သမၼတ ဦးထင္ေက်ာ္ ထိုငးႏ္ ုိင္ငံ ဘန္ေကာက္ၿမိဳ႕၌ ေဆးကုသမႈခံယူေနေသာေၾကာင့္ျဖစ္သည္ဟု သမၼတ႐ံုး ေျပာခြင့္ရပုဂၢိဳလ္ ဦးေဇာ္ေဌးက ေျပာၾကားထားသည္။

ေဒၚေအာင္ဆန္းစုၾကည္ ႏုိင္ငံေတာ္အေျချပမိန္႔ခြန္း ေျပာ ၾကားရာတြင္ ႏုိင္ငံတကာ သံတ မန္မ်ားအပါအ၀င္ ျပည္တြင္း၊ ျပည္ပမွ သတင္းေထာက္မ်ား တက္ေရာက္ႏုိင္ေၾကာင္း တစ္ ဆက္တည္း ေၾကညာခဲ့သည္။
