1. Highlights of the Month

PROGRAM PROJECT DETAIL

COMMUNITY LIFESTYLE 2019 Volunteer Expo The annual Volunteer Expo took place on Saturday 8 June. Over 50 community volunteer organisations hosted information stalls for the community. Exceptional attendance at Approx. 2,000 children aged 5 years and under children’s programs attended a library program designed to encourage early language and literacy in children in the month of June. MECC & EVENTS Numbers up at the The MECC has had an overall attendance MECC increase of 10% on the last Fiscal Year. Also, the total number of events and performances is up 12%.

Large numbers of 6 Possum Magic Workshops were carried out students attend Possum for Prep students at Victoria Park State School Magic workshops and Farleigh State School in the month of June. The workshops formed a bridge between the book and the production and included practical Drama activities that explored the plot, characters and themes of Possum Magic. Each workshop ran for 45 minutes and a total of 150 students attended. Feedback received from teachers was very positive; CORPORATE Mackay Show Display The team coordinated the #mackaypride display COMMUNICATIONS & at the Mackay Show, featuring a variety of MARKETING programs across council.

SES recruitment The team helped roll out a campaign in June – TV, radio, print and social media – to encourage residents to volunteer for SES. EMERGENCY MANAGEMENT Flood Level Cameras Emergency Management was successful in its application for funding to install remote cameras on identified river level stations. HEALTH & REGULATORY Biosecurity & Animal Pest Management Officers and Local Laws SERVICES Management Education Officers attended the Pioneer Valley show

Eat Safe Mackay 80% of food businesses have now been assessed under Eat Safe Mackay

2. Workplace Health & Safety

Summary Nine incidents were reported in June.

Incidents and Injuries

The following injuries to MRC employees were reported: • Grazed and cut fingers that were caught between folding partition panels. • A potential aggravation of a pre-existing (non-work related) injury while lifting. • Pain in shoulder while relocating a removable wall panel.

The following incidents resulting in asset damage were reported: • An animal trap fell from the rear tray of a utility.

The following incidents involving members of the public were reported: • Anti-social behaviour resulted in two customers being removed from a library. • While helping to move chairs after an event, one chair fell resulting in a small laceration on leg. • A child entering the library got their hand caught in the automatic sliding door. • A child fell while dancing, bruising their elbows. • A child cut their finger while playing in the library courtyard. Each incident is investigated, and appropriate corrective measures implemented to reduce future risks.

For the 2018-19 year, one lost time injury has been recorded: • While unpacking a stack of chairs, a worker received a knee injury when the stack fell forward and hit their knee. 18 days were lost as the worker recovered.

3. Council in Community

The Council in Community Day in June took place in our Southern Region.

The day began with a Community Catch-up Breakfast at the Bakers Creek Community Hall and visits to several facilities in the region followed:

• Nebo Road Water Treatment Plant - Solar Site

• Materials Recovery Facility (MRF)

• Mackay Regional Council (MRC) Depot - Paget

• MRC Laboratory - Paget

Meetings and briefings were also held with the Mackay Society of Model Engineers at Muller Park, Ooralea and Mackay Turf Club at Ooralea.

5.1 Community Programs

Community Development

Domestic and Family The Domestic & Family Violence (DFV) Sticker campaign has Violence Sticker continued into June with the campaign being taken to the street level Campaign with Barton Street showcased as a street taking up the fight against DFV in our community. Over 14,000 stickers have been distributed through various locations and businesses. A pool of stickers remains to continue the campaign through the coming weeks.

Platform Youth The Platform youth development program expression of interest Development Program period closed with 18 young people accepted into the program. The program will now work with the young people to offer a series of professional and personal development and performance opportunities over the coming 12 months. Talents across the young people include musicians from multiple genres, DJ, performance theatre arts and circus performers across multiple disciplines.

Water Tower Project Community Programs have been proudly supporting the Slade Point Support Neighbourhood Watch Water Tower Project. The project was supported by the Regional Arts Development Fund and ongoing officer assistance has provided support around the logistics of completing the project and planning the reveal event. The water tower will be having its official reveal to community on Friday 28 June.

Valley District Youth Valley District Youth Council hosted their first open day for 2019 with Council Open Day 16 young people in attendance. The goal of the day was to open the council to new young people and encouragement new membership. The young people in attendance enjoyed a variety of networking activities. The group is busily working on writing the script for this year’s production set to occur in October.

Learn to Skate Community Programs continues to partner with the Australian Workshops Skateboarding Community Initiative to deliver learn to skate workshops at the Sugar Bowl. The June workshop saw 36 beginner skateboarders participate across a wide age range from 2-42 years old.

Sarina Youth Centre Sarina Youth Centre welcomed 140 young people through their doors during June with 9 programs on offer. The centre has been busy planning their school holiday program of activities that will commence on Monday, 1 July and is open to all young people aged 10-18 years.

Grant Writing Community Programs will be hosting a series of community grant Workshops writing workshops across the region from July 10-24. Locations and dates are Sarina Wednesday 10th, Mackay Wednesday 17th, Mirani Tuesday 23rd and Calen Wednesday 24th. Attendees will be taken through the applications process for Council’s Community Grants and Regional Arts Development Fund, as well as provided with general tips on how to prepare a quality grant application. Volunteer Expo The annual Volunteer Expo took place on Saturday 8 June. Over 50 community volunteer organisations were in attendance hosting stalls for community to engage with. Feedback from stall holders indicates that an average of 40+ people actively engaged with each stall, resulting in an average 5-12 future volunteer sign-up. Community organisations appreciate the opportunity to showcase their group, activities and programs and gained genuine outcomes in recruiting volunteers on the day.

Mackay Youth The Mackay Youth Connections Network met on Wednesday, 19 Connections Network June. Melanie Kemp, Chairperson of the NAIDOC committee presented on this year’s NAIDOC theme and festivities. 12 people attended, representing 11 youth organisations.

Mackay General The general interagency meeting was hosted this month, Marion Healy Interagency Meeting presented to the meeting on our Australian South Sea Islander community. 32 people were in attendance, representing 27 organisations.

Sarina Day The annual Sarina Queensland Day event was held on Sunday 9 June Festival at the Field of Dreams Parkland in conjunction with the Visitor Information Centre’s 1st birthday. 14 stall holders provided food and market goods, along with local organisations providing activities for children. 300+ community members attended the event which also showcased the Field of Dreams facilities.

‘Back to my Roots – The ‘Back to my Roots – Land and Sea’ cultural workshop was held in Land and Sea’ cultural on Saturday 15 June. Young people had the opportunity workshop to develop their knowledge of the cultural significance of the

Joskeleigh and Girt Island areas as well as hunting. 26 young people attended the workshop along with facilitators, volunteers and elders.

Sister Cities Program

Activity Comments

Matsuura Youth Preparations are well underway for the 2019 Student Ambassador Ambassador Program Tour to Matsuura. The students are currently participating in cultural sessions to ensure they are prepared for the trip which departs on Sunday 30 June.

Sport & Recreation

Activity Comments

Sport and Recreation A meeting was held on Wednesday 12 June where committee Advisory Committee members reviewed and discussed the second section of the Sport and Recreation Strategy. Further workshops will be held in the next meeting to finish this activity.

Try the 5 Campaign In conjunction with Corporate Communications, Sport and Recreation Officers along with campaign ambassadors, councillors and Mackay Institute of Research and Innovation judged over 300 Try the 5 competition entries and awarded two winners.

Museums

Print and Digital Loans – Lending figures for June show that overall lending figures for the same time last year have been well exceeded. Both digital and print loans are up in June. Digital loans have almost tripled during this year due to increasing the available online collection.

A focus on membership has resulted in a moderate increase in member sign-ups over the past few months, compared to the same period last year.

Young People’s • We conducted 55 programs for children aged 5 years and under Services (incl. First 5 during June. • Young People’s Librarian Claire Grandcourt attended the Children’s Book Council of 13th National Conference in Canberra from Friday 31 May to Sunday 2 June. Highlighting the outstanding contribution made by writers of humour to Australian children’s literature and children’s literacy keynote addresses and panel session also addressed indigenous language, literature and teaching indigenous history, LGBTQI writing for young adults, the role of junior non-fiction in a Google world and the importance of independent publishing for children’s books in Australia.

• First 5 Forever special programs and outreach programs designed to encourage and support early language and emergent literacy in the 0-5 age group and their families totalled 958 attendees at 8 sessions/events. • Special events this month included the Botanic Gardens Open Day where we celebrated the 50th anniversary of the Very Hungry Caterpillar, the Community Shop Front at Mt Pleasant Centre, Super Playgroup at North Mackay Primary School, the NQ Babies and Kids Market, the Pioneer Valley Show and Mackay Show.

Errol, the First 5 Forever frog, was a hit with the children at Council’s pavilion at the Mackay Show.

Heritage Collection • Staff conducted 20 hours of information research and referral activities for 15 local and interstate clients during June. • Heritage Collection contributed support material for Library Programs and activities (e.g. Membership Drive; Mackay Show)

• Heritage Collection Supervisor participate in Mackay Regional Council Heritage Strategy Workshops (25th and 27th June)

• Steamin’ Seniors – Crack the Code – 18 participants across 3 sessions • Digital Accessibility Pilot Program, session 2 – 6 participants across 4 sessions

Young Adult • We had a Resin-ating success with our June event Resin-ate. 12 teens came in and made paperweights and jewellery using epoxy resin. They used old beads, pieces of old chain, some flowers and leaves and even bugs!

Digital Literacy • 32 people attended 10 Digital Literacy classes during June.

• 39 people attended 10 Tech Talks during June. • The DLYA team presented a STEM workshop at the invitation of Mackay Northern Beaches High School. A group of year 8 and 9 students made light up paper houses using light dependent resistors and simple electronics.

• The DLYA Librarian presented a general library talk to the Mackay City Probus Women’s Group on Monday 24 June at the City Bowls Club.

Who Do You Think • This very successful programme has kicked off again for a third SHE Is? round in 2019 with 7 participants who will explore the life of one of their female ancestors over 8 weekly workshops.

• The previous two rounds of WDYTSI have created their own community who meet every fortnight at Dudley Denny City Library and continue to support and encourage each other in their Family History quests. • The Digital Literacy and Young Adult Librarian and the two historians, Jennifer Perry and Denise Neville, who created the program, have submitted a paper to be presented at the QPLA conference being held in Mackay in September.

5.3 Artspace Mackay

Exhibitions

Take Root (Colony): The large-scale community art project and art installation Take Root Project Another (Colony): Project Another Country by Alfredo and Isabel Aquilizan Country officially opened in the FIELD Engineers Gallery on Friday 14 June (169 attendees) and will run through until 14 August. More than 1000 Mackay residents, young and old, contributed to the cardboard colony by participating in workshop and drop-in art activities through March and April this year. Visitors to Artspace have another opportunity to actively participate in this wonderful project by making a house in the dedicated art-making station and leaving it for display. This activity will be ongoing throughout the exhibition and is timed to coincide with the winter school holidays and the Mackay Festival of Arts.

Robert MacPherson: Robert MacPherson: Boss Drovers opened on 4 May in Gallery 3 and Boss Drovers continues until 7 July. It is a touring exhibition from the Queensland Art Gallery / Gallery of Modern Art, which comprises of 200 drawings made the artist over a twenty-year period in the guise of his alter ego, Robert Pene, a Year 4 student at St Joseph’s Convent in Nambour, Queensland.

Focus on the collection: A Focus on the Collection exhibition in the Foyer Gallery showcasing Gwyn Hanssen Pigott ceramic works from the collection by Gwyn Hanssen Pigott, opened on 4 May and will remain on display until 14 August.

The Wall: Buff Diss The fourth artist to participate in the Artspace Mackay artist-in- residence program The Wall was Melbourne-based street artist Buff Diss. He is best known for his utilisation of tape to create large-scale murals. Buff visited Mackay to work on his mural on the Artspace Mackay Foyer Wall from Monday 1 to Saturday 13 April and used mappings of Mackay and the surrounding areas and colours from our unique environment to form a graphic narrative in mural form.

Glen Skien artists’ The Visual Arts Advisory Committee unanimously agreed to the books purchase of two artists’ books by Glen Skien from the recent group exhibition Pivot at Onespace Gallery, Brisbane. Glen Skein’s practice revolves around the reuse of materials and objects, and the nostalgia that the poetry of the past conveys. For Pivot, he has combined two- and three-dimensional works. These works are a response to Skien’s recent involvement in the 2018 Creative Fellowship at the State Library of Victoria.

Public Programs

Activity Comments

Kids Art Club Term 2, commenced on Saturday 18 May and ran through until Saturday 22 June with local artist Lisa Roebig Holmes. A total of 14 children have enrolled in classes in term 2. Kids Art Club is Artspace Mackay’s ongoing term-based art program for kids. Each week, students explore and respond to the exhibitions on show through fun- filled art activities.

Artist’s Talk: Alfredo Artist husband and wife team Alfredo and Isabel Aquilizan held a free and Isabel Aquilizan floor talk about their latest large-scale art installation Take Root (Colony): Project Another Country in the FIELD Engineers Gallery on Saturday 15 June. This was a wonderful opportunity for community members to hear first-hand the artists’ unique approach to their art practice and the importance of community development as an intrinsic part of their practice. Conversations with Art A free Conversations with Art session was held on Friday 21 June, with 4 participants attending. Held each month, Conversations with Art is a free and enjoyable discussion led by Artspace staff who encourage participants to look at images of traditional and contemporary artworks from gallery and museum collections from around the world.

BMA Kidspace BMA Kidspace was held on Tuesday 25 June, with 80 people attending. Artspace Mackay’s ever-popular toddlers’ program, gives children under five a chance to explore and have fun with art in a climate of co-operative learning. The program includes free artist-run workshops and live musical entertainment.

Speed Date the A Speed Date the Collection event was held on Thursday 27 June. Collection This informal ‘date’ night is an opportunity for members of the community to ‘meet’ artists’ books from the collection. The initiative is volunteer-run and is proving to be a popular event with Artspace Volunteers and visitors alike, with many participants booking in for consecutive future events. The June SDTC event saw a total of 13 people participate in the free program.

6. Mackay Entertainment & Convention Centre and Events

Overview

Over 8,600 patrons attended events at the MECC during June, pushing our year to date total to just a fraction under target at 154,536 (Target 155,000).

The MECC has had an overall attendance increase of 10% on the last Fiscal Year. Also, the total number of events and performances is up 12%.

MECC has been working closely with other programs to scope how to improve services at the centre. Information services and the finance department have been assisting the MECC in improving the speed of our Point of Sale system and its interface with our EFTPOS to improve our customer service.

Capital works including solar panel installation, external door replacement, auditorium public announcement system and security system installation continued this month.

Youth + Engagement

6 Possum Magic Workshops were carried out for Prep students at Victoria Park State School and Farleigh State School in the month of June. The workshops formed a bridge between the book and the production and included practical Drama activities that explored the plot, characters and themes of Possum Magic. Each workshop ran for 45 minutes and a total of 150 students attended. Feedback received from teachers was very positive;

To coincide with the performance of BRUCE, Mirani State High School students attended a workshop exploring puppeteering techniques with Nick and Dan from The Last Great Hunt. The workshop included drama games, puppet construction, puppeteering techniques and the practical side of puppetry. 13 students and 2 teachers attended this workshop held in the Lynette Denny Space, and feedback the MECC received was quite positive;

Queensland Ballet hosted a Teacher Professional Development workshop in the Lynette Denny Space aimed at early years and primary school educators, this workshop provided practical information about incorporating dance into the classroom.

After liaising with The Friends of the MECC, sponsorship of tea, coffee and biscuits were supplied to Morning Melodies audience members on Friday 7 June. The response was very positive, with members of the public expressing their gratitude to making a morning at the theatre that little more special. Tea, Coffee and biscuits will be supplied for remaining shows in the 2019 Morning Melodies season.

FESTIVAL & EVENTS

Festival of Arts The Divine Miss Bette made an appearance at this year’s Mackay Show together with Festival programs, MECC flyers, along with our very own Manager of MECC & Events, Andrew Bobeldyk (pictured).

Together with Corporate Communications the Festival advertising, local and state-wide, has been going #Mental. This week, and in the weeks leading up to the festival, we’re enticing the rest of Australia to visit #MackayInJuly through nationwide magazine, The Music, with online and EDM advertising. Our CBD flags have also gone up and look incredible, with massive thanks to Vanessa Hart and the City Centre team.

The local community has gone crazy for the 2019 programs with over 5,000 handed out already.

Ibis Mackay has joined forces with the Festival this year to offer a fabulous deal for #MackayInJuly. Yet to go live, during the Mackay Festival of Arts, Ibis will be offering Queen rooms for $109 with a free $50 TurBARlence voucher for each night’s stay (minimum two-night stay). Patrons taking up this offer with Ibis will have access to the discounted Friends of the Festival tickets for the duration of the Festival.

Global Grooves

Global Grooves has secured a headlining performer all the way from Africa. African Beat, specialising in interactive African drumming, the performances are dynamic, authentic and create a sense of unity and team spirit through the power of music. Applications for stall holders and food vendors will be opened for assessment shortly.

We’ve begun next year’s application to secure sponsorship with Multicultural Events Queensland, to be completed before the end of July.

7. Corporate Communications and Marketing

Mackay Show display: Our show display, highlighting services and initiatives of a variety programs across council, was once again a real show-stopper.

The library team rolled in its mobile library as a main attraction at the front of council’s #mackaypride pavilion and it was visited by hundreds of show-goers, many checking it out for the first time.

Parks and Environment featured a display themed “Find yourself in a park”, with useful information about recreation and relaxation in the region’s local parks, including various interactive displays. Visitors to the council pavilion were also able to sample some free, filtered, ice-cold water thanks to Mackay Water.

Other areas of interest ranged from a Capital Works booth, promoting major projects under way or in the pipeline, to Economic Development information, including recreational fishing, Mackay AFL and City Centre activities.

A major prize draw, a trip to Townsville for a NQ Cowboys experience, was won by Terri Leotta.

SES Recruitment: An SES recruitment campaign was rolled out during June, including TV, radio, newspaper and social media advertising. SES volunteers in our region are ordinary people doing extraordinary things. The campaign aimed to recruit new members, particularly in some of the smaller communities in our region. It was centred around the Mackay Volunteer Expo at the Senior Citizens Centre on June 8 and the Emergency Services Day at Harrup Park the following day.

Budget 2019-20: Council’s 2019-20 Budget has been adopted. Information was rolled out on budget day via media releases and on council’s website and social media channels. This included a special budget edition of the Mayor’s From The Chambers video. More details about the budget can be found at mackay.qld.gov.au/budget2019

Register your pets reminder: A campaign to remind residents to register their pets by July 31 for a discount is under way. The campaign started with a social media presence, including short videos. It will ramp up this month, including TV, radio and newspaper advertising, in the lead-up to Pet Rego Day on the Civic Precinct lawns on Saturday, July 27.

Mackay Draws the Line: A sticker campaign to tackle domestic and family violence in Mackay continues to gain traction. Barton Street residents are among the latest to rally for the cause, placing stickers on bins in the West Mackay street. If you'd like to take a stand against domestic and family violence in your street, you can pick up a stack of bin, bumper or book stickers from council's administration building or the Jubilee Community Centre in the Civic Precinct. Mackay Regional Council Libraries also have limited stickers available.

Community Engagement

Parks projects: It has been a busy time when it comes to consultation for parks projects. This was evident on the weekend of June 15 to 16 when information sessions were held for three projects – Cone Street Park, Canecutters Drive Park and Brownsey Court Park. Residents attending were able to provide feedback on plans to improve the parks in their neighbourhoods.

Activities included children drawing types of playgrounds they liked, the community chatting to team members and councillors and indicating equipment preferences on large posters as part of an interactive display. These information sessions attracted a strong response from the local community who were keen to have their voices heard. The feedback received at Canecutters Drive Park and Brownsey Court Park was varied, but the general attitude toward the proposed upgrades was very positive. Residents raised some concerns with the Cone Street Park improvement project and the majority requested that the open grass space stay as is.

An online survey was also devised for each park. These surveys closed on June 24. Future park projects include Woodlands District Park and Brooksfield, both of which have had engagement plans devised.

Notification: Activities to inform stakeholders in June included a letterbox drop and/or face-to-face meetings about projects, including a shared path on Harbour Road and Ron Searle Drive, a shared path and the removal of some trees at Old Shoal Point Road, pavement works on Sams Road, the sealing of a portion of Connors Road, and footpath construction on the northern side of Holts Road. 8. Emergency Management

Overview Emergency Management is continuing to implement the recommendations from the After Action Review after the 2018 bushfires. Work is progressing well with various triggers and actions, evacuation plans and roles and responsibilities all nearing completion.

We have also begun the transition process from Guardian Command software system to the new Guardian Information Management System (IMS). The new platform hosts a range a new functionality for Local Disaster Co-ordination Centre (LDCC) staff and also to the general public during disaster situations. This new platform will give LDCC staff a greater wholistic view on the event and streamlined communications between agencies.

Funding has been successful under the Disaster Resilience Fund for the installation of flood monitoring cameras on priority areas of the river monitoring network. These cameras will enhance the visibility in hard to reach areas of the region of rising flood waters, including Netherdale, Finch Hatton, Beaconsfield, Bells Creek, North Mackay and McCready's Creek.

CQ Rescue Emergency Services Day Council participated in the annual Emergency Services Day held at Harrup Park showcasing the regions vital emergency services and promoting effective disaster relief resources. This was well attended by the regions many emergency services showcasing their services, and well received by the public.

Evacuation Centre Training The Red Cross in conjunction with QFES ran a 1-day Evacuation Centre course which was delivered to a large group of persons from numerous different organisations across the region including representatives from Isaac Regional Council. Participants learnt the fundamentals of operating an evacuation centre and participated in a ‘life of an evacuee’ walkthrough simulation. Loads of skills learnt and new relationships were formed. Fantastic outcome for all.

SES

Mackay Regional SES Unit Local Controller Selina Neill was selected by Queensland Fire & Emergency Services (QFES) to attend the Queensland Police Service (QPS) Senior Leader Development Course held in June at the QPS Police Academy at Oxley. The course attracts leaders from QPS, QFES, Corrective Services and the Hong Kong & China Police Forces. Selina completed the course top of the class and the project she developed regarding SES membership options has been approved by QFES for implementation in the organisation as a pilot. More information on this pilot will be forthcoming.

Selina also attended the 2019 Australian & New Zealand Disaster Management Conference and the 2019 Australian & New Zealand Search & Rescue Conference on the Gold Coast. The program included presentation of papers around various themes including leadership in emergency management, agency collaboration and lessons learned from real disaster scenarios.

Mackay has secured delivery of a QPS Search & Rescue Field Coordinators Course for Mackay Area SES volunteers in September. This highly sought course provides SES members with the skills to assist police in the forward command post during search & rescue operations.

An intensive recruitment campaign run throughout June resulted in numerous expressions of interest from the community in joining the Mackay Regional SES Unit. An Information & Recruitment Night is scheduled for early July.

Operations

Throughout June 2019, 679 requests for service were received, compared with 752 for June 2018.

77% were completed in nominated timeframes for this month. Health and Regulatory Services aim to complete 85% of requests for service within nominated timeframes, however, depending on the circumstances of each individual matter and the speed at which compliance can be achieved using compliance processes, timeframes for completion can be influenced.
