Hi Joe,

I am satisfied that the attached addresses my concerns with regards to visibility, however, I must highlight an incorrect statement within the attached, that it is the Highway Authority’s responsibility to maintain visibility splays for this private access. This is not the case, as owners of all private accesses must maintain their own visibility splays and any cutting must be complete in consultation with the HA.

Assuming you do not consider an objection on sustainability grounds to be appropriate, I would recommend that no Highway objection is raised, subject to the following conditions and informative being attached to the consent;

(WD1) The development hereby permitted shall not be first brought into use until the first five metres of the access, measured from the edge of the carriageway, has been consolidated and surfaced (not loose stone or gravel). The access shall be maintained as such thereafter.

REASON: In the interests of highway safety.

(WD3) Any gates shall be set back 4.5 metres from the edge of the carriageway, such gates to open inwards only.

REASON: In the interests of highway safety.

(WD18) No part of the development shall be first brought into use until the visibility splays shown on the approved plans have been provided with no obstruction to visibility at or above a height of 900mm above the nearside carriageway level. The visibility splays shall be maintained free of obstruction at all times thereafter.

Reason: In the interests of highway safety

(WG2) Provision shall be made within the site for the disposal of surface water so as to prevent its discharge onto the highway details of which shall have been submitted to and approved in writing by the Local Planning Authority.

Reason: In the interests of Highway safety

INFORMATIVE (WP21) The proposal includes alteration to the public highway and the consent hereby granted shall not be construed as authority to carry out works on the highway. The applicant is advised that a license may be required from Wiltshire’s Highway Authority before any works are carried out on any footway, footpath, carriageway, verge or other land forming part of the highway. Valley View, Salisbury Access Appraisal

Further to our meeting dated 27th March 2018, we have prepared a visibility splay drawing and access appraisal letter to address the concerns raised by the highway officer. This letter will set out the conditions on Dean Road, detail the achievable visibility splays from the site access and discuss the sustainability of the site.

Dean Road Dean Road in the vicinity of the site is a quiet rural route between East Grimstead and West Dean, two villages. Dean Road is approximately 4.8m in width, with no footway provided. Whilst Dean Road is subject to the 60mph national speed limit, it has been observed that vehicle speeds are lower than this due to the nature of the road. To investigate this, a traffic survey was undertaken on Dean Road over a 7-day period from 26th November to the 3rd December 2017. The results of this survey are summarised below:

The table above identifies that vehicles speeds are significantly less than the 60mph posted speed restriction. In addition, Dean Road is very lightly trafficked, with an average of one car passing the access every 2½ minutes over a 12 hour period.

Visibility Splays Based on the above information, visibility splays of 120m are required in accordance with DMRB standards for a 40mph recorded vehicle speed. A visibility splay assessment for the site access has been undertaken and is shown in drawing 020.0308.001, and this drawing is enclosed with this letter.

The visibility assessment identifies that the required 120m visibility splay is achievable, with an element of hedgerow loss in both the primary and secondary direction. We understand that the verge is within the control of Wiltshire Council and given that the access is an existing access serving a variety of uses, Wiltshire Council are liable to undertake any vegetation trimming works that may be necessary to ensure this existing access achieves a safe level of visibility.

To determine whether the existing site access is operating safely an investigation into Personal Injury Accident data has been undertaken. This investigation, using the Crashmap.co.uk database, identified that no accidents have occurred within a 500m radius of the site over its full 19-year search period, indicating that the current access operates safely.

With suitable visibility splays achievable and the current access demonstrated to be operating safely, the use of the site access for an additional dwelling is considered acceptable.

Site Accessibility

We note the highway officer raised concerns regarding the sustainability of the site, highlighting that the site was outside of the settlement boundary and would overly rely on the private vehicle.

It is appreciated that the site is in a rural location, with a modest range of sustainable travel options. However, it is worth noting that the site is located on a bus route (service 37 provided by Salisbury Reds), providing access to Salisbury, West Dean and Laverstock. The bus stop is located near East Grimstead, 1km (a 12-minute walk) to the west of the site.

In addition, the low volumes of traffic on Dean Road and the surrounding villages presents an attractive cycling environment, with the site fronting onto National Cycle Network Route 24 which locally connects Romsey to Salisbury, supporting cycle journeys to nearby settlements.

Furthermore, is located 2.6km to the east of the site and provides rail services to Salisbury and Romsey. A cycle ride to Dean Railway Station takes 7 minutes, and cycle parking is available at the railway station.

Overall the site is considered to have reasonable sustainable travel options and as such the proposed development would not overly rely on the private vehicle. It is also worth noting that the proposed development for the erection of a single property would not result in a severe impact on the local highway network, even if all trips from the site are undertaken by private vehicles, and as such we consider the proposals to be acceptable from a highways perspective.

We trust this letter addresses the highway officer’s concerns and we look forward to hearing how the planning application progresses.
